  • We realized the national standard of the candela, one of the SI units, by using two photometers with the spectral responsivity measured in reference to the absolute cryogenic radiometer. The external apertures of the photometers were fabricated using a diamond turning machine, and measured in terms of area with uncertainty of 0.05 %(k = 1). The candela is realized using a 1 kW FEL lamp and the characterized photometers on an optical bench. The uncertainty is budgeted to be 0.25 %(k = 1) considering the uncertainty of the spectral responsivity and the response uniformity of the detectors, the area of the external apertures, the color temperature of the lamp, and the positioning reproducibility of the photometers and the lamp. We verified the realized scale by comparing with the scale of National Institute of Standards and Technology, USA. They coincided with each other within 0.1%.

  • A method is described for the determination of dibutyltin (DBT) in sediment by isotope dilution using liquid chromatography inductively-coupled plasma/mass spectrometry (LC-ICP/MS). To achieve the highest accuracy and precision, special attentions are paid in optimization and evaluation of overall processes of the analysis including extraction of analytes, characterization of the standards used for calibration and LC-ICP/MS conditions. An approach for characterization of natural abundance DBT standard has been developed by combining inductively-coupled plasma/optical emission spectrometry (ICP/OES) and LC-ICP/MS for the total Sn assay and the analysis of Sn species present as impurities, respectively. An excellent LC condition for separation of organotin species was found, which is suitable for simultaneous DBT and tributyltin (TBT) analysis as well as impurity analysis of DBT standards. Microwave extraction condition was also optimized for high efficiency while preventing species transformation. The present method determines the amount contents of DBT in sediments with expanded uncertainty of less than 5% and its result shows high degree of equivalence with reference values of an international inter-comparison and a certified reference material (CRM) within stated uncertainties.

  • In precision length measurements using optical interferometry based on homodyne or heterodyne principles, it is crucial to have frequency-stabilized monochromatic light sources. To the end, we investigate the possibility of utilizing the optical comb constituted by ultrashort femtosecond pulse lasers generated from a gain medium of titanium-doped aluminium oxide $(Ti:Al_2O_3)$. The optical comb is stabilized by locking to the caesium atomic clock, which allows all the modes of the comb to maintain an extremely high level of frequency stabilization to precision of one part in $10^{16}$. Then, high precision length measurements are realized by extracting a single or group of particularly wanted optical frequency components or by adopting a third-party light source locked to the comb. Required measurement system setup will be presented in detail along with experimental results.

  • A new assay technique to distinguish between pure compounds and the isomeric mixtures has been suggested using single molecule (SM) fluorescence detection technique. Since the number of emission spots in a fluorophorespread film prepared from a genuine dye solution was determined by experimental condition, the deviation of spot numbers from the expected values could be considered to be an indication of lower purity of the sample solution. The lower limit of sample concentration for this assay was determined to be $5{\times}10^{-10}$ M to show uniform number of expected spots within 10% uncertainties in our experimental condition. An individual fluorescence intensity distribution for a mixture of isomers having doubly different emissivities was simulated by adding distributions obtained from Cy3 and nile red (NR) independently. The result indicated that the mixture could be identified from the pure compounds through the difference in the number of Gaussian functions to fit the distribution. This new assay technique can be applied to the purity test for synthetic biofluorophores which are usually prepared in small quantities not enough for classical ensemble assays.

  • We have focused on the development of a fiber optic BOTDA (Brillouin Optical Time Domain Analysis) sensor system in order to measure temperature distributed on large structures. Also, we present a feasibility study of the fiber optic sensor to monitor the distributed temperature on a building construction. A fiber optic BOTDA sensor system, which has a capability of measuring the temperature distribution, attempted over several kilometers of long fiber paths. This simple fiber optic sensor system employs a laser diode and two electro-optic modulators. The optical fiber of the length of 1400 m was installed on the surfaces of the building. The change of the distributed temperature on the building construction was well measured by this fiber optic sensor. The temperature changed normally up to 4℃ through one day.

  • Time comparison techniques are necessary for generating and keeping Coordinated Universal Time (UTC) and distributing standard time clocks. Global Navigation Satellite System (GNSS) Common View, GNSS All-in-View, Two-Way Satellite Time and Frequency Transfer (TWSTFT), Very Long Baseline Interferometry (VLBI), optical fiber, and Network Time Protocol (NTP) based methods have been used for time comparison. In these methods, GNSS based time comparison techniques are widely used for time synchronization in critical national infrastructures and in common areas of application such as finance, military, and wireless communication. However, GNSS-based time comparison techniques are vulnerable to jamming or interference environments and it is difficult to respond to GNSS signal disconnection according to the international situation. In response, in this paper, Code-Division Multiple Access (CDMA) based All-to-All TWSTFT operation method is proposed. A software-based simulation platform also was designed for performance analysis in multi-TWSTFT signal environments. Furthermore, code and carrier measurement jitters were calculated in multi-signal environments using the designed simulation platform. By using the technique proposed in this paper, it is anticipated that the TWSTFT-based time comparison method will be used in various fields and satisfy high-performance requirements such as those of a GNSS master station and power plant network reference station.
