The paper investigates open access (OA) self archiving policies of different Open Access Repositories (OARs) of COAPI (Coalition of Open Access Policy Institutions) founder members as reported in June 2011 (i.e. a total of 22 members against a total of 46 COPAI members as reported by Open Biomed (http://openbiomed.info/2011/08/coapi-cats/). The paper consulted three databases (OpenDOAR, ROAR and ROARMAP) in order to evaluate twenty-two (22) COAPI-members OARs self archiving policy documentations and highlights of some progress on issues so far. After analyzing policy documentations, key findings have been highlighted and common practices have been suggested in line with global recommendations and best practice guidelines at national and international levels for strengthening national research systems. The paper has implications for administrators, funding agencies, policy makers and professional librarians in devising institute specific self archiving policies for their own organization.

One of the most widely-used open source project; OpenSSL is a cryptography library that is used to secure most web sites, servers and clients. One can secure the communication with the Secure Socket Layer (SSL) or its successor, Transport Layer Security (TLS) protocols by using the OpenSSL library. Since cryptography protocols will be updated and enhanced in order to keep the system protected, the library was written in such a way that simplifies the integration of new cryptographic methods, especially for the symmetric cryptography protocols. However, it gets a lot more complicated in adding an asymmetric cryptography protocol and no guide can be found for the integration of the asymmetric cryptography protocol. In this paper, we explained the architecture of the OpenSSL library and provide a simple tutorial to modify the OpenSSL library in order to accommodate custom protocols of both symmetric and asymmetric cryptography.

This study examined the main concepts of SOA and Web Services, and conducted technical analysis of major Web Services protocols such as SOAP, REST, SRW/U, and OAI-PMH that realize SOA, and suggested examples of SOAP and REST based Web Services establishments in foreign and domestic libraries respectively. In addition, it introduced application examples of Library 2.0 using Web 2.0 technology in foreign and domestic libraries and suggested how to apply SOA based Web Services protocol in Library 2.0. Finally, it proposed how to put Library 2.0 into practice applying meta-searching system integrating library OPAC, online bookstores, web portal sites and library union catalogs using REST based Open API.

The needs for the OpenGL-family of the rendering library standards are highly increasing, especially for the graphical human-machine Interface on the various systems including smart phones and personal information devices. Additionally, in the case of safety-critical market for avionics, military, medical and automotive applications, OpenGL SC, the safety critical profile of the OpenGL library plays the major role for the graphical interfaces. In this paper, we represent our OpenGL SC emulation library on the OpenGL 1.x rendering pipeline which is widely available on the existing embedded systems, to provide the features of OpenGL SC standard cost-effectively. Our method can provide the OpenGL SC features at the low development cost on the embedded systems, and its implementation is also one of the fundamental elements for the emulation of embedded systems in the PC environment. Our final result now works on both of Linux-based and VxWORKS systems, showing correct execution results at the reasonable speed.

In the 21st knowledge society, libraries should consider OPAC redesign and functional performance improvement by using new web related technology. This paper studied and analyzed case studies of Web 2.0. Library 2.0, domestic and international web portals and libraries. Based on the research, this study implemented Open API and RSS reader and proposes its utilization plan as a next generation OPAC 2.0 service model which can improve OPAC search results and search service.

Since the users have direct access to search and browse freely, the open access system has been employed to all the usual modern libraries. However, library space shortage problem created by the continuously increasing printed materials caused the degradation of usability and quality of the library space. Open Access system is superior in user convenience but is inferior in space efficiency. Keeping the open access system is considered as one of the reasons of the space shortage problem. Even though the closed access system does not provide free access or easy browsing for the uses, it's space efficiency is much higher than the open access system. The closed access system should be employed as a plan to relieve space shortage problem. Since the closed access system does not allow the public direct access to books, it is very economical. It also provides much better space efficiency with higher book shelving density. In this article, closed access library system models and their characteristics are examined as the reduction plans for the library space shortage problems.

Nowadays a lot of schools carry out open education and the school libraries have to seek the ways how they can participate efficiently in the instructional design process in the system of open education. For these purposes, a spatial relationship of school library and the process of cooperative program planning and teaching is investigated with a case study. Cooperative program planning and teaching is a school library service program which has to be developed as an instructional program related to classroom teaching. However the tendency is that teacher-librarians are not active to do it in the open education system.

In this paper, we introduce a novel scene graph library for mobile platforms, called the 'Mobile OpenSceneGraph (Mobile OSG)', as a mobile graphics middleware. Our mobile scene graph library supports several nice properties, including platform-independence, extensibility, touch-based UI supports, and compatibility, by carefully adapting the OpenSceneGraph library, one of the most widely used graphics middlewares for desktop platforms, to mobile platforms. We validate the usefulness of the proposed library for mobiles with the several experimental results including real-time rendering, camera manipulations with a touch-based UI, and animations with switching geometric nodes.

In recent years, smart technology has been applied to various information system fields. Especially, traditional library service area is changing to Smart-Library from Digital-Library. In this environment are need to library service software platform for supporting variety content, library services, users and smart-devices. Due to this, existing library service has a limitation that inhibits semantic interoperability between different heterogeneous library systems. In this paper, we propose Linked-Open-Data based smart library as an archetype of future-library system that provide a variety content and system interaction and integration of services. It is an innovative system of the cutting-edge information intensive. Therefore, we designed system environments according to various integration requirements for smart library based on Linked-Open-Data. And, we describe the functional requirements of smart-library systems by considering the users' demands and the eco-systems of information technology. In addition, we show the reference framework, which can accommodate the functional requirements and provide smart knowledge service to user through a variety of smart-devices.

This study investigated the information environment of lecturers in Federal Polytechnic, Offa, Kwara State, Nigeria, in relation to their information seeking behavior, extent of use of the polytechnic library, perceptions of the resources and services of the library, level of awareness and extent of use of the open access model of scholarly communications, as well as the challenges of accessing and using information resources. It adopted the survey research method, using a questionnaire for data collection, while the descriptive statistics method was used to analyse the data, using tabular presentation and simple percentages. From a population of 280 lecturers for the study, a purposive sample of 164 was drawn. The findings showed that the lecturers' information needs are focused on online use; they hardly use the polytechnic library due to their perceptions of the resources and services of the library. They are, to a greater extent, aware of open access initiatives, but do not publish in open access outlets, while various challenges affect their access and use of information resources for teaching and research. A recommendation was made, among others, that the polytechnic management should pay more critical attention to the library especially in the areas of adequate, current and comprehensive collections on all the programmes of the institution, as well as the provision of wireless internet services on the campus through a public-private partnership arrangement.
