지역의 의료서비스 환경에 대한 주관적 인식과 연간 미충족의료 발생 간의 연관성 (The Association between the Subjective Perception of the Regional Healthcare Environment and Unmet Medical Needs)

  • Based on the basic ideology of health care, this study realized the seriousness of annual unmet medical need and conducted a study to confirm the relationship between the subjective perception of regional healthcare environment and unmet medical needs. The independent variable was classified into attitude 'satisfaction' and 'unsatisfaction' toward regional healthcare, and the dependent variable was classified as whether unmet medical needs occurred annually. Based on previous studies, the control variables were selected as demographic and socioeconomic characteristics that can affect the occurrence of unmet medical care annually and characteristics related to health behavior. Descriptive statistics were conducted for each variable on the extracted sample, and multivariate survey logistic regression analysis was conducted to confirm the association between variables. As a result, more unmet medical needs occurred annually than those who were satisfied with the medical services in the area where they lived. In addition, more unmet medical need occurred annually in "unsatisfied" households compared to households "satisfied" with local medical services. In residential areas, women live in "metropolis" and "rural areas" compared to "urban," women live in men, lower education levels, and poor subjective health levels, and less satisfied with local medical services. As such, the impact of environmental factors in the community on the use of health and medical services is one of the major areas of interest in the field of health science, such as health policy and social dynamics. Therefore, hospitals in each region need to make efforts in terms of hospital management to increase the overall satisfaction of medical services in the region by continuously monitoring the attitude of residents to achieve universal health security, and policymakers should also be interested and propose new policies.

Technology Planning-Based Management for the Dissemination of R&D Outcome of Government Supported Research Institutes

  • This study deals with technology planning-based management for Basic R&D Programs of government supported research institutes (GRIs). The Korean Research Council for Industrial Science and Technology which consists of major GRIs needs to implement new government policies which focus on the dissemination of R&D outcome, collaborative research, and performance-oriented R&D investment. The major characteristics of technology planning-based management include the hierarchy of market-oriented technology plans and the valuation of core technologies. We also suggest technology classifications and project network diagrams.

  • The Enterprise Security Management system is a centralized control system based on predefined security policies by organizations. In Korea, there is a Common Criteria security certification according to the strict standards for various features. As the needs of information security product are increasing, the ESM system should be evaluated with quality characteristics. In this paper, we propose evaluation items for functionality and performance of Enterprise Security Management system, and the best practices for evaluation.

  • The persons who realize e-Business should have capabilities of understanding in both information technology and business processes. It is expected that current education policies and systems could not meet needs of e-Business human resources in Korea. In this paper, we define and categorize human resources for e-Business as to application areas and expertise levels. An intensive field survey has been conducted. Based on the survey results, several strategic and practical alternatives are suggested for development of e-Business human resources in Korea.

  • It is required impressive expression of urban night environment that makes city as the safe pleasant, convenient place for the economic activity, cultural pleasure and landmarks. This study aims to establish the proper direction to the outdoor lighting in Seoul by analyzing and comparing the lighting situation and policies among Seoul, Shanghai and Yokohama. 1986 Asian Game and 1988 Olympic Game became very important role of activation of outdoor lighting in Korea. Then, outdoor lighting were facilitated in the cultural heritages and bridges along Han river. Millenium Light Plan, Outdoor Lighting Field of Seoul Architectural Award, 2002 Lightscape Local Plan, hosting 2002 World Cup have been good opportunities for the improvement of outdoor lighting in Seoul. In China, outdoor lighting was introduced to the city of Shanghai according to the orders of the president in 1988. Outdoor lighting of Shanghai have created unique lighting with beautiful color and intensive brightness under the direction of city government. Outdoor lighting of Shanghai needs the standard of lighting design and improvement of lighting facilities. Outdoor lighting was introduced to Japan with 1964 Tokyo Olympic games. Urban outdoor lighting plan was carried out in Yokohama in 1986. In Yokohama, outdoor lighting of civilian and public facilities have been harmonized. And the city government of Yokohama established the committee of promotion of outdoor lighting in its government to support and manage the outdoor lighting with corporation of civilian organization. As the result of comparative analysis on Seoul, Shanghai, Yokohama, Seoul Metropolitan Government needs the criteria and incentive system of outdoor lighting.

게임 플레이 효과의 양면성과 게임 규제 태도 연구 :게임 장르를 중심으로 (Two Aspects of the Game Playing Effect and Attitude toward Game Regulation :Focused on Game Genre)

  • 본 연구는 게임 플레이 효과에 대한 양면적인 측면의-긍정적(인지 욕구), 부정적(게임 중독)-효과를 분석하여 게임 규제 정책과 게임 연구가 나아가야 할 방향을 제안했다. 게임 장르의 특수성에 초점을 두고, 게임 플레이가 인지 욕구와 부정적 효과에(중독/과몰입) 미치는 영향에 대해 논의했다. 또한, 게임 플레이 효과는 게임정책과 밀접하게 관련이 있으므로, 게임 유저를 중심으로, 게임 장르와 게임 규제 정책에 대한 태도가 어떤 관계가 있는지 분석했다. 분석 결과, 게임 장르의 특성에 따라 게임 플레이의 효과와 규제에 관한 태도가 상이하게 나타났다. 게임을 오래 할수록 게임 중독 효과가 증가했지만, 동시에 인지 욕구도 상승했다. 게임 규제대상이었던 RAS(Role playing, AOS(Aeon of Strife), Strategy) 게임 장르를 플레이할수록 게임 중독을 상승시켰지만 동시에, 인지 욕구를 높이는 데도 기여했다. AR(Augmented Reality) 장르 플레이는 인지 욕구에 긍정적으로 영향을 미쳤던 반면, 전반적인 게임 규제에는 찬성하는 태도를 보였다. 본 연구결과는 게임 플레이가 가져오는 긍정적인 효과와 부정적인 효과를 동시에 트레이드 오프 (trade-off)할 수 있는 밸런싱 전략이 요구된다는 시사점을 제공한다.

수학교육에 대한 우리나라 수학교사의 인식조사 연구 (A research on mathematics teachers' perceptions of mathematics education)

  • 4차 산업혁명의 시대를 맞이하여 시대적 변화와 사회적 요구를 반영한 새로운 수학교육 계획 및 정책 수립을 위해서는 학교 현장의 수학교육 실태와 수학교사들의 인식조사가 필수적이다. 따라서 본 연구에서는 전국의 초 중 고등학교 교사를 대상으로 수학교육 전반에 대한 인식 및 현황 조사를 실시하고 그 결과를 분석하여 수학교육에 대한 정책적 제언을 제시하고자 한다. 분석 결과, 수학교사들의 수학교육에 대한 전반적인 인식과 학교 안 수학교육 현황에 대한 기본 정보와 함께, 교사의 수학수업 개선과 평가 전문성 신장을 위한 교육 및 환경 지원, ICT 및 공학도구 활용 관련 재교육 실시, 학교 관리자 대상 수학교육 인식 전환 교육 지원, 다양한 교수 학습 방법과 적극적인 교구 활용 방안 마련, 수학학습에 어려움을 겪는 학생 지원 방안 마련 등의 정책적 시사점을 도출할 수 있었다.

우리나라 공공의료의 쟁점과 해결책 (Issues Facing the National Health Insurance System in Korea and Their Solutions)

  • South Korea is not a wasteland of publicly funded health care-instead, it has a good medical social security system known as the national health insurance (NHI). The NHI of Korea has three unique features; (1) low premiums, low insurance fees, and low coverage; (2) obligatory designation of medical institutions; (3) and allowance of non-benefit services. These features have made hospitals and doctors interested in profit-seeking. However, the commercialization of medical institutions has taken place in both private- and public-established sectors. A basic problem of commercialization is the co-existence of the obligatory designation of medical institutions and non-benefit services. The problem became worse in the Kim Dae-Jung government because it officially permitted non-benefit services. Since 2000, the Korean government has consistently pursued benefit extension policies, but the coverage rates of the NHI have stagnated. In addition, premiums and current medical expenses have markedly increased because policy-makers have emphasized accessibility to the NHI, while ignoring important principles of medical social security such as a needs-based approach and patient-referral system. In order to resolve the commercialization problem, the obligatory designation of medical institutions to the NHI should be changed to a contract system, and non-benefit services should be prohibited at NHI institutions. We must re-establish the patient-referral system via a needs-based approach. We also need to build a primary healthcare system and public health policies. We should make a long-term plan for healthcare reform.

R&D 조세 지원 정책과 기업 혁신활동 간의 관계 연구: 국가전략기술 R&D 기업을 중심으로 (A study on the relationship between R&D tax support policy and corporate innovation activities: Focus on national strategic technology R&D companies)

  • Purpose - The purpose of this study was to analyse the relationship between R&D tax support policy and firm innovation activity using data on firms engaged in 12 national strategic technology sectors. Design/methodology/approach - This study collected survey data from 664 companies engaged in national strategic technologies. The data were then analysed using the Propensity Score Matching (PSM) analysis. Findings - First, corporate R&D tax support had a statistically significant positive (+) relationship with firm innovation performance. Second, there was a statistically significant positive (+) relationship with incremental innovation, but there was no statistical significance with radical innovation. Third, there was a statistically significant positive (+) relationship with the firm's first innovation, but there was no statistical significance with the world's first innovation. Fourth, there was a statistically significant positive (+) relationship with the number of R&D projects of a firm. Finally, there was a statistically significant positive (+) relationship with a firm's open innovation. Research implications or Originality - First, in terms of policy effectiveness, the government needs to consider promoting R&D tax support policies in areas where R&D competition is fierce. For private companies engaged in the 12 national strategic technology fields, the R&D tax support policy is working in the direction of promoting corporate innovation activities, and this positive policy effect is likely to be effective in areas where R&D competition is fierce. Second, if the government wants to improve the quality of corporate innovation activities through R&D tax support policies, it needs to provide incentives higher than the current level.

초고령 사회의 노인 돌봄 정책에 관한 융복합 연구 (A Study on the Care Policy for the Elderly in Super-aged Society)

  • 본 연구는 초고령 사회로 진입한 우리나라의 당면한 돌봄 정책의 현황과 노인 문제를 분석하여 바람직한 융복합 정책에 관한 개선 방안을 제시하고자 하였다. 우리나라의 노인 문제는 가족 개념, 가치관, 사회경제적인 구조의 변화로 노인의 건강 문제, 빈곤 문제, 역할상실의 문제, 돌봄 문제로 나타났다. 또한, 빈곤한 노인은 일자리와 취업 정책이 필요하며, 건강한 중산층 노인들은 여가생활과 자원봉사 활동을 할 수 있는 정책적인 개발이 필요하다. 특히 지역사회의 돌봄 정책을 통하여 노인요양시설과 노인 요양 병원 등 여생을 보낼 수 있는 정책적인 수립이 필요하다. 초고령 사회는 65세 이상 노인인구 중 총인구의 20% 이상을 차지하며, 통계청의 예상으로 2025년이면 초고령 사회로 진입할 것으로 보인다. 노인 복지정책은 다양한 프로그램과 노인 돌봄의 필요성과 서비스가 제공되어야 하며 향후, 초고령 사회는 많은 재원의 확보와 재원을 충당해 줄 생산인구의 유지가 필요하다. 즉 인간의 생애 주기는 출생에서 사망까지 노인의 자연 사망자와 출생 유아의 비율이 적절할 때 그 사회와 국가는 안정적이며, 활기가 있는 건강한 사회를 이룰 수 있다고 볼 수 있다.
