토사재해 저감 도시설계 사례검토 및 국내 적용방안 연구 (Urban Design Case Review for Mitigation of Sediment Disaster and its Application in Korea)

  • Recently, as a part of measures against large-scale natural disasters in Korea, disaster prevention matters are strengthened in urban planning. With the introduction of the disaster vulnerability analysis system, plans for disaster prevention are being reinforced in urban planning. However, there are many problems to be solved at the stage of operation and practical application of the law. When disasters occur, we are focusing on response and recovery plans. Therefore, it is not enough to construct a comprehensive disaster prevention system to prevent disasters in advance. The established disaster prevention plan is difficult to plan management centered on disaster prevention due to factors such as economic efficiency, convenience, and comfort. This study is a basic study for supporting disaster prevention mitigation plan. For this purpose, the analysis of the actual situation of disaster prevention plan at home and abroad and improvement plan were derived. ased on these improvement plans, we have developed a method to apply the element technology of urban design to the test bed to reduce sediment disaster. The test bed was investigated and examined in the disaster hazard area of Busan and Seongnam city. And the defense technology is applied to the selected site, and the basis of the disaster prevention plan and design is proposed. If the proven techniques are reflected from the urban planning stage, it will be possible to contribute to the mitigation of sediment disaster caused by the city.

자연재해 증가 지역의 국제협력 지원 방안을 위한 방글라데시 사례 연구 (The Case Study of Bangladesh for International Cooperation on the Vulnerable Region of Natural Hazard)

  • 기후변화로 인한 자연재해의 증가에 관한 정부간 협의체를 중심으로 국제적인 기후변화 예측에 대한 연구 및 자연재해 저감에 관한 논의들이 활발하게 이루어지고 있다. 본 연구에서는 기후변화에 의해 자연재해가 더욱 심화됨에 따라 재해에 취약하게 노출되어 있는 방글라데시를 사례지역으로 재해의 유형을 파악하고, 우리나라의 재해저감 기술과 방재관련 기법 등을 응용하여 국제원조의 지원 방안을 모색하였다. 방글라데시는 국토의 1/3이 해수면보다 낮기 때문에 배수가 어려우며, 조수 파동과 해수 침투, 사이클론의 위험이 복합적으로 나타나는 지리적인 특성을 지니고 기후변화로 인한 자연재해의 피해가 매년 증가하고 있는 추세이다. 특히 피해가 집중되는 해안지역은 해수면상승의 위협과 3년 주기로 심각한 사이클론의 피해가 일어나며, 상대적으로 빈곤한 사람들이 거주하는 지역으로 인명피해가 크게 일어나는 지역으로써, 재난의 피해를 저감하기 위해 국제적 원조를 필요로 하고 있다. 우리나라의 선진화된 기술과 자연재해저감 기법을 지원함으로써 개도국의 자연재난에 의한 피해를 감소시키는 데 일조를 하는 것은 국제사회에서 협력 구도를 정립하는 데 중요한 역할을 할 것이다.

폭염으로 인한 한반도 자연재해 현황 (The present state of natural disaster caused by extreme heat in the Korea Peninsula)

  • Recently, occurrence frequency of natural disasters decrease but scale of damage increase remarkably by the Climate change due to global warming. Especially, extreme heat become more critical weather problem in the Korean Peninsula. But, we don't have exact threshold about extreme heat. Extreme heat does not classify into natural disaster. Therefore, we have compared death count of the natural disaster with the one of extreme heat at Seoul, Korea. As a result, the number of death by extreme heat don't smaller than one by the natural disasters and we knew extreme heat have also to consider as natural disaster.

재해로 인한 농작물의 생산비 피해액 산정

  • 우리나라 정부에서는 재해피해에 대하여 공공시설의 피해는 복구비를 100% 부담하고 있으며, 사유시설인 농작물의 피해에 대해서는 복구지원금 단가산정에 의해 70%를 지급하고 있다. 본 연구에서는 재해피해 발생시 농작물에 대한 생산비 개념을 기준으로 피해액 산정을 하고자 하였다. 5가지의 농작물 피해에 대하여 작물별 단가를 고려하여 피해액을 산정하였으며, 6종류의 농작물은 상추, 호박, 고추, 시금치, 토마토, 오이 이다. 산정결과 국가에서 지급하는 복구지원금의 비율은 현 방법에 의한 농작물 피해액에 대해서 $3.3%{\sim}13.8%$, 제안된 방법의 피해액에 대해서는 $5.7%{\sim}34.1%$ 차지하는 것으로 나타났다. 제안된 피해액 산정방법은 현재방법의 피해액산정 방법보다 농작물의 피해율, 생산비 및 생육기간별 투입비율을 고려한 생산비 피해액 산정방법이다.

지역방재성능평가를 위한 수리모형 연구 (A Study on Developing Model for Regional Disaster Capability Assessment)

  • It is a significant issue for several country including Korea, where the natural and the weather conditions are severe, to keep the safety against disasters which occur frequently every year, especially in urban region crowded with population. In order to implement suitable and effective measures against various disasters in such area, development of method for evaluation of disaster prevention performance based on various disaster risks and effective disaster damage mitigation technologies is independable. In this paper, methods for hazard evaluation, vulnerability evaluation and loss evaluation, and damage technologies are proposed targetting man-made disaster and natural one like flood, earthquake and tsunami and so on. The method proposed in this paper is based on the research of USA and Japan for man-made disaster and natural disaster. The proposed method will be developed in detail in four years during research period funded by government.

INFRASTRUCTURE RISK MANAGEMENT IN PREPAREDNESS OF EXTREME EVENTS

  • Natural disasters, such as the recent floods in the Midwest, Hurricane Ike in the Gulf coast region (U.S.), and the earthquake in Sichuan (China), cause severe damage to the infrastructure as well as the associated industries and communities that rely on the infrastructure. The estimated damages due to Hurricane Ike in 2008 were a staggering $27 billion, the third worst in U.S. history. In addition, the worst earthquake in three decades in Sichuan resulted in about 90,000 people dead or missing and $20 billion of the estimated loss. A common observation in the analyses of these natural disaster events is the inadequacy of critical infrastructure to withstand the forces of natural calamities and the lack of mitigation strategies when they occur on the part of emergency-related organizations, industries, and communities. If the emergency-related agencies could identify and fortify the vulnerable critical infrastructure in the preparedness stage, the damage and impacts can be significantly reduced. Therefore, it is important to develop a decision support system (DSS) for identifying region-specific mitigation strategies based on the inter-relationships between the infrastructure and associated industries and communities in the affected region. To establish effective mitigation strategies, relevant data were collected from the affected areas with respect to the technical, social, and economic impact levels. The data analysis facilitated identifying the major factors, such as vulnerability, criticality, and severity, for developing a DSS. Customized mitigation strategies that will help agencies prepare, respond, and recover according to the disaster response were suggested.

북한의 자연재해 현황 및 특성 (Characteristics of Natural Disaster in North Korea)

  • 본 연구에서는 1980년부터 2008년까지 CRED(Centre for Research on the Epidemiology of Disasters) 자료를 이용하여 북한의 자연재해 발생 특성과 피해 현황을 조사하였다. 북한의 자연재해는 주로 여름철 태풍과 홍수에 의해 발생하였으며, 대표적인 홍수사례는 1995년과 2007년이다. 또한 북한의 홍수 발생과 관련된 종관기상상태를 알아보기 위하여 위성영상과 일본기상청 제공 분석일기도를 활용하였다. 북한의 홍수와 관련된 호우는 장마전선의 영향, 북서쪽에서 접근하는 저기압의 서해상에서 발달, 북태평양 고기압의 가장자리에서 대류 불안정, 그리고 열대성 저기압(태풍)의 소멸과 관련하여 발생하였다.

자연재해 DB를 이용한 피해항목별 취약성 분석 (An Analysis of the Damage Factor Vulnerability Using a Natural Disaster DB)

  • When it grasps a total property losses and relationship of damage factors, there is possibility of reducing the natural disaster damage which is a yearly repeated. Also, checking and supply to vulnerability should be presupposed. This study aims to find out a damage factor vulnerability using a natural disaster database by Park et al(2007). And added 2005 year data to database. Total 10 damage factors are deaths(person, including missing person) injury(person), victims(person), building(thousand), vessel(thousand), cultivated land(thousand), public facilities(thousand), others(thousand), total property losses(thousand). We analyzed of correlation analysis, ratio, population, area, regional character etc for damage factors.

Does Natural Disasters Have an Impact on Poverty in East Java, Indonesia?

  • There is a strong association between poverty levels and the probability of natural disasters. East Java, however, exhibits a distinct pattern. While the rate of poverty is declining, natural disasters are becoming more severe. Considering that East Java is an area with a high risk of natural disasters and a high poverty rate, this study aims to estimate the effect of environmental preservation and the magnitude of the impact of disasters as measured by the Disaster Risk Index (IRBI) on poverty. The 3SLS model is used on secondary data from 38 districts/cities from 2015 to 2021 as an analytical database. Based on the estimation results, there are 3 findings in this study: (i) the role of government, population development, and economic activity have a strong influence on nature conservation; (ii) nature conservation has a strong influence on disaster risk; and (iii) the disaster risk index has a strong effect on poverty. As a result, areas with a high level of disaster risk have a slower rate of poverty reduction. The role of this research is to show the need for the government's role in improving the quality of natural disaster mitigation anticipation, economic activity, and the role of the population in a sustainable manner.
