네트워크 중심전 수행을 위해서는 고속의 데이터 전송을 보장하는 전술통신망 구축이 필수적이다. 이에 군은 상용 Wireless BroadBand (Wibro) 장비를 활용한 전술이동통신체계(MSAP : Mobile Subscriber Access Point)를 개발하여 군 작전의 효율성을 높이는 방안에 대해 연구하고 있다. MSAP은 Wibro기반의 이동기지국 개념으로 기지국(Base Station)을 차량에 장착하여 이동성을 제공한다. 따라서 MSAP을 전장상황에 활용 시 고속의 데이터 전송을 통해 임무수행에 필요한 데이터들의 원활한 전송을 보장한다. 또한 MSAP은 차량화 되어 있어 전장 상황 변화 시 이에 맞추어 기동이 가능하다. 본 논문에서는 기계화부대, 전방 예비부대, 후방 예비부대, 지원부대, 포병 부대, 지휘소 등에 MSAP을 활용한 전술통신체계를 구축하여 작전 수행시에, 작전 부대들의 위치를 고려하여 이 부대들이 MSAP을 이용한 통신을 가능하게 하는 MSAP의 최적 위치 선정을 통해 최소의 MSAP장비로 작전지역에 고속의 통신환경을 구축하는 방안에 대해 제시한다. 이에 관한 수리적 모델을 제시한 후 이를 해결하기 위한 알고리즘을 제안하고 그 적용결과를 제시한다.

This study is an attempt to look into the future role of the ROKN and to provide a strategic way forward with a special focus on naval strategic concept and force planning. To accomplish this goal, this research takes four sequential steps for analysis: 1) assessing the role and utility of naval power of ROKN since its foundation back in 1945; 2) forecasting features of various maritime threats to influence the security of Korea in the future directly or indirectly; 3) identifying the roles to be undertaken by future ROKN; and 4) recommending Korean way of naval force planning and the operational concept of naval power. This study seeks to show that ROKN needs comprehensive role to better serve the nation with respect to national security, national prosperity and development, and future battle-space management. To safeguard the national security of Korea, it suggests three roles: 1) national guard for the peaceful unification; 2) protector of the maritime sovereignty; and 3) suppressor to maritime threats. Three more roles are highlighted for national prosperity: 1) escort of the national economy; 2) guardian for national maritime activities; and 3) contributor to the world peace. These roles need to be closely connected with the role for the battle-space management. This paper addresses the need for a dramatic shift of the central operational domain from land to maritime in the future. This will eventually offer future ROKN a leading role for developing strategic concept and force planning rather than merely a supporting one. This study finally suggests 'balanced' strategy both in concept development and force planning. A balanced force planning is a 'must' rather than an 'option' when considering a division of function between Task Fleets and Area Fleets, constructing cutting-edge conventional forces such as Aegis destroyer, CVs, or submarines, and the mix of high-profile platform and low-profile when composing future fleets. A 'balance' is also needed in operational concept. The fleet should be prepared to fulfill its missions based on two different types of force operation i.e., coercive or cooperative application of the utility of naval force. The findings and recommendations of the study are relevant today, and will be increasingly important in the future to achieve various political goals required by enhancing the utility of naval power.

회로 시뮬레이션과 국부적 탐색을 갖는 시뮬레이티드 아닐링을 사용한 새로운 탐색 전략에 기초하여 고성능 연산 증폭기의 설계 자동화를 위한 기법을 제안하였다. 임의의 연산 증폭기 구조와 성능 규격에 대해서, 이산 설계 변수들을 갖는 비용 함수의 이산 최적화를 통해 연산 증폭기의 설계가 이루어진다. 설계 시간의 단축을 위해서 전용 회로 시뮬레이터와 몇 가지 휴리스틱을 사용하였다. 스마트 센서와 10 비트 25 MS/s 파이프라인 A/D 변환기에 사용 가능한 저전력 고속 전차동 CMOS 연산 증폭기의 설계를 통해서, 제안된 기법을 사용하여 개발된 설계 도구는 적은 설계 지식과 설계 노력을 가지고 고성능 연산 증폭기를 설계하는데 사용될 수 있음을 보였다.

Objectives : Medical service specialization could have positive effects on their profits and medical service quality. This study was to examine the relationship between medical service specializations and operational performance in hospitals. Methods : We used the National Inpatient Sample data provided by the Health Insurance Review and Assessment Service from 2010 to 2013. The hospital operational performance was determined by measuring the specialization level of the hospital based on DRGs. Results : The information theory index was 2.38 in 2010, 2.38 in 2011, 2.37 in 2012, and 2.37 in 2013. A multiple regression model was constructed which showed that if the specialization level becomes higher, it decreases the length of stay per case with an increase in medical expense. Conclusions : Differentiation and concentrated medical service specialization strategy have had a positive effect on the operational performance of hospitals.

We have studied the financial performance of Pakistan Railways and found that the financial indicator (net earnings ratio) of Pakistan Railways is consistently decreasing over the years, causing severe financial and operational crises. The implication of our study indicates that the '3Rs' Strategy (retrenchment, repositioning and reorganizing) should be put into practice and furthermore, favorable changes in environmental factors can also contribute towards organizational turnaround. This study would help the Government of Pakistan to think and plan more clearly about turnaround strategies that could improve the performance and growth of Pakistan Railways.

This paper proposed the optimal operational scheduling of cogeneration system for paper mill connected with several auxiliary devices. Auxiliary devices that include auxiliary boiler, waste boiler and sludge incinerator operate with multi-cogeneration system. Especially environment element was considered in objective function to solve environment problem. Electricity can be purchased through power system from utility. The proposed operational strategy on cogeneration system for paper mill to increase energy efficiency can be applied to the similar cogeneration system in industrial field.

Recently, IT outsouricng has been one of the major concerns of many companies. This paper explores the relationship between information technology outsourcing risk factors and outsourcing performance. It is based upon a three-phase process utilizing IPO (Input-Process-Output) system. The first phase means the outsourcing planning risks t~at arise from overall environment of outsourcing, organizational refuse, and wrong contracts. The second phase implies outsourcing operational risks, which are occurred while out-sourcing perform and consist of organizational acceptances of outsourcing, partnership and hidden costs. The last phase is outsourcing performance based on four perspective of BSC(Blanced Scored Card). The survey was performed on the IT/IS firms, and the data was collected from 53 service receivers. The result of the analysis are as follows. First, Outsourcing planning risks positively affects the operational risks. Second, Outsourcing operational risks negatively affects the Outsourcing Performance.

In April of 2000, the Korea Power Exchange(KPX) was introduced into Korea electricity market. The purpose of this paper is to describe how the system operator indicates operational risks between the transmission planning and the supply and demand growth to make the market "work" and manage the power system in real time. This paper describes the experiences of kpx about the indication of operational risks including, for example, contingency analysis, voltage profile and fault capacity of three-phase short current.

This paper proposed the optimal operational scheduling of cogeneration system for paper mill connected with several auxiliary devices. Auxiliary devices that include auxiliary boilers, waste heat boilers and sludge incinerators operate with multi-cogeneration systems. Especially environment element was considered in objective function to solve the environment problem. And GAs(Genetic Algorithms) was applied to optimize and to analyse nonlinear operational property of cogeneration system of paper mill connected with several auxiliary devices. C-language was used to GAs computation. Electricity can be purchased through power system from utility. The proposed operational strategy on cogeneration system for paper mill to increase energy efficiency can be applied to the similar cogeneration system of industrial field.

Agricultural reservoirs importantly role for paddy rice cultivation with about 18,000 numbers, so that understanding of operational rules for the reservoirs is quite meaningful for proper irrigation water supply. In this study, a survey was conducted to investigate a key reservoir operational elements over nationwide. The target reservoirs are mainly operated by KRC (Korea Rural Community Corporation) and 221 water management persons in province office of KRC were involved in this survey. The key reservoir operational elements including starting and ending time for irrigation, transplanting water supply periods, midsummer drainage periods and drought response strategy were surveyed. The results of this study demonstrated that the key elements for reservoir operation depend on weather, rice variety and cultivation conditions.
