  • 사회의 빠른 변화 속에서 지자체가 처리해야 할 정보의 양과 행정수요는 점점 증가하고 있으며, 의사결정과 기획을 위한 정보망과 정보시스템의 활용 계획을 수립하여야 하는 필요성은 더욱 증대되고 있다. 도시정보체계(UIS)의 구축은 의사결정의 효율적인 도구로 각광받아 대다수 지자체에서 활발히 진행되고 있다. 그러나 지자체 행정업무의 70~80%가 공간정보와 연계되어 있다는 막연한 기대감에서 출발한 현재의 도시정보체계(UIS) 구축사업은 단지공간정보 관리 중심의 시스템 개발에 치우치게 되었으며, 시설물 관리 분야에 대한 사업을 이미 수행한 지자체에서는 향후 어떠한 사업들을 전개해야 할 지에 대한 보다 다양하고 구체적인 비전을 가지지 못하고 있는 것이 우리의 현실이 아닌가라는 우려를 하게 되었다. 따라서 본 연구에서는 도시정보체계(UIS)의 새로운 비전 수립을 위해서는 막연하게 제시되고 있는 공간정보 관련성 분석을 보다 세분화하여 수행할 수 있는 공간정보 관련성 분석 모형을 제시함으로써 지자체 도시정보체계(UIS) 구축사업의 현재를 돌아보고 보다 발전적인 새로운 사업추진의 시각을 고찰해보고자 한다. 본 연구에서는 지자체 업무영역에 대한 보다 세분화된 공간정보의 관련성 분석을 위해 공간정보를 업무관점, 업무-정보산출물 관점, 데이터구축관점, 정보관점, 서비스관점으로 세분화여 하여 접근하였으며, 이를 종합하여 최종적인 공간정보 관련성 분석 모형을 구성하였다. 또한 지속적인 도시정보체계(UIS) 사업의 추진을 위해 시간적 개념의 변화 양상을 제시함으로써 GIS의 발달단계에 따라 어떠한 부분에 비중을 둔 사업의 추진이 이루어져야 하는지에 대해서 제시하고자 하였다. 본 연구를 통해 시설물 관리 중심의 도시기반정보화에 편중된 도시정보체계의 구축사업의 시각이 행정정보화, 생활정보화, 산업정보화 등 다양한 분야와 결합하여 보다 큰 시너지 효과와 사용자 중심의 서비스 개선을 창출할 수 있는 기반을 제공할 것을 기대해 본다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped.   • 연안관리 정책을 결정하기 위해서는 다양한 정보의 수집과 이를 체계적으로 관리하고 분석할 수 있는 기법이 필요하다. 특히, 다양한 이해집단과 목적들이 상충하는 지역의 특성을 파악하기 위해서는 환경, 사회, 경제적인 기준 및 의사결정자의 가치체계가 반영될 수 있어야 하며, 선호도가 반영된 요소를 효율적으로 분석할 수 있어야 한다. 이에, 본 연구에서는 공간자료의 처리 및 분석이 용이한 GIS 환경에 다기준 분석법, 그 중에서도 AHP 모형을 결합하는 방법을 다루어 보았다. 분석과정을 살펴보면, 본 연구에서는 지역에 영향을 미치는 사회ㆍ경제적인 지표, 환경 지표를 정하였고, 이런 지표들의 데이터를 GIS라는 도구를 통하여 분석이 용이하도록 변환시켰다. 한편, 이 지역에 영향을 미치는 각 기준들의 중요성을 파악하여 의사결정자의 의견을 반영할 수 있도록 다기준 분석법의 하나인 AHP를 이용하여 가중치를 산정하였다. 다음으로, 다양한 출처의 자료를 표준화하여 GIS의 래스터 자료로 구축한 후, 가중치를 적용한 개별 레이어를 지도대수와 중첩분석을 이용하여 최종 결과 레이어를 생성하였다. 생성된 최종 결과 레이어 상의 공간의 대안인 각 셀 값을 비교ㆍ분석하였다. 이로 인한 결과는 연안의 유한한 자원과 공간의 다양한 이용상태를 관리하기 위한 해안과 육상의 정보를 제공할 수 있다.   • This paper presents an investigation of the structural stability of cable-stayed bridges in the construction stage, using geometric nonlinear finite-element analysis and considering various geometric nonlinearities, such as the sag effect of the cables, the P-${\Delta}$ effects of the girder and mast, and the large displacement effect. Initial shape analysis and construction-stage analysis were performed to determine the equilibrium of the structure in the construction stage. After that, geometric nonlinear analysis was performed to study structural stability. In this study, the weight of the derrick crane and the key segment were considered the main external loads, which were applied to the tip of the center span. The cable arrangement type and the stiffness ratios of the girder and mast were considered the main parameters of the analytic research. Based on the results of the analysis, the change in the buckling mode and critical load factors with respect to the cable arrangement type and the stiffness ratios of the girder and mast was investigated. The buckling modes of the steel cable-stayed bridges in the construction stage were classified, and the ranges of the stiffness ratios of the girder and mast, which show these classified buckling modes, were suggested.

  • Problem of greenhouse gases associated with global warming and the world rise in fuel oil prices due to the depletion of fossil fuel has attracted attention. For this reason, maritime transport business, has shown interest in green-ship technology to reduce the consumption of fuel and reduce greenhouse gas for environmental protection. Power system of the ship is one of the most important factors for safe operation. Therefore, at design of ship power system, most of existing vessel used comparative large capacity generator in order to respond peak load such as bow thruster, crane and etc. In the navigation of ship, marine generators most would be operated at low load operation. In the low load operation of the generation rate of 50% or less, the operation efficiency of the generator it deteriorated, to consume more fuel oil. It also, it means that adversely effect the life of the generator. In this paper, studied how to apply for a secondary battery in container ship that relatively frequent arrival and departure in port. As a result, in order to apply the secondary battery to increase the operating efficiency of the generator during the voyage, it was confirmed that it is possible to reduce fuel consumption.

A Brief Clustering Measurement for the Korean Container Terminals Using Neural Network based Self Organizing Maps (자기조직화지도 신경망을 이용한 국내 컨테이너터미널의 클러스터링 측정소고)

  • The purpose of this paper is to show the clustering measurement way for Korean container terminals by using neural network based SOM(Self Organizing Map). Inputs[Number of Employee, Quay Length, Container Terminal Area, Number of Gantry Crane], and output[TEU] are used for 3 years(2002,2003, and 2004) for 8 Korean container terminals by applying both DEA and SOM models. Empirical main results are as follows: First, the result of DEA analysis shows the possibility for clustering among the terminals and reference terminals except Gamcheon and Gwangyang terminals because of the locational closeness. Second, the result of neural network based SOM clustering analysis shows the positive clustering in clustering positions 1, 2, 3, 4, and 5. Third, the results between SOM clustering and DEA clustering show the matching ratio about 67%. The main policy implication based on the findings of this study is that the port policy planner of Ministry of Land, Transport and Maritime Affairs in Korea should introduce the clustering measurement way for the Korean container terminals using neural network based SOM with DEA models for clustering Korean ports and terminals.

A study of ubiquitous-RTLS system for worker safety (작업자 안전관리를 위한 유비쿼터스-실시간 위치추적시스템 연구)

  • At the industrial work site, the manufacturing process is being automated to improve work efficiency. However, it is often difficult to automate the entire manufacturing process, and there are spaces in which workers there are constantly exposed to danger. To protect such workers from the danger, this paper studied a worker safety management system for the industrial work site which uses a location recognition system and which is based on the Ubiquitous-Wireless Sensor Network (U-WSN). Using wireless signals, the distance between two devices can be measured and the location of a worker can be calculated using triangularization in 3-D. But at the industrial work sites where there are a lot of steel and structures, errors occur due to signal reflection and multi-path, etc., which makes it difficult to get the accurate location. To address this problem the following was done: first, a circular polarization patch antenna appropriate to the work site was used to reduce the degree of error that may occur from the antenna emission pattern and the particular Line of Sight (LOS); second, a 3-D localization technique and a filtering algorithm were used to improve the accuracy of location determination. The developed system was tested by using it on a wharf crane to validate its accuracy and effectiveness. The proposed location recognition system is expected to contribute greatly in ensuring the safety of workers at industrial work sites.

A Study on Harmonized Hand Signal Standards for Shipboard Work Safety (1): A Validity Analysis of Ship Hand Signal Standardization (선박작업 안전을 위한 수신호 통일지침 마련에 관한 연구(1) - 선박의 수신호 체계 표준화 타당성 검증을 중심으로)

  • As preliminary work for the establishment of a harmonized ship hand signal standard, this paper explores the availability of hand signals as a means of shipboard work communication and considers the validity of standardization. Prior to the feasibility study, shipboard work activities that use hand signals were classified based only on ship safety managers' arbitrary decisions. This survey was carried out to measure shipboard workers' willingness to communicate with hand signals and their preferences regarding the institutional standardization of a hand signal framework if they engage in activities classified as relevant. The results of statistical analysis (a t-test and correlation analysis) showed that respondents are willing to accept harmonized hand signals regardless of both their work type (crew/safety supervisors) and work department (deck/engine room) under working situations where hand signals are an available means of communication. In addition, there was a significant difference in the extent of shipboard workers' frequency of hand signal usages between each type of work activity, indicating a significant positive (+) correlation between frequency of usage and preference for standardization. Finally, it was concluded that shipboard work communication would be effectively improved if a follow-up study is carried out to establish prioritized harmonized hand signal standards for port-related work activities, such as crane operation, windlass/winch operation, line movement/delivery and cargo hold operations.

A Brief Efficiency Measurement Way for the Korean Container Terminals Using Stochastic Frontier Analysis (확률프론티어분석을 통한 국내컨테이너 터미널의 효율성 측정방법 소고)

  • The purpose of this paper is to measure the efficiency of Korean container terminals by using SFA(Stochastic Frontier Analysis). Inputs[Number of Employee, Quay Length, Container Terminal Area, Number of Gantry Crane], and output[TEU] are used for 3 years(2002,2003, and 2004) for 8 Korean container terminals by applying both SFA and DEA models. Empirical main results are as follows: First, Null hypothesis that technical inefficiency is not existed is rejected and in the trasnslog model, the estimate is significant. Second, time-series models show the significant results. Third, average technical efficiency of Korean container terminals are 73.49% in Cobb-Douglas model, and 79.04% in translog model. Fourth, to enhance the technical efficiency, Korean container terminals should increase the handling amount of TEUs. Fifth, both SFA and DEA models have the high Spearman ranking of correlation coefficients(84.45%). The main policy implication based on the findings of this study is that the manager of port investment and management of Ministry of Land, Transport and Maritime Affairs in Korea should introduce the SFA with DEA models for measuring the efficiency of Korean ports and terminals.

The Movement Characteristics of Suspended Solid(SS) in Harbor Construction(I) - In a Riprap Work - (항만공사시 부유토사의 거동 특성에 관한 연구(I) -사석공사시-)

  • This paper intends to analyze the movement characteristics of the suspended solid(SS) generated in a riprap work which is the most widespread process in harbor construction. The generation and movement behaviors of SS are investigated when 1) basic ripraps (0.001~0.03㎥) are cast for breakwater construction, 2) ripraps are loaded on carrier for riprap casting in the sea-wall construction of dredged material pocket, and 3) ripraps for inner filling are cast. The result of the present study shows that the SS generation is considerable when basic ripraps are cast for breakwater construction and the SS diffusion reaches up to 500m in high tide period. When ripraps are loaded on carrier, the SS is generated by the ripraps running down into sea from carrier, thereby showing a high concentration of SS in the vicinity of carrier. In the surface layer, SS distribution is confined in the vicinity of the carrier due to the prompt sinking of the SS. However the SS in the bottom layer is diffused approximately up to loom and then the SS concentration reaches to the background one. In the riprap (less than 0.03㎥) casting for inner filling using pork crane, SS is diffused approximately up to 300m in the surface layer and more than 300m in the bottom layer. It is quite interesting that the movement of the SS generated in harbor construction is mainly controlled by wind drift in the surface layer and tidal current in the bottom layer, and also the diffusion range of SS in the bottom layer is much larger than that in the surface layer.

Development of Robotic System based on RFID Scanning for Efficient Inventory Management of Thick Plates (효율적인 후판 재고관리를 위한 RFID 스캐닝 로봇 시스템 개발)

  • Automation of inventory management in a steel plate factory was a difficult problem unresolved for a long time. And now, it is also necessary to work diligently in the steel industry on efficient inventory management of thick plates. So far, the environmental characteristics of stacked thick plates means it is not easy to apply advanced technology for their automatic identification. In this paper, we propose a thick-plate robotic scanning system based on radio-frequency identification (RFID) that can provide quick and accurate inventory management by acquiring plate information after the scanning automatically recognizes the RFID tags under difficult load conditions. This system is equipped with a crane to move the plates in a pulled-up operation. It is equipped with a plate-only linear dipole antenna only for scanning the position of the plate tag. Only the linear dipole antenna, while moving the x-axis and y-axis information, automatically identifies the tag information attached to the plate. The tag information acquired by the system is used for stockpiling and is managed by steel plate inventory control software. The effectiveness of the proposed system is verified through field performance evaluation. As a result, the recognition rate of the plate tags is 99.9% at a maximum distance of 320 cm. The developed thick-plate antenna showed excellent performance compared to an existing commercial antenna.
