FEASIBILITY STUDIES FOR INFRASTRUCTURE CONSTRUCTION PROJECTS: HOW GOOD ARE THEY?

  • This paper presents an evaluation of feasibility studies conducted to justify investments in infrastructure projects. An analysis of a previous feasibility study for a highway construction project is presented in this paper with an emphasis on the estimates and forecasts presented in that study in order to weigh expected benefits from the project against expected costs. The forecasted numbers are compared with actual data collected during the operation phase about the usage of the facility. The comparison reveals a huge difference between estimated numbers and actual numbers. Based on the lessons learned from the analyzed case study, recommendations are presented to improve feasibility studies for infrastructure projects including: peer review of feasibility studies; before-and-after feasibility studies; and defined scope and methodology for feasibility studies. Decision makers are advised to take outcomes of feasibility studies for infrastructure projects with extreme caution as some studies may provide erroneous and misleading input to their decisions regarding investment in infrastructure projects.

The Aspects, Reasons and Outcomes of an Unmanned Air Vehicle Crash Caused By Engine Failure

  • The Unmanned Air Vehicle (UAV) systems are indispensable tools of air surveillance and reconnaissance nowadays. Via this systems, hazardous end risky intelligence gathering activities are handled easily. Although they are named as "Unmanned" the UAV systems are commanded by pilots/operators. So, because of weather conditions, enemy attacks etc. as well as pilot error it is possible to face with sudden Round per Minute (RPM) drops and subsequently engine cut/stop during a mission flight at high altitudes. In this case, there are some very urgent decisions to make and rapid "emergency procedure" steps to take in a very short time before Line of Sight (LOS) is lost. The time before crash and the distance to landing air base need to be calculated, the Return Home route need to be checked and the landing/crash side need to be determined. Therefore it is a vital necessity that UAV pilots have some extra qualifications like being determined, well instructed and trained, experienced apart from operating ability. Within this scope, for an education process of a UAV pilot experience sharing and lessons learned are as important as simulators even more. By means of lessons learned it is possible to find out the reasons, mistakes and prevent the likely UAV accidents. In this study it is told about a real UAV crash, experienced of the pilot, the dos and don'ts and the difficulties. Thus it is aimed to help the people who can experience the same or similar situations in future.

국내 의과대학의 국제보건교육 현황과 요구분석 (What Are the Current Status and Educational Needs of Global Health Education in Medical Schools? A Nationwide Survey in Korea)

  • This study investigated the current status and educational needs of global health education (GHE) at medical schools in Korea. Among the 40 medical schools nationwide, 32 schools that agreed to participate in the study collected data through a survey in 2022, and the results were examined by frequency analysis and content analysis. In total, 87.5% of medical schools included global health-related graduation outcomes. In the curriculum, global health lessons within courses were present at 71.9% of medical schools. Regarding extracurricular activities, 66.7% and 63.0% of medical schools offered overseas clerkships and overseas volunteer work, respectively. Although there were not many medical schools with a global health-related educational environment, 96.9% of schools agreed with the necessity of GHE in medical education. The prevailing opinion was that it was appropriate to continuously cover GHE as lessons within courses throughout all years of the program in medical education. The main opinions regarding the improvement of GHE related to curriculum development, personnel expansion, and awareness improvement at medical schools. These findings are expected to serve as a basis for identifying the current status of GHE at Korean medical schools and specifying future directions of GHE.

한 초등 과학 교사의 정서적 반응적 교수의 실천 사례 연구 (A Case Study of an Elementary Science Teacher's Emotionally Responsive Teaching)

  • 과학 교사의 주요한 역할 중 하나는 학생들이 과학 수업의 주체로서 활발하게 참여할 수 있도록 돕는 것이다. 이와 관련하여 본 연구에서는 한 초등학교 과학 전담 교사가 어떻게 학생들의 정서적 자원을 활용하여 정서적 반응적 교수를 수행하였고 그 결과는 무엇이었는지 기술하였다. 연구의 참여자는 교사 자신과 그가 가르치고 있는 6학년 학생들이었으며, '다양한 생물과 우리 생활' 단원의 수업에 교사의 정서적 반응적 교수가 적용되었다. 교사의 개인 일지, 수업 녹화본, 학생들과의 면담을 포함한 다양한 종류의 자료를 수집하였으며, 이들을 질적인 방법으로 분석하고, 셀프 스터디의 방식으로 연구 결과를 기술하였다. 교사는 학생들의 세 가지 정서적 자원(캐릭터 그리기, 티셔츠 디자인, 랩)을 활용하여 정서적 반응적 교수를 수행하였다. 교사의 정서적 반응적 교수는 학생들의 긍정적인 정서 및 활발한 수업 참여, 지식의 탐색과 정당화를 포함하는 인식적 실천, 일상생활의 맥락을 고려한 지식의 재구성이라는 효과를 가져왔다. 이에 따라 정서적 반응적 교수가 초등학생들의 과학 수업 참여를 촉진하면서 정서적, 인식적, 개념적 측면에서 유의미한 학습 결과를 가져올 수 있음을 논의하였다. 따라서 정서적 반응적 교수의 특징과 세부 교수 전략들을 이해하기 위한 후속 연구가 수행되어야 할 것이다.

저학년 외국인 가정 다문화 학생을 위한 그림책 읽어주기 수업에 관한 실행연구 - A초등학교 학교도서관 협력수업의 사례를 중심으로 - (Action Research on Reading Picture Books for Lower-Grade Multicultural Students from Foreign Backgrounds: A Case of Collaborative Lessons with A Elementary School Library)

  • 본 연구는 초등학교 저학년 외국인 가정 다문화 학생의 언어능력 향상과 정서적 안정감을 촉진시키기 위한 학교도서관을 활용한 그림책 읽어주기 수업의 운영 사례를 제시하는 데 목적이 있다. 이를 위해 다문화 학생을 대상으로 한 그림책 읽어주기 수업을 계획하고 실제 수업을 진행하며 얻은 결과를 분석하였다. 연구 과정에서는 다문화교육 및 언어능력 향상을 위한 그림책 활용과 관련된 선행 연구들을 고찰하였으며, 이를 토대로 수업의 주요 요소들을 도출하여 수업 절차를 구체적으로 설계하였다. 실제로 경기도의 A초등학교에서 1학년과 2학년 다문화 학생 5개 반 43명을 대상으로 20주 동안 반별로 각각 3회의 시범수업과 17회의 본 수업, 총 100회의 그림책 읽어주기 수업을 실시하였다. 연구 결과, 그림책 읽어주기 수업이 다문화 학생들의 한국어 이해 능력 향상에 긍정적인 영향을 미쳤음을 확인하였다. 학생들의 한국어 표현력과 발표 태도가 개선되었으며, 도서관 이용도가 증가한 것으로 나타났다. 또한, 그림책 읽어주기 수업은 학급생활 태도에도 긍정적인 변화를 가져왔다. 본 연구에서 제안한 학교도서관 활용 그림책 읽어주기 수업의 절차는 실제 학교교육 현장의 수업 운영과정에서 구상되고 발전된 것으로, 다문화 학생들의 증가에 따른 수업 환경 개선의 필요성을 반영한 실행연구이다. 이 연구를 통해 초등학교 저학년 다문화 가정의 학생들을 위한 그림책 읽어주기 수업이 어떻게 수업 환경을 개선하고 학습 성과를 향상시킬 수 있는지에 대한 중요한 시사점을 도출하였다.

초등학교 초임 교사와 경력 교사의 다학문적 통합과학 수업 사례 분석 (A Case Study of Multidisciplinary Integrated Science Lesson by Beginning Teacher and Experienced Teacher in Elementary Schools)

  • This paper is an in-depth case study to analyze integrated elementary science lesson planning and practical teaching by two teachers at an urban elementary schools. One is an experienced teacher and the other is a beginning teacher. For this study, researchers asked teachers to design 5 stages of lesson planning after sharing basic theories about the integrated science education. The first of the 5 lesson planning stages is curriculum analysis and choice of integrated science topic. The second stage is constructing the frame of integrated science lesson contents, and the third is drawing a diagram of the integrated science lesson development. The fourth stage is making a table of lesson plans, and the last stage is writing integrated science lesson plans. Then, the teachers implemented the lessons they created. They taught students one unit of science which is composed of 8 lessons. Difficulties that teachers meet during designing plans and integrated science class were analyzed. 5 staged lesson planning, video transcriptions, teacher interview about lesson planning and teaching, researchers' checklists, reports of inspection classes, teachers' self evaluation, and students interviews were used for this study. One of the significant results of this study is that both experienced and beginning teachers had many difficulties in deciding on time to teach and contents of science and other subjects, as well as selection and organization of whole topics of integrated science teaching. The beginning teacher especially had greater issues with developing definite teaching-learning strategy to conduct thoughts and views for integrated science at the whole unit and each lesson. However, the experienced teacher was using various teaching-learning strategies by utilizing integrated science teaching professionalism to develop students' integrated thinking ability during the instruction of other subjects. The outcomes of this study are that both teachers could deeply understand the need and value of integrated science education at the elementary school through planning and teaching 8 lessons, and that they could have self-confidence with development of teaching professionalism for integrated science teaching. It may be possible that this study could help the development of pre- and in-service program for improvement of integrated science teaching professionalism for elementary school teacher.

가습기살균제 피해사건과 교훈 (Health Damages and Lessons of the Use of Humidifier Disinfectants in Korea)

  • Introduction: After 17 years since the first production of humidifier disinfectants in Korea, Korea Centers for Disease Control and Prevention (KCDC) announced that the odds ratio of lung injury related with humidifier disinfectant usage was 47.3 (95% confidence interval 6.0-369.7) according to a case-control study with 18 adult cases, including 8 pregnant women at a university hospital in Seoul. Results: From September 2011 to April 2012, one-hundred and seventy four victim cases have been reported to an environmental non-governmental group (NGO). We summarized timetable of humidifier disinfectants accidents, analyzed health outcomes (death, lung or lung and heart transplantation, pulmonary disease) of reported victims, and classified some information for humidifier disinfectants with health outcomes, and government action for this accident. Among the victims, number of death cases are 52 (30.0%), including 26 babies less than 3 years old. Sixty-nine victims come from twenty-seven family with 2 to 4 members per family. About twenty types of humidifier disinfectant products and about 600,000 product items a year have been sold. Fifty-two death cases used 7 different types of disinfectant products, including imported goods and some private brands of well-known supermarkets. KCDC confirmed inhalation toxicity of 6 products through an animal experimental test, and based on this observation recalled disinfectants containing PHMG (polyhexamethylene guanidine) and PGH (Oligo(2-(2-ethoxy)ethoxyethyl guanidinium chloride). Discussions: The use of these biocides involved highly fatal consequences among biologically vulnerable victims, such as pregnant women, several family member victims after semi-acute exposure. This is the first biocide disaster in Korea with non-specific targets, and unknown scale of victims, warranting concerns on use of biocides in the living environment. Conclusions: Special administrative agency for chemical safety and compensation act for environmental health victims are needed to prevent similar problems.

Changes of the Elementary Science Teaching with the Influence of the National Assessment of Educational Achievement

  • In this study, we investigated how elementary science teaching has changed with the introduction of the National Assessment of Educational Achievement (NAEA). Teachers are held accountable for student performance as measured by the mandatory nation-wide standards tests to satisfy the needs of accountability and quality assurance systems. In relation to the teaching of science in the elementary school, professionalism meets potential threats with the advent of national test. Through analysis of the classroom teaching and open-ended interviews, we explored the teacher's concerns about the national test and how their science classes have changed to prepare for this test. According to the results, the national test made elementary teachers accountable for the content of their science classes, limits teachers' autonomy in reconstruction of curriculum, and forced teachers to conduct conclusion-centered lessons even in elementary science classes. In addition, teachers argue that the national test precludes the possibility of differentiated education and differentiated assessment. Based on the results, we suggested a new professionalism in this accountability era, so called 'informed professionalism', which refers to the ability of teachers to interpret and implement curriculum and policy mandates at the local, school and classroom level to generate equitable and improved student outcomes through teaching and learning. We also suggested further research on the teacher professionalism in teaching science contents.

  • The purpose of this study is to introduce a synergetic configuration of stakeholders, especially government and university, into the corporate social responsibility strategy. The alignment of a company's CSR efforts with its business practices and values must be communicated strategically for effective and successful business outcomes. Therefore, the proposed process of CSR evaluation takes into account the three helices of the Triple-Helix perspective, university, industry, and government (UIG), and investigates how involvement in the Triple Helix actors influence corporations with CSR initiatives. Specifically, whether the public's awareness of a corporation's CSR activities is heightened by the concurrent support of the three helixes will be examined. We propose a methodology that enables corporations to determine effective levels of integration with government and educational institutions. The intensity of Triple-Helix indicators will be examined.

Challenging management of chorioamnionitis with placental listeriosis: lessons from 2 cases

  • Listeriosis is a rare foodborne infection caused by Listeria monocytogenes. It is 12-20 times more prevalent in pregnant women compared to the general population, with a 20-40% mortality rate in neonates. Early treatment with appropriate antimicrobial agents is critical for pregnancy outcomes; however, the infection is difficult to control because the nonspecific clinical manifestations and rarity of the disease often preclude early diagnosis. We encountered 2 cases of pregnancy-associated listeriosis that occurred at 29 and 37 weeks of gestation. Both neonates were delivered by emergent cesarean section due to fetal condition, and one of the preterm infants died immediately after birth. Pregnancy-associated listeriosis should be considered in the management of unexplained fever or inflammatory conditions in pregnant women.
