Thinking multiculturality in the age of hybrid threats: Converging cyber and physical security in Akkuyu nuclear power plant

  • Nuclear Power Plants (NPPs) are the most protected facilities among all critical infrastructures (CIs). In addition to physical security, cyber security becomes a significant concern for NPPs since swift digitalization and overreliance on computer-based systems in the facility operations transformed NPPs into targets for cyber/physical attacks. Despite technical competencies, humans are still the central component of a resilient NPP to develop an effective nuclear security culture. Turkey is one of the newcomers in the nuclear energy industry, and Turkish Akkuyu NPP has a unique model owned by an international consortium. Since Turkey has limited experience in nuclear energy industry, specific multinational and multicultural characteristics of Turkish Akkuyu NPP also requires further research in terms of the Facility's prospective nuclear security. Yet, the link between "national cultures" and "nuclear security" is underestimated in nuclear security studies. By relying on Hofstede's national culture framework, our research aims to address this gap and explore possible implications of cross-national cultural differences on nuclear security. To cope with security challenges in the age of hybrid threats, we propose a security management model which addresses the need for cyber-physical security integration to cultivate a robust nuclear security culture in a multicultural working environment.

Differential die-away technology applied to detect special nuclear materials

  • Differential die-away analysis (DDAA) technology is a special nuclear material (SNM) active detection analysis technology. Be a nuclear material shielded or not, the technology can reveal the existence of nuclear materials by inducing fission from an external pulsed neutron source. In this paper, a detection model based on DDAA analysis technology was established by geant4 Monte Carlo simulation software, and the optimal sensitivity of the detection system is achieved by optimizing different configurations. After the geant4 simulation and optimization, a prototype was established, and experimental research was carried out. The result shows that the prototype can detect 200 g of 235U in a steel cylinder shield that's of 1.5 cm in inner diameter, 10 cm in thickness and 280 kg in weight.

Public Perception and Communication Patterns Pertaining to Nuclear Power in Korea: Focusing on the Transition Period from Pro-nuclear to De-nuclear Policy

  • Background: An effective communication strategy for reducing conflicts in South Korea has been designed through the analysis of public perception and communication variables on nuclear power under the conditions of rapidly changing nuclear power policies. Materials and Methods: This study conducted both qualitative research through group discussions based on social psychology and quantitative research through surveys. Results and Discussion: Nuclear power plant (NPP) area residents in favor of nuclear power indicated higher levels of communication, safety perception, and contribution than those against it. NPP area residents trusted the civilian expert groups (18.3%) and local government (17.3%) the most, while metropolitan city residents trusted the Nuclear Safety and Security Commission and the Korea Institute of Nuclear Safety (20.7%) the most. In determining nuclear power policy, both the NPP area residents (18.1%) and metropolitan city residents (17.1%) prioritized safety, health, and the environment. While metropolitan city residents thought that energy security and economic growth (16.4%) were important, NPP area residents thought the current issue of spent fuel rods (14.1%) to be important. Conclusion: It is necessary for the nuclear power industry to have and actively implement communication and conflict resolution strategies based on the patterns obtained in the study results.

Online training and education from the VR-1 reactor-Lessons learned

  • Hands-on education and training is a key part of fixing and developing technology knowledge and is an inherent part of many engineering and scientific curricula. However, access to large complex training facilities, such as nuclear reactor, could be limited by various factors, such as unavailability of those facilities in the region, high traveling costs or harmonization of the schedules of hands-on E&T with theoretical lectures and with the operational schedule of the facility. To handle the issue, several success stories have been reached with the introduction of the Internet Reactor Labs (IRL). The Internet Reactor Labs can strongly contribute to accessibility of training at research reactors and can contribute to improvements in their utilization. The paper describes the development of the Internet Reactor Lab at the VR-1 reactor of the Czech Technical University in Prague. Contrary to single-purpose IRLs, it presents various modalities of online teaching and training in experimental reactor physics and reactor operation in general as well as outreach activities that have been developed in recent years.

  • The challenges China is facing in energy security are briefly discussed. Then, the development of nuclear power in China in the first half of 21 st century is envisioned, and it is expected that Generation-3 PWR nuclear power plants (NPPs) would be the leading units of nuclear power in the coming $30\~40$ years. As part of the nuclear power program, the R&D work on nuclear fuel cycle is generally proposed.
