의사결정 지원 정보시스템 개발을 위한 Delphi-DEMATEL모델에 의한 의사결정 요인분석 -전작권 전환 사례를 중심으로- (An Analysis of Decision Making Factor by Delphi and DEMATEL Model for Decision Support Information System development -Wartime Operational Control Transition approach-)

  • 본 연구는 Delphi 및 DEMATEL 기법을 활용하여 참여정부의 전시작전통제권(이후 전작권) 전환에 관한 정치 군사적 결정요인을 선정하고, 이들 결정요인간의 영향정도 및 관계를 정량적 정성적으로 분석하는데 있다. AHP를 활용한 기존 연구에서는 전작권 전환 결정요인을 학술자료와 현장실무경험을 바탕으로 선정하여, 요인선정에 대한 보다 객관적인 분석이 요구되었다. 본 연구를 위해 온라인 및 오프라인 환경에서 안보 관련 전문가 집단을 대상으로 일련의 설문을 실시하였다. 분석결과로 참여정부의 전작권 전환 결정요인은 크게 '군사주권의 회복', '평화통일을 위한 여건조성', '우리나라의 국력신장에 따른 국격 제고'로 AHP기법에 의한 기존연구와 대동소이하였으며, 전작권 전환 결정요인간의 영향 및 관계는 '군사주권 회복'과 '평화통일을 위한 여건조성'은 별개 사안으로 상호 연관성이 없고 '군사주권 회복'이라는 진보세력의 정치적 이익이 주된 결정요인이었던 것으로 나타났다. 본 연구는 Delphi 및 DEMATEL 기법을 적용하여 참여정부의 전작권 전환 결정요인에 대해 정략적 정성적 분석을 실시하였는데 의의가 있다.

공급사슬탐색 및 활용전략이 기업운영성과에 미치는 영향 연구: 조직역량의 매개적 효과를 중심으로 (The Effect of Supply Chain Search and Application Strategies on Corporate Operational Performance: Focused on the Mediating Effect of Organizational Capability)

  • 오늘날 기업은 내부 기능 간 협력만으로는 경쟁우위를 달성하기 어려운 실정이다. 또한, 기업이 속한 공급사슬 즉, 공급자와 고객에 이르는 참여자들과 협력하여 공급사슬의 프로세스를 통합하는 것이 중요하다. 이에 따라 본 연구는 중소 벤처기업의 공급사슬 탐색 및 활용전략이 조직역량과 기업운영성과에 미치는 영향력을 밝히는데 목적을 갖고 부산 지역 소재 중소 벤처기업 298개 업체의 중간 관리자를 대상으로 설문조사 방법을 통해 조사하였다. 실증분석 결과 공급사슬 탐색 및 활용전략이 조직역량과 기업 운영성과에 긍정적인 영향을 미쳐 가설은 모두 채택되었다. 그리고 조직역량이 공급사슬 탐색 전략과 활용전략에 따른 기업운영성과의 매개효과에 있어서도 긍정적인 영향을 미쳐 공급사슬 전략으로서의 탐색과 활용이 조직역량의 결집을 통해 기업성과를 높여주는 매개변수로서의 촉진요인임을 확인시켜 주었다. 이 같은 결과는 공급사슬 전략의 탐색과 활용이 조직과 기업 성과를 높이는 촉진 변수로서의 역할과 동시 중소 벤처기업의 공급 사슬 전략이 적극 응용될 필요가 있음을 시사한 것으로 평가할 수 있다.

  • 최근 금융기관의 리스크 관리 측면에서 운영리스크의 중요성이 점점 부각되고 있다. 특히 IT시스템 장애로 인한 금융서비스 중단의 경우는 고객 민원 및 이탈, 이익 감소 등의 결과로 이어질 수 있다. 따라서 금융기관에서는 IT 응용프로그램 장애 발생에 따른 영향을 최소화하기 위한 다양한 노력이 이루어지고 있다. 금융기관 IT시스템은 각 업무기능의 중복개발 배제 및 유지보수 효율성을 위해서 공통모듈을 사용하고 있다. 하지만 공통모듈에 장애가 발생하는 경우에는 해당 모듈을 사용하는 모든 업무가 영향을 받을 수 있는 리스크가 존재한다. 본 연구에서는 IT운영리스크 관점에서 리스크가 큰 공통모듈은 업무별로 분리하도록 하여 응용프로그램 장애에 따른 피해에 대응하고자 한다. 이를 위해서 공통모듈과 관련된 요인 변수의 분석을 진행하였고, 금융기관 IT운영리스크 감소를 위한 공통모듈 분리여부 판단 기준을 제안한다.

체계 개발 단계별 기계 부품에 대한 신뢰도 예측 시 NSWC-98-LE1 적용 방안 (An application plan of NSWC-98/LE1 when predicting the reliability of mechanical components of design and development phase)

  • Generally, in analysis of reliability of Design and Development Phase, reliability of electrical components is analyzed based on standards such as MIL-HDBK-217F, Bellcore Issue 4,5,6 by analyzing stress of architectural side (Power, Voltage, Current and quality level of components) of weapon system and stress of operational side (operational environment, operational temperature, Operational Profile). But the reliability of mechanical components is analyzed based on the data book of failure history of mechanical parts called NPRD-95(Nonelectronic Parts Reliability Data-95) without any analysis of above stress. However, even if it's the same mechanical parts, it might have different failure rate(fatigue, wear, corrosion) during operation depending on how weary(stress : pressure, vibration, temperature during operation) the parts are. Therefore, analyzing reliability using just data book can cause big difference in reliability instead of analyzing based upon stressfulness that parts might have, operational concept, and other various factors. Thus, This paper will guide the way of predicting reliability by organizing ways of predicting reliability for system organization and adopt ing NSWC-98/LE1(Naval Surface Warfare Center-98/LE1) for mechanical components.

확률적 프론티어 방법을 이용한 도시철도 운영기관의 효율성 분석 : 외부 환경요인의 효과 (The Efficiency Analyses of Urban Railway Corporations Using a Stochastic Frontier Analysis : The Effect of External Factors)

  • With the huge concerns on the inefficiency of public enterprises, particularly a significant amount of debt, an increasing number of studies have been carried out to analyze the levels of inefficiency and investigate the causes of that inefficiency. However, very limited range of analytical methodologies have been used in the efficiency analysis and moreover, the effects of external factors have been little addressed. This study explores the efficiency of urban railway corporations in Korea by utilizing a method of stochastic frontier analysis (SFA). In particular, the potential effects of external factors including residential and floating populations of a station were statistically analyzed. A total of seven Korean urban railway corporations were selected to compare each other in terms of operational efficiency. The results present three important findings. First, the Cobb-Douglas model was found to be more valid for SFA compared to the Translog model. Second, the efficiencies of urban railway corporations in Seoul and Busan are relatively high whereas those of Daejeon and Gwangju are very low in efficiency in the area of sales revenue. In an aspect of number of transport of passengers, Gwangju Metro also showed the lowest efficiency. Third, the external factors are significantly associated with the efficiency, indicating that the efficiencies of Daejeon Metro and Gwangju Metro would increase while the efficiency of Seoul Metro would decreases when the external variables are excluded in the efficiency analysis. The results provide several meaningful implications for managers of the urban railway corporations as well as policy makers who are attempting to resolve the inefficiency problems of public enterprises.

A Study on the Correlation between Maritime Safety and Safety Factors

  • Maritime safety is influenced by several factors, for example, technical factors, human factors and operational factors. To improve maritime safety, each country should identify which factors will bring about a marine accident. This case study approached statistical method to find out correlations between marine accidents and safety records in Korean merchant fleet. There were no statistical significance between marine accident rate and PSC detention rate and human factor rate. But there was statistically significant relationship between marine accident rate and PSC inspection rate. It is possible to presume that in the developing country the stronger the government shows its will, the less such accidents occur.

유통서비스 기업의 공급사슬 운영성과 경로에서 파트너 관계자산의 역할 (The Role of Relational Capital in Supply Chain Management for Distribution Service Firms)

  • Purpose - This study's purpose is to investigate the impact of supply chain management (SCM) factors among targeted Korean distribution firms. Antecedents are established for supply chain orientation (SCO) for the management and organization of cultural assets. The research sets up SCO corresponding to management cultural assets and to organizational factors in the results. The research model is created to examine the SCO based on a strategic perspective and the operational performance of the SC and SCM. In addition, an integrated model is constructed to analyze the moderating effect by setting partner cooperation as a relational capital factor. The main aim of this study is to analyze the characteristics of the supply chain structure as a source of competitive advantage for distribution service firms participating in the supply chain. In the moderating effects analysis, the role of partner cooperation as relational capital is examined in detail. Research design, data, and methodology - The study examined the existing research related to supply chains, discussing the antecedents of the performance of SCM and SCO. SCM was established with the partner's cooperation as relational capital. Including the moderating effects of the partner cooperation, the research proposed a seven hypotheses path analysis model. The samples were collected from the Korean export enterprises in the distribution service sector, with 185 samples selected for the final analysis. To try and measure the four latent variables presented in the analysis model based on existing studies, 22 measurement items were used. The empirical analysis used the appropriate PLS (partial least squares) method on the path analysis reliability and validity and for common method bias. After testing the seven hypotheses, the research tested the moderating effects to the path analysis. Using PLS as structural equation modeling, the seven hypotheses were tested including the moderating effects of the partner relational capital on the 185 samples. Results - In the results, the SCO had a positive impact on both SCM and the relational capital of partner cooperation. The SCM had a significant impact on the operational performance of the SC. Further, partner cooperation also had a significant impact on SCM and the operational performance of the SC. The moderating effect analysis of the SCM and partner cooperation found a significant impact on the operational performance of the SC. On the other hand, the moderating effect of the SCO and partner cooperation did not affect the SCM. Conclusion - The results of this research show that the existing supply chain-related research can be applied to the operational performance of the SC for a Korean distribution service firm. In view of the fact that SCO is a source of competitive advantage, it should be taken into account when a firm wants to improve the performance of the SCM of the distribution service. This is because it can be assumed that SCO plays a role in supply chain management for the distribution firm.

BSC-AHP-IPA를 활용한 바다숲 조성사업의 운영성과 평가에 관한 연구 (A Study on Operational Performance Evaluation of Marine Forest Creation project by BSC, AHP and IPA)

  • This study focuses on developing a theoretical framework for evaluating Operational Performance of the Marine Forest Creation project on a balanced and comprehensive perspective by using BSC, AHP, and IPA. Also, the purpose of this study is empirically to analyze operational performance of the project and to suggest the future improvement plan. For this purpose, We will first determine the critical success factors(CSF) and key performance indicators(KPI) required for evaluating the performance of the Marine Forest Creation project from the four perspectives of BSC. And, After determining the weight for each of CSF, KPI, and four perspectives of BSC by using AHP, we will measure the project performance. We will also conduct IPA analysis to propose the direction of improvement of the Marine Forest Creation project. The results of this study are as follows. First, this study has drawn 8 critical success factors and 16 key performance indicators for four BSC perspectives based on the theoretical considerations and expert interview survey. Second, as a result of deriving relative importance of BSC perspectives using AHP, customer perspective was the highest, followed by financial perspective, learning and growth perspective, and internal process perspective. Third, as the results of analyzing the importance and performance of BSC perspectives using IPA, customer perspective was the maintenance reinforcement category, financial perspective was the key improvement category, internal process perspective and learning and growth perspective were gradual improvement category. This study has a great academic significance in terms of BSC first tried to evaluate the performance of the Marine Forest Creation project. The results of this study are expected to lead to various discussions for a balanced and comprehensive verification of Marine Forest Creation project performance.

  • 지리정보시스템의 기술 분야는 다양한 연구들이 제시되어 왔으나 지리정보시스템의 사회과학적인 연구는 거의 전무한 것이 사실이다. GIS에 관한 선행연구를 고찰하면 GIS 편익의 평가에 관한 연구는 매우 소수일 뿐만아니라 비체계적이고 그 기술의 영향을 측정하는데 매우 어려우며, 평가기준 및 적절한 방법론도 매우 결여되어 있음을 알수 있다. 본 연구는 목적은 우리나라 지방자치단체가 도입하여 운영중인 GIS의 편익을 평가할뿐만 아니라 GIS 편익에 영향을 미치는 요인들의 상대적 영향력을 분석하는데 목적이 있다. 우리나라 지방자치단체중 GIS 사업의 도입 및 초기운영단계에 있는 열 개의 지방자치단체를 대상으로 분석한 결과 GIS의 편익이 존재하는 것으로 분석되었으며, GIS의 편익에 영향을 미치는 요인으로는 기술적 요인, 즉 시스템의 성과요인 이외에 정책적 지지요인이 중요한 영향을 미치는 것으로 나타났다.

일부 대학생의 의약분업 정책에 대한 이해도 (College Students' Understanding on the System of Separation between Proscribing and Dispensing)

  • This study is to investigate the level of understanding of the separation of dispensing and prescribing health policy in Korea and its associated factors. A questionnaire survey was conducted upon a sample of college students responded from 540, response rate 77.1%, 4 months after the introduction of the policy. The understanding level was measured using 4 question items describing the goal and motivation of the policy, and 8 items describing its operational rules. For each item, respondents were asked to mark whether the description was true or false. While the goal and motivation of the policy was relatively well informed (mean understanding score: 69.6 out of 100), the students did not have good understanding of the operational details of the policy (mean score: 32.5). The results of regression analyses showed that personal interest and agreement with the need of the policy were the most significant factors affecting the understanding level. It is suggested that, for other health policies in the future, policy makers in Korea need to develop more effective media communication strategies to inform general public of the practical details of the policy.
