농촌 뉴타운 조성분석 및 개선 방안에 관한 연구 -전남 장성 뉴타운과 화순 뉴타운 계획을 중심으로- (A study on the Analysis of Rural New Town Planning and Guidelines for Improvement Measures of Planning Process -The Case of Jang-seong Rural New Town and Hwa-soon Rural New Town in Chean Nam Provincial Area-)

  • This study aims to extract improvement measures in rural new town planning by selecting two similar new towns; Jang-seong rural new town and Hwa-soon rural new town in terms of size of town and population. To carry out this study, field survey is implemented and research articles and papers are examined. Based on this study, four major issues are drawned as follows ; Firstly, the location of rural new town is the most important criteria for the new town project to be successful and sustainable village. Site of Jang-seong rural new town which is chosen arbitrarily by local county is located unsuitable area. Secondly, compulsory facilities are dismissed in land use planning because of guidelines of the rural new town are not applied. Thirdly, the size of community centers are too big for 200 households to manage, and it can be a financial burden to inhabitants. Fourthly, rural new town project is building urban districts in rural area rather than constructing rural village, so the method of rural new town planning should be reconsidered. The central government has to supervise the rural new town project throughly by put it in more systematic approach.

도시생태계 보전을 위한 비오톱 평가기법 -새서울 타운을 대상으로- (Assessing the Biotope for Urban Nature Conservation -In Case of New Seoul Town-)

  • New Seoul Town is a new town in Seoul Mapo-Gu, Which is planed by Seoul metropolitan government. There are Nanji Waste reclaimed land and Seoul world-cup stadium, which is under construction in the new town. This study is executed for urban nature conservation by assessing the biotope in the new town. The biotope map is mae by the selective mapping method, and assessing the biotope is executed by a quick method, which is originated with R. Wittig and Scheriber(1983). The assessment criteria include the period of development, area, rarity and variety of habitat condition. In the result from this study, biotope type of the new town is classified eight types, and all biotope type is valuable for nature conservation. The reason of this result is because of little natural area which is rice field, farm field, forest, swampy land, etc, except New Seoul Town, in Seoul Mapo-Gu. And so, Biotope in New A Seoul Town, must be conserved and restored in new town urban planning.

  • This study aims to investigate the urban regeneration policies in Japan especially focusing "New Town" regeneration. New Town projects were launched in major Japanese cities, aiming to form a designed urban housing area and a mass supply of quality housing, in order to solve the lack of housing and urban sprawl which became a serious issue due to the over-concentration of population and industries in the city during the period of rapid economic growth. Tama New Town and Kohoku New Town are well-known development projects in 1970s and 80s; They attract wide attention again as urban regeneration policies focusing on a Smart city as well as Private-Public Partnership.

경기도 B신도시 건설과 공공도서관 건립에 관한 연구 (A Study on the Construction of B New Town in Gyeonggi Province and the Establishment of Public Libraries)

  • 철저한 계획도시인 신도시는 도시건설 과정에서 주민들에게 필수시설인 공공도서관을 건립할 수 있기 때문에 도서관 인프라를 확충할 때 기성도시보다 훨씬 수월하다고 할 수 있다. 본 연구는 우리나라 1기 수도권 신도시중의 하나인 B신도시를 선정하여 이 도시 건설과정에서 공공도서관 건립이 어떻게 이루어졌는지 조사 분석하였다. B신도시의 경우 주민 입주 시기 전 그리고 신도시 건설 완료 전에 공공도서관이 건립되지 못한 문제점을 가지고 있고, 현재까지 건립된 공공도서관의 수도 부족하다. 결론적으로 B신도시 건설 과정에서의 공공도서관 건립은 미흡한 점이 많다고 하겠다.

말레이시아 신도시 주거단지 계획에 영향을 미치는 법률적 요소 (Regulatory Factors in Shaping New Towns of Malaysia)

  • The post-war period has witnessed the emergence of new towns in a number of countries in Southeast Asia. New town development started in Malaysia with Petaling Jaya as a satellite town in 1953 to accommodate the rapid growing population of Kuala Lumpur. New towns have been designed in accordance with the British town planning principles, based on the modern ideal city. Nonetheless, they have constituted a regional character as they have incorporated local factors such as local technologies as well as site and climatic conditions. In the shaping of the new towns in modern cities, regulatory aspects have played important roles. The regulations decide the basic framework for planning of new town, block plan and unit plan. The ultimate goal of this study is to understand the identity of the new town planning of Malaysia. As a first step, we reviewed the local regulations, standards, and design guidelines which are applicable to the new town planning from the national land use to local plans. As a result, we categorized the guidelines into four areas: urban space, site plan, street system, block plan and unit plan. We expect this study to provide the framework of the Malaysia's new town planning from the perspective of the local regulations.

신도시의 경쟁력 모형 설정에 관한 연구 (A Study on the Establishment of New Town Competitiveness Model)

  • This study aims at understanding both the mechanism of new town's competitiveness and its normative pursuit. For the purpose the study steps as follows; (1) Defining operationally cities' competitive power by means of analytic interpretation of substantial nature involved in the preceding studies, (2) Finding some lessons for the desirable development suggested from the history of new town construction in England, France and Japan, where the spatial needs for solving urban problems were exploded after the Second World War, (3) Focusing to agendas regarding development, for example, sustainable development, (4) Recognizing differences between competitiveness of cities and that of new towns and finally (5) Building the model of new town competitiveness, which explains what makes the competitiveness and what kind of effort are necessary for acquiring the advantage. As the result of the process this study concludes that the competitiveness is caused by, or composed of 4 factors. They are Self-sufficiency, Identity, Innovativeness and Sustainability. This frame can be named SIIS-model of new town competitiveness. But there should be contingent and elastic approach in adaptation of these factors to a specific new town, considering its own goal, scale and other situation. The model established in this study is expected to be a analytical frame for the follow-up studies on finding problems and seeking directions of new town development in our country.

인도네시아 신도시의 주거디자인 및 단지계획 경향 (The Trend of Housing Design and Town Planning of New Towns in Indonesia)

  • Recent changes in the dynamics of national economies, market liberalization, changes in technologies and movement of capital have had a major effect on the Asian Pacific region since the early 1990's, as there has been an increasing role for foreign housing developers in those countries that experienced economic liberalization, high urbanization rates and reforms in the housing sectors. Recently the cosmopolitan cities of Indonesia attracted a global interest due to its rapid economic development and great potential of population and natural resources. New town development emerged as one of the solutions to reduce urbanization problems in Indonesia. This study aims to explore the contemporary planning principles of new town developments in representative new town projects supplied by of major housing development companies in Indonesia. We conducted case study on the new town named Kota Baru Parahyangan, which is located in outskirt of Bandung, the third biggest city in Indonesia and supplied by PT. Belaputra Intiland. As a result of this study, we can identify unique characteristics of new town development in Indonesia.

  • The post-war period has witnessed the emergence of new towns in a number of countries in Southeast Asia. The new town development in Malaysia started with Petaling Jaya (PJ) as a satellite town in 1953 to accommodate the rapid growing population of Kuala Lumpur (KL). Shah Alam (SA), Subang Jaya (SJ) are all located in the Klang Valley and act as an important social and economic development hub in the nation. New towns have been designed in accordance with the British town planning principles, which were based on the model of a modern ideal city. They constituted a new regional character because they were developed taking into consideration factors such as local technologies as well as site and, climatic conditions. The initial goal of the new town construction and planning, which focused basically on resettling squatters, was later changed to focus on the improvement of the quality of living. This phenomenon was related to the emergence of the middle class, which had grown rapidly ever since. With the public agencies, the private sectors have played an important role in providing viable and sustainable human units of settlement that address the new design issues of new town planning. The goal of this study is to identify the identity of the recent new town planning principles of Malaysia, how they were developed over time and how they were regionalized and transformed in a cultural and regional context. For the analysis, we chose 3 new towns which are located in Klang Valley and which are representative recent projects of two major housing development companies in Malaysia. To identify the planning principles, we analyzed these projects in the viewpoint of the urban space, street system, and housing blocks and units.

복합경계 신도시의 협력적 관리 방안에 관한 연구: 위례신도시를 사례로 (A Study on Collaborative Management in a Complex Boundary New Town: On the Case of Wirye New Town)

  • 최근 도청 이전 신도시, 위례신도시 등 두 개 이상 지자체를 포함하는 신도시(복합경계신도시) 개발이 증가하고 있다. 그러나 현행 도시개발제도는 단일 지자체 신도시를 대상으로 하고 있어, 복합경계 신도시의 개발과 관리를 위한 제도 개선이 필요하다. 다층적 거버넌스(Multi-level governance) 개념은 광역지자체와 기초지자체가 포함된 위례신도시에서 갈등이슈를 파악하고, 개발사업자와 주민까지 참여하는 협력 대안을 모색하는데 유리한 개념틀을 제공한다. 본 연구의 목적은 위례신도시를 사례로 다층적 거버넌스(Multi-level governance)의 개념틀을 활용하여 복합경계신도시의 개발과 관리 운영 과정에서 발생하는 갈등이슈를 파악하고, 협력적 관리방안을 제시하는 것이다. 이를 위해 관련자 및 전문가 인터뷰, 문헌연구, 전문가 포럼 등을 진행하였으며, 도시개발 관련 선행연구와 경제자유구역 등 유사사례로부터 시사점을 도출하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 위례신도시 개발 관리의 주요 부문을 학교 학군, 행정서비스, 공급처리시설, 도시기반시설로 구분하고, 각 부문별 갈등이슈를 분석하여 갈등구조를 파악하였다. 둘째, 위례신도시는 복합경계 신도시로서 행정구역 별 분리 관리와 통합 관리간의 대립, 광역적 관리 대 국지적 관리가 갈등의 기본축을 형성하고 있음을 확인하였다. 셋째, 위례신도시의 협력적 관리를 위해서는 최소한 지자체 행정협의회, 지자체조합, 전문관리기구의 세 가지 차원에서 Multi-level governance를 구성하여야 한다는 점을 향후 관리방안으로 제시하였다.

신도시개발 공기업의 해외시장 진출을 위한 핵심경쟁요소 고찰 (An Investigation of the Overseas Project Core Factors of Public New Town Development Company)

  • 신도시개발 사업은 다양한 공종들이 복합적으로 진행되는 사업으로서 그 규모와 파급효과가 매우 큰 사업이다. 최근 국내 신도시개발 시장은 그 규모가 점차 줄어드는 반면 해외 신도시개발 시장은 투자개발형 사업을 위주로 크게 증가하고 있는 실정이며 이러한 상황 속에서 국내 신도시개발 공기업은 지난 30여 년간 국내에서 쌓은 충분한 경험을 바탕으로 해외 신도시시장에 진출할 필요성이 있다. 이에 본 연구에서는 포커스그룹 인터뷰를 통하여 국내 공기업의 해외 신도시시장 진출과정에서 고려되어야할 핵심요소들을 도출하였으며 중요도성과분석과 내용분석을 통한 설문분석을 바탕으로 신도시개발 공기업의 현황을 파악하고 해외사업진출 가능성을 파악하였다.
