Since the crisis at the Fukushima plants, severe accident progression during a station blackout accident in nuclear power plants is recognized as a very important area for accident management and emergency planning. The purpose of this study is to investigate the comparative characteristics of anticipated severe accident progression among the three typical types of nuclear reactors. A station blackout scenario, where all off-site power is lost and the diesel generators fail, is simulated as an initiating event of a severe accident sequence. In this study a comparative analysis was performed for typical pressurized water reactor (PWR), boiling water reactor (BWR), and pressurized heavy water reactor (PHWR). The study includes the summarization of design differences that would impact severe accident progressions, thermal hydraulic/severe accident phenomenological analysis during a station blackout initiated-severe accident; and an investigation of the core damage process, both within the reactor vessel before it fails and in the containment afterwards, and the resultant impact on the containment.
This review is based on articles published in Japanese Journal of Health Physics on "Radiation-exposed medical care and waste" related to Tokyo Electric Power Company Incorporated (TEPCO)'s Fukushima Daiichi Nuclear Power Station accident. Here, we have considered three original articles; one technical data, one special article, one 50th anniversary article, one preface, three topics, and two cases of From Japan to the World (J to W). These articles have reported the system and standards that were established after the accident. Moreover, they have summarized rare experiences such as the fumbling response at the time and the evaluation of samples in that disaster. These articles constitute valuable records of the situation.
Implementing Severe Accident Management (SAM) strategies is crucial for enhancing a nuclear power plant's resilience and safety against severe accidents conditions represented in the analysis of Station Blackout (SBO) event. Among these critical approaches, the In-Vessel Retention (IVR) through External Reactor Vessel Cooling (IVR-ERVC) strategy plays a key role in preventing vessel failure. This work is designed to evaluate the efficacy of the IVR strategy for a high-power density reactor APR1400. The APR1400's plant is represented and simulated under steady-state and transient conditions for a station blackout (SBO) accident scenario using the computer code, ASYST. The APR1400's thermal-hydraulic response is analyzed to assess its performance as it progresses toward a severe accident scenario during an extended SBO. The effectiveness of emergency operating procedures (EOPs) and severe accident management guidelines (SAMGs) are systematically examined to assess their ability to mitigate the accident. A group of associated key phenomena selected based on Phenomenon Identification and Ranking Tables (PIRT) and uncertain parameters are identified accordingly and then propagated within DAKOTA Uncertainty Quantification (UQ) framework until a statistically representative sample is obtained and hence determine the uncertainty bands of key system parameters. The Systems Engineering methodology is applied to direct the progression of work, ensuring systematic and efficient execution.
The Accident Tolerant Fuel (ATF) is a new concept of fuel, which can not only withstand the consequences of the accident for a longer time, but also maintain or improve the performance under operating conditions. ISAA is a self-developed severe accident analysis code, which uses modular structures to simulate the development processes of severe accidents in nuclear plants. The basic version of ISAA is developed based on UO2-Zr fuel. To study the potential safety gain of ATF cladding, an improved version of ISAA, referred to as ISAA-ATF, is introduced to analyze the station blackout accident of PWR using ATF cladding. The results show that ATF cladding enable the core to maintain a longer time compared to zirconium alloy cladding, thereby enhancing the accident mitigation capability. Meanwhile, the generation of hydrogen is significantly reduced and delayed, which proves that ATF can improve the safety characteristics of the nuclear reactor.
During the decades after the Fukushima Daiichi Nuclear Power Station (FDNPS) accident, ambient dose rates have markedly decreased when compared to those at the early state of the accident. Government projects have been continuously conducted by surveying the ambient dose rate and radiocesium distributions. Airborne surveys using crewed helicopters and unmanned aerial vehicles (UAVs) are the best methods for obtaining an overall picture of the distribution. However, ground-based surveys are required for accurate measurements near the population. The differences between these methods include the knowledge of the post depositional behavior of radionuclides in land use. The survey results form the basis for policy decisions such as lifting evacuation zones, decontamination, and other countermeasures. These surveys contain crucial findings regarding post-accident responses. This paper reviews the survey methods of government projects and current situation around the FDNPS. The visualization methods and databases of ambient dose rates are also reviewed to provide information to the population.
Background: The Japan Atomic Energy Agency (JAEA) is specified in the Disaster Counter-measures Basic Act as a designated public corporation for dealing with nuclear disasters. Materials and Methods: The Nuclear Emergency Assistance and Training Center (NEAT) was established in 2002 as the activity base providing technical assistance to both national and local governments during nuclear emergencies. The NEAT has a robust structure and utilities and special installations, and it organizes training and exercises. Results and Discussion: Due to an offshore earthquake that caused a devastating tsunami in March 2011, a nuclear accident occurred at the Tokyo Electric Power Company's Fukushima Daiichi Nuclear Power Station. The NEAT responded by conducting off-site environmental radiation monitoring and contamination screening, dispatching special vehicles, offering telephone consultations, and calculating the dispersion of radioactive materials. An examination of the emergency response activities revealed that the organization was prepared for these types of disasters and was able to plan long-term response. Conclusion: As a designated public corporation, the JAEA technically supports the national government, the Fukushima prefectural government, and the Ibaraki prefectural government, all of which responded to the off-site emergencies resulting from the March 2011 Fukushima Daiichi accident
Integrated severe accident codes should be capable of simulating not only specific physical phenomena but also entire plant behaviors, and in a sufficiently fast time. However, significant uncertainty may exist owing to the numerous parametric models and interactions among the various phenomena. The primary objectives of this study are to present best-practice uncertainty and sensitivity analysis results regarding the evolutions of severe accidents (SAs) and fission product source terms and to determine the effects of mitigation measures on them, as expected during a short-term station blackout (STSBO) of a reference pressurized water reactor (optimized power reactor (OPR)1000). Three reference scenarios related to the STSBO accident are considered: one base and two mitigation scenarios, and the impacts of dedicated severe accident mitigation (SAM) actions on the results of interest are analyzed (such as flammable gas generation). The uncertainties are quantified based on a random set of Monte Carlo samples per case scenario. The relative importance values of the uncertain input parameters to the results of interest are quantitatively evaluated through a relevant sensitivity/importance analysis.
Following the Fukushima accident, a special safety inspection was conducted in Korea. The inspection results show that Korean nuclear power plants have no imminent risk for expected maximum potential earthquake or coastal flooding. However long- and short-term safety improvements do need to be implemented. One of the measures to increase the mitigation capability during a prolonged station blackout (SBO) accident is installing injection flow paths to provide emergency cooling water of external sources using fire engines to the steam generators or reactor cooling systems. This paper illustrates an evaluation of the effectiveness of external cooling water injection strategies using fire trucks during a potential extended SBO accident in a 1,000 MWe pressurized water reactor. With regard to the effectiveness of external cooling water injection strategies using fire engines, the strategies are judged to be very feasible for a long-term SBO, but are not likely to be effective for a short-term SBO.
Lessons learned from the Fukushima Daiichi nuclear power plant accident directed that multiple failures should be considered more seriously rather than single failure in the licensing bases and safety cases because attempts to take accident management measures could be unsuccessful under the high radiation environment aggravated by multiple failures, such as complete loss of electric power, uncontrollable loss of coolant inventory, failure of essential safety function recovery. In the case of the complete loss of electric power called station blackout (SBO), if there is no mitigation action for recovering safety functions, the reactor core would be overheated, and severe fuel damage could be anticipated due to the failure of the active heat sink. In such a transient condition at CANDU-6 plants, the seal failure of the primary heat transport (PHT) pumps can facilitate a consequent increase in the fuel sheath temperature and eventually lead to degradation of the fuel integrity. Therefore, it is necessary to specify the regulatory guidelines for multiple failures on a licensing basis so that licensees should prepare the accident management measures to prevent or mitigate accident conditions. In order to explore the efficiency of implementing accident management strategies for CANDU-6 plants, this study proposed a realistic accident analysis approach on the SBO transient with multiple-failure sequences such as seal failure of PHT pumps without operator's recovery actions. In this regard, a comparative study for two PHT pump seal failure modes with and without coolant seal leakage was conducted using a best-estimate code to precisely investigate the behaviors of thermal-hydraulic parameters during transient conditions. Moreover, a sensitivity analysis for different PHT pump seal leakage rates was also carried out to examine the effect of leakage rate on the system responses. This study is expected to provide the technical bases to the accident management strategy for unmitigated transient conditions with multiple failures.
After the Fukushima Daiichi nuclear power plant (NPP) accident, new regulatory requirements were enforced in July 2013 and a backfit was required for all existing nuclear power plants. It is required to take measures to prevent severe accidents and mitigate their radiological consequences. The Regulatory Standard and Research Department, Secretariat of Nuclear Regulation Authority (S/NRA/R) has been conducting numerical studies and experimental studies on relevant severe accident phenomena and countermeasures. This article highlights fission product (FP) release and hydrogen risk as two major areas. Relevant activities in the S/NRA/R are briefly introduced, as follows: 1. For FP release: Identifying the source terms and leak mechanisms is a key issue from the viewpoint of understanding the progression of accident phenomena and planning effective countermeasures that take into account vulnerabilities of containment under severe accident conditions. To resolve these issues, the activities focus on wet well venting, pool scrubbing, iodine chemistry (in-vessel and ex-vessel), containment failure mode, and treatment of radioactive liquid effluent. 2. For hydrogen risk: because of three incidents of hydrogen explosion in reactor buildings, a comprehensive reinforcement of the hydrogen risk management has been a high priority topic. Therefore, the activities in evaluation methods focus on hydrogen generation, hydrogen distribution, and hydrogen combustion.
