Design and Evaluation of Information Broker Architecture for Network-Centric Operational Environment (네트워크 중심 작전 환경을 위한 정보 브로커 아키텍처 설계 및 평가)

  • The information superiority through effective networking is a core element that accelerates command decision for mission completion. Our military wants to acquire capabilities of effective information sharing with Network-Centric Operational Environment(NCOE) for Network-Centric Warfare (NCW). In this paper, we suggested an information broker for overcoming current limits and maximizing future expandability and possibility of information sharing capacities. The information broker, which is an intermediate layer between users and information providers, provides the functions for mediating and managing information and for ensuring security of the system. We evaluated the consistency of proposed architecture and the implementation of the operational architecture design concept using existing design frameworks.

  • Airpower is a crucial force for suppressing military threats and achieving victory in wars. This study evaluates newly introduced fighter forces, considering factors such as fighter performance and power index, operational environment, capacity of each airbase, survivability, and force sustainment capability to determine the optimal deployment plan that maximizes operational effectiveness and efficiency. Research methods include optimization techniques such as MIP(mixed integer programming), allocation problems, and experimental design. This optimal allocation mathematical model is constructed based on various constraints such as survivability, mission criticality, and aircraft's performance data. The scope of the study focuses the fighter force and their operational radius is limited to major Air Force and joint operations, such as air interdiction, defensive counter-air operations, close air support, maritime operations and so on. This study aims to maximize the operational efficiency and effectiveness of fighter aircraft operations. The results of proposed model through experiments showed that it was for superior to the existing deployment plan in terms of operation and sustainment aspects when considering both wartime and peacetime.

  • There are technological, operational and environmental constraints at tactical edge, which are disconnected operation, intermittent connectivity, and limited bandwidth (DIL), size, weight and power (SWaP) limitations, ad-hoc and mobile network, and so on. To overcome these limitations and constraints, we use service-oriented architecture (SOA) based technologies. Moreover, the operation environment is highly dynamic: requirements change in response to the emerging situation, and the availability of resources needs to be updated constantly due to the factors such as technical failures. In order to use appropriate resources at the right time according to the mission, it needs to find the best resources. In this context, we identify ontology-based mission service model including mission, task, service, and resource, and develop capability-based matching in tactical edge environment. The goal of this paper is to propose a capability-based semantic matching for dynamic resource allocation. The contributions of this paper are i) military domain ontologies ii) semantic matching using ontology relationship; and (iii) the capability-based matching for the mission service model.

  • Radiation Belt, discovered by Van Allen in 1958, is a region energetic particles are trapped by the Earth's magnetic field. To measure charged particles and fields in the radiation belt, RBSP(Radiation Belt Storm Probes) mission will be launched in September 2012 by NASA. RBSP mission consists of two spacecraft having orbit from 600 km to 30,000 km and rotates the Earth twice a day. This mission is not designed just for scientific purpose but have operational function broadcasting real time data for space weather monitoring. As a program of KASI-NASA cooperation, KASI is constructing RBSP data receiving antenna that will be installed by April in Daejeon. With this antenna system, NASA can receive RBSP data for 24 hours and KASI also get space weather information to protect Korean GEO satellites. In this presentation, we will discuss how we use RBSP data for space weather forecasting. In addition, we will talk about science topics that can be achieved by RBSP mission. Especially we focus on the dusk-side electron precipitation that has been considered as a main mechanism of electron dropout events. We show the dusk-side precipitation is closely associated with radiation belt electron loss with NOAA-POES data, and why RBSP mission is important to understand radiation belt physics.

Experimental Application of Robot Operability Simulator (ROSim) to the Operability Assessment of Military Robots (로봇 운용성 시뮬레이터(ROSim)의 군사로봇 운용성 평가에 실험적 적용 연구)

  • Military robots are expected to play an important role in the future battlefield, and will be actively engaged in dangerous, repetitive and difficult tasks. During the robots perform the tasks a human operator controls the robots in a supervisory way. The operator recognizes battlefield situations from remote robots through an interface of the operator control center, and controls them. In the meantime, operator workload, controller interface, robot automation level, and task complexity affect robot operability. In order to assess the robot operability, we have developed ROSim (Robot Operational Simulator) incorporating these operational factors. In this paper, we introduce the results of applying ROSim experimentally to the assessment of reconnaissance robot operability in a battle field. This experimental assessment shows three resulting measurements: operational control workload, operational control capability, mission success rate, and discuss its applicability to the defense robot research and development. It is expected that ROSim can contribute to the design of an operator control center and the design analysis of a human-robot team in the defense robot research and development.

  • Setting RAM target value for a defense system plays a crucial role in the development and design phases and the production phase as well. It is apparent that the achieved RAM target value can help maximizing the combat capability of a defense system and improving its performance throughout the system's life cycle from acquisition phase to disposal. Usually a defense system operates according to its OMS/MP (Operational Mode Summary / Mission Profile) and it consists of several subsystems which are supposed to be operated at each utilization rate under its operating conditions and the mission profiles assigned. In this study, a method of setting RAM target value is proposed for a defense system that are composed of several independent subsystems considering their utilization rates and the mission profiles assigned. And the case study of applying the proposed method of setting RAM target value to system A is dealt with.

  • In this paper, analyzed of UAVs operation altitude and range from the point of view of the data link. UAVs operation altitude is determined by the specification of the mission equipment and operational purposes. The link-of-sight analysis of data link equipment before deciding the unmanned aircraft operation altitude conditions should be considered. If GDT=0m installation then 32dBi antenna apply 15,779 meter is operation altitude. 44dBi antenna 7,927 meters. Operating altitude perspective, high-gain antenna is recommended of the long range communication.

  • On the matter in line with NCW(Network Centric Warfare) and information age, the military is on an efficient-expanding trend as sharing with status and information promptly through the various and complex exchange of messages and the voice communication between operators, using a highly efficient operating console. The recording devices that record an operational situation to plan a new operation through the mission analysis and result reviews after finishing military operation or training are developed and operated. Recording method is classified into two groups. one is the direct recording of video data for screen, another is the recording of an exchange of data. This study proposes the new data-oriented recording method to reduce the readiness time for replay and the improvement scheme.

A Study on Effective Leadership of ROK Overseas Forces. (한국군 해외파병의 효율적 리더십에 대한 연구)

  • The kinds of traits and behaviors studied most frequently in the early leadership research included physical characteristics, personalities, abilities, skills, behaviors and so forth. Researchers who studied leadership emphasized the important role of cultural, counter-insurgent, stability operational and clinical leadership traits and behaviors to perform the special mission of Overseas Forces The purpose of this study was to examine effective leadership traits, behaviors and skills for special mission of ROK Overseas Forces and to find out the differences on leadership traits, skills and behaviors among officers, noncommissioned officers(NCO) and enlisted men of the army. In order to achieve this purpose, a number of literature reviews and survey researches were conducted. The data for the analysis were collected through the questionnaire which consisted of 94leadership traits, skills and behaviors items Subjects were composed of 43 officers, 144 NCOs and 109 enlisted men Although the ranking order of leadership traits, skills and behaviors items among the groups for each analysis did not show much difference, the results of one-way analysis of variance revealed that a few items had a significant statistical difference among the groups. Implications of comparative results were also discussed in this study. In conclusion, this study would be useful basis for further improvement on effective leadership traits, skills and behaviors of ROK Overseas Forces, and some further researches were recommended.
