An Efficient Multi-Attribute Negotiation System using Learning Agents for Reciprocity (상호 이익을 위한 학습 에이전트 기반의 효율적인 다중 속성 협상 시스템)

  • In this paper we propose a fast negotiation agent system that guarantees the reciprocity of the attendants in a bilateral negotiation on the e-commerce. The proposednegotiation agent system exploits the incremental learning method based on an artificial neural network in generating a counter-offer and is trained by the previous offer that has been rejected by the other party. During a negotiation, the software agents on behalf of a buyer and a seller negotiate each other by considering the multi-attributes of a product. The experimental results show that the proposed negotiation system achieves better agreements than other negotiation agent systems that are operated under the realistic and practical environment. Furthermore, the proposed system carries out negotiations about twenty times faster than the previous negotiation systems on the average.

  • A Certificate of Origin is used in international trade. It is a printed form, completed by the exporter or its agent and certified by an issuing body, attesting that the goods in a particular export shipment have been wholly produced, manufactured or processed in a particular country. FTA rules of origin in recent FTA agreement is a very complex procedure that requires international negotiations in the field has become the largest issues. Case of Korea-Chile FTA, starting with the origin criteria for each agreements is inconsistent due to differences between countries is an area that is not easy to negotiate. This study is covered in the agreement signed on the origin criteria for adequate review and comparison by item currently being pursued through the FTA was signed during the implications that can be applied to the agricultural sector has to offer.

  • Throughout intensive negotiations on the KORUS FTA and even after its ratification on March 15, 2012, ISD (Investor-State Dispute Settlement) has been at the center of many controversies within the FTA. Although the original function of the ISD is intended to be a protectional measure for foreign investors, there have been many foreign investors who tried to use the ISD as a tool to attack a government and nullify the public policy demanding tremendous amount of compensation. Many of the NAFTA ISD cases including Ehtyl v. Canada and UPS v. Canada demonstrate such a behavior by foreign investors. It is the right time for Korean government to conduct in depth studies on NAFTA ISD cases because the precedents provide invaluable insights including the legal reasoning by the decision making authorities including ICSID and UNCITRAL. The lessons we would learn from those cases would prepare Korean government for expected ISD claims by foreign investors and enable the government to maximize its efficiency in policy making process under a new international trade environment, the KORUS FTA.

  • The main objective of this study aims at analyzing the national roles of fisheries in the global economy from the constitutional view point. Globalization provides general firms and businessmen with great opportunities that allow them to be able to plan and operate their business strategies beyond the national boundaries. WTO and FTA negotiations must be important facilitators of such globalization. However, Korean primary industries like fisheries under comparative disadvantage have a high probability that there may have to be the trade-offs between the primary and the industrial sector to maximize national benefits in the process of bilateral and/or multilateral international trade deals. Since, moreover, fishermen face strong binding constraints under which they hardly carry out fishing operations standing aloof from national boarders, they have to manage fishing businesses within their own national territory, to maintain and develop fisheries culture, and to explore their own destiny for themselves. Because of such reasons, the constitution imposes upon the State the duty to support and develop fisheries and fishing villages. Considering its article and spirit associated with fisheries(i.e. article 123), it seems unnecessary at this point in time that Korean society makes debates over national consensus for supporting fisheries. The reason is because the explicit provisions of the constitution do not allow their arbitrary interpretation depending upon interests or policy situations. However, where national support to the particular sector could not meet the expected social value system, there would be a great deal of chance to invite serious societal debates over such national commitment to the fisheries. Therefore, whether using it efficiently and realizing the socially expected policy goals must be a responsibility of both fisheries administration and fishing industries.

Economic and Environmental Implications of the Voluntary GHG Reduction Targets of Major Countries (세계 주요국의 자발적 온실가스 감축목표가 경제와 환경에 미치는 파급효과와 시사점)

  • The voluntary mid-term greenhouse gas(GHG) emission reduction targets for 2020 among major developed and developing countries were evaluated by using the global computable general equilibrium(CGE) model. The GHG emissions of developed countries were estimated to be reduced by 14.0% from 1990 level, which implies that the GHG reduction targets of developed countries should be strengthened to reach agreement in future post-Kyoto negotiations. The voluntary participation of developing countries for GHG emissions reduction contributed to global GHG emissions reduction by 15.9% from 1990 levels, which were led by the participation of China and India. These outcomes imply that the reinforcement of GHG emission reduction targets in developed countries and the wider participation of developing countries will be necessary for the environmental effectiveness of the post-Kyoto regime. Emissions reduction based on voluntary targets will decrease the global real GDP by 1.18%.

  • According to the interest of the arctic's resources rising, many countries are making moves to develop these resources. Korea has also undergone negotiations with Russia to develop natural gas resources in Siberia, which is geographically relatively close. However, the Arctic resources market is dominate, it is essential to develop construction techniques that are suited for the Arctic. Gas pipelines in the Arctic are affected by frost heave due to the region's extremely low temperatures, a condition that is not present in Korea, making it vital to develop a finite element method (FEM) model. This research paper study a model of gas pipe lines in the Arctic and frost heave using FEM.

An Analysis on the Tariff Reduction by NAMA Negotiation (세계무역기구 NAMA 협상에 따른 관세감축 영향 분석)

  • This study was analyzed the change of the tariff reduction for the Korea's fishery according to the Non Agricultural Market Access(NAMA) negotiations of the WTO. Four scenarios of tariff liberalization of NAMA are conducted on the basis of a Swiss formula. Using import demand function, we estimated price elasticities of imported fishery. The results of the analysis with mark up 20% show that, in the position of developed member, the value of import increase was between 405 billion won and 439 billion won, and analyzed between 232 billion won and 254 billion won with less than cut 50%. On the other hand, in the position of developing country, the value of import increase was between 311 billion won and 356 billion won, and analyzed between 174 billion won and 201 billion won with less than cut 50%. Also, the results was showed that the highest effects for increasing value of import are a fresh Pollack.

  • Many multimedia presentation applications involve retrieval of objects from more than one collaborating server. Presentations of objects from different collaborating servers might be interdependent. This implies that objects should be retrieved from remote servers and delivered continuously according to given time constraints. Such applications need an estimate of the avaliable network resources to each of the collaborating servers and local system resources in order to identify a schedule for retrieving the objects composing the presentation. A collaborating server can suggest modifications of the retrieval schedule depending on its load. these modifications can potentially affect the retrieval schedule for other collaborating applications. Hence, a sequence of negotiations has to be carried out with the collaborating servers in order to commit for a retrieval schedule of the objects composing the presentation. In this paper, we propose an application sub-layer protocol, RLCP(Resource Lock Commit Protocol), for handling the negotiation and commitment of the resources required for a collaborative multimedia presentation and apply it to distributed video presentation application.

  • While the way broadcasting contents are made has changed drastically, some conflicts appear to remain unchanged. And they are about allegedly unfair practices. The whole arguments may even be deemed natural to a certain degree, considering the characteristics of the overall creative industry. But it needs to be highlighted the conflicts are being aggravated both in drama and non-drama production industries for different reasons. The drama side of the issue comes from how the project-based organizations are organized, and will be resolved if broadcasting companies do not send over their directors. On the other hand, the non-drama side's issues are about the complaints that outsourcing production companies have about the production cost. In general, due largely to the genre's relatively weak power to generate revenue, the producers do not get the upper hand when it comes to the negotiations over financial matters.

A Comparative Study of World Wide Views on Climate and Energy 2015 (유엔기후변화협상에 관한 세계시민회의 결과의 국제비교)

  • This essay aims to investigate the characteristics of the views of citizen participants of World Wide Views on Climate and Energy which was organized internationally targeting global policy making in Paris at COP21. It also analyzes the views of Korean citizen participants on climate change from the international comparative perspective. For this purpose, we try to outline the results of the consultations which offer 29 issues categorized into five sessions, such as importance of tackling climate change, tools to tackle climate change, UN negotiations and national commitments, fairness and distribution of efforts, making and keeping climate promises. As a result, we come to show some patterns and characteristics of the views of citizen participants in global and national context. Finally, we discuss some policy and theoretical implications of our findings regarding the future of international convention for climate change and of global citizenship formation.
