본 연구의 목적은 노후소득보장의 한 방안으로 퇴직급여 제도의 현황을 조사하고 퇴직연금의 연금화 방안을 제시하는데 있다. 연구방법으로는 설문조사를 바탕으로 회귀분석 및 교차분석의 실증분석과 외국사례를 사용한다. 교차분석 결과 자영업자와 저소득층의 은퇴준비는 심각한 수준인 것으로 나타났다. 자영업자의 경우는 개인형퇴직연금의 확대, 저소득층의 경우는 독일의 리스터연금과 같은 제도의 도입이 필요하다. 퇴직연금의 연금화 방안과 관련하여서는 호주와 영국의 사례를 참조하여 제도를 개선하여야 할 것이다.
본 연구는 한국에서 기금형 퇴직연금이 도입되는 경우, 가입자의 관점에서 관련 쟁점들을 살펴보고 개선 방안을 검토하도록 한다. 이미 대규모 사업장에서 계약형 방식이 보편적인 상황에서 이를 추진하는 것은 연합형 방식을 통해서 영세사업장 근로자들의 퇴직연금 가입을 확대하기 위한 전략으로 이해된다. 기금형 퇴직연금 도입이 수익률 상승을 야기할 것이라는 것은 근거가 부족하며 적극적인 투자결정을 할 수 있는 여건의 마련이 더 중요하다. 또한, 기금형 퇴직연금 제도 도입은 지급불능에 대한 우려를 더 크게 한다는 점에서 수급권 보장이나 적립 규칙에 대한 강화가 필요하지만, 단기적으로는 적립 규칙을 강화하고 기금형 방식 성숙이후 수급권 보장 장치의 제도적 마련이 타당해 보이며, 감독체계 역시 강화될 필요가 있다. 기금형 퇴직연금 도입은, 정부 주도의 혹은 금융이해당사자 취향에 따른 제도 운영이 아니라 가입자들의 참여를 확대하는 방향으로 갈 수 있는 방향을 제시한다는 점에서 퇴직연금 제도 취지에 맞는 제도 운영을 가능하게 함으로써 향후 제도 발전에 중요한 전환점이 될 수 있는 기틀을 마련할 것으로 기대한다.
인구고령화가 전세계적인 화두로 등장하는 이유는 사회가 공동으로 해결해야 할 복지욕구는 증대하는 한편, 이로 인한 사회적 부양부담의 증가는 경제적 생산력이 정체되고 있는 상황에서 인류사회의 지속 가능한 발전에 심각한 의문을 던져주기 때문이다. 특히 우리 나라는 인구고령화의 속도가 선진국에 비하여 매우 빠르게 가속적으로 진행되고 있으므로 효과적으로 대응하기 위해서는 보다 효과적이고 신축적인 경제사회시스템을 만들지 않으면 안된다. 특히 인구고령화 시대에도 지속 가능한 소득보장 체계의 확립은 무엇보다도 긴요하다. 본 논문은 노령화시대의 핵심과제라고 할 수 있는 \`소득보장\` 을 중심으로 개선방안을 제시해 보고자 하였다. 이를 위하여 먼저 노령화와 관련된 각종 경제·사회여건 변화 분석 및 현재 노인들의 소득원을 살펴보고(II 장), 현재의 공·사적연금제도의 문제점과 개선의 기본방향을 정리하며(III장), 공적연금제도의 개선방안에 대한 검토하고 (IV장), 마지막으로 퇴직금 등 사적 연금제도의 개선방안(V장)을 제시하고 있다. 본 논문은 현행 공적연금체계를 다층체계로 전환할 것을 제안하고 있다. 제1층은 전국민 1인 1 연금체계를 구축하여 기초연금을 지급하도록 하며, 제2층은 소득비례 공적 연금을 구축하며, 3층은 퇴직금, 기업연금, 개인연금의 민간 자율의 저축제도의 구축을 제안하고 있다. 이를 통하여 연금재정 안정화, 세대간·세대내 소득재분배의 적정화, 연금 사각지대의 해소가 가능하게 되어 인구노령화시대에 보다 효과적으로 대응할 수 있을 것으로 판단한다.
This paper analyses the proposals contained in the British Government Green Paper, A New Contract for Welfare: Partnership in Pensions for low paid workers and the potential of the new rules to guarantee a decent income in old age. The UK pension system is a partnership between the State(providing the basic state pension and the SERPS), employers(providing occupational pension scheme) and private pension providers(providing personal pensions). Although the system needs to change, this partnership remains the right foundation. However, the pension Green Paper proposes substantial changes to second tier pension provision in the UK. In particular, the Government plans to replace the SERPS with a new State Second Pension. According to the Green Paper, this will result in "dramatically better pension provision for those earning less than ${\pounds}9,000$ a year" and through increased payments to private pension schemes, will also provide "extra help to those on middle incomes(${\pounds}9,000-{\pounds}18,500$ a year). Therefore, it discusses the general principles inherent in the design of the British pension system and analyses the balance of these principles is represented in the Green Paper. The paper then examines how the Government's proposals protect individuals from a means-tested old age. This paper finds that the Green paper's proposals add up to reinventing a new two-stage basic pension. However, two key features of a such a basic pension package are missing- an 'adequate' level of payment and comprehensive entitlement. Because of these missing principles we argue that the Green Paper's proposals incorporate for the low paid. The income from the basic pension and the secondary pension which is so near the means-tested minimum that little is gained in retirement from a lifetime of work and contribution. Indeed, the shift away from collective provision and the emphasis on individual responsibility will reinforce this inequality, so that many poor will continue to experience poverty in later life.
본 연구는 2015년 공무원연금 개혁의 성과와 한계를 평가하고, 이들 한계를 극복할 수 있는 개편방안을 제시하고자 하였다. 연구결과에 따르면 이번 연금개혁은 재정적 지속성, 기능적 투명성, 타 공적연금과 형평성 측면에서의 그 성과가 미흡하였다. 이 때문에 향후 공무원연금개혁에 대한 논의는 다시 촉발될 것으로 전망된다. 다음 개혁의 우선 순위는 공적연금 제도 간 통합에 두어져야 한다. 이에 본 연구는 제한적인 효과만을 지향하는 모수적 개혁방안을 지양하고 다양한 정책 목표를 동시에 달성할 수 있는 공무원연금의 구조적 개편안을 제시하였다. 이 개편안의 골자는 공무원연금을 '국민연금 + 직역가산연금(부가연금) + 퇴직수당'의 다층노후체계로 개편하고, 신규 임용 공무원을 국민연금에 가입시키는 것이다. 국민연금이 공무원을 포함한 '전국민'의 '기본적 연금'으로 발전할 때 연금제도간 불평등도 완화되고 사회적 연대연금체제도 구축될 수 있을 것이다.
복지국가 유형화에 이어서, 복지국가의 개별 제도에 대한 유형화 역시 많은 연구가 진행되어 왔으며, 가장 크고 중요한 제도인 연금 제도에서는 과거의 연금 설계 철학에 따라 베버리지형과 비스마르크형으로 구분되어 왔다. 선진국의 연금 개혁은 그들의 유형 내에서의 변화였던 반면 한국의 연금 개혁은 과거 사회보험형에서 '약한 비스마르크형'으로 외형이 변한 것으로 보인다. 그러나, 한국의 연금 체제의 미성숙을 고려한다면 아직 어떤 유형에 속한다고 단정하기는 어렵고, 개혁이후의 한국 연금 체제를 다층체계로 분류할 수도 있다. 지난 수십 년간 서구의 연금 개혁은 두 유형의 수렴경향이었으며, 최근에는 사적연금에 대한 규제의 정도에 따른 유형화가 연구되고 있다. 한국의 연금 체제에서도 앞으로는 국민연금은 물론 (아직 미성숙한) 퇴직연금이 어떻게 규제되고 감독되는지가 보다 중요해 질 것으로 보이며, 한국 정부의 보다 적극적인 역할이 요구되는 시점이다.

Background: The study aimed to determine the association of individual cognitive ability in late midlife with labor market participation among older workers. Methods: This prospective cohort study estimates the risk of long-term sickness absence, disability pension, early retirement, and unemployment from scores on the Intelligenz-Struktur-Test 2000R by combining data from 5076 workers from the Copenhagen Aging and Midlife Biobank with a register on social transfer payments. Analyses were stepwise adjusted for age, gender, physical and psychosocial work environment, health behaviors, occupational social class, education, and chronic diseases. Results: In the fully adjusted model, low cognitive ability (≥1 standard deviation below the mean for each gender) and high cognitive ability (≥1 standard deviation above the mean for each gender) were not associated with risk of any of the four labor market outcomes. Conclusion: Individual cognitive ability in late midlife was not associated with risk of long-term sickness absence, disability pension, early retirement, and unemployment in the fully adjusted model. Thus, no direct effect of individual cognitive ability in late midlife was observed on the risk of permanently or temporarily leaving the labor market.
The graying of populations is emerging as an international issue around the world, and this is a problem that is rapidly advancing in Korea as well, signaling the need for financial preparations for the aged. For this purpose, various retirement pension systems are being employed as preparatory measures for the nation's elderly. Using data from 1474 people in the 2007 panel study of National Security for the Retired, the present work attempts to look at satisfaction rates with regard to public pension receipts for the national pension and special occupational pensions according to general characteristics and factors related to the preparation for an aging society. Satisfaction with retirement pension receipts according to the type of pension was high for special occupation retirement pensions, individual retirement pensions and the national retirement pension, in that order. Looking at satisfaction rates based on the general characteristics of pension recipients, the study revealed that for the national pension, satisfaction was highest for groups with above-average physical and psychological health, groups who think appropriate living expenses for the elderly are lower, groups in which a partner also earns income, and groups who had amply prepared for their expected living expenses in later life. Regarding special occupation retirement pensions, satisfaction was high for groups over the age of 70, groups with good psychological health, and groups sufficiently prepared for their living expenses in later expenses, compared to groups for which these factors did not apply. In terms of the relative influences impacting retirement pension recipient satisfaction, satisfaction with the national pension was highest when the primary source to cover elderly living expenses was a resource other than income earned by the recipient and their partner and/or income received from children. Concerning special occupation retirement pensions, satisfaction was highest among those whose education terminated before middle school, and for those in good physical health. Based on the above results, it is vital that plans exist for preparing sufficiently for the living expenses of the elderly and for facilitating the physical and psychological health of pension recipients. Plans are also necessary to, ensure that citizens are provided with easily accessible educational programs and activities regarding general installment savings and deposits, stocks and bonds, real estate investments, individual retirement pensions, private insurance, severance pay pensions, and public pensions.
본 연구는 노후소득보장제도의 노인 빈곤 영향요인에 관해 근로를 중심으로 살펴보았다. 이를 위해 한국복지패널 7차~16차 자료를 바탕으로 패널로짓분석을 실시하였다. 분석결과는 다음과 같다. 노인 빈곤에 영향을 미치는 인구사회학적, 경제, 건강변수를 통제하더라도, 노후소득보장제도 중 국민연금 수급액과 특수직역 연금 수급액은 노인 빈곤과 부정적으로 연관되어 있다. 반면에 기초연금 수급액과 국민기초생활보장 수급액은 노인 빈곤과 긍정적으로 연관된 것으로 나타났다. 둘째, 국민기초생활보장 수급 노인이 근로를 하는 경우 탈빈곤 가능성이 높은 것으로 밝혀졌다. 이는 빈곤완화효과를 높이기 위해서는 기초연금제도의 재구축이 필요하고, 국민기초생활보장제도와 노인일자리 정책과의 결합이 필요함을 시사한다. 끝으로, 전반적인 노인빈곤을 완화하기 위해 기초연금, 퇴직연금을 포함한 다층노후소득보장체제의 재구축을 제언하였다.
국민연금제도 도입 11년만인 1999년에 전국민연금화를 위한 적용확대 과정이 마무리되면서, 이미 40년 역사를 가진 공적직역연금을 포함한 공적연금이 전국민 노령소득보장체계의 주축으로서 온전히 자리매김하게 되었다. 그로부터 4년이 지난 현재, '전국민연금화'라는 슬로건에 걸맞지 않게 국민연금제도에 가입하여 보험료를 납부하면서 연금수급자격을 갖추어 나가는 경우가 국민연금 적용대상인구의 절반에 불과한 것으로 나타나고 있다. 말하자면, 절반의 국민을 대상으로 공적연금제도가 운영되고 있을 뿐이고, 나머지 절반의 국민들은 공적연금의 사각지대에 놓여져 있다고 할 수 있다. 본 논문에서는 공적연금 사각지대의 규모와 특성을 분석하고 그 원인을 진단함으로써, 사각지대 문제의 해결을 위한 정책방안을 모색하고자 하였다. 현재 연금수급세대인 노령계층의 공적연금 사각지대 규모는 60세 이상 노령인구 대비 무려 86%에 이르고 있으며, 미래 연금수급세대인 근로연령계층의 공적연금 사각지대 규모도 18-59세 총인구 대비 61%에 이르는 것으로 나타났다. 현 연금수급세대의 경우 연령이 높을수록, 여성일 경우 사각지대에 노출될 확률이 높은 것으로 나타났고, 미래 연금수급세대의 경우 연령별로는 18-29세 연령층에서, 성별로는 여성의 경우 사각지대에 놓여질 가능성이 높은 것으로 나타났다. 또한 미래 연금수급자 증심으로 공적연금보험료 납부여부를 가지고 공적연금 사각지대 결정요인을 분석해 보면, 연령이 낮을수록, 학력이 낮을수록, 취업상태가 무직 임시일용직 등 불안정할수록, 종사산업이 농림어업, 건설업, 도소매음식숙박업, 금융보험부동산업에 종사하는 경우 제조업 종사에 비하여, 종사직업이 단순노무직, 전문기술교육직, 판매서비스직, 생산직, 고위행정관리직에 종사하는 경우 일반사무직에 비하여 공적연금의 사각지대에 놓여질 확률이 커지는 것으로 나타났다. 현재 연금수급자인 노령계층의 공적연금 사각지대는 제도역사가 짧아 노령으로 공적연금 가입기회를 갖지 못한 경우가 많으므로, 공적연금 성숙단계까지 경로연금 등 타 공적소득보장제도의 보완적 역할을 강화함으로써 현 노령계층의 공적연금의 사각지대 문제를 해결해 나가는 정책접근이 필요할 것으로 보여진다. 한편 미래 연금수급자인 근로연계층의 공적연금 사각지대 개선은 노동시장 및 가족 등 경제 사회적 여건의 심대한 변화에 조응안 보다 근본적인 제도체계의 재편이 이루어져야 할 것으로 보여진다. 현행 1소득자 1연금에서 1인 1연금 체계로의 전환과 이를 실질적으로 뒷받침한 시민권적 급여의 원리가 공적연금에 결합되어 공적연금의 기초보장적 성격의 강화가 이루어져야만, 비로소 공적연금이 보편적인 1차 노령소득보장의 안전망으로서의 역할을 수행하고 미래 연금수급자의 사각지대 문제가 궁극적으로 해결될 수 있을 것으로 보여진다.
