노동조합 유무와 노사관계가 산업 재해율에 미치는 영향 : 제조업과 건설업 중심으로 (The influences of Union and Labor Relations on Occupational Accident Rate: In Korean Manufacturing and Construction Industry)

  • The Purpose of this study is to compare occupational accident rate of unionized and non-unionized company and to investigate influences of labor relations on occupational accident rate in Korean manufacturing and construction Industry. Data in 2011 Occupational safety and Health Trend Survey were analyzed for this study. Results show that the occupational accident rate was lower in unionized company than non-unionized company. And amicable labor relationship reduces the occupational accident rate. The policy should be needed to support labor union and improve labor relationship to prevent industrial accidents.

사업장의 안전·보건관리 유형별 산업재해 발생현황 비교 (A Comparison of the Occupational Accident Status by Safety and Health Management Type in Workplaces)

  • Objectives: This study is aimed to illustrate the status of the occupational accident rate, fatality rate, and musculoskeletal disorder rate by safety and health management type in workplaces. Methods: In order to analyze the status of the occupational accident rate, fatality rate, and musculoskeletal disorder rate of different safety and health management types in workplaces, selected data from the Occupational Safety and Health Research Institute were used. Results: The occupational accident rate in workplaces where safety and health managers had been appointed was lower than in those where safety and health management was entrusted to other organizations, while the result was the opposite in regards to the fatality rate per 10,000 workers caused by accident. However, the occupational fatality rate per 10,000 workers in workplaces where safety and health managers have other roles was 426% higher than those where safety and health management was entrusted to other organizations. Moreover, the musculoskeletal disorder rate of the workplaces where safety and health managers have other roles was 15% higher than those where health management was entrusted to other organizations. Conclusions: It is necessary to review the effectiveness of systems in which safety and health managers can concurrently engage in other roles.

신생사업장 재해율 및 재해발생형태 분석 (Estimation of Occupational Accident Rate about Start-up Establishment and Analysis of Characteristics about Occurrence)

  • In order for start-up establishment to enter the business market, it has to get over the first mover advantage of the existing establishment. As a result, its working condition deteriorates and a great deal of occupational accidents take place. Based on 2009 standard, the occupational accident rate of start-up establishment is 1.28%, which is two times higher than existing establishment and the gap between manufacturing and service industry has been getting wide. For the characteristic of injured person in start-up establishment, it is showed that the occupancy rate of women and people with less than 30 age starting out in a career is high and the occupancy rate of occupational accident for holiday and night work is high. Therefore, the act for occupational accident prevention is needed in the early period of business and underprivileged group for occupational accident.

  • Korea has performed strategies for the third industrial accident prevention in order to minimize industrial accident. However, the occupational fatality rate and industrial accident rate appears to be stagnated for 11 years. Therefore, this paper forecasts the occupational fatality rate and industrial accident rate for 10 years. Also, this paper applies regression method (RA), exponential smoothing method (ESM), double exponential smoothing method (DESM), autoregressive integrated moving average (ARIMA) model and proposed analytical function method (PAFM) for trend of industrial accident. Finally, this paper suggests fundamental strategies for industrial accident prevention by forecasting of industrial accident rate in the long term.

A Policy Intervention Study to Identify High-Risk Groups to Prevent Industrial Accidents in Republic of Korea

  • Background: The objective of this study is to identify high-risk groups for industrial accidents by setting up 2003 as the base year and conducting an in-depth analysis of the trends of major industrial accident indexes the index of industrial accident rate, the index of occupational injury rate, the index of occupational illness and disease rate per 10,000 people, and the index of occupational injury fatality rate per 10,000 people for the past 10 years. Methods: This study selected industrial accident victims, who died or received more than 4 days of medical care benefits, due to occupational accidents and diseases occurring at workplaces, subject to the Industrial Accident Compensation Insurance Act, as the study population. Results: According to the trends of four major indexes by workplace characteristics, the whole industry has shown a decreasing tendency in all four major indexes since the base year (2003); as of 2012, the index of industrial accident rate was 67, while the index of occupational injury fatality rate per 10,000 people was 59. Conclusion: The manufacturing industry, age over 50 years and workplaces with more than 50 employees showed a high severity level of occupational accidents. Male workers showed a higher severity level of occupational accidents than female workers. The employment period of < 3 years and newly hired workers with a relatively shorter working period are likely to have more occupational accidents than others. Overall, an industrial accident prevention policy must be established by concentrating all available resources and capacities of these high-risk groups.

한국 근로자의 근로생애주기별 사고경험률 (Occupational Accident Experience by Working Life Cycle of Korean Workers)

  • Purpose: In this study, we attempted to analyze the occupational accident experience rate by working life cycle of Korean workers considering entrance and turnover in their jobs. The specific goal of this study was to calculate the accident experience rate according to workers' turnover history and previous accident experience. Methods: We constructed a cumulative data set of 90,338 cases of workers' accident experiences in their jobs from the Fourth Korean Working Conditions Survey. The accident experience rates according to workers' turnover and previous accident experiences were analyzed using descriptive statistics and analysis of variance. Results: In this study, the cumulative accident experience rate of Korean workers was found to be 5.2%. It was confirmed that the accident experience rate of workers increased as the turnover frequencies increased. In addition, we analyzed only the data of the workers who had experienced turnover and found that the accident experience rate after turnover increased about 7.5 times when workers had experienced accidents in the past. Conclusion: To prevent occupational accidents in workers, safety strategies should consider a worker's previous job history and injury experiences. It will also be necessary to focus preventive efforts on new and young workers through ongoing monitoring and on-the-job training.

머신러닝을 활용한 사회 · 경제지표 기반 산재 사고사망률 상대비교 방법론 (Socio-economic Indicators Based Relative Comparison Methodology of National Occupational Accident Fatality Rates Using Machine Learning)

  • A reliable prediction model of national occupational accident fatality rate can be used to evaluate level of safety and health protection for workers in a country. Moreover, the socio-economic aspects of occupational accidents can be identified through interpretation of a well-organized prediction model. In this paper, we propose a machine learning based relative comparison methods to predict and interpret a national occupational accident fatality rate based on socio-economic indicators. First, we collected 29 years of the relevant data from 11 developed countries. Second, we applied 4 types of machine learning regression models and evaluate their performance. Third, we interpret the contribution of each input variable using Shapley Additive Explanations(SHAP). As a result, Gradient Boosting Regressor showed the best predictive performance. We found that different patterns exist across countries in accordance with different socio-economic variables and occupational accident fatality rate.

연근해 어선원 재해 현황과 저감 대책 마련을 위한 기초 연구 (A basic research on risk control measure for reducing the fishermen's occupational accident in offshore and coastal fishing vessel)

  • The aim of this study is to research attributes of fishermen's occupational accidents for investigating the measure of risk control on situational condition in the Korean offshore and coastal fishing vessel. Using data of fishermen's occupational accidents are from National federation of fisheries cooperatives for 2013. The results were as belows; Occupational accident occurrence rate was 29.5‰, slips & trips and struck by object and contact with gear were shown severe occurrence pattern. Occupational accident occurrence rate of offshore fisheries was 130.2‰, coastal was 16.9‰, specially the risk rates were severely high in several type of danish seine, stow net and offshore trap. Death rate by accidents was 10.6‰ and by fall into the water in occurrence pattern was 5.5‰.

Effect of Occupational Health and Safety Management System on Work-Related Accident Rate and Differences of Occupational Health and Safety Management System Awareness between Managers in South Korea's Construction Industry

  • Background: The study was conducted to investigate the current status of the occupational health and safety management system (OHSMS) in the construction industry and the effect of OHSMS on accident rates. Differences of awareness levels on safety issues among site general managers and occupational health and safety (OHS) managers are identified through surveys. Methods: The accident rates for the OHSMS-certified construction companies from 2006 to 2011, when the construction OHSMS became widely available, were analyzed to understand the effect of OHSMS on the work-related injury rates in the construction industry. The Korea Occupational Safety and Health Agency 18001 is the certification to these companies performing OHSMS in South Korea. The questionnaire was created to analyze the differences of OHSMS awareness between site general managers and OHS managers of construction companies. Results: The implementation of OHSMS among the top 100 construction companies in South Korea shows that the accident rate decreased by 67% and the fatal accident rate decreased by 10.3% during the period from 2006 to 2011. The survey in this study shows different OHSMS awareness levels between site general managers and OHS managers. The differences were motivation for developing OHSMS, external support needed for implementing OHSMS, problems and effectiveness of implementing OHSMS. Conclusion: Both work-related accident and fatal accident rates were found to be significantly reduced by implementing OHSMS in this study. The differences of OHSMS awareness between site general managers and OHS managers were identified through a survey. The effect of these differences on safety and other benefits warrants further research with proper data collection.

Investigating the Impact of Establishing Integrated Management Systems on Accidents and Safety Performance Indices: A Case Study

  • Background: Increasing the establishment of integrated management systems (IMSs) is done with the purpose of leaving traditional management methods and replacing them with modern management methods. Thus, the present study sought to analyze the events and investigate the impact of IMS on health and safety performance indices in an Iranian combined cycle power plants. Methods: This case study was conducted in 2012 in all units of the Yazd Combined Cycle Power Plant on accident victims before and after the implementation of IMS. For data analysis and prediction of indices after the implementation of IMS, descriptive statistics and Kolmogorov-Smirnov test, Chi-square, linear regression, and Cubic tests were conducted using SPSS software. Results: The number of people employed in the power plant in an 8-year period (2004-2011) was 1,189, and 287 cases of work-related accidents were recorded. The highest accident frequency rate and accident severity rate were in 2004 (32.65) and 2008 (209), respectively. Safe T-score reached to below -3 during 2010-2011. In addition, given the regression results, the relation between all predictor variables with outcomes was significant (p < 0.05), except for the variable $X^1$ belonging to the accident severity rate index. Conclusion: The implementation of safety programs especially that of IMS and its annual audits has had a significant impact on reducing accident indices and improving safety within the study period. Accordingly, health and safety management systems are appropriate tools for reducing accident rate, and the use of regression models and accident indices is also a suitable way for monitoring safety performance.
