A Study on Technology Assessment Factors and Direction of Progress for New Technologies in South Korea (우리나라 신기술 기술영향평가 핵심요소와 발전 방향에 대한 연구)

  • Investments in new technologies have grown significantly in size, and science and technology have a large and complex impact on society at large. With people's great interest in technology, the government has the duty to accurately assess the influence of new technologies on society to facilitate their acceptance in society. For this purpose, technology impact assessment should be performed to facilitate a social consensus. There has been research on the initial methods of technology assessment for 50 years. Following various academic studies and discussions based on numerous new technology response policies, coupled with the examination of trends and changes over time, academia and policymakers around the world have paid attention to the multilateral analysis of the impact of new technologies on future society. This study focuses on research changes such as the stage of forecasting factors that should consider the technology assessment of new technologies, despite differences between the development methods for the assessment between developed countries and South Korea. The analysis yielded three factors of technological understanding of awareness, professionalism, and gender characteristics, in addition to a previously identified factor. The three factors are then suggested as forecasting factors for new technology. The findings of this study provide both academic and policy evidence for technology assessment based on the country's Framework Act on Science and Technology.

  • Many companies still struggle with the issue of research and development(R&D) performance measurement, in particular, the nonfinancial performance measurement of R&D with coming of knowledge-based society, Of course, we would not deny the fact that financial measures play the central role in assessing the overall performance of R&D, The aim of this paper is to provide the new model to evaluate the quantitative value of technology (nonfinancial benefits). This new model is based on the technology stock(technology level) acquired in R&D process, That is, we take it for granted that the acquired technology below a certain level(<70% compare to the advanced country) can not be utilized in developing the new products or in proving the manufacturing processes, The evaluation model we create can explains the quantitative relation between the technology stock and the market value considering R&D expenditure to acquire the technology above certain level(>70%) and cost to prevent the technology obsolescence. The value of non-destructive testing technology, which is one of the electric Power technology, is measured quantitatively using our new model as a case study, We also discussed briefly the possibility of capitalization of the measured technology value.

  • Depending upon the nature of the problem, different divergence measures are suitable. So it is always desirable to develop a new divergence measure. In the present work, new information divergence measure, which is exponential in nature, is introduced and characterized. Bounds of this new measure are obtained in terms of various symmetric and non- symmetric measures together with numerical verification by using two discrete distributions: Binomial and Poisson. Fuzzy information measure and Useful information measure corresponding to new exponential divergence measure are also introduced.

  • A new species of the genus Biemna(Demospongiae: Poecilosclerida: Desmacellidae), Biemna hongdoensis n. sp. was collected from Hongdo Island, Korea by SCUBA diving in 2004. B. hongdoensis n. sp. is closely related to B. megalosigma Hentshel, 1912 in their spicules, but the styles and sigmas of new species are larger than B. megalosigma's and microxeas and raphides of new species are smaller than B. megalosigma's. Also, new species has not spheres. The stubby conulose are distributed throughout the surface of new species.

Trend analysis of new health technology in dentistry (치의학 분야의 신의료기술 동향 분석)

  • Objectives : Currently, it is being reported that new health technology (HT) is introduced and spread throughout Korea at a very fast rate. However, the current status of new HT related to dentistry has not been known or studied. Therefore, this study aims to understand the present state and awareness on dentistry-related domestic new HT via surveys and research, and thus apply this as a reference to construct an effective new HT-related system in the field of dentistry. Methods : The assessment status of New Health Technology Assessment (nHTA) committee was searched on the website for any updates on new HT5). The cases were searched in the range between Jan 1 2012 and Jul 31 2016 by submission date and were analyzed by year, division of technology, progress and major operating practitioner. Among those, technologies utilized by dentists were additionally analyzed. The survey result was obtained by combining responses of 25 participants from the workshop for new HT application and 11 members of Korean Association of Oral and Maxillofacial Surgeons (KAOMS). The workshop was co-hosted by KAOMS and Clinical Translational Research Center for Dental Science (CTRC) under Seoul National University Dental Hospital (SNUDH). Results : Most of the respondents to the survey have heard of new health technology but were unaware of the application procedure. 'Safety and effectiveness' was selected the most for things to consider when introducing new HT, followed by 'scientific evidence of the technology.' For new dental HT status, submissions between 2012 and Jul 31 2016 were analyzed by major operating practitioner, including cases where there are multiple practitioners. Yet, only 19 cases (17 %) of dentists were reported. Among 385 cases approved by nHTA, only 2 cases included dentists. Conclusions : Active publicity by the government on new HT and its application procedure, and continued interest and research in the dental and medical community is likely to be required for the development of dentistry.

  • This study has identified human performance research issues associated with the implementation of new technology in nuclear power plants (NPPs). To identify the research issues, current industry developments and trends were evaluated in the areas of reactor technology, instrumentation and control technology, human-system integration technology, and human factors engineering (HFE) methods and tools. The issues were prioritized into four categories based on evaluations provided by 14 independent subject matter experts representing vendors, utilities, research organizations and regulators. Twenty issues were categorized into the top priority category. The study also identifies the priority of each issue and the rationale for those in the top priority category. The top priority issues were then organized into research program areas of: New Concepts of Operation using Multi-agent Teams, Human-system Interface Design, Complexity Issues in Advanced Systems, Operating Experience of New and Modernized Plants, and HFE Methods and Tools. The results can serve as input to the development of a long-term strategy and plan for addressing human performance in these areas to support the safe operation of new NPPs.

  • Mixed-model production lines are often used in manufacturing systems. In production lines, different product types are simultaneously manufactured by processing small batches. This paper describes a new welding assembly technology involving the development of experimental models for a mixed-model production line in an automobile company. Due to the extensive number of models, the design of a welding assembly system is complicated. Performance evaluation is an important phase in the design of welding assembly lines in a mixed-model production environment. In this study, a new welding assembly technology for a mixed-model production method was used to weld the package tray and dash panel of a vehicle.

  • Through the Korean version of the New Deal 2.0, manufacturing-oriented SMEs are facing a new environmental change called smart factory construction. In addition, SMEs are facing new security threats along with a contactless environment due to COVID-19. However, it is practically impossible to apply the previously researched and developed security management system to protect the core technology of manufacturing-oriented SMEs due to the lack of economic capacity of SMEs. Therefore, through research on security management systems suitable for SMEs, it is necessary to strengthen their business competitiveness and ensure sustainability through proactive responses to security threats faced by SMEs. The security management system presented in this study is a security management system to prevent technology leakage applicable to SMEs by deriving and reflecting the minimum security requirements in consideration of technology protection point of view, smart factory, and remote access in a non-contact environment. It is also designed in a modular form. The proposed security management system is standardized and can be selectively used by SMEs.

  • The telecommunications industry pro-grossed as old media, but new media is going into a new era of multi-media in the 21st century. In the latter half of 1970s we saw a boom of new media as a post-telephone era began. As the machines grew to the world level(standard), facsimiles, minitels of France and word processors of Japan were developed. Today some 15 years since the advent of new media era, the progress of technology is astonishing. Advancement of technology is seen in V and U letters attached to semiconductor chips, astonishing capability advancement of light emitting lasers and photo-diodes, etc and additionally technology advancement in large capacitized light disks. Thus these technologies have made possible transmitting a broad band network and a mobile communication and digitalized broadcasting. Increased capacity of every terminal, e.g, "letters $.$ voice $.$ still and mov-ing pictures" are essential for new media simultaneous and two -way transmission.

Prediction on The Effects of Prior Success on Applying New Information Technologies (새로운 정보기술 적용에 따른 사전 성공 효과 예측)

  • This is to study that effects in a company's success with using the new information technology. Here It was confirmed that an existing information technology resulted in a positive bias in managers' thought of new technology had been effected in success. This is more stronger among managers who had greater amounts of experience with the existing technology and among managers whose companies did not engage in proactive information seeking about new information technologies. Even though it has demonstrated that manager's understanding of a strategic issue have and important impact on organizational actions, the research on strategic issue has gotten little attention to the determinants of those interpretations. This suggests that an prior experience of information technology will be affected in manager's strategic issue about applying new IT.
