백두대간보호지역은 세계유산 등재를 위한 충분한 가치를 갖고 있는가? (Does Baekdu-daegan Mountain System Has Enough Values for World Heritage Inscription?)

  • 이 연구는 세계자연유산으로서 백두대간보호지역의 가치와 경쟁력을 분석하기 위해 예비 타당성 검토를 실행하고, 향후 세계유산 등재를 위해 고려해야 할 사항을 제안하였다. UNEP WCMC, IUCN 자료를 바탕으로 백두대간보호지역의 국제적 인지도, 기존 세계유산들과의 차이 분석, 유네스코 세계자연유산 등재기준을 바탕으로 한 탁월한 보편적 가치를 분석하였다. 연구결과 백두대간보호지역의 가치에 대한 국제적 인지도 및 세계자연유산으로서의 탁월한 보편적 가치는 낮은 것으로 나타났다. 연구결과 및 최근 세계유산 동향을 고려하였을 때, 백두대간은 생태적 연결성, 생태 경관과 문화 사이의 상호작용, 국가적인 관리체계의 구축 측면에서 경쟁력이 있으며, 이에 따라 연속성 세계유산, 복합유산, 초국경유산으로의 잠재력이 큰 것으로 보인다. 추가적인 연구와 데이터베이스 구축, 그리고 인식 제고 노력을 통해 백두대간의 가치 증진이 이뤄지고, 궁극적으로 남북이 연계된다면 세계유산 공동등재가 가능할 것으로 판단된다.

일본의 세계자연유산 관리 체계에 관한 사례 연구 (A Case Study on the Management System of World Natural Heritage in Japan)

  • 본 연구는 올해 제정된 '세계유산의 보전·관리 및 활용에 관한 특별법'의 효율적 시행을 위한 시사점 도출을 시도한 연구이다. 시사점 도출을 위해 일본의 세계자연유산지역 4곳을 사례연구 대상지로 선정하여 연구를 진행하였다. 그 결과를 정리하면 다음과 같다. 첫째, 중앙행정부처 및 지자체가 소통할 수 있는 논의의 장을 설치하는 것이 필요하다. 일본의 경우에는 대상지 4곳이 모두 국유림의 비율이 매우 높으며, 천연기념물이 있고, 국립공원으로 지정된 곳도 3곳이었다. 따라서, 관할 부처인 환경성, 임야청 및 문화청의 중앙부처와 지자체가 참여하는 회의를 설치함으로서 서로 긴밀한 소통을 바탕으로 세계자연유산의 효율적 관리를 위한 시스템을 갖추고 있었다. 또한, 지역에서 활동하는 NPO, 관광협회 등 실질적인 활동 주체들도 회의에 참여하고 있었다. 둘째, 학술전문가로 구성된 위원회의 설치이다. 일본의 경우, 과학위원회는 연락회의의 주체가 관리계획을 수립함에 있어서 과학적 근거를 제공하고 있다. 특히, 지속적이며 정기적인 위원회 활동과 주제별로 소분과를 설치할 수 있는 등 능동적인 체제를 구축하고 있었다. 이를 통해 지자체 등에서는 세계자연유산을 지역활성화 관점에서 관리계획을 수립할 수 있으나, 이를 방지하는 기능을 갖추고 있다고 생각된다. 특히, 자연유산의 특성상 지속적이며, 종합적인 관점에서의 생태계 관리가 매우 중요하기 때문에 우리나라에도 도입이 꼭 필요한 제도로 생각된다. 셋째, 지속인 모니터링 및 이에 기반한 관리계획의 수립과 구체적인 운영계획의 필요성이다. 일본의 야쿠시마에서 등재 이후 등산객의 증가로 인한 환경훼손이 일어났으며, 이 훼손으로 인한 등산객이 감소하는 등의 악순환이 발생하였다. 따라서, 초기 단계에서부터 지속적인 모니터링을 통해 관리적 측면과 활용적 측면을 모두 고려한 계획을 수립하는 것이 필요하며, 오가사와라제도의 사례에서 알 수 있듯이, 관리계획을 체계적으로 실행할 수 있는 구체적인 가이드라인도 마련하는 것이 자연유산의 체계적이며 지속적인 관리를 위해서는 필요하다고 생각되어진다.

동적 계획법을 이용한 LNG 현물시장에서의 포트폴리오 구성방법 (Optimal LNG Procurement Policy in a Spot Market Using Dynamic Programming)

  • Among many energy resources, natural gas has recently received a remarkable amount of attention, particularly from the electrical generation industry. This is in part due to increasing shale gas production, providing an environment-friendly fossil fuel, and high risk of nuclear power. Because South Korea, the world's second largest LNG importing nation after Japan, has no international natural gas pipelines and relies on imports in the form of LNG, the natural gas has been traditionally procured by long term LNG contracts at relatively high price. Thus, there is a need of developing an Asian LNG trading hub, where LNG can be traded at more competitive spot prices. In a natural gas spot market, the amount of natural gas to be bought should be carefully determined considering a limited storage capacity and future pricing dynamics. In this work, the problem to find the optimal amount of natural gas in a spot market is formulated as a Markov decision process (MDP) in risk neutral environment and the optimal base stock policy which depends on a stage and price is established. Taking into account price and demand uncertainties, the basestock target levels are simply approximated from dynamic programming. The simulation results show that the basestock policy can be one of effective ways for procurement of LNG in a spot market.

남북한 경제협력사업으로 북한 자원개발 방안 (Proposal for South-North Mining Cooperation (Natural Resources Exploitation in the Peoples Republic of Korea))

  • The Republic of Korea (South) and the Peaples Republic of Korea (North) had agreed to exploit the North Korean rich natural resources starting from the year of 2006. Through this mutual agreement DPRK shall quarantee ROK's investment in the North Korean Mines and supply mineral products for the compasation of the financial investment supported by ROK. In the area of northern part of Korea, many kind of natural resources such as Magnesite, Iron, Gold & Silver, Copper, Lead & Zinc, and Coal are plentifully deposited. In the area of southern part of Korea, however, most kind of natural resources have been exhausted and so presently major minerals such as Gold & Silver, Copper, Lead & Zinc and Coal are being imported and relying on foreign countries in whole quantity of the requirement. On the other hand Northern Part of Korea is making very slow progress in mining and exploitation owing to the lack of investment even though there are rich deposits of natural resources. And in Southern Part of Korea, they have most advanced production facilities and technologies in the world in the fields of Mineral Floatation, Steel Manufacturing, Nonferrous Metal Smelting & Refining and those plants fabrications. A combination of Southern Technologies together with Financial Support and Northern rich natural resources & Labour Power will be a most hopeful, desirable and mutually required 'South-North economic Cooperation' as the mining industries are labour intensive.

Free vibrations of precast modular steel-concrete composite railway track slabs

  • This paper highlights a study undertaken on the free vibration of a precast steel-concrete composite slab panel for track support. The steel-concrete composite slab track is an evolvement from the slab track, a form of ballastless track which is becoming increasingly attractive to asset owners as they seek to reduce lifecycle costs and deal with increasing rail traffic speeds. The slender nature of the slab panel due to its reduced depth of construction makes it susceptible to vibration problems. The aim of the study is driven by the need to address the limited research available to date on the dynamic behaviour of steel-concrete composite slab panels for track support. Free vibration analysis of the track slab has been carried out using ABAQUS. Both eigenfrequencies and eigenmodes have been extracted using the Lanczos method. The fundamental natural frequencies of the slab panel have been identified together with corresponding mode shapes. To investigate the sensitivity of the natural frequencies and mode shapes, parametric studies have been established, considering concrete strength and mass and steel's modulus of elasticity. This study is the world first to observe crossover phenomena that result in the inversion of the natural orders without interaction. It also reveals that replacement of the steel with aluminium or carbon fibre sheeting can only marginally reduce the natural frequencies of the slab panel.

Mechanical, durability and microstructure properties of concrete containing natural zeolite

  • Concrete is one of the most widely used construction materials in the world. Producing economical and durable concrete is possible by employing pozzolanic materials. The aim of this study is to underline the possibility of the utilization of natural zeolite in producing concrete and investigate its effects basically on the strength and durability of concrete. In the production of concrete mixes, Portland cement was replaced by the natural zeolite at ratios of 0%, 10%, 15%, and 20% by weight. Concretes were produced with total binder contents of $300kg/m^3$ and $400kg/m^3$, but with a constant water to cement ratio of 0.60. In addition to compressive and flexural strength measurements, freeze-thaw and high temperature resistance measurements, rapid chloride permeability, and capillary water absorption tests were performed on the concrete mixes. Compared to the rest mixes, concrete mixes containing 10% zeolite yielded in with the highest compressive and flexural strengths. The rapid chloride permeability and the capillary measurements were decreased as the natural zeolite replacement was increased. Freeze-thaw resistance also improved significantly as the replacement ratio of zeolite was increased. Under the effect of elevated temperature, natural zeolite incorporated concretes with lower binder content yielded higher compressive strength. However, the compressive strengths of concretes with higher binder content after elevated temperature effect were found to be lower than the reference concrete.

  • Most of the world's energy demand is met by fossil fuels, mainly petroleum and natural gas. Even though their production is not keeping up with the demand, there are many options before us-solar energy in its direct and indirect forms, nuclear breeders, thermonuclear power, geothermal energy, synthetic fluid fuels, and hydrogen as energy carrier to complement the nonfossil energy sources. But, before these energy alternatives can be utilized, in most cases, it is necessary to conduct extensive research and development work. In order to solve global energy and environmental issues, it is very important to develop and install energy supply systems which utilizes natural energy. The installation of these systems brings the following merits from the viewpoints of energy saving or environmental protection-(a) the positive use of natural energy reduces fossil fuel consumption; and (b) it also prevents environmental degradation. In this paper, the types of natural energy considered is confined to the solar, wind, hydraulic, geothermal and ocean-wave energy. And, the objective of the paper is to describe the state of the art of natural energy and future utilization prospect of them.

Field measurements of natural periods of vibration and structural damping of wind-excited tall residential buildings

  • Field measurements of the wind-induced response of two residential reinforced concrete buildings, among the tallest in the world, have been performed during two typhoons. Natural periods and damping values have been determined and compared with other field measurements and empirical predictors. Suitable and common empirical predictors of natural period and structural damping have been obtained that describe the trend of tall, reinforced concrete buildings whose structural vibrations have been measured in the collection of studies in Hong Kong compiled by the authors. This data is especially important as the amount of information known about the dynamic parameters of buildings of these heights is limited. Effects of the variation of the natural period and damping values on the alongwind response of a tall building for serviceability-level wind conditions have been profiled using the gust response factor approach. When using this approach on these two buildings, the often overestimated natural periods and structural damping values suggested by empirical predictors tended to offset each other. Gust response factors calculated using the natural periods and structural damping values measured in the field were smaller than if calculated using design-stage values.

  • Natural fibers can refer to all types of fibres only produced by nature. Their lengths vary from particles to long strands. Natural fibers are categorized roughly by six types, depending on the types of sources; base, leaf, seed, grasses, fruit and wood. Of these fibers, jute, flax, sisal and ramie are the most commonly used as reinforced materials in preparing polymer composites. In development and improvement of these composites, many studies have been implemented to overcome the drawbacks such as incompatibility, moisture problems and so on. The range of industry sectors of natural fiber-reinforced polymer composites becomes more extensive gradually and many of the companies all over the world are engaged in fabrications or applications. This paper mainly discussed the recent status of the domestic/overseas market and research issues of natural fiber-reinforced polymer composites. We made an exception of wood-polymer composites market which have played a great role because they had been often dealt with.
