Smart city has effect toward its sustainability. Citizens should be viewed as co-creators of cities, not consumers. From this point of view, citizen responsibility and ethics should be emphasized. Now, Smart cities are becoming more important than ever. From now on, urban development is divided into two major categories. One side is the development based on smart city, and the other is urban development that revives the old city. As the city grows bigger and bigger, many problems arise and there are many problems. This tendency must become stronger in the future. But, Stones shall be dressed to exact size and shapes before being laid. Until now, No attempt has been made to declare about Citizen Spirit in Fourth Industrial Revolution. In the era of the Fourth Industrial Revolution, in order to become a leading country of Smart City, we must first complete the spiritual revolution. From this aspect, this study proposes the "Declaration of the Fourth Industrial Spirit Revolution".

ASTRO-F is the first Japanese dedicated infrared astronomical satellite which will be launched in 2005FY and is now in the final stage of the development. ASTRO-F is a 70 cm aperture cryogenically cooled telescope and designed for the infrared survey with much higher sensitivity and angular resolution than IRAS. We present the current status of the mission, focal plane instruments, and the observation plan now being discussed.

Now many IHTERMINGLER manufactures are under developing new types which can decrease the air consumption and at the same time can improve the efficiency of operating. The material and surface finish of yarn chamber is important factors to make INTERMINGLER. Normally ceramic material and tungsten carbide is used for yarn chamber but now chemical diffusion process for metal is widely used for material and it is very successful considering the hardness of surface.

We witness now the changing techno-economic paradigm and the emerging learning economy. Reflecting on these changes, the group of Evolutionary Economists study recently the theory on regional innovation system, but their research results are still now not theoretically ‘systemized’. Moreover, they often indeed speak of the ‘social capital’, but do not investigate that. This paper tries to systemize their empirical findings and theoretical results and integrate the discussions on social capital in fields of sociology into a mathematical model. This study emphasizes the role of social capital in the innovating process.

We T.E.C. have commenced to develop the O.F. cable in April, 1977. Now we have finished the Type-Test and produced in full-operation of 154KV 1x600mm$^{2}$ and 154KV 1x1200mm$^{2}$ O.F. cables. Especially we have completed pulling and splicing of the 24.82kms O.F. cable in KaeBong-OuRyu Route, and now it is operating well. This has important meaning that Extra High Voltage Under Ground Transmission Line has constructed by domastic engineers for the first time in Korea. Thank to arrange and publish it, and hope it can be helpful to the related.

Petrochemicals contain a wide variety of monomers and their derivatives which are used in the production of plastics, fibers and synthetic rubber. Until now, petrochemicals have had a dramatic impact on our food, clothing, shelter and leisure because they are the least expensive, most readily available, and can be processed most easily into the end use products. Petrochemical industry, which is known as one of the typical cycle profitability businesses, is now moving downward. In order to overcome the anticipated loss of profit, petrochemical companies are making an effort to offer a value-added upgrading to conventional products. This lecture will discuss a few of issues on the current status and prospect of petrochemical industry.

Historically, LCD monitors have not been able to be used for frame-sequential stereoscopic 3D visualisation due to their slow pixel response rate. With LCD pixel response rates now in the single-digit millisecond range it is natural to ask whether it is now possible to achieve frame-sequential stereoscopic 3D viewing on LCDs.

The success of road haulage, in dominating the surface movement of freight, is now threatened by increased traffic congestion, falling average motorway speeds and rising in logistic costs. As a result, Government as well as companies, which use or operate logistics service, is now looking to rail to provide an alternative. First, we surveyed the bottlenecks and desired betterments to rail transport, which were indicated by rail and road transport users. Through the analysis of customers' needs survey. this paper is focused in the basic framework fur the rail freight transport, which could be helped to promote the efficiency associated with moving freight by rail.

X-ray inspection of tires is now feasible and commercially available. The enabling technologies are economical yet powerful computing systems and high-resolution, high-dynamic range X-ray imaging systems customized for tire inspection. The key advantages of reduced inspection labor, highly consistent inspection and yield improvement are now realizable.
