Online-ADR (Alternative Dispute Resolution) has been receiving attention from the international community as a means of alternative dispute resolution for consumer disputes in both small and mass international e-commerce. The EU Parliament and the Council proposed the Online Dispute Resolution Regulation for Consumer Disputes (hereafter, "EU Consumer ODR Regulation") and the Directive on Alternative Dispute Resolution of Consumer Disputes (hereafter, "EU Consumer ADR Directive") as a legislative package, now scheduled to be adopted. Those efforts strengthen consumer protection by enhancing ODR in international e-commerce and improving of the functions of the e-commerce market. The EU Consumer ADR and ODR regulation package will operate in conjunction with the ODR platform as a single point across Europe, abandoning the ADR system of each member. Consumers and traders who need dispute resolution apply on the EU ODR platform linked website, and the applications are distributed to individual ADR institutions in accordance with the Rules and Procedure of ADR institutions in the respective country. Although there has been partial progress in Korea for ODR programs such as the establishment of the Online Administrative Trial and the procedures of individual ADR agencies operating through the website, existing norms do not fully support the system. At this point, we see many implications of the EU Consumer ADR and ODR regulation package on the direction chosen for domestic ADR and ODR policy and legislation. This study introduces the main features and content of the EU Consumer ADR Directive (draft) and ODR Regulation provisions, and describes the direction of domestic policy and legislation regarding Online-ADR.

IPv4 NAT, which often used in households or under SOHO environments, is one of the factors that delays IPv6 propagation. As IPv4 NAT does not operate properly under the transition mechanism like ISATAP or 6to4 that acts as IPv6-in-IPv4 tunneling type, Microsoft proposed Teredo in order to resolve this issue. However, tunneling transition mechanism like Teredo has a security problem. That is, being tunneled packets have dual IP headers; general firewall systems apply the filtering rules only to the outer header but not inner header when these packets pass the firewall. Furthermore, attacks using unregistered server and relay can take place in Teredo. To resolve these problems, we propose a new packet filtering mechanism exclusively for Teredo. The proposed packet filtering mechanism was designed and implemented by using Linux Netfilter and ip6tables. Through functional and experimental performance tests, this packet filtering system was found operating properly and solving the Teredo packet filtering problems without serious performance degradation.

In september 2004, a new pilot certificate scheme referred to as Sport Pilot Certificate was declared official and standardized in the US. The designation of Light-sport aircraft and the details of the relevant pilot certificate policy was announced out of the perception that a new regulation is required to be applied whereby the limitations on the manufacturing process enhancements and current aviation rules are considered the triggering factors. US Federal Aviation Regulation retains a comprehensive range of airworthiness certificates and aircrafts are managed systematically in accordance with FAR 21, 103. The airworthiness are further segregated into sub categories, which allows differentiated management. Korean Aviation Law classify aircraft into five different categories and powered air vehicle that weighs more than 150kg(19liters fuel capacity) for one seat, 225kg for two seats(38liters fuel capacity) while the systems that fall under a specific mass threshold level are known as ultralight vehicle. The research discusses the policy of the sport pilot certificate and the light-sport aircraft ratings announced official by the Federal Aviation Administration in an intuitive fashion with the analysis of the operations providing the evidence as to the viability of adopting the policy in local grounds. Based on the findings, the report discusses the case for introducing the light-sport aircraft and make recommendation on a strategy of applying the policy in Korea with respect to the pilot certificates, safety agenda, and the written test for the pilot certificate, and operating efficiency.
This paper addresses the inventory rationing issue embedded in the regional supply chain inventory replenishment problem (RSIRP). The concerned supply chain, which was fed by the national supply chain, consisted of a single warehouse distributing a single product to multiple stores (M-stores) with independent and normally distributed customer demand. It was assumed that the supply chain operated under the order-up-to level inventory replenishment system and had only one truck at the regional warehouse. The truck could make one replenishment trip to one store per period (a round trip per period). Based on current inventories and the vehicle constraint, the warehouse must make two decisions in each period: which store in the region to replenish and what was the replenishment quantity? The objective was to position inventories so as to minimize lost sales in the region. The warehouse inventory was replenished in every fixed-interval from a source outside the region, but the store inventory could be replenished daily. The truck destination (store) in each period was selected based on its maximum expected shortage. The replenishment quantity was then determined based on the predetermined order-up-to level system. In case of insufficient warehouse inventories to fulfill all projected store demands, an inventory rationing rule must be applied. In this paper, a new inventory rationing rule named Expected Cost Minimization (ECM) was proposed based on the practical purpose. The numerical results based on real data from a selective industry show that its performance was better and more robust than the current practice and other sharing rules in the existing literature.

This study is to present improvement plans by examining how Korean literature house websites provide information services. Seventy-nine Korean literature houses out of eighty-eight members of the Korean Literature House Association were studied, except nine that did not construct websites. Three core elements, including website style, literary works information and writer information, together with thirteen sub-elements, were derived from precedent studies. As a result, it was found that 90% of the literature houses were operating websites, but the classification criteria for the literary works and cataloguing rules were not unified, and literature information was not provided sufficiently. Thus, this study suggested improvement plans such as support to build a website, developing cataloging guidelines for literature houses, providing more full-text literature and providing information about literary works and writer.
$Chos{\check{o}}n$ Dynasty was governed by the words of king, however, if they were not announced by the form of public document, they were useless. Therefore, the form of public document was the symbol of governing activity, and it was very important to manage the public record in operating the nation affairs. However, the point we should consider is that $Chos{\check{o}}n$ Dynasty, in the case of managing the public record, edited 'the original' instead of preserving them. And so, the preservation of the public record was deeply related to the editing of history. In Late Korea dynasty, the management of the public record got into utter confusion and so many troubles were occurred. In order to resolve these problems, the movements which innovated the public record managements system was gradually extended. This movements were continued in $Chos{\check{o}}n$ Dynasty. Finally, through the several modification procedures, the rules of public record management were legislated by 'Kyong Kuk Dae Jeon'(經國大典). Especially, by laws of 'Kyong Kuk Dae Jeon', not only the daily records of Secretary Department(承政院) but also the important documents which was related to the government branch should be booked in the last decade of the year and the number of the books had to be reported to the king. This rule made certification of the fact that the king was the last confirmer of the public record management. In addition, through the procedure of printing the record of the national affairs, and the diplomatic once in three years, and then preserving that public record in the National Department(議政府), other departments responsible and the archives, the National Department practically took part in the public record management. The management system was also changed in order that the public record was virtually used and consulted before taking the procedure of immortal preservation. All public documents were classified by the definite rule and filed in a same volume. After classifying and filing, certainly, for making convenience of reference and application of public record, records were indicated by the paper card. It may be that, after the step of reference, application and indicating, the public documents were gradually transferred to the next step. In these procedures, Early $Chos{\check{o}}n$ public documents system was confirmed.
Combined cycle power plants are often used to produce power. These days prediction of power plant output based on operating parameters is a major concern. This paper presents an approach to using computational intelligence technique to predict the output power of combined cycle power plant. Computational intelligence techniques have been developed and applied to many real world problems. In this paper, tree architectures of fuzzy neural networks are considered to predict the output power. Tree architectures of fuzzy neural networks have an advantage of reducing the number of rules by selecting fuzzy neurons as nodes and relevant inputs as leaves optimally. For the optimization of the networks, two-step optimization method is used. Genetic algorithms optimize the binary structure of the networks by selecting the nodes and leaves as binary, and followed by random signal-based learning further refines the optimized binary connections in the unit interval. To verify the effectiveness of the proposed method, combined cycle power plant dataset obtained from the UCI Machine Learning Repository Database is considered.

In Korea, five major ports have been designated as sulfur oxide emission control areas to reduce air pollutant emissions, in accordance with Article 10 of the "Special Act on Port Air Quality" and Article 32 of the "Ship Pollution Prevention Regulations". As regulations against vessel-originated air pollutants (such as PM, CO2, NOx, and SOx) have been strengthened, the Ministry of Oceans and Fisheries(MOF) enacted rules that newly built public ships should adopt eco-friendly propulsion systems. However, particularly in diesel-electric hybrid propulsion systems,the demand for precise control schemes continues to grow as the fuel saving rate significantly varies depending on the control strategy applied. The conventional Power Take In-Power Take Off(PTI - PTO) mode control adopts a rule-based strategy, but this strategy is applied only in the low-load range and PTI mode; thus, an additional method is required to determine the optimal fuel consumption point. The proposed control method is designed to optimize fuel consumption by applying the equivalent consumption minimization strategy(ECMS) to the PTI - PTO mode by considering the characteristics of the specific fuel oil consumption(SFOC) of the engine in a diesel-electric hybrid propulsion system. To apply this method, a specific fishing vessel model operating on the Korean coast was selected to simulate the load operation environment of the ship. In this study, a 10.2% reduction was achieved in the MATLAB/SimDrive and SimElectric simulation by comparing the fuel consumption and CO2 emissions of the ship to which the conventional rule-based strategy was applied and that to which the ECMS was applied.

Recently, the defense industry has been improving high technology by developing convergence technology through the 4th industrial revolution. On the other hand, it is very difficult to guarantee the performance of high-tech weapon systems because the test for weapon systems has many risks and cannot perform in an actual operating environment. Therefore, M&S resources are needed to make sound weapon systems, but many people demand reliable M&S resources. Owing to the continuous demand and execution of the VV&A work, related rules have developed significantly, but tools and techniques for performing the work have not been developed. Hence, there are inefficient parts in the performance of work due to the absence of a systematic system. Accordingly, many risks may cause various safety accidents, such as security. This paper suggests a direction for the development of VV&A work procedures by improving efficiency and reducing risk.
Christian education for the world after COVID-19 needs to use rapid changes in the surrounding situation as an opportunity to overcome a new crisis so that the church can achieve its educational mission. If the biggest dilemma in the post-Corona era is that there is no authoritative educational prescription anywhere, the most reasonable option for church education in this situation is to emphasize and cultivate learners' ability to flexibly cope with rules that are completely different than before COVID-19. As a natural result of the crisis, Christian education needs to be more interested in the trend of social change in the pandemic era(glocalization, digital transformation, economic inequality, educational environment change, church crisis) and actively reflect its contents in education. In addition, while operating a mobile(or online) church school that combines offline and online, there is an urgent need for an innovative transition to a core church school where certain church schools and churches cooperate with each other, a church school that guarantees a safe learning space, and an ecological church school that is interested in education dealing with climate change and ecology.
