The rotifers collected from a brackish water zone as well as various terrestrial habitats such as mosses, ichens, and leaf litter at seven different locations in Korea were investigated. Eight species/subspecies belonging to five genera in five families of monogonont and bdelloid rotifers new to Korea were identified: Encentrum incisum, Encentrum uncinatum, Cephalodella innesi, Adineta gracilis, Macrotrachella timida timida, Macrotrachella timida inquies, Habrotrocha pavida and Habrotrocha scabropyga. Five bdelloids are new to Asia as well. Notably, these eight Korean new records included three rare species. H. scabropyga is recorded outside its type locality for the first time. For M. timida timida, this study is the third record after its description. In addition, E. incisum has been reported only from Austria, Germany and Russia before the present study.

공공기록물 관리에 관한 법률이 시행되면서 업무과정에 기반을 둔 기록관리체계 도입 기관은 기록관리기준표를 운영해야 한다. 기록물관리기준표는 정부기능분류체계에 기반을 두고 업무설명, 보존기간, 보존기간 책정사유, 비치기록물 해당 여부와 공개여부 및 접근권한 등의 관리기준을 포함하고 있다. 과거에도 이런 기준들은 분산적으로 존재했었지만, 전자기록환경에서 '기록관리기준'이라는 범주로 묶여 더욱 체계적이고 합리적으로 운영되어야 할 필요성이 커졌다. 이 연구에서는 이미 기록관리기준을 도입 운영했던 사례를 살펴보고, 각각의 관리기준을 작성하기 위해서는 어떤 내용과 방법으로 조사가 이루어져야 하는지를 제시하였다. 기록관리기준표를 운영하는 목적과 목표에 따라 제대로 관리기준조사가 이루어지고, 그 결과들이 시스템으로 운영되어야만 기록관리의 일관성을 유지하면서 다이내믹하게 업무와 기록가치의 변화를 반영할 수 있을 것이다.

공공기관에 기록관리 평가제도가 도입된 지 10년이 지났다. 지난 10년간 공공기관의 기록관리 평가제도는 기록물관리전문요원 배치와 기록관인프라 확충에도 기여하였으나, 현 시점에서는 서열화, 환류조치의 미흡 등 여러 가지 문제점들로 인하여 새로운 평가체제를 도입할 필요성이 제기되고 있다. 이에 기록관리 평가제도에 대한 변화과정 검토를 통해 현황분석을 진행하였고, 전문가 간담회, 현장 방문 등 다양한 방식의 의견수렴을 통해 문제점을 확인하고 개선방향을 제안하고자 하였다. 여러 문제점 분석에 기반하여 제안한 새로운 기록관리 평가의 방향은 단계별 도입, 기관의 특성에 따른 맞춤형 지표선정, 거버넌스 체계의 도입, 기관의 자율적 지표선정에 의한 자체평가, 그리고 국가기록원의 컨설팅기능 강화 등이다.

Discoveries and new records of plants specifically provide a basis for empirical data to enable in-depth studies of the ecology, distribution, conservation, applications, and threats to such plants. However, many unexplored regions of Bhutan exist in which several plants have yet to be described and documented. Several species reported elsewhere in the Himalayan region with similar climatic conditions are likely to occur in Bhutan as well, indicating a need to corroborate their presence. To explore this, an opportunistic survey was employed, and we provide nine new records of plant species for Bhutan. Of the nine species, three belonged to the Lauraceae family, with the rest from the Aristolochiaceae, Asparagaceae, Lamiaceae, Phyllanthaceae, Sapindaceae, and Urticaceae families. This paper adds nine additional species of plants to the flora of Bhutan. We also report here ethnobotanical applications of these species, providing insight into how communities interact with environmental resources and have the potential to integrate traditional knowledge into scientific understanding, ultimately to reinforce sustainable biocultural conservation at the local level.

제주도에서 채집된 부채게류에서 3종, 편평부채게(Forestia depressa), 털가시부채게(Pilodius nigrocrinitus), 접시부채게(Palapedia integra)가 한국 미기록종으로 판명되어 재기재하고 보고한다. 지금까지 기록된 한국산 부채게 과는 모두 8과 15종이 된다.

The morphology of 26 species of the genus Tripos was studied among a total of 51 species of this genus, which were taken using $20{\mu}m$ net samples from June 2006 to January 2011 at 14 stations around Jeju Island. Of these, 23 species were first described as new records in Korean waters and 3 species were redescribed. Short descriptions and synonyms are given for each species in the present study. The dinoflagellates of family Ceratiaceae include marine and freshwater species, belonged to originally the genus Ceratium. Recently, this genus were divided into a new combination with the genus Tripos, which contains the marine species, and the original genus Ceratium, including the freshwater species. We used the Tripos genus for the marine species in this study as a valid name.

한국 남부지역에서 채집된 꼬마새우류 2종, 꼬마새우(Hippolyte acuta) 와 날씬넓적뿔꼬마새우(Latreutes acicularis)가 한국 미기록종으로 판명되어 재기재하고 보고하였다 . 이미 보고된 넓적뿔꼬마새우속의 긴넓적뿔꼬마새우 (L. laminirostris)를 재기재하고 한국산 넓적뿔꼬마새우속 종에 대한 검색표를 제시하였다. 지금까지 보고된 한국산 꼬마새우과는 모두 9속 19종이 된다.

Rotifers inhabiting Oshipcheon (Samcheog-city), one of the natal streams of chum salmon in the east coast, were studied taxonomically. As a result, 19 species/subspecies were identified, and of which five rotifers are newly recorded from Korea: Cephalodella forficula, Dicranophorus forcipatus, Notommata glyphura, Bryceella tenella, and Habrotrocha collaris. Among these Korean new records, Habrotrocha collaris is also new to Asia.

기록관리 환경이 점차 자동화되고 효율성과 편리성을 보장해 주는 여러 가지 어플리케이션이 개발 보급됨으로써 기록은 사이버 공간에서도 생산, 관리될 수 있게 되었다. 이러한 상황에서 기록의 전자적 관리와 이관조항이 담긴 개정 법령이 시행된 점은 새로운 개념의 패러다임을 이행하려는 적절한 조치였다. 그러나 개정된 "공공기록물관리에관한법률"(이하 기록관리법)에서의 전자이관은 일반적인 개념만을 제시한 것으로 구체적인 실행방안과 절차가 조속히 마련되어야 한다. 기록을 이관한다는 것은 가치 있는 기록을 먼 훗날에도 이용하기 위해 수행하는 기록관리 과정의 일부이다. 따라서 기록을 생산한 생산자와 이관 받을 기관이 상호 협력하여 기록 자체와 그 맥락을 온전히 유지하면서 기준과 원칙에 따라 장기보존시설로 옮겨 보존해야 한다. 결국, 이관의 문제는 일정한 절차 속에서 있는 그대로의 기록을 신뢰할 수 있도록 아카이브로 옮겨서 장기보존 가능하도록 하는 것으로 귀결된다. 이를 위해, 모든 디지털 객체의 장기보존을 위한 표준인 OAIS 참조모형의 기능모델과 미항공우주국의 우주데이터 시스템 위원회(CCSDS : Consultative committee for Space Data Systems)에서 개발한 '생산자-아카이브 인터페이스 표준방법론(Producer-Archive Interface Methodology Abstract Standard-CCSDS Blue Book)'을 연구 분석하여 기록물관리기관간의 전자기록 이관을 위한 근거를 마련하였다. 또한 해외의 다양한 이관사례를 통해 표준과 실제의 갭을 최소화하고자 하였다. 결론적으로 '이관준비 ${\rightarrow}$ 전송(접수) ${\rightarrow}$ 검증 ${\rightarrow}$ 보존처리 ${\rightarrow}$ 저장소 저장'이라는 5단계와 단계별 하위절차로 구성되는 이관절차모형을 제안하였으며, 한국의 전자기록 이관구조를 '(특수)기록관에서 영구기록물관리기관으로의 이관'과 '민간부문에서 기록물관리기관으로의 이관'으로 구분하고 설계된 표준절차모형을 적용함으로써 실행 가능성을 입증해 보았다.

Good records management is essential for good governance in modern democratic society. Though the records management institutions and policies in Korea were improved rapidly since the enactment of Public Records Management Act in 1999, the newly introduced records systems for administrative organizations including the New Electronic Data Management System(NEDMS) and Electronic Records Management Systems for Records Centers(ERMS/RC) have many problems in terms of ensuring the quality of records. The purpose of this study aimed to suggest quality criteria for measuring authenticity, reliability, integrity and usability of electronic records based on the international standards and guidelines such as ISO 15489, InterPARES project and BS ISO 15489 guidelines. The present study began with defining concepts and structure of records as evidence of activities. And it analysed four characteristics such as authenticity, reliability, integrity and usability of records by comparing various definitions in diplomatics and archival science literatures, and some projects reports. Finally it suggested the quality criteria for measuring authenticity, reliability, integrity and usability of records, and methods for maintaining them in each process of creation, maintenance and preservation.
