This paper is concerned with the deployment of core technologies for automotive steel sheets, based on the structural change of global market. The main tasks of automotive industry are to ensure the energy consumption, environmental regulations, and driving safety. With social and legal requirements, this study analyzes the market creation processes with technological innovations for hot rolled, cold rolled and galvanized steel sheets during the 20th century. It has been proven that the leading country in the steel industry was also that in the automotive. The purchaser-supplier relations of sheet materials are then patternized in the regional markets of the United States and Japan, who share nearly 50% of market in the world. According to the paradigm shift of globalization, the balance of power in Porter's 5 forces has been moved to the buyers', and both industries pursue Win-Win strategies such as the PNGV(Partnership for a New Generation of Vehicles ) and design-in system with the competition.

Market-oriented networks support various tasks in the market domain. We analyze trends in structural changes of such networks to adapt to preferences in general market movements. This analysis is different from conventional ones that focus on specific technologies. Instead, we focus on the paradigm shift of network technology from connectivity functionalities to platforms supporting business domains for direct modeling. Moreover, we analyze current development efforts of technologies based on popular and realistic solutions such as FIWARE, 5GinFIRE, IBN, IDN, and HNSP. Remarkably, we detail HNSP as an open research and development platform to experiment with business models and enable co-building with developers. We observe a clear paradigm shift of communications technology from a closed to an open job-shop style.

In the 21st century, administration is changing rapidly. The process of reconstruction based on ubiquitous environment in the enhanced information society reflects the paradigm shift to the information and knowledge society. Attempts to improve administrative services are also continuing through restructuring of administrative organization and organization reengineering in public sector. Thus, this study reviews the process of development in the e-government and tries a preliminary approach for diagnosis and performance measurement. It is needed to examine in order to maintain continuity of the future e-government. Henceforth, clear and diverse performance management and evaluation on the e-government should be made.
