Effects of operational conditions and solution chemistry on permeate flux in a hybrid ozone-ceramic ultra-filtration (UF) membrane system treating natural organic matter (NOM) were investigated. Results showed that the extent of permeate flux decline was higher at higher cross-flow velocity and ozone dosage, but it was higher at lower transmembrane pressure (TMP). The mechanism of fouling mitigation was found to be more dependent upon reaction between ozone and natural organic matter at/near catalytic membrane surface than scouring effect due to ozone gas bubbles. Addition of calcium into model NOM solution at high pH led to significant decline in permeate flux while the calcium effect on permeate flux decline was less pronounced at lower pH. After permeate flux decline during the early stage of filtration, the flux started recovering and approached fully to the initial value of it due to degradation of NOM by catalytic ozonation at ceramic membrane surface in the hybrid ozone-ceramic membrane system.
Purpose: Defense government agencies in the world continuously try to improve operational efficiency in government quality assurance activities. The purpose of this paper is to propose some suggestions to enhance efficiency of government quality assurance (GQA) activities based on the analysis of the current quality assurance methods of advanced foreign agencies such as DCMA and NATO. Methods: In order to propose new directions, reviews and analyses are executed. (1) Former research results in Korea for enhancing GQA are reviewed, and their limitations are addressed. (2) Updated policies and procedures of the US DCMA and NATO are reviewed and their advantages are presented. (3) Current GQA policies and procedures are contrasted with those of US DCMA and NATO. Results: Suggestions for efficient Korean GQA activities are given in several aspects: GQA paradigm shift, clarification of GQA methods, facility-wide GQA, risk management for suppliers, counterfeit mitigation policy, data collection and control. Conclusion: Reviews on the government quality assurance policies and procedures of DTaQ, DCMA, and NATO are executed and compared with each other. The results of this research are expected to be useful guidelines to improve GQA policies and procedures in Korea, making it possible to realize more efficient GQA activities in Korea.
The size and frequency of the natural disaster related to the severe storms are increased for recent decades in all over the globe. The damage from natural disasters such as typhoon, storm and local severe rainfall is very serious in Korea since they are concentrated on summer season. These phenomena will be more frequent in the future because of the impact of climate change related to increment of $CO_2$ concentration and the global warming. To reduce the damage from severe storms, a short-range precipitation forecasting model using a weather radar was developed. The study was conducted as following four tasks: conversion three-dimensional radar data to two-dimensional CAPPI(Constant Altitude Plan Position Indicator) efficiently, prediction of motion direction and velocity of a weather system, estimation of two-dimensional rainfall using operational calibration. Results demonstrated that two-dimensional estimation using weather radar is useful to analyze the spatial characteristics of local storms. If the precipitation forecasting system is linked to the flood prediction system, it should contribute the flood management and the mitigation of flood damages.

Background: Fatigue is pervasive, under-reported, and potentially deadly where flight operations are concerned. The aviation industry appears to lack a standardized, practical, and easily replicable protocol for fatigue risk assessment which can be consistently applied across operators. Aim: Our paper sought to present a framework, supported by real-world data with subjective and objective parameters, to monitor aircrew fatigue and performance, and to determine the safe crew configuration for commercial airline operations. Methods: Our protocol identified risk factors for fatigue-induced performance degradation as triggers for fatigue risk and performance assessment. Using both subjective and objective measurements of sleep, fatigue, and performance in the form of instruments such as the Karolinska Sleepiness Scale, Samn-Perelli Crew Status Check, Psychomotor Vigilance Task, sleep logs, and a wearable actigraph for sleep log correlation and sleep duration and quality charting, a workflow flagging fatigue-prone flight operations for risk mitigation was developed and trialed. Results: In an operational study aimed at occupational assessment of fatigue and performance in airline pilots on a three-men crew versus a four-men crew for a long-haul flight, we affirmed the technical feasibility of our proposed framework and approach, the validity of the battery of assessment instruments, and the meaningful interpretation of fatigue and work performance indicators to enable the formulation of safe work recommendations. Conclusion: A standardized occupational assessment protocol like ours is useful to achieve consistency and objectivity in the occupational assessment of fatigue and work performance.
A series of numerical experiments with measurements observed at continuously operating reference stations (CORS) of the international GNSS services (IGS) and the national geographical information institute of Korea (NGII) have been intensively carried out to evaluate the quality of pseudo-ranges and carrier-phases of GPS L2C signal obtained by various receiver types, benign and harsh operational environment. In this analysis, some quality measures, such as signal-to-noise ratio (SNR), the magnitude of multipath, and the number of cycle slips, the pseudo-range and carrier phase obtaining rate were computed and compared. The SNR analysis revealed an impressive result that the trend in the SNR of C/A and the L2C comparably depends upon type of receivers. The result of multipath analysis also showed clearly different tendency depending on the receiver types. The reason for this inconsistent tendency was seemed to be that the different multipath mitigation algorithm built-in each receiver. The number of L2C cycle slip was less than P2(Y), and L2C measurements obtaining rate was higher than that of P2(Y) in three receiver types. In the harsh observational environment, L2C quality was not only superior to P2(Y) in all aspects such as SNR, multipath magnitude, the number of cycle slips, and measurement obtaining rate, but also it could maintain a level of quality equivalent to C/A. According to the results of this analysis, it's expected that improved positioning performance like accuracy and continuity can be got through the use of L2C instead of existing P2(Y).
UAM is emerging as the biggest issue in the aviation industry and which is attracting a lot of attention not only domestically but also internationally. In Korea, active research is being conducted centered on the government and industry-university research institutes, such as the establishment of a future K-UAM concept of operation. Therefore, in this study applies the SORA (Specific Operation Risk Assessment) model established by the European JARUS (Joint Authorities for Rulemaking on Unmanned Systems) to apply the K-UAM operation environment and specific corridor for the purpose of cargo transportation that will be operated in the future that the government is promoting. We intend to suggest policy and technical measures for risk mitigation in the initial operating environment by evaluating the level of risk and analyzing the results.
Nature-based Solutions (NbS) are defined as practical and technical approaches to restoring functioning ecosystems and biodiversity as a means to address socio-environmental challenges and provide human-nature co-benefits. This study reviews NbS-related literature to identify its key characteristics, techniques, and challenges for its application in climate-adaptive water management. The review finds that NbS has been commonly used as an umbrella term incorporating a wide range of existing ecosystem-based approaches such as low-impact development (LID), best management practices (BMP), forest landscape restoration (FLR), and blue-green infrastructure (BGI), rather than being a uniquely-situated practice. Its technical form and operation can vary significantly depending on the spatial scale (small versus large), objective (mitigation, adaptation, naturalization), and problem (water supply, quality, flooding). Commonly cited techniques include green spaces, permeable surfaces, wetlands, infiltration ponds, and riparian buffers in urban sites, while afforestation, floodplain restoration, and reed beds appear common in non- and less-urban settings. There is a greater lack of operational clarity for large-scale NbS than for small-scale NbS in urban areas. NbS can be a powerful tool that enables an integrated and coordinated action embracing not only water management, but also microclimate moderation, ecosystem conservation, and emissions reduction. This study points out the importance of developing decision-making guidelines that can inform practitioners of the selection, operation, and evaluation of NbS for specific sites. The absence of this framework is one of the obstacles to mainstreaming NbS for water management. More case studies are needed for empirical assessment of NbS.

The contemporary domestic construction landscape has witnessed a contraction, primarily attributed to the operational challenges faced by construction entities and a downtrend in the initiation of new projects. In light of this, domestic construction enterprises are ardently seeking avenues to economize whilst simultaneously amplifying the quality across diverse construction genres. Value engineering (VE), heralded for its prowess in not only cost mitigation but also in accelerating project timelines and bolstering construction quality, has been extensively adopted in refining finishing tasks. However, its application to framework enhancements remains conspicuously limited. Particularly in factory edification, framing emerges as a pivotal process exerting significant influence over the entire construction continuum. Thus, it becomes imperative to integrate VE techniques at the inception phase of framing. This would facilitate a meticulous examination of design schematics and on-site conditions, paving the way for alternative strategies that condense construction durations, economize on costs, and augment work efficiency, all the while upholding paramount standards of quality and safety. Such a venture stands to be foundational in expediting construction timelines, fostering economic efficiency, and buttressing construction safety protocols.

Direct air capture (DAC) technology plays a crucial role in mitigating climate change. Reports from the International Energy Agency and climate change emphasize its significance, aiming to limit global warming to 1.5 ℃ despite continuous carbon emissions. Despite initial costs, DAC technology demonstrates potential for cost reductions through research and development, operational learning, and economies of scale. Recent advancements in high-permeance polymer membranes indicate the potential of membrane-based DAC technology. However, effective separation of CO2 from ambient air requires membranes with high selectivity and permeability to CO2. Current research is focusing on membrane optimization to enhance CO2 capture efficiency. This study underscores the importance of direct air capture, evolving cost trends, and the pivotal role of membrane development in climate change mitigation efforts. Additionally, this research delved into the theoretical background, conditions, composition, advantages, and disadvantages of permeance and selectivity in membrane-based DAC.

Increased frequency of climate extremes is another face of climate change confronted by humans, resulting in catastrophic losses in agriculture. While climate extremes take place on many scales, impacts are experienced locally and mitigation tools are a function of local conditions. To address this, agrometeorological early warning systems must be place and location based, incorporating the climate, crop and land attributes at the appropriate scale. Existing services often lack site-specific information on adverse weather and countermeasures relevant to farming activities. Warnings on chronic long term effects of adverse weather or combined effects of two or more weather elements are seldom provided, either. This lecture discusses a field-specific early warning system implemented on a catchment scale agrometeorological service, by which volunteer farmers are provided with face-to-face disaster warnings along with relevant countermeasures. The products are based on core techniques such as scaling down of weather information to a field level and the crop specific risk assessment. Likelihood of a disaster is evaluated by the relative position of current risk on the standardized normal distribution from climatological normal year prepared for 840 catchments in South Korea. A validation study has begun with a 4-year plan for implementing an operational service in Seomjin River Basin, which accommodates over 60,000 farms and orchards. Diverse experiences obtained through this study will certainly be useful in planning and developing the nation-wide disaster early warning system for agricultural sector.
