  • Recently, huge life losses occurred in the elderly long-term medical care fires due to lack of escape safety. As part of the measures to enhance the effectiveness of fire escape safety, while they prolong the available safe egress time (ASET) of non fire compartments, a measure to shorten fire-fighter's arrival time by fire alarm notifying device should be implemented in these facilities. The four categories from the aspects of fire prevention/protection engineering were provided with the necessary component technologies for carrying out these helper-guided evacuations. Fire prevention engineered technology was presented by two provisions; one for ensuring small compartment sections by installing the fire rated wall between bed rooms and another for ensuring the fire retardant or/and non-flammable performance of finishing materials. Also fire protection engineered technology was presented by two items; one for imposing cooling effects by sprinklers and another for providing automatic fire alarm notifying functions to fire stations. In order to improve the escape safety of these facilities in Korea, alternative revisions may presented by considering insufficient provisions in the architectural/fire law provisions by analyzing the provisions of Japanese and domestic laws in detail.

  • Through the evolutionary process of the North Korean defector support policies, this research investigates the background behind the formation of non-profit organizations for the North Korean defectors and to identify and understand the problem through their characteristics and functions. Starting from 1990, with an increase in the North Korean Defectors' population as well as the introduction of multicultural society, various environmental factors, such as the domestic socio-environmental changes, resulted an increase in number of private organizations. However, not to mention the size and functions of the organizations, some do not even have required legal organizational structures in place. Their business activities, in some cases, are irrelevant to the original purpose and objectives. Moreover, the fact that 83% of the North Korean Defectors Organizations are based in Seoul while 25.5% of the North Korean Defector residing in Seoul, inevitably make the reputation of the organizations to be illegal and dishonest due to the excessive level of competitions among the similar types of organizations. In reality, the organizations show lack of growth in the areas such as securing necessary employments to the Defectors or providing educations to the youth, who will eventually become the future leaders, in building the awareness capacity toward the unification. These results show that, in conducting their activities, the organizations must be aware of the rights and responsibilities as the constituents of the society, plus the government's practical efforts in improving these issues are also necessary.

  • The aim of this study is to investigate the correlation between the support activities provided by the franchiser and how they affect the intention of the contract renewal and business performances made by franchisees, developing dynamic trust between these transactional partners. Various supportive activities between franchiser and franchisees were divided into financial and non-financial activities and dynamic trust into Transitional-based trust, Calculative-based trust, Relational-based trust, and Balanced-based trust. These trust types, which are variable and adjustable based on the opportunistic behaviors of business parties, were applied to define the impact of the support activities on the contract renewal intention and the performances. This study was developed around domestic franchisees. An investigator visited business owners and manager level-employees, explained the purpose of the survey prior to the response, and the answers were directly written by hands. A total of 348 copies were used for the analysis. As the results of the analysis, first, financial support activities were found to have a positive(+) effect on transitional-based trust, calculative-based trust, and balanced-based trust. On the other hand, non-financial support activities were found to have a positive(+) effect on calculative-based trust, relational-based trust, and balanced-based trust, and there was no significant relationship on transitional-based trust. Second, the dynamic trust had a statistically significant positive(+) effect on inducing the contract renewal. Lastly, in the relationship between the dynamic trust and its impact on business performances, only transitional-based trust, and relational-based trust were found to have a positive(+) effect on the financial performances. In addition, relational-based trust showed a meaningful positive(+) relationship on the non-financial performances, and non-financial performace showed a meaningful positive(+) relationship on the re-contract intention. From the results, it can be concluded that the financial and non-financial activities for a win-win partnership between franchiser and franchisees are essential in not only forming dynamic trust but also boosting business performances as well as maintaining the business relationship. Thus, it suggests that building a win-win partnership can be promoted more efficiently by specifying activities best suitable for a particular relationship. In addition, a specific set of activities could be presented for establishing the level of trust that is formed in situations that vary depending on transaction risks and interdependency arising from having the transactional relationship based on the contract as the franchise industry features. Eventually, it is expected that this study can provide a way to promote the qualitative improvement of the franchise industry by identifying factors essential to establishing a sustainable win-win system and relationships that can improve the business performance of franchisees.

  • The technical expert standing system of our const겨ction industry is operated by the Ministry of Labor subjective national technical qualification law, as the professional engineer, architect and architect-engineer and so on. The construction management(CM) which is introduced on middle 1990 activates a building industry the condition of the essential indispensability for is becoming, is not officially recognized with national qualification to be, that as pending issue it is most urgent, the specialty manpower positivity which is judged as the nostril poop]e for qualification of the civil CM educational institutions has the certification which is a each educational program and a separate way and it is the actual condition which is become accomplished. The problem when as international certification the CMAA which is only it secures a reliability certification which is a CCM and SAVE seeing in the certified which is a CVS, compares in the foreign nation and the CM certification is excessive, it does not secure a reliability and an efficient characteristic to give a confusion to the capital increase lattices which in a condition are, it is mass produced it is a point. It saw from, it observes the capital increase reserve problem point which is a domestic CM and the certification integration which is a report and system anger it leads and with national certified qualification it develops to present the improvement program for, it does to sleep.

  • This study proposes measures to improve management performance of construction projects by re-designing the organizational structures of the Regional Construction Management Administrations of the Ministry of Land, Infrastructure and Transport. The re-designing measures are derived based on the three measures which were established by analyses on status of the Regional Construction Management Administrations, requirements from the current organizational structure, and domestic/overseas examples; the measures are: 1) organizational integration and scope expansion, 2) structural re-organization according to construction projects, and 3) building a knowledge management structure. In order to realize the re-designing measures, sixteen tasks are derived; a milestone is established according to importance, feasibility and lead-lag relationships of these tasks. If these tasks are to be carried out successfully, the management performance of the Regional Construction Management Administrations of the Ministry of Land, Infrastructure and Transport will be expected to improve. Ultimately, the Regional Construction Management Administrations can reduce cost and improve the quality of public service by outsourcing the non-core competence tasks and by concentrating on the construction management for the new infrastructure projects.

  • Recently, the demand and supply on the Hanok have been increased. However, Hanok should be requested larger section of structural members because of excessive roof weight. So, structural skin-timber was manufactured to get a lightweight structural member. The structural skin-timber has exterior shape with larger section but a great volume of wood be removed. The reduced strength of structural skin-timber can be supplemented by hybridizaion of structural member. Japanese larch and Domestic pine were used to manufacture the structural skin-timber. Structural skin-timbers of rectangular shape and cylinder shape were manufactured and tested to evaluate the bending properties. The intended strength property could not be obtained because member had been suffered severe damage by precision deficiency of manufacturing machine. However, if precision of manufacturing machine would be improved and additional hybridizaion of structural skin-timber would be done, lightweight structural member will be able to be manufactured. Structural skin-timber did not showed statistical significancy between two species, so it is possible to use pine mixed with larch. Only MOR of larch showed statistical significancy between rectangular shape and cylinder shape, so it is necessary to use of those as separate things. However, the rest of skin-timber can be judged mixed using because of non statistical significancy. The objective of this study was the development of lightweight larger structural member with relatively strength. If hybrid member of skin-timber could be developed with wood-ceramics, lightweight steel and more, it can be possible to be used as a building material of Hanok, interior material, post & beam construction material and more.

  • In geo-spatial information system building and operation, metadata is one of the crucial factors. Therefore, international and domestic organizations or associations for standardization have developed and distributed geo-based standard metadata to meet public demands. However, because metadata is composed of complicated elements and needs XML storage and management, individual organization which implement and operate practical application system is inclined to define and use its own metadata specifications. In this study, metadata extraction program, that metadata elements are directly extracted from geo-based file formats was developed to easily utilize standard metadata such as ISO/TC 19115, TTAS.KO-10.0139 and TTAS.IS-19115, and those elements are processed into XML. Furthermore, geo-based images sets are applied to another metadata of ISO/TC 19115-2. As well, metadata transformation is needed due to inconsistent or non-corresponding definition among standard metadata; in this program, transformation modules are also implemented to interoperable uses between standard metadata specifications. Widely used data formats are dealt with in this program, but extension for other formats and other metadata specifications is possible, and it is expected that availability of standard metadata is increased, through this kind of development.

  • The application contents, process, and its limitations are discussed for the setting of Korean legal guides & criteria for water cycle and ecological condition in development project of land use by thorough comparison and examination of prerequisites and credits of water cycle and soil+vegetation by USA's SITES (Sustainable Sites Initiative). In the case of SITES, due to the implementation procedure operated as a non-governmental independent assessment system by Green Business Certification, Inc, the natural condition of water cycle and soil-vegetation items-the key element of ecosystem services can be quantitatively assessed, well along with its legal and institutional guidelines and regulations. On the other hand, in the case of Korea, as a part of the national certification procedure for green building, the ecological area ratio system still have very limited role as an only amenity resource in the creation of artificial green spaces and insufficiency of management system for rain water. In conclusion, it was understood as an urgent situation in necessary for prompt establishment of site's sustainability certification system at the national level, based on management of water circulation and natural soil & vegetation in developed area with consideration of various land uses and types of development projects.

  • Because of the global warming, the Arctic Ocean is expected to be ice-free by the year 2035. When the Arctic Ocean will be opened, a number of national interests will become more salient as experiencing a shortened sailing distance and decreasing navigation expense, possibility of natural resources transport by sea from Arctic Circle, and indirect-profit making by building a herb port in Asia. To secure the national interests and support the free activities of people in this region, R.O.K government is trying to make advanced policies. In order to carry out the naval tasks in the Arctic Ocean, using the operational characteristics(mobility, flexibility, sustainability, presence of capabilities, projection) is necessary. To this end, ROK Navy should analyze the operational environment (O.E.) by its capability(weakness and strength), opportunity, and threat. R.O.K. Navy should make an effort over the following issues to implement the tasks in the Arctic Ocean: first, Navy needs to map out her own plan (Roadmap) under the direction of government policies and makes crews participate in the education·training programs in home and abroad for future polar experts. Third, to develop the forces and materials for the tasks in cold, far operations area, Navy should use domestic well-experienced shipbuilding skills and techniques of the fourth industrial revolution. Next, improving the combined operations capabilities and military trust with other countries in the Arctic region to cover the large area with lack of forces' number and to resolve the ports of call issues. Lastly, preparation in advance to execute a variety of missions against military and non-traditional threats such as epidemics, HA/DR, SOLAS, in the future operation area is required.
