  • A proficiency test is one of programs which Korea Research Institute of Standards and Science(KRISS), as national metrology institute, is putting in operation for the mutual recognition arrangement. The Fluid Flow Group of KRISS evaluated the measurement capability for liquid flowmeter calibrator of the national calibration and test organizations. The uncertainty of national standard system was estimated in accordance with Guide to The Expression of Uncertainty in Measurement (ISO), and the turbine flowmeter, which was used for the round-robin test as a reference flowmeter, was characterized. The round-robin tests with the turbine flowmeter package were carried out in 1995 and 1999. The test results of the organizations and those of KRISS agreed within $\pm0.2$%. It is found thus that the organizations have the traceability of the national standard for liquid flow measurement.

Demands form customers, flatter organizations, measuring and assessing outcomes, stiffer competition for resources, technology, environmental concerns and others, all have created changes in the workplace for which enhanced leadership is needed. TQM, CQI, TQL, (managing quality), other acronyms can be summarized as a means of moving an organization into the new millennium with a keen focus on people, service, efficiencies, effectiveness and excellence. It is not an accident. It is the result of a clear, well-directed strategically focused thinking. Attention to quality encourages individuals and teams throughout organizations to continually learn, think and contribute ideas on how to explore processes that affect them. The organization must change into a learning organization that seeks to continually improve its processes and services. This learning attitude requires a cultural shift from autocratic to more participatory leadership. This presentation will examine the principles and lessons learned form implementation of quality initiatives from different organizations. Many of the themes shared are independent of the source and, as such, may be helpful in validating what you are doing or give you ideas on leading and implementing change within your organizations.

  • This study aims to examine validity and reliability of the convergence talent measurement. Based on the comprehensive literature review on convergence and convergence talent, we draw 4 main competencies (convergence cognitive, accomplishment, problem solving, and attitude) and 10 critical aspects (creative thinking, critical thinking, cooperation, communication, problem-solving, knowledge accessibility, resource utilization, trust, openness, caring) for building an effective convergence-oriented organization. A validity and reliability test survey were conducted for the analysis to investigate the convergence talent scale. With a data of 151 employees in diverse companies, the results show that the factors demonstrated acceptable levels of validity and reliability. The empirical evidences of our study are 10 key aspects comprising four main dimensions which suggest an available scale for measuring the convergent talent for enhancing convergence-oriented organizations. Our research contributes to the expansion of academic and practical implications on convergence, especially in convergence-oriented organizations.
