The Existing Types of Public and Private Actors for Managing The Rural Development Programs & Facilities in Japan (일본에 있어서 농촌지역개발주체의 존재형태와 변화방향에 관한 연구)

  • The implementation of an place-based rural policy requires changes in the intra-governmental relations and between the public and private sectors and civil society. Over the past decades, Japan has been increasingly devolving and decentralizing public responsibilities and resources to sub-national government levels. There is assumption that such transfers produce more efficiency in terms of public management and create better conditions for economic development. At the same time, these transfer respond to new expectations of citizens and civil society to participate more closely in the democratic decision-making process. Coordination is also needed at the local level to integrate sectoral approaches, to involve private partners and to achieve the appropriate geographic scale. Local public and private actors join a partnership and pool knowledge and resources. This type of local partnership is characterized by the participation of different actors, including municipalities, sub-regional government institution and development agencies. The participation of private actors(private firms, cooperatives, associations, non-profit organizations, farm organizations, other categories organizations, etc,) is also important.

Microstructural Analysis on Oxide Film of Al2024 Exposed to Atmospheric Conditions (대기 노출된 Al2024 알루미늄 합금 산화막에 대한 미세조직 분석)

  • Al2024 aluminum alloy specimens were exposed to atmospheric conditions for maximum 24 months and analyzed by electron microscopes to characterize their corrosion behavior and oxide film characteristics. As the exposure time increased from 12 months to 24 months, the number of pitting sites per 1 mm2 increased from ~100 to ~200. The uniform oxidation (or non-pitting) region of the 12-month exposure specimen showed 30~120 nm thick oxide layer, whereas the 24-month exposure specimen showed 170~200 nm thick oxide with the local oxygen penetration region up to 1 ㎛ deep. There was no local corrosion area observed in the 12-month exposure specimen except pitting. However, in the 24-month exposure specimen, local oxygen penetration region was observed beneath the uniform oxide layer and near the pitting cavity. Al2024 showed two times thicker uniform oxide layer but much shallower local oxygen penetration region than Al1050, which appears to be related to low Si concentration. Further research is needed on the effects of Mg segregation near the tip of the oxygen penetration region.

Experimental study of bubble flow behavior during flow instability under uniform and non-uniform transverse heat distribution

  • Experiments are conducted to study bubble flow behavior during the instability of subcooled boiling under uniform and non-uniform transverse heating. The non-uniform heat distribution introduces nonuniform bubble generation and condensation rates on the heated surface, which is different from the uniform heating. These bubble generation and condensation characteristics introduce a non-uniform local pressure distribution in the transverse direction, which creates an extra non-uniform pressure on the flowing bubbles. Therefore, different bubble flow behavior can be observed between uniform and non-uniform heating conditions. In the uniform heating, bubble velocity fluctuations are low, and the bubbles travel straight along the axial direction. In the non-uniform heating, more fluctuation in the bubble velocity occurs at low mass flow rate and high subcooled inlet temperatures, and reverse flow is observed. Additionally, the bubbles show a zigzag trajectory when they pass through the channel, which indicates the existence of cross flow in the transverse direction.

  • A class of systems of Caputo fractional differential equations with integral boundary conditions is considered. A numerical method based on a finite difference scheme on a uniform mesh is proposed. Supremum norm is used to derive an error estimate which is of order κ − 1, 1 < κ < 2. Numerical examples are given which validate our theoretical results.

Prediction of flow field in an axial compressor with a non-uniform tip clearance at the design and off-design conditions (설계점 및 탈설계점에서 비균일 익단 간극을 가지는 축류 압축기의 유동장 예측)

  • Flow structures in an axial compressor with a non-uniform tip clearance were predicted by solving a simple prediction method. For more reliable prediction at the off-design condition, off-design flow characteristics such as loss and flow blockage were incorporated in the model. The predicted results showed that flow field near the design condition is largely dependent on the local tip clearance effect. However overall flow field characteristics are totally reversed at off-design condition, especially at the high flow coefficient. The tip clearance effect decreases, while the local loss and flow blockage make a complicated effect on the compressor flow field. The resultant fluid induced Alford's force has a negative value near the design condition and it reverses its sign as the flow coefficient increases and shows a very steep increase as the flow coefficient increases.

  • The vibration analysis of armchair, zigzag and chiral double-walled carbon nanotubes has been developed by inserting the nonlocal theory of elasticity into thin shell theory. First Donnell shell theory is employed while exercising wave propagation approach. Scale effects are realized by using different values of nonlocal parameters under certain boundary conditions. The natural frequencies have been investigated and displayed for various non-local parameters. It is noticed that on increasing nonlocal parameter, the frequency curve tends to decrease. The frequency estimates of clamped-free boundary condition are less than those of clamped-clamped and simply supported computations. The frequency comparisons are presented for armchair, zigzag and chiral nanotubes. The software MATLAB is used to extract the frequencies of double walled carbon nanotubes.

  • For the emergency detecting in general CCTV environment of our daily life, the monitoring by only images through CCTV information occurs some problems especially in cost as well as man power. Therefore, in this paper, for detecting emergency state dynamically through CCTV as well as resolving some problems, we propose a detection and recognition method for emergency and non-emergency speech by GMM. The proposed method determine whether input speech is emergency or non-emergency speech by global GMM. If emergeny speech, local GMM is performed to classify the type of emergency speech. The proposed method is tested and verified by emergency and non-emergency speeches in various environmental conditions.

Utility of Serum Procalcitonin for Diagnosis of Sepsis and Evaluation of Severity (혈청 프로칼시토닌(serum procalcitonin) 측정을 통한 패혈증 진단 및 중등도 평가의 유용성)

  • Background: Early recognition and treatment of sepsis would improve patients' outcome. But it is difficult to distinguish between sepsis and non-infectious conditions in the acute phase of clinical deterioration. We studied serum level of procalcitonin (PCT) as a method to diagnose and to evaluate sepsis. Methods: Between 1 March 2009 and 30 September 2009, 178 patients had their serum PCT tested during their clinical deterioration in the medical intensive care unit. These laboratories were evaluated, on a retrospective basis. We classified their clinical status as non-infection, local infection, sepsis, severe sepsis, and septic shock. Then, we compared their clinical status with level of PCT. Results: The number of clinical status is as follows: 18 non-infection, 33 local infection, 39 sepsis, 26 severe sepsis, and 62 septic shock patients. PCT level of non-septic group (non-infection and local infection) and septic group (sepsis, severe sepsis, septic shock) was $0.36{\pm}0.57$ ng/mL and $18.09{\pm}36.53$ ng/mL (p<0.001), respectively. Area under the curve for diagnosis of sepsis using cut-off value of PCT >0.5 ng/mL was 0.841 (p<0.001). Level of PCT as clinical status was statistically different between severe sepsis and septic shock ($^*severe$ sepsis; $4.53{\pm}6.15$ ng/mL, $^*septic$ shock $34.26{\pm}47.10$ ng/mL, $^*p$ <0.001). Conclusion: Level of PCT at clinical deterioration showed diagnostic power for septic condition. The level of PCT was statistically different between severe sepsis and septic shock.
