  • The firms with OHSAS (Occupational Health and Safety Management System) registration should be audited every six months and they have to be reregistered every three years by a third party. In our article audit data were collected from the audit processes of fifty four firms that OHSAS 18001:2007 was implemented and audited by LRQA (Lloyd's Register Quality Assurance). Fifty four firms are largely classified as four categories: civil engineering and construction industry, metal and heavy industry, chemical industry, and other industries including electric, electronic, food, and services. Especially the minor conformity data are analyzed by statistical methods to find out the relationship between four categories of 54 firms and the average number of minor nonconformities. The most frequently appeared minor nonconformities among sub-requirements of OHSAS 18001:2007 are investigated and the reasons for minor nonconformities are specifically explained. The average number of minor nonconformities of firms before and after OHSAS 18001:2007 registration are compared to understand the maturity of OHSAS implementation. Some comments and suggestions are provided for OHSAS to be effectively implemented to the firms if revision is necessary.

  • The paper aims to investigate empirical causes of poverty of the Khmer ethnic people and suggest policy implication to help the Khmer ethnic people escape poverty in Tra Vinh province and the Mekong Delta. The study has been conducted with direct interviews with 300 Khmer households living in seven districts and cities in Tra Vinh province and with the use of multivariate regression. The research results show that a number of causes that affect poverty of poor households include lack of capital for production, lack of means of production, poor health and lack of labor, large families, lack of job opportunities or unemployment, and lack of willingness to escape poverty and education. Thus, there should be poverty reduction policy for the poor househlods in the coming time. Based on the current situation and regression results, the authors propose a number of recommendations: 1) Focus on preferential loan policies for poor people 2) Provide occupational training programs for improving incomes for the Khmer ethnic households 3) Build up special infrastructure in the Khmer ethnic areas 4) Focus on promoting cultural and belief institutions in areas of the Khmer ethnic people and 5) Improve and build up healthcare clinics services and facilities.

  • Objectives: Exposure Assessment for workplace hazards where the exposure level is below occupational exposure limits(OELs) has been performed without considering either the degrees of risk or exposure levels and has failed to lead to intervention in many cases. The objective of this study was to suggest and test an application framework for risk assessment methodology under the current exposure assessment system in Korea. Materials: First, we investigated the exposure assessment systems in Korea and other countries. To adopt some risk assessment techniques, we also analyzed risk assessment systems and compared them to exposure assessment systems. A few suggestions were made. We held a public hearing during an industrial hygiene conference and took surveys using a questionnaire. Results: The first suggestion was to implement the risk assessment and exposure assessment through a "one-stop" system. In that case, one expected question would be who has been doing the jobs so far. In most cases, industrial hygiene consulting services or laboratories have been performing exposure assessment for business owners. Business owners are required to perform risk assessment. As two different groups of people will be required to implement two things in a one-stop system, they need to share information. As an information vehicle to share information, commonly filed survey checklists were suggested. The second suggestion was to categorize exposure level into four groups instead of the current binary divisions based on OELs. In the risk assessment system, exposure level is divided into four groups utilizing the cut-points of 10%, 50%, and 100% of OELs. The same schema can be adopted in the exposure assessment system and different levels of requirements can be assigned for each group. The third suggestion was regarding the regulation system. To provide the suggestions some thrust toward being implemented in the field, changes should be made in the legal system. Two different types of new exposure assessment result reporting forms were suggested. Some investigations such as an ergonomic survey are officially accepted as risk assessment under the current legal system. A few items were suggested to be included in the exposure assessment result reporting to be accepted as risk assessment. A pilot study in two small factories was performed and pointed out the strengths and weakness of our suggestions. Conclusions: Discussions and studies on the improvement of the exposure assessment system have been held for decades and no tangible changes have yet been made. We hope this result can help realize healthy lives for workers in Korea.

  • Objective: The purpose of this study was to investigate the effects of telerehabilitation on stroke patients through remotely operated intervention and monitoring. Methods: Literature from 2000 to April 2018 was collected through PubMed, Embase, Cochrane, and RISS. We used telerehabilitation, telemedicine, and stroke as the search terms in regard to foreign literature, and the terms telerehabilitation, stroke, and CVA in regard to Korean literature. A total of 406 foreign and 15 Korean published studies were found. As a result, a total of seven documents was selected for the analysis. Results: As a result of the analysis, all the interventions applied through telerehabilitation were provided remotely, and significant effects were reported between pre-post assessments. In addition, the significant effects of telerehabilitation were reported through analyzing pre-post(n=7) and between groups(n=4) assessments. The monitoring used could be categorized according to purpose, that is, for checking (n=3) and as an intervention (n=4). Conclusions: This study confirmed, within limits, that the application of telerehabilitation could be a potential alternative for stroke patients with limited rehabilitation services. In order to apply telerehabilitation in Korea, it is necessary to study the cost effectiveness, according to the current domestic situation, and confirm the most effective monitoring method based on the intervention.
