System Thinking Perspective on the Dynamic Relationship between Organizational Characteristics of Nuclear Safety Culture

  • Objective: The purpose of this study is to grasp the fundamental structure of incident occurrence in nuclear organizations based on system thinking, and analyze how various causes are interrelated in terms of the causal loop diagram. Background: The recent domestic and overseas nuclear power plant-related incidents and accidents are directly or indirectly associated with safety culture, and thus effective plans for the improvement of safety culture are being called for. While the safety of a nuclear power plant is highly dependent upon technology and equipment, the utilization, maintenance and inspection of the technology and equipment are conducted by workers of the nuclear power plant. Method: Methodology of system thinking perspective using causal loop analysis. Results: As a result of the analysis, first, it turned out that the fundamental cause of incident occurrence in nuclear organizations is time constraint. Second, if a workload of workers increases, their adherence to regulations and procedures comes to be reduced due to time constraint. Third, it is needed, through organizational learning education, to increase actions made from thoughts considering safety as the utmost priority in advance. Fourth, it is necessary to improve professionalism by enhancing educational programs for new workers, and to develop various scenarios with which they can cope with certain situations. Application: This paper provides a base for system dynamics simulation model for future study.

  • During the lifecycle of a nuclear power plant many organizations are involved in KOREA. Korea Plant Engineering Co. (KOPEC) participates in the design stage, Korea Hydraulic and Nuclear Power (KHNP) operates and manages all nuclear power plants in KOREA, Dusan Heavy Industries manufactures the main equipment, and a construction company constructs the plant. Even though each organization has a digital data management system inside and obtains a certain level of automation, data sharing among organizations is poor. KHNP gets drawing and technical specifications from KOPEC in the form of paper. It results in manual re-work of definition and there are potential errors in the process. A data warehouse based on a neutral model has been constructed in order to make an information bridge between design and O&M phases. GPM(generic product model), a data model from Hitachi, Japan is addressed and extended in this study. GPM has a similar architecture with ISO 15926 "life cycle data for process plant". The extension is oriented to nuclear power plants. This paper introduces some of implementation results: 1) 2D piping and instrument diagram (P&ID) and 3D CAD model exchanges and their visualization; 2) Interface between GPM-based data warehouse and KHNP ERP system.

원자력 규제기관의 SNS 활용 및 수용자 반응 분석 : 원자력안전위원회와 NRC 페이스북 비교를 중심으로 (An Analysis on SNS Management and Visitors' response of Nuclear Regulatory Organizations : Focus on the Comparison about facebook page between NSSC and NRC)

  • 최근 SNS 사용자가 증가함에 따라 정부부처의 홍보에도 SNS가 주요 홍보채널로 등장하였다. 특히 리스크를 관리하는 데 있어서 SNS는 유용한 도구이자 새로운 도전 과제가 되었다. 우리나라에서 원자력은 주요한 리스크 중 하나이며, 원자력 규제기관이 국민과 어떻게 소통하고 있는가는 원자력시설에 대한 신뢰 혹은 수용성에 매우 주요한 영향을 미칠 수 있다. 이를 반영하여 본 연구는 한국(NSSC)과 미국(NRC) 양국의 원자력규제를 담당하는 정부부처의 SNS 활용과 수용자 반응을 비교 분석했다. 연구 결과, 양 기관 모두 '정보제공'목적의 포스팅이 가장 많았으며, PR유형의 경우 한국은 '관계관리 PR', 미국은 '이미지 PR'의 포스팅이 많았다. 수용자 반응을 살펴보면 참여형과 비주얼형(동영상, 카드뉴스, 인포그래픽 등)의 포스팅에 수용자들의 반응이 높았으며, 관계관리 PR에 대한 수용자 반응이 더욱 높았다. 이러한 연구 결과가 향후 정부부처 정책을 소통 전략을 수립하는데 있어 도움이 되길 기대해 본다.

행정적 대응을 중심으로 본 원전 방사선비상계획 개선방안 (Improvement Methods in NPP's Radiation Emergency Plan: An Administrative Approach)

  • 방사선비상계획은 기술적 대응과 행정적 대응으로 분류 가능하다. 본고는 국내원전 방사선비상계획을 행정적 대응의 관점에서 검토하고 개선방안을 제시하였다. 검토한 분야는 비상조직의 구성, 비상조직 발족기준, 비상요원 선정, 방사선비상계획서의 분량이다. 또한 현행 방사능방재훈련 방법의 한계를 설명하고 이에 대한 개선방안도 제시하였다. 모쪼록 여기에 제시된 개선방안이 국내 원전 방사선비상계획과 방사능방재훈련에 적용되어 보다 유용한 비상계획이 수립되고, 실질적인 방사능방재훈련이 되는 계기가 되기를 기대한다.

NUCLEAR REGULATORY RESEARCH IN KOREA: ACHIEVEMENTS AND FUTURE DIRECTION

  • For efficient and effective nuclear regulation, regulatory organizations must establish consistent and rigorous regulatory positions on safety matters. These positions should be based on high technical expertise and relevant ordinances, standards, and guidelines reflecting policy changes governing nuclear regulations. The Korea Institute of Nuclear Safety, a regulatory expert organization in Korea, has developed regulatory requirements, guidelines and analytical tools that provide regulatory technical bases for ensuring nuclear safety. The nuclear regulatory research also contributes to regulatory decision making by providing resolution for current and future safety issues. In this article, we introduce nuclear regulatory research and its main achievements in the past 10 years. Also, suggested here are future directions of nuclear regulatory research.

방사선안전규제 요건별 인식도 차이 (Differences between Each Requirement for Radiation Safety Regulation Levels)

  • 방사선안전을 수행하는 방사선안전관리자를 대상으로 실제적인 방사선안전규제 수준을 파악하여 합리적인 안전규제 제도를 마련하는데 필요한 근거자료를 도출함으로써 방사선안전규제의 효율성과 편의성을 극대화할 수 있는 차별화된 규제에 도움이 되고자 하였다. IAEA의 RS-G-1.9 (2005), NRC의 NUREG Vol. 1~21 등과 국내 원자력안전법의 내용을 근거로 전체 약 10%에 해당되는 방사선이용기관의 방사선안전관리자를 대상으로 설문조사하였다. 피폭관리에 대한 요건($3.32{\pm}0.910$)이 가장 높은 인식수준을 나타냈고, 관련 서류의 기록, 비치, 보관에 대한 요건($2.84{\pm}0.826$)은 가장 낮은 인식수준을 나타냈다. 방사선원 현황 및 관리 요건, 시설 요건, 측정 및 오염관리 요건, 측정 장비 및 감시기 작동 요건, 교육 및 훈련 요건, 피폭관리 요건에서 산업기관이 의료기관보다 규제가 더 엄격해야 한다는 인식수준을 나타냈다. 방사선안전규제 수준이 산업기관과 의료기관에 통계적으로 유의한 차이가 있다는 것은 규제관련 그 원인이 존재하는 것이므로 실제적인 규제내용을 재평가해 볼 필요가 있음을 시사한다. 향후 연구에서는 국내 기관특성별로 규제요건을 개발하는 과정이 이루어질 필요가 있고, 기관특성을 고려하여 방사선안전규제를 수행한다면 편의성을 극대화한 안전규제를 달성할 수 있을 것이라고 사료된다.

원자력 열수력 실험 연구의 현황과 미래 - 연구개발 동향 고찰 - (Status and Future of Experimental Study on Nuclear Thermal Hydraulics - A Review of Research and Development Status -)

  • This paper introduces the current nuclear experimental research activities in KAERI, the unique nuclear research institute in Korea, and the universities in Korea to solve and assess the issues which have been faced in the design of new reactors such as APR1400, SMART, GEN-IV reactors as well as fusion reactor. Also the experimental evaluations of safety for operating nuclear plants have been presented. The nuclear thermalhydraulic experiments performed in such organizations are classified the fundamental test, the separated effect test, and the integral effect test with ATLAS and SNUF. Introduction is deployed according to institutes. Finally, the future works and the direction of research voyage in the nuclear thermal-hydraulic field were suggested.

  • Korea has exerted her efforts to assimilate nuclear power technology, and reportedly localized 95 percent of nuclear power technology by 1995. This paper investigates the evolution of nuclear power program in Korea to exploit the development process of the nuclear power industry and key factors for the technological localization of nuclear power plant. In developing countries, an imitative catching-up process can be shown as a course for developing the absorptive capacity of foreign technology, which depends on prior knowledge base and the intensity of effort. The process of technological learning consists of five stages including preparation, implementation of foreign technology, acquisition of peripheral technology, acquisition of core technology, and improvement f foreign technology. Moreover, this paper discusses six essential factors that have influenced the successful achievement of technological localization of nuclear power plants in Korea. They include the role and strategies of the government, the leading role of utility firm, the development and cooperation of the related organizations, the development of human resources and their efforts, market conditions and the assistance of foreign donors, and social conditions. Finally, this paper discusses about implications offered by the Korean experience for other developing countries.

A Study on Improvement of the Interface Control of NPP Construction and Operation Activities

  • Interface control activities during the nuclear power plant (NPP) construction and operation have been reviewed for enhancing the safety of NPP. The primary focus of the study is given on analysis of lessons learned from the recent significant events of Korean Standard Nuclear Power plant (KSNP), such as a series of break-off of thermal sleeves at YGN 5 & 6 and radioactivity leak at YGN 5, in respect of interface control. Based on the results of the analysis, this study recommends measures for the improvement of interface control among utility and technical supporting organizations (TSO), and suggests new regulatory systems, such as reporting of safety significant non-conformances, to effectively verify the adequacy of interface control activities during construction and operation of NPPs.

Policymakers and stakeholders' perceptions of science-driven nuclear energy policy

  • This study surveyed 137 policymakers and key stakeholders (e.g., employees of government agencies, academic institutions, nonprofit organizations, industry, and advocacy groups) involved in making decisions on nuclear energy policy, investigating how they differentially perceived the importance of scientific evidence in driving nuclear policy. We also identified the policy areas that each group of decision-makers are mostly concerned about and showed how such concerns might contextualize and ultimately shape their perceptions of science-driven policy.
