A Study on the Process of Semicurrent Records Management in the United States: A Focus on Records Transfer and Appraisal in the Federal Records Center (미국 준현용 기록관리 프로세스에 관한 연구: 연방레코드센터의 기록 이관과 평가를 중심으로)

  • Semicurrent records are documents that are stored and managed in a separate section because they are infrequently referred to in work. The semicurrent records management stage is when records from the processing department are collected for the first time, serving as a bridge between the current and noncurrent records. For systematic records management, records management at the semicurrent stage is vital. Although Korea has established numerous records centers, various problems remain in the records management environment. In response, this study examines the United States' semicurrent records management system and discusses the features that are different from that of Korea. For this purpose, the records management system of the United States was selected as the scope of research and is analyzed through its records schedule, transfer, and appraisal. The data for the research were obtained through the relevant records management law, guidelines compiled by related agencies, and written inquiries for the records management officer. Through these methods, this study was able to identify the relationship between the federal agency and the Federal Records Center, the introduction of new technology in the aspect of transfers, the privatization of records preservation, and the status of the Federal Records Center as a passive appraisal entity.

  • The taxonomic revision was made on the tribe Harpalini (Coleoptera: Carabidae) in Korea. The Korean species are arranged after Kryzhanovskij et al. (1995) system with minor emendation. This present list is an attempt to bring together the available literature and collection-based information on fauna or taxa recorded from Korea (including some collections from the northern part of the Korean Peninsula, now North Korea). Materials examined for each species, an annotative checklist of Korean Carabidae, and the practical key to tribes and genera are provided. As a result, a total 86 species (and subspecies) belonging to 13 genera are recognized from the Korean Peninsula, of which one species (Harpalus egorovi) is new to South Korea. Distribution of two species, Harpalus tardus and H. tibeticus hsifanicus, are very doubtful in the Korean Peninsula. Besides, numerous new distribution records are given as based on materials deposited in various Universities and private collections.

The characteristics of Records Management Policy during Participation Government(2003~2008) (참여정부 기록관리정책의 특징)

  • Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.

  • Two new records of family Histeridae are recognized for the first time from Korea: Niponius impressicollis Lewis, 1885 and Gnathoncus nannetensis (Marseul, 1862). Morphological comments and photographs for each species are provided.

  • The Study overviews the development process throughout the foundation procedure of the records centres of the urban Construction. The other purpose of the study is to look over the managing process of urban construction records in the Shanghai Municipal Urnan Construction Archives. As the late of 1950s in China, the principle was set up as the special work in every stage of the urban construction, differently general public records. so records centres is established at the agency where is in charge of the records of urban-construction that has managed the records of the urban-construction intensively and unitarily. During the Great Culture Revolution, while Records Management has ceased. after Revolution, Records management for urban construction developed unprecedentedly. As the 1980s in China, urban construction archives instead of records centres existing started to manage records of urban construction. urban construction archives was established at the 332 of 467 urban the whole country in the 1990s. Shanghai Municipal Urban Construction Archives founded in 1987 where has preserved urban construction records of 230,000 files by abiding by the Provisional Regulation of Management of Urban Construction Archives in Shanghai and other regulations. recently urban construction records management looks forward to new aspect. at first, Managing system setting up for affordable new environment (market economy, modernization of information disclosure)is core stage. second, developing the contents as well as managing records is important. finally making a profit is priority for records management.

  • Three species of the family Biphyllidae - Biphyllus japonicus Sasaji, 1983, Biphyllus loochooanus Sasaji, 1991 and Biphyllus oshimanus Nakane, 1988 - are reported for the first time in Korea. Descriptions, photographs of the adults and line drawings of the diagnostic characters are provided for all the species recognized in this study.

Freshwater bryozoans of Korea-observations on living colonies and three new records

  • We performed a taxonomic study on Korean freshwater bryozoans with the materials collected from 70 localities during 2014 to 2016. A total of 14 Korean freshwater bryozoans are reported through this study. Among them, three Plumatellids, Plumatella fungosa (Pallas, 1768), P. repens (Linnaeus, 1758), and P. reticulata Wood, 1988, are newly added to the Korean fauna. Three species were redescribed with only their statoblasts: Lophopodella carteri, Plumatella rugosa, and Stephanosella hina (Seo, 1998; 2005; Chae et al., 2016). Their colonies were found in Korea for the first time in this study. Since Fredericella sultana, Hyalinella punctata, and Plumatella casmiana were reported from Korea (Toriumi, 1941), neither statoblast nor colony has been found, but we observed them. Living colonies of six species were photographed in the field. Furthermore, the statoblasts of nine species, including three species new to the Korean fauna, were also documented using scanning electron microscopy.
