A Brief Scrutiny of Malawi's Policy on Nuclear Power

  • Background: Malawi's 2018 National Energy Policy includes nuclear power as an energy option with an operational 100 MW targeted for 2035. Materials and Methods: This paper challenges the scope of the policy on nuclear power by reviewing its implementation strategy and comparing it to: the strategy established for coal in the same policy; some experiences from other countries; and documents by the International Atomic Energy Agency (IAEA) relating to establishing a national position on nuclear power and infrastructural requirements for a nuclear power program. Results and Discussion: It is found that the pro-nuclear position is uninformed, and targets are unrealistic owing to a lack of understanding of nature of nuclear power including the requirements for safety, security and safeguards, and nuclear infrastructure. It is apparent that neither consultation nor a proper analysis were comprehensively conducted for nuclear. Though the national energy policy suggests a national position for nuclear energy, the content does not demonstrate that the position was arrived at knowledgeably. Conclusion: Thus, nuclear power may presently be viewed as a potential energy option that is yet to be seriously considered. It is important to build an appropriate level of literacy on nuclear science and technology for policy makers, key stakeholders, and the public to be better positioned for strategizing on nuclear power.

Impact of Working Capital Management on Firm Performance in Different Business Cycles: Evidence from Vietnam

  • This study was conducted on financial data of 38 economic groups listed on Vietnam's stock market for the period 2009 - 2019 and it aims to provide an empirical evidence on the impact of working capital management policy on performance in all phases of the economic cycle of Vietnamese economic groups. The study uses FGLS estimation method with 2 dependent variables ROA, GOP, independent variables including INV, AR, AP, CCC, dummy variable representing different phases of the economic cycle, variables Control includes CAT, CR, LEV, SZ, GR. Research shows that the greater the level of investment by companies in liquid assets corresponding to a certain level of activity (shown by average days of inventory (INV), average days of collection. (AR), cash flow cycle (CCC)) the lower the rate of return on assets. The study also provides additional evidence of the negative effects of economic crisis on the performance of economic groups. The study also shows that the number of short-term asset cycles has a positive impact on operational efficiency, and the level of debt use has a negative impact on operational efficiency. This result implies that the managers of economic groups can increase the efficiency of businesses through a reasonable working capital policy.

  • Since ICT convergence became a major issue, German government has carried forward a policy 'Industry 4.0' that triggered ICT convergence with manufacturing. Now this trend gets into our stride. From this facts, we can expect great leap up to quality perfection in low cost. Recently Korean government also enforces policy with 'Manufacturing 3.0' for upgrading Korean manufacturing industry with being accelerated by many related technologies. We, in the paper, developed a custom-made operational big data analysis platform for the implementation of operational intelligence to improve industry capability. Our platform is designed based on spring framework and web. In addition, HDFS and spark architectures helps our system analyze massive data on the field with streamed data processed by process mining algorithm. Extracted knowledge from data will support enhancement of manufacturing performance.

  • This Study aims to propose a new information security governance model design method for streamlining security governance at national strategic level. The research method of this study is to diagnose our operational experience and to derive a new model design method. In the meantime, national information security activities were perceived to be focused on knowledge transfer, and motivation of activities and securing of executive power were weak. As a result, security blind spots and frequent occurrence of large security incidents have become unresolved challenges. National cyber security governance should be grouped together as a whole systematically from the upper policy to the lower level of performance under the responsibility of the national leader. Based on this approach, this study presented the comprehensive framework of Korean security governance model and embodied it into four architectural designs such as vision, goal, process, and performance, thus deriving the foundation for future national governance model design. Further research is needed to diagnose problems in life cycle flow, security policies based on environmental changes, and new frameworks in which all subjects participate.

The applicability of financial indices as a measure of managerial performance of general hospitals (재무지표를 이용한 병원경영성과 유형화 방안)

  • This study purported to acquire information necessary to improve the operational efficiency of general hospitals. It tried to determine major indices which represent managerial performance of general hospitals and to identify the managerial characteristics of general hospital which affect the major financial indices. 201 hospitals which were subject to standardization audit by the Korean Hospital Association were investigated and 80 hospitals were finally chosen for this study. Their financial and managerial data during the period between January 1991 and December 1991 were collected. Considering financial indices in this study were the ration of net income to total asset, income growth rate, and quick ration. The results of study are summarized as followings. First. The ration of net income to total assets and quick ration were highly related to managerial characteristics of general hospitals. Therefore, the standardization of three financial indices should be needed to systematically check the operational efficiency of general hospitals. Second, the sample hospitals can be classified as four groups on the basis of their financial indices' level. 4 of those hospitals(5.0%) showed high level of performance in terms of three financial indices and 27 of them(33.7%) showed that they are highly related to only two financial indices. 34 hospitals(42.5%) showed they have high level of relationship with only one indices and 15 hospitals(18.8%) showed very weak performance level with three indices. In addition, there is no hospitals to show mid-range level of managerial performance in relation to all three financial indices. Third, there is no significant relationship between three financial indices and the managerial characteristics of hospitals such as the number of beds, type of operation, location of hospitals, and etc. However, in the case of hospitals which have high level of managerial performance, they have more specialists and medical support personnel in comparison to low performance hospitals. They also have high level of bed occupancy rate and average length of stay(ALOS). In conclusion, the study showed the standardization of 3 financial indices are necessary to systematically evaluate the managerial performance of general hospitals and provide more accurate operational information for each hospital. To do so, it is necessary to focus on management side of hospital such as the effective human resource management and quality enhancement of medical treatment.

Comparison of Smart City Efficiency Using DEA and KPI

  • This research aims to investigate how major cities in Korea utilize smart city-related technologies, develop key performance indicators (KPIs) to measure the smartness and efficiency of cities, and propose a methodology for assessing and suggesting smart city policy directions based on Data Envelopment Analysis (DEA). Referring to the CITYkeys Smart City Performance Measurement Framework, 10 key performance indicators (KPIs) were derived. For each KPI, city statistical data were allocated to input and output variables, and 15 cities were assigned as Decision Making Units (DMUs). The DEA methodology was employed to evaluate the operational efficiency and scale profitability of cities, providing insights into the operational efficiency of each city. Finally, the operational efficiency among DMUs was ranked to propose smart city policy directions for each city.

Development of a System Dynamics Model for the Efficient Operation and Maintenance of Sewerage Systems (하수도 시스템의 효율적인 운영 및 유지관리를 위한 시스템다이내믹스 모형의 개발)

  • In this paper, the feedback loop mechanisms among the operational indices and exogenous variables of a sewerage system that are inherent in the operation and maintenance of a sewerage system were identified using the System Dynamics (SD) modeling methodology. The identified feedback loops were used to develop a SD computer simulation model that can be used to predict future operational conditions of a sewerage system and identified the efficient ways of operation. The data of Busan metropolitan city sewerage system was applied to verify the developed SD model and predict future operational conditions of the system. As a result, it was predicted that sewage treatment efficiency, volume of sewage treatment and cost recovery rate will be gradually increased, whereas service rate which was already very close to the target will remain almost the same as the current value. Furthermore, sensitivity analysis concerning some operational indices was performed in order to discover the policy leverage. As a result, it was found that the exogenous variables related to the pipe maintenance had a great effect on facility using rate, volume of sewage treatment as well as sewage treatment efficiency.

An Analysis of Factors Affecting Financial and Operating Efficiency at Regional Public Hospital (지방의료원의 재정 및 운영효율성에 영향을 미치는 요인)

  • Background: Financial efficiency in monetary units and operational efficiency in non-monetary units are separately classified and evaluated. This is done to prevent the duplication of monetary units and non-monetary units in inputs and outputs. In addition, analyses are conducted to determine the factors that affect each aspect of efficiency. To prevent duplication of monetary and non-monetary units in inputs and outputs, financial efficiency, consisting of monetary units, and operational efficiency, comprising non-monetary units, are separately classified and evaluated. Furthermore, an analysis is conducted to identify the factors that affect each aspect of efficiency. Methods: This study conducted a panel analysis of 34 regional public hospitals and influencing factors on efficiency for 5 years from 2015 to 2019. Financial efficiency and operational efficiency were calculated through data envelopment analysis. Moreover, multiple regression analysis was conducted to identify the factors that influence both financial efficiency and operational efficiency. Results: The factors that affect financial efficiency include the number of medical institutions within the treatment area and the ratio of patients receiving medical care. Additionally, operational efficiency is influenced by the type of medical institution, the number of medical institutions within the treatment area, and the number of nursing positions per 100 beds. Conclusion: In order for regional public hospitals to faithfully fulfill their functions and roles as regional base public hospitals, several measures are necessary. Firstly, continuous monitoring and reasonable support are required to ensure efficient operation and performance. Secondly, a financial support plan tailored to the characteristics of local medical centers is needed. Additionally, local medical centers should strive to enhance their own efficiency.

  • This paper reveals Material Flow Analysis(MFA) has the possibility of reconciling the two contending theoretical viewpoints(weak sustainability v.s. strong sustainability) and thereby makes the concept of sustainability useful at operational level. For this purpose, this paper shows that the theoretical logic of MFA can be applied from national level to product level (EW-MFA, PIOT/NAMEA, LCI), and investigates the meanings and policy implications of MFA at each level.

  • This paper addresses the operation, problems, and development policy of Gwangyang Port, Korea. This paper aims to analyze the operation condition and problems of Gwangyang Port and suggest long-term policies for developing Gwangyang Port as a logistic hub in northeast period. It is made up of three main sections: the operation, problems, and forecast of freight volumes; analysis of operational results of Gwangyang Port; development strategies of Gwangyang Port as a Logistics Hub. This paper was mainly based on a review of current papers/reports, an analysis of secondary data, and questionnaire survey. The major development strategies identified consisted of expansion regular service sea-route, formation of inter-modal transportation system, strengthening of port sales for Gwangyang port's recognition, securing operation-profits by fixed cargo volume, and promotion of free tread zone.
