In this paper, an analytic model of a sleep mode operation in the IEEE 802.16e is investigated. A mobile subscriber station(MSS) goes to sleep mode after negotiations with the base station(BS) and wakes up periodically for a short interval to check whether there is downlink traffic to it. If the arrival of traffic is notified, an MSS returns to wake mode. Otherwise, it again enters increased sleep interval which is double as the previous one. In order to consider the situation more practically, we propose the sleep mode starting threshold, during which MSS should await packets before it enters the sleep mode. By modifying the M/G/l with multiple vacations model, energy consumption ratio(ECR) and average packet response time are calculated. Our analytic model provides potential guidance in determining the optimal parameters values such as sleep mode starting threshold, minimal sleep and maximal sleep window.
Korea has maritime jurisdiction over an area 4.5 times larger than the nation's inland area, but negotiations with surrounding nations on the maritime boundary delimitation have still not been completed satisfactorily. In particular, maritime boundary delimitation has become an important issue in terms of maritime security and resource exploration. Considering national interests, the delimitation of the maritime boundary is essential. However, no system to help the decision-makers involved in maritime boundary delimitation has yet been systematically constructed. Therefore, the aim of this study was the development of a system to support such decision-making. In this study, considerations related to maritime boundary delimitation were investigated through expert advice and international precedents. Based on these considerations, data were collected from several organizations, and a spatial database was systematically constructed. Finally, MBDSS (maritime boundary delimitation support system) was developed to support maritime boundary delimitation. This GIS-based system provides visual information about the considerations for the maritime boundary delimitation. Thus, it could help decision-makers to choose appropriate boundaries during the negotiation. Furthermore, this system is expected to be utilized as a scientific tool on the delimitation of maritime boundaries.
The Korea China FTA was signed on June 1 2015. It includes some concessions regarding major export items in the manufacturing sector for the protection of primary industries and preferential tariffs for a number of products produced in the Kaesong Industrial Complex. Primary industries are what the Korean government paid the greatest attention to. Rice was excluded from the negotiations from the get go, and was joined by 548 other food items including pork, apples, pears, beef, chili, garlic etc. These foodstuffs account for about one-third of the agricultural and livestock products that Korea produces, and are not going to be subject to tariff elimination. The results of the study are as follows: Korean government policy is to maintain of agri-food export support system, eliminate of agri-food non-tariff barriers, foster of agri-food export SMEs and expand of investment of foreign agri-food company. Korean firms strategy is to establish of regional marketing strategy, ensure of high quality agri-food and develop of food packaging technologies, establish of agri-food export logistics center and take advantage of the FTA preferential tariff.
We assess the outcomes for the negotiating parties in the Trans-Pacific Partnership if the remaining eleven parties go ahead with the agreement as negotiated without the United States, as compared to the outcomes under the original twelve-member agreement signed in October 2016. We find that the eleven-party agreement, now renamed as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), is a much smaller deal than the twelve-party one, but that some parties do better without the United States in the deal, in particular those in the Western Hemisphere - Canada, Mexico, Chile, and Peru. For the politically relevant medium term, the United States stands to be less well-off outside the TPP than inside. Since provisional deals can be in place for a long time, the results of this study suggest that the eleven parties are better off to implement the CPTPP, leaving aside the controversial governance elements, the implications of which for national interests are unclear and which, in any event, may be substantially affected by parallel bilateral negotiations between individual CPTPP parties and the United States.
This study investigated the effects of imported fisheries products on WTO/DDA tariff negotiations. To calculate the results, the study estimated the demand functions of imported fisheries products by using unit root and cointegration approaches. These approaches allowed us to solve spurious regression problems with macro-economic variables. In addition, this study surmised the effects of change by individually imported fish products from a tariff negotiation model using price elasticities of estimated import demand function. In a process of the analysis for estimating import effects, this study found out that 39 out of 128 imported fish products had positive (+) price elasticities or did not exhibit cointegrations. To cure this problem, this study suggested that the effects of these 39 imported products be estimated with the average variation rate of import volume, rather than by the Ordinary Least Squares approach. In this study, a case-study of tariff formula with coefficient 8 based on a 'Swiss formula' for priority duty rate of 2001 and 2008 was used by to analyze the effect of change in the 128 imported fish products of both years, respectively.

In recent years, the intellectual property rights (IPR) are increasingly becoming trade goods and the subject of international trade negotiations. During the past decades, intellectual properties earned critical importance for economic development in both developed and developing countries. Developed countries, headed by the United States, that recognize the economic value of the IPR in the world market are aggressively seeking for universal protection of IPR throughout the world. Intellectual properties have unique qualities that distinguish them from other tangible goods. Most importantly, they are public goods created on the basis of knowledge and information accumulated throughout human history and shared by different cultures. However, there is a growing tendency that the quality of public goods are being etched away as the property concept in IPR expands. In this paper, I discuss how copyright and patent laws incorporated the concept of property right as natural right to one's intellectual creations in early formation of the laws in Europe. I argue that copyright law and patent law are the historical products resulting from political, economic, and ideological factors interacting in a certain society. A history of copyright and patent points to that the intellectual property rights as natural lights of authors and inventors as argued by developed countries in international disputes, are not universal, but unique historical products. Copyright and patent laws have been shaped and developed as regulatory measures by governments to promote and control industries by providing authors and inventors with monopoly incentives. Since property right was used as a regulatory device it was restricted. This is to enhance the distribution of knowledge and information rather than to ensure the property right as an absolute right.
There is a growing need for technology transactions between the technology providers, who develop technologies, and the technology consumers, who purchase and commercialize technologies, to be smooth, when technologies, as intangible assets, are traded as items that can be purchased and sold. In response to these challenges, this study examines new approaches to assessing the fair market value of technologies. Because corporations are the main force behind technology development and commercialization in the existing business environment, applying one valuation method to technology assets is viable; however, as the subjects of technology development and technology commercialization are separate, the need for price negotiations between the subjects of technology transaction has grown. Moreover, as the investigations into and the application of transaction prices have been performed separately by technology providers, technology consumers, and technology assessment financial institutions, the research on technology valuation methods has shown that there are differences in perceived transaction prices between the subjects involved. This research presents a new method, appropriate to technology transactions; unlike existing methods, it grants option values to the technology provider and newly defined key variables to the technology consumer.
This study analyzes messages from Korean TV debates on the conflict over U.S. beef imports and the process of negotiations over the imports in 2008. The authors have conducted a content analysis and a semantic network analysis by using KrKwic and CONCOR. The data was drawn from nine TV debates aired by three major TV networks in Korea (MBC, KBS, and SBS) from 27 April 27 2008 to 6 July 2008. The results indicate substantial differences in the semantic structure between arguments by the government and those by civic groups. We also investigated the relationship between the terms frequently used by both sides (i.e., the government and civic groups), and the terms used exclusively by one side. There was a gradual increase in the number of terms frequently used by both sides over time, from the formation of the conflict to its escalation to its resolution. The results indicate the possibility of general agreement in conflict situations.
In recent years, domestic market environment of rice production is confronted with the problems of excessive production and decrease in per capita consumption, resulting in steady decline of domestic rice price. Moreover, as new trade negotiations of WTO or FTA are being forwarded, cheap price of imported rice will also make the rice production environment being worse off. One of the possible production strategies to relieve this situation could be expanding farm size, which increases market competitiveness in terms of cost-saving. Since 1990's, one of the main agricultural policies for rice production in Korea has been expanding farm size. This study aims at 1)exploring brief history of Korean government's agricultural policy for expanding farm size, 2)examining economic effect of farming size expansion, and 3)discussing major role of government to promote appropriate programs for rice-farming and producers. Main conclusion suggests that appropriate farming size should be expanded upto at least five hectares per farm, with producers' effort to reduce farming costs and continuous investments on agricultural infrastructures including irrigation systems, etc. Continuous government's investment on operation and maintenance on water facility is also one of the important factors in expanding farm size.

Autonomous and intelligent resource model (AIR-model) defines a building-block of complex systems to pursue value creation by means of diverse resources, referred to as an AIR-unit, and presents a collaboration model with the AIR-units. An AIR-unit represents a piece of resources, such as machines, labor, raw materials, and other assets, considered individually by a complex system as means to accomplish given tasks. It is defined with its own service capability and a goal, and pursues achieving the goal by means of the capability. Moreover, an Air-unit is equipped with autonomy and intelligence, whereby it makes a decision on its course of action on its own initiative. Air-units collaborate on system operations with each other through goal-oriented negotiations. In this research, distinctive features of the AIR-model are addressed and described in detail. Principal components of the AIR-model are also designed via object-oriented modeling techniques. A prototype system based on the AIR-model is finally presented as an embodiment tool of a fractal manufacturing system (FrMS).
