Monitoring of The Impacts of the Natural Disaster Based on The Use of Space Technology

  • The forecasting, mitigation and preparedness of the natural disaster impacts require relevant information regarding the disaster desirable in real time. In the meantime it is requiring the rapid and continuous data and information generation or gathering for possible prediction and monitoring of the natural disaster. Since disasters that cause huge social and economic disruptions normally affect large areas or territories and are linked to global change. The use of traditional and conventional methods for management of the natural disaster impact can not be effectively implemented for intial data col1ection with the further processing. The space technology or remote sensing tools offer excellent possibilities of collecting vital data. The main reason is capability of this technology of collecting data at global and regional scales rapidly and repetitively. This is unchallenged advantage of the space methods and technology. The satellite or remote sensing techniques can be used to monitor the current situation, the situation before based on the data in sight. as well as after disaster occurred. They can be used to provide baseline data against which future changes can be compared while the GIS techniques provide a suitable framework for integrating and analyzing the many types of data sources required for disaster monitoring. Developed GIS is an excellent instrument for definition of the social impact status of the natural disaster which can be undertaken in the future database developments. This methodology is a good source for analysis and dynamic change studies of the natural disaster impacts.

Recovery Cost Evaluation and Practical Application for Index Assessment of Private Facilities Damaged by Natural Disaster (자연재난 복구비용 산정을 위한 기법 및 실용화 연구)

  • Financial supports of private facilities which were damaged by natural disaster are currently performed partially by a government and the guideline of corresponding recovery costs be the natural disaster prevention law in South Korea. However, current financial recovery guidelines for the damaged private facilities has not been estimated objectively so far. This research presents advanced recovery cost search and assesment methods for the damaged private facilities under natural disaster. To produce more accurate data, an investigation for practical field markets which are appointed in Kangwon area is conducted and the proposed recovery values per each item are compared to exact field market values. Finally. more realistic and accurate recovery cost guideline including evaluation and more effective market surveying method are suggested here. A theoretical and practical program for systematic recovery cost calculation is proposed and expected to be used at public institution before long.

  • In view of the rapid development of economics and technology, perilous meteorological and geological conditions often cause natural disasters and result in severe loss of lives and properties in Taiwan. To promote multi-hazard mitigation strategies in an integrated a, pp.oach, the National Science Council established a National Science and Technology Program for Disaster Mitigation in January 1998. This program emphasizes on the implementation of research results in the National Disaster Management System. This paper describes the earthquake loss estimation methodology that is currently developed in Taiwan. Topics of potential earth science hazards (PESH) and building vulnerability analysis are described in detail.

  • Korea has been suffering from various natural disasters. Slope-stability related disasters such as landslides usually occur during typhoon and torrential rain season. Types of slope-stability related disasters can be classified as failures in cut slopes along constructed roads, landslides in natural terrain, and retaining structure failures in urban area. This paper summarizes human casualties for the last 29 years in Korea, reviews field studies for the disaster sites that caused human casualties due to torrential rains in the Summer of 2005, analyzes causes of slope-stability related disasters and includes recommendations for an effective management system.

  • The amount of damages caused by natural hazards is consistently growing due to the unusual weather and extreme events. At the same time, property damage by natural hazards is rapidly increasing as well. Hence, we need systematic anti-disaster activities and consulting that can react to such a situation. To address these needs, we investigated and analyzed insured claim payouts from natural hazards by administrative area, and calculate the risk index utilizing GIS. According to the index, this map is identifying the areas of greatest natural hazard risk. The ranking of natural disaster vulnerability based on the risk index, and risk grades were divided into five based on the ranking. This map integrates the natural hazard losses to assist in comprehensive and effective loss prevention activities using analysis of regional loss claims from natural hazards. Moreover, this map can be as utilized as loss mitigation and prevention activities to verify the distribution of exposure and hazards.

  • Since the damages caused by disasters increase every year associated with wrenching climatic changes and the diversification of the social structure, the efficient management system is required to reduce damages and an assessment of the vulnerable disaster areas is necessary to prevent and mitigate the damages. In this paper, we have estimated the vulnerable disaster areas based on the records of the past damage histories and performed the risk assessment of the social infrastructures in Busan city to provide the fundamental information for the real-time monitoring system and the systematic approach for disaster prevention system to build V-City model. These results are illustrated by using Geographical Information System (GIS) and the order of vulnerable disaster areas are also estimated.

  • Natural hazards such as typhoon, flood, landslide affect both coastal and inland areas more often according to increasement of severe and unusual weather. To provide adequate coastal disaster mitigation strategies, coastal disaster prevention system using GIS is very useful. Application methods of digital map on this issue was discussed in this study. For developing of coastal disaster prevention system, the data structures related to disaster monitoring is needed to be revised for interdisciplinary framework. To improve the current coastal disaster mapping methods, GIS based new model for coastal disaster mapping was suggested. In this study, coastal GIS showed the attribute data and structures of coastal disaster mapping.

Research on the Consciousness of Disaster Prevention to Analyze Disaster Characteristics of Gangwon Province (강원도 재난특성 분석을 위한 방재의식 조사)

  • The present study surveyed 750 graduate and undergraduate students who were living or not living in Gangwon province concerning the characteristics of disasters in Gangwon province, people's consciousness of disaster prevention, etc. According to the results of analysis, all the respondents thought that the possibility of disasters is higher in Gangwon province(74.0%) than in any other province. Compared to non-residents, Gangwon province residents tended to perceive that the possibility of storm and flood disasters and forest fires is high in Gangwon province. As to reasons for frequent disasters in Gangwon province, the respondents mentioned disadvantageous natural conditions, the shortage of disaster prevention facilities and local residents' low consciousness of disaster prevention. As to methods for enhancing people's consciousness of disaster prevention in Gangwon province, they considered essential the expansion of disaster prevention facilities and education on disaster prevention. In particular, 62.1% of the respondents did not have experiences in disaster education. This suggests the necessity for extending disaster education.

  • Recently the increase of natural disaster and man-made disaster, newly emerging infectious diseases and bioterrorism attack changed the world in many aspects. So the Ministry of Health and Welfare and other related agencies are trying to solve the problems with disasters. We discussed these problems in the following eleven categories. (1) emergency medicine (2) communicable disease control, (3) food safety control, (4) public facilities safety, (5) social welfare facilities safety, (6) bioterrorism control, (7) geriatric health care, (8) insurance support, (9) overseas disaster victim support, (10) national organization protection, (11) fire fighter safety in forest fire. Through the reviews on the various kinds of disaster, we proposed the disaster control measure for the near future.

A Study on Vitalizing a Project for Building a Disaster Resistant Community to Enhance Local Disaster Prevention (지역방재력 향상을 위한 방재마을 만들기 활성화 방안에 관한 연구)

  • The following improvement plans are suggested in this study to facilitate implementing a pilot project for building a disaster resistant community organized by the National Emergency Management Agency in 2008, and ultimately to expand the project nation-wide. Regarding legislative aspects, legal grounds should be established such as devising a new clause in the Counter Measure for Natural Disaster for assigning a disaster resistant community or city, and devising a tentatively named "Act for Disaster Resistant Community Project" as a local governance regulation. Regarding administrative aspects, a project master plan focused on active participation of the local residents should be designed. Moreover, a certain amount of the project budget should be alloted not only to structural contents but also to non-structural contents. Regarding organizational aspects, an education program for training local disaster prevention leaders should be actively promoted and a local disaster prevention governance system should also be established among official and inofficial local organizations. Furthermore a preemptive consulting system with disaster prevention experts as well as an evaluation system to monitor the project implementation process should be introduced.
