Objectives: The purpose of this study is to analyze agricultural accident and disease using statistical data and materials about National Survey for Health & Nutrition in 2001 and to provide fundamental materials for studies about farmers' health and safety, decision of priority about research and policy. Results: Diagnosed chronic disease prevalence is 72.4% in farmer/fisher group, 49.8% in non farmer/fisher group. The chronic disease prevalence of musculoskeletal disease, circulatory disease, and gastroenteric disease is 46.5%, 18.2%, and 17.9% in farmer/fisher group respectively. The prevalence of musculoskeletal disease in farmer/fisher is 2.4 times higher than non farmer/fisher. This result shows that it need to evaluation for risk factors of musculoskeletal disease preferentially. Lifetime accident/poisoning rate is 18.2% In farmer/fisher group and 13.3% in non farmer/fisher group. The types of accidents were fracture>sprain>contusion and the reasons of accidents were traffic accident>falling/sliding. Conclusions: "Bad or very bad" response of farmer/fisher is almost 2 times higher than non farmer/fisher group. The rate of smoking and no exercising in farmer/fisher group is higher than non farmer/fisher group.
The low birth rate and shortened military service period are causing concerns about selecting excellent military officers. The Republic of Korea entered a low birth rate society in 1984 and an aged society in 2018 respectively, and is expected to be in a super-aged society in 2025. In addition, the troop-oriented military is changed as a state-of-the-art weapons-oriented military, and the reduction of the military service period was implemented in 2018 to ease the burden of military service for young people and play a role in the society early. Some observe that the application rate for military officers is falling due to a decrease of manpower resources and a preference for shortened mandatory military service over military officers. This requires further consideration of the policy of securing excellent military officers. Most of the related studies have used social scientists' methodologies, but this study applies the methodology of text mining suitable for large-scale documents analysis. This study extracts words of discriminative characteristics from the Republic of Korea Air Force Non-Commissioned Officer Applicant cover letters and analyzes the polarity of pass and fail. It consists of three steps in total. First, the application is divided into general and technical fields, and the words characterized in the cover letter are ordered according to the difference in the frequency ratio of each field. The greater the difference in the proportion of each application field, the field character is defined as 'more discriminative'. Based on this, we extract the top 50 words representing discriminative characteristics in general fields and the top 50 words representing discriminative characteristics in technology fields. Second, the number of appropriate topics in the overall cover letter is calculated through the LDA. It uses perplexity score and coherence score. Based on the appropriate number of topics, we then use LDA to generate topic and probability, and estimate which topic words of discriminative characteristic belong to. Subsequently, the keyword indicators of questions used to set the labeling candidate index, and the most appropriate index indicator is set as the label for the topic when considering the topic-specific word distribution. Third, using L-LDA, which sets the cover letter and label as pass and fail, we generate topics and probabilities for each field of pass and fail labels. Furthermore, we extract only words of discriminative characteristics that give labeled topics among generated topics and probabilities by pass and fail labels. Next, we extract the difference between the probability on the pass label and the probability on the fail label by word of the labeled discriminative characteristic. A positive figure can be seen as having the polarity of pass, and a negative figure can be seen as having the polarity of fail. This study is the first research to reflect the characteristics of cover letters of Republic of Korea Air Force non-commissioned officer applicants, not in the private sector. Moreover, these methodologies can apply text mining techniques for multiple documents, rather survey or interview methods, to reduce analysis time and increase reliability for the entire population. For this reason, the methodology proposed in the study is also applicable to other forms of multiple documents in the field of military personnel. This study shows that L-LDA is more suitable than LDA to extract discriminative characteristics of Republic of Korea Air Force Noncommissioned cover letters. Furthermore, this study proposes a methodology that uses a combination of LDA and L-LDA. Therefore, through the analysis of the results of the acquisition of non-commissioned Republic of Korea Air Force officers, we would like to provide information available for acquisition and promotional policies and propose a methodology available for research in the field of military manpower acquisition.

Due to the recent mid- to long-term slump and falling growth rates in the global economy, interest in organizational structures that create new products or services as a new alternative to survive and develop in an opaque environment both internally and externally, and enhance organizational sustainability through changes in production methods and business innovation is increasing day by day. In this atmosphere, we agree that the growth of small and medium-sized venture companies has a significant impact on the national economy, and various efforts are being made to enhance the technological innovation capabilities of the members so that these small and medium-sized venture companies can enhance and sustain their performance. The purpose of this study is also to investigate how the technological innovation capabilities of small and medium-sized venture companies correlate with the performance of knowledge management and to analyze the role of network capabilities to organize the strategic activities of enterprise to obtain the resources and organizational capabilities to be used for value creation from external networks. In other words, research was conducted on the impact of technological innovation capabilities of small and medium venture companies on knowledge management performance by using network capabilities as parameters. Therefore, in this study, we would like to verify the hypothesis that innovation capabilities will have a positive impact on knowledge management performance by using network capabilities of small and medium venture companies. Economic activities based on technological innovation capabilities should respond quickly to new changes in an environment where uncertainty has increased, and lead to macro-economic growth and development as well as overcoming long-term economic downturns so that they can become the nation's new growth engine as well as sustainable growth and survival of the organization. In addition, this study was conducted by setting the most important knowledge management performance within the organization as a dependent variable. As a result, R&D and learning capabilities among technological innovation capabilities have no impact on financial performance. In contrast, it was shown that corporate innovation activities have a positive impact on both financial and non-financial performance. The fact that non-financial factors such as quality and productivity improvement are identified in the management of small and medium-sized venture companies utilizing their technological innovation capabilities is contrary to a number of studies by those corporate innovation activities affect financial performance during prior research. The reason for this result is that research companies have been out of start-up companies for more than seven years, but sales are less than 10 billion won, and unlike start-up companies, R&D and learning capabilities have more positive effects on intangible non-financial performance than financial performance. Corporate innovation activities have been shown to have a positive (+) impact on both financial and non-financial performance, while R&D and learning capabilities have a positive (+) impact on financial performance by parameters of network capability. Corporate innovation activities have been shown to have no impact on both financial and non-financial performance, and R&D and learning capabilities have no impact on non-financial performance. It could be seen that the parameter effects of network competency are limited to when R&D and learning competencies are derived from quantitative financial performance. It could be seen that the parameter effects of network competency are limited to when R&D and learning competencies are derived from quantitative financial performance.

Purpose: As the number of people enjoying skiing and snowboarding which are two popular winter sports has been increasing, wearing helmet during doing these sports has been needed for safety. The rates of head or face injury have decreased after using helmet. However the effect that wearing helmet has on cervical damage is not yet to be known. So through this research we intend to be helpful in developing effective program and safety equipment. Materials and Methods: During two seasons from December 2009 to march 2011, cased 658 cervical injuries within 14538 admittance in medical center of major resort due to skiing and snow-boarding injuries. For survey and research model, one year before the research year conducted a pilot study. Admittance were 432 male and 226 female, advanced 273 and 385 novice. We divided them into two groups depending on wearing helmet, measured cervical damage ratio and injury mechanism, and researched the severity of damage and diagnosed injury. Each group used SPSS 12.0 (SPSS Inc., Chicago, IL, USA) to process data statistically. Results: The number of patients was 312 in skier and 346 in snow boarder. Patients wearing helmet were 146 in skier and 127 in snow boarder. Classification of each injuries were confirmed as 292 cases of simple sprain, 359 bruising, 6 cervical fractures and 1 case of dislocation. Classification of injury mechanisms were 287 of human collision, 212 material collision, 108 of slip down by oneself, 39 of falling and 12 cases of etc. In cases wearing helmet ski 78/ snow board 70 were simple sprain, ski 64/ snowboard 68 were shown as bruising, ski 1/ snow board 2 had cervical fracture or dislocation. The ratio of cervical sprain increased in cases of wearing helmet compared to non-wearing cases and there was a statistical significance (p<0.001). The ratio of cervical contusion increased significantly in non-wearing helmet user (p<0.05). However, there was no significant increase in fracture and dislocation compared between helmet user and non-user (p> 0.05). Conclusion: In this study, wearing helmet had no relation to additional cervical injury occurrence or severity among skiers and snow boarders. The ratio of cervical sprain increased significantly in helmet user with person to person accident. However, the cervical contusion decreased. On this ground, further biomechanical studies are required and modified helmet will be necessary.
Our Constitution obliges the state to protect the health of the people, and the Medical Law, which embodied Constitution, sets out in detail the matters related to open the medical institution and one of them is to prohibit the operation of multiple medical institutions In the past, there was a provision stipulating the same purpose. But because the Supreme Court interpreted that several medical institutions could be opened if the medical treatment was not made at the additional medical instition which was opened in the another doctor,s license, multiple medical institutions could be opened and operated. However, some health care providers opened the several medical institutions to another doctor's license just by the excuse of the business management and then did illegal medical cares like the unfair luring of patients, overtreatment, and commition treatment for more profits. So, the health rights of the people came to be infringed on. Accordingly, lawmakers amended the Medical Law for medical personnel not to open and to operate more than one medical institution. As the amended medical law prohibited a medical personnel to open multiple medical institution, some medical personnels insisted that the amended medical law is unconstitutional under which they could not be able to open and operate medical institutions on based on free investment and bring out the benefits of network hospitals. But the regulation to prohibit multiple institutions does not apply only to a medical personnel. Many other experts like lawyer and pharmacist can open only one office under such a restriction. If the regulation goes out of force, the procedure that multiple medical institutions should be opened and operated in the capacity as a medical corporation or a non-profit corporation does not have to be followed. And we should keep in mind that the permission for medical personels to open multiple medical institutions could lead virtually to commercial hospital. If in the nation with a very low rate of public medical service, If only a few medical personnels with capital own many medical institutions and operate commercially them, this could cause a falling-off in quality of medical service, ultimately infringe on the health rights and the life right of the people.
It is well-known that loop effect of the stage-discharge relationship is formulated based on many field observations especially for the sand rivers. Theoretical understandings of the loop effect for the sand rivers have been widely provided, based on the facts that it is driven by the flood wave propagation and bed form changes over the given flood period. However, very few theoretical studies or field observations associated with loop-rating curves in the gravel or rock-bed mountain streams have been attempted so far, due particularly to the difficulties in the accurate discharge measurement during the flood in such field conditions. The present paper aims to report a unique loop-rating curve measured at a gravel and rock-bed mountain stream based on the flood discharge observation acquired during the typhoon, Muifa that passed nearby Jeju Island in summer of 2011. As velocity instrumentation, a non-intrusive Surface Velocity Doppler Radar to be suitable for the flood discharge measurement was utilized, and discharges were consecutively measured for every hour. Interestingly, the authors found that the hysteresis of the loop-rating curve was adverse compared to the typical trend of the sand bed streams, which means that the discharge of the rising limb is smaller than the falling limb at the same stage. We carefully speculate that the adverse trend of the loop-rating curve in the gravel bed was caused by the bed resistance change that works differently from the sand bed case.

Agrometeorological advisories for farms and orchards are issued when daily weather exceeds a predefined range of the local reference climate, which is a long-term average of daily weather for the location. The reference climate at local scales is prepared by various simplification methods, resulting in uncertainty in the agrometeorological advisories. We restored daily weather data for the 1981-2010 period and analyzed the differences in prediction results of weather risk by comparing with the temporal and spatial simplified normal climate values. For this purpose, we selected the agricultural drought index (ADI) among various disaster related indices because ADI requires many kinds of weather data to calculate it. Ten rural counties within the Seomjin River Basin were selected for this study. The normal value of 'temporal simplification' was calculated by using the daily average value for 30 years (1981-2010). The normal value of 'spatial simplification' is the zonal average of the temporally simplified normal values falling within a standard watershed. For residual moisture index, temporal simplification normal values were overestimated, whereas spatial simplification normal values were underestimated in comparison with non-simplified normal values. The ADI's calculated from January to July 2017 showed a significant deviation in terms of the extent of drought depending on the normal values used. Through this study, we confirmed that the result of weather risk calculation using normal climatic values from 'simplified' methods can affect reliability of the agrometeorological advisories.

So this study investigated for structural behaviors yroprrtiex of concwir. confined by steel
tube throughout a series of experlmerit with kcy parxncter, such as diameter-to-thickness(D / t)
ratio, strength of concrete as a study on properties of structural behaviors of confined concrete
confined by circular steel tube( tri axial stress). Frorn the expcrment results, the obtained
results, are surnrnarised as foliow.
(1) The restraint effect of concrete by steel tube was presented significantly as the D /t ratio
of steel tube and the strength of filled concrete decrease, and the confined concrete by circular
steel tube was increased respectively twice as much as 4-7 in deformation capacity at the ultimate
strength ,compared with those of non-confined concrete, so expected to increase flexible
effect of concrete.
(2) The emprical formula to predict the ultimate capacity of confined concrete by steel tube
and concrete filled steel tube column using restraint coefficient of concrete were proposed.
This study analyzes ways to detect protest responses (hereafter, PR zero-bid) in the contingent valuation method (CVM). In order to distinguish PR zero-bids from true zero-bids (non-PR zero bids), this study adopts the concept of the implicit willingness to pay employing the Hicksian compensating surplus and the Taylor's 1st order approximation. When a respondent proposes a zero-bid (i.e., WTP=0) and chooses a PR filtering item to indicate that her implicit WTP is not necessary zero, her response is identified as a PR zero bid. PR filtering items falling into the PR zero bids category include the uncertainty of information, distrust in the government and project achievement, disagreement to project plans, discontent with the fairness of public works and their payment method and animosity against the CVM itself. The empirical analysis shows that PR zero bids take place systematically in particular respondent groups: respondents who have never used similar facilities before nor plans to use the facility provided by the public project, the employed, and low income groups. In conclusion, the study suggests that a CVM questionnaire needs to be designed carefully to minimize problems associated with PR zero bids and the potential risks of having sample selection bias should be concerned.
Ocean-bottom seismometer (OBS) positions are one of the key parameters in an OBS-airgun seismic survey for crustal structure study. To improve the quality of these parameters, we have developed a new method of determining OBS positions, using airgun shot data and bathymetric data in addition to available distance measurements by acoustic transponders. The traveltimes of direct water waves emitted by airgun shots and recorded by OBSs are used as important information for determining OBS locations, in cases where there are few acoustic transponder data (<3 sites). The new method consists of two steps. A global search is performed as the first step, to find nodes of the bathymetric grid that are the closest to explaining the observed direct water-wave traveltimes from airgun shots, and acoustic ranging using a transponder system. The use of precise 2D bathymetric data is most important if the bottom topography near the OBS is extremely rough. The locations of the nodes obtained by the first step are used as initial values for the second step, to avoid falling into local convergence minima. In the second step, a non-linear inverse method is executed. If the OBS internal clock shows large drift, a secondary correction for the OBS internal clock is obtained, as well as the OBS location, as final results by this method. We discuss the error and the influence of each measurement used in the determination of OBS location.
