  • In order to investigate the characteristics of the effects of various emission sources such as ships around the Busan North Port area, PM2.5 samples were analyzed by SEM/EDS (scanning electron microscopy with energy dispersive x-ray spectrometer). In the port city Busan, the main emission source of PM2.5 is ships, and soot was observed as the main exhaust particles of a ship diesel engine. As a result of the individual particle analysis of PM2.5 at the sampling site, carbonaceous particles such as soot and water droplet-shaped, which are considered to be exhausted from ships, were constantly observed. And some spherical Fe-rich particles also appeared.

  • A study was performed on the design of a mooring line to maintain the position of a floating WEC (wave energy conversion) system. The procedure to design a mooring line is set up and the safety of the designed mooring system is evaluated using commercial software, Orcaflex. The characteristics curve for one line is analyzed to determine the properties and pretension of a mooring line. While considering the ocean environmental condition and importance of a floating WEC system, a multi-line layout is determined. A 4-point mooring system with 4 lines shows the instability in the yaw motion of the floating WEC system under a designed ocean environmental condition. The redesigned 4-point mooring system with 8 lines is found to be safe on the condition of a harsh ocean environment. The floating WEC system with the redesigned mooring system also shows stable motion in surge and pitch under operating conditions. From a parametric study on the mooring line length, the extreme value of the mooring line tension is found to be very sensitive to the pretension and length of mooring line. The results of this study can contribute to the establishment of a design procedure for mooring lines.

  • The so called Antarctic Treaty System, started from the Antarctic Treaty in 1959, has gradually been enlarged into the concept of an international environmental regime, which has been included in not a few international institutions, treaties, conventions, and international non-governmental organizations (INGO). This kind of movement, as in the role of an international environmental regime, has recently been highlighted in the Protocol on Environmental Protection to the Antarctic Treaty. This Protocol is taking appropriate measures as an international environmental regime in regulating its member nations by enforcing principles in protecting Antarctic resources and environment, regulating member nations' Antarctic activities, establishing norms in the adoption of international and domestic laws, and devising regulations for deciding administrative actions through the member nations' collective decision-making procedures. h this context, this paper is to test a few questions; firstly, how the Antarctic Treaty System can be related with the role of international environmental regime; secondly, how the theories of international environmental regime, such as the hegemony theory, rational choice theory, and international morality theory, can be tested in the role of Antarctic Treaty System as an international environmental regime. Finally, this paper provides a solution for the future problems of the Antarctic Treaty System as an international environmental regime regarding the regime's principle (conflict between the environmental principle and the right of nation-state), norms and regulations (the conflict between the developed and underdeveloped nations in terms of the concept of 'common but differentiated environmental responsibility'), cooperation directions (the leadership problems between hegemonic nation and multilateral leading groups), and management methods (cooperation and arrangement problems among expert institutions, observer groups, and INGO).

  • This paper briefly outline the approach we are now setting for improving the existing global ocean tidal charts in next few years. There has been notable progress in predicting global ocean tide in mid 90s to improve correction procedures for tidal signals in altimetry with more accurate tidal models (http://podaac.jpl.nasa.gov/) than existing ones. • We examined the genetic diversity and abundance of picocyanobacteria using barcoded amplicon sequencing approaches and flow cytometry in the East Sea and the East China Sea to determine the distribution patterns of diversity during spring in seas adjacent to the Korean Peninsula. Synechococcus clades I and IV, which have been known as cold-adapted ecotypes, dominated at most stations. However, the relative abundances of the two dominant clades differed in their spatial patterns. Clade I was exclusively dominant in the shelf area of the East China Sea and the north East Sea. However, the dominant genotypes belonging to clade I had different spatial distributions in the two areas and responded oppositely to seawater temperature. The dominance of distinct genotypes under the different ecological conditions suggests the presence of ecologically different ecotypes within the clade. Abundances of clade IV were greater than those of clade I at most stations in the southwest East Sea, showing an apparently different pattern from that of the other areas. A warm-water adapted clade II was observed at significant levels only at stations located in the eastern East China Sea affected by a branch of the warm Kuroshio Current. These results suggest that the physicochemical properties of influencing water masses play an important role in determining the distribution of Synechococcus genotypes.

  • This paper aims to make a feasibility study and to propose a master plan for the development of "integrated ocean energy utilization system", which utilizes various renewable ocean energies. Fossils energy, as the most important energy resources which are inevitable for the living and industrial development, becomes exhausted and its consumption creates serious environmental problem. It is important to utilize renewable ocean energy for a sustainable and environmentally friendly development. We survey the integrated utilization of ocean energy based on surveyed energy density distribution and propose concepts of integrated ocean energy utilization plant for both onshore and offshore system. The results of this study can support national effort for renewable energy development utilizing integrated ocean energy and refer as a guideline for the technical development of sustainable integrated ocean energy.

  • For the commercial development of deep-sea mineral resources, the International Seabed Authority is engaged in wide ranging discussions to establish the Regulations on Exploitation. The core issue of the Regulations on Exploitation is how to protect the marine environment along with the royalty system that distributes the profits from such development. The United Nations Convention on the Law of the Sea stipulates the protection of the marine environment in Part 12 (Articles 192-237) for the preservation of the marine environment, and in the 1994 Implementation Agreement, the protection of the marine environment at the stage of application for approval of the plan of work together with the Regulations on Exploration for the protection of the marine environment. For this purpose, certain obligations are imposed on the applicants. In the Regulations on Exploitation, financial systems such as environmental performance guarantee, insurance, and environmental compensation funds, which were not found in the Regulations on Exploration, are added to further specify the measures for marine environment protection generally stipulated in the 1982 Law of the Convention or 1994 Implementation Agreement. Regarding the financial system for marine environment protection, the Marine Environmental Protection and Conservation Informal Working Group meeting is revising the purpose of the environmental compensation fund. Among these financial system elements, it is judged that there is a possibility that the environmental performance guarantee and insurance may overlap considerably, and it is also thought that the establishment of the environmental compensation fund can also provide a substantial sum of money that will meet the purpose of the compensation fund in terms of securing its financial resources. In this paper, the question is posed as to whether or not this can be accomplished. In this respect, this paper examines the environmental performance guarantee, insurance, and environmental compensation fund, which are necessary for the protection of the marine environment of the deep seabed, but which can impose appropriate obligations on contractors for the commercial development of deep seabed mineral resources. At the same time as figuring out how it is operated in relation to relevant domestic laws, I would like to propose a plan to reflect the implications derived from the domestic law operation process in the Regulations on Exploitation.

  • Microzooplankton was analysed between $40^{\circ}s$ to $53^{\circ}s$S and $140^{\circ}E$ to $146^{\circ}E$ of the Sourthern Ocean from November 18 to November 30, 1995 to investigate the influence of frontal systems. The density and carbon biomass of microzooplankton were clearly associated with frontal systems, and at least 4 different communities were identified. The Subtropical Convergence Zone and Antarctic Polar Front Zone were the major biological boundaries recognized in the Southern Ocean. Ciliates predominated other microzooplankton in density and carbon biomass. Non-tintinnid ciliates occupied more than 70% of the total microzooplankton, and Laboea spp. was the major component of the non-tintinnid ciliates. The density and carbon biomass showed a decreasing tendency toward south from $40^{\circ}S$ to the $53^{\circ}S$ transect. The ecological importance of a frontal zone is confirmed by the microzooplanktonic data obtained from this study.
