The aim of this research is to evaluate the library area of the 7 self-evaluated universities in 1994, and to make them compete one another and go into a better stage of library development. The universities evaluated were Pusan National University, KyungBook National University, Seoul National University, Chonnam National University, Chonbuk National University, Chungnam National University and Pohang University of Science and Technology.

Campus-based universities have provided face-to-face instruction traditionally. But recently, it is becoming a trend that they provide blended learning which combines e-learning and f2f instruction. Therefore, traditional university has been installing the ICT related convenience for the faculty and students to use easily to their classes. The purpose of this study is to develop quality indicators of ICT-related support for proper blended learning in traditional campus-based universities. This indicators are used for measuring the quality of ICT-related services at university level for quality education. To this end, first, we reviewed literature about quality indicators of university evaluation and e-learning. Second,we did case study. We selected and analyzed one university for a case, And we identified what elements are perceived important to faculty for more efficient use of technology to their class. Third, we summarized all this data and established the quality indicators framework of ICT-related components for blended learning in campus-based universities. Then, these indicators were revised after the expert evaluation. And then 10 experts and practitioners scored importance rating. Finally, we sum them up to 17 indicators and 48 sub-indicators in three phases (input, process, output). Among them, e-learning related organization or body, usability of Learning Management System, and quality assessment system got the highest scores. These indicators are supposed to contribute to measure the quality of ICT-related environment for blended learning and to provide informations about what is required for efficient blended learning in the campus-based universities.

This research focused on searching the specialized factors which affect the cyber universities' performance. This research was approached from three perspective of professor, graduation and employment, and brand image to embody the cyber universities' performance. We drew five factors of contents variety, contents quality, practical orientation of contents, lecture presence, and learning management as the Influencing factors of cyber universities' performance. We proved our research model by analyzing 170 questionnaires which were completed by college students who were studying at cyber universities in China. The results of analysis are showed as below: 1) The level of contents variety can affect the cyber universities' performance; higher level gains better outcomes. 2) The level of contents quality can affect the cyber universities' performance; better quality gains better outcomes. 3) The level of practical orientation of contents can affect the cyber universities' performance; the higher the better. 4) The level of lecture presence can affect the cyber universities' performance; the stronger the better. 5) The level of learning management can affect the cyber universities' performance; the higher the better.

This research examines the characteristics of incubating organizations of hi-tech ventures in the information technology industry. In particular, it attempts to investigate incubating conditions under which entrepreneurs obtain their management abilities and market information, locate business partners and prepare the prototypes of their new products. For the empirical test, three incubator organizations, two universities (Seoul National University and Korea Advanced Institute of Science and Technology ) and a government research institute (ETRI: Electronics and Telecommunications Research Institute) are compared in terms of incubating conditions. It is found that two universities are not different in terms of lab members' demographic characteristics and their attitude towards venture creation. However, the entrepreneurial environments of incubator organizations are different between the universities and ETRI. The universities have more favorable environments than ETRI in terms of management know-how or capabilities, while ETRI has more favorable environments than the universities in terms of the information about markets, distribution channels or customers. The results of this study would provide many policy implementations to administrators of incubator organizations as well as government policy-makers in making effective venture-creation policies.

With a remarkable and rapid change of universities in Korea, the role of universities has been changed from a traditional education supplier to a demander. Both the remarkable decrease of the number of entering students and the advent of an open education market are enforcing the universities to be changed. Universities should provide a variety of educational services in accordance with the students' needs. This study is based on the systematical Kuh's model which the educational service quality provide a decision making of alternative plan. This research is purposed to empirically study the effects of educational service quality(circumstance index, input index, participate index, output index) provided by universities on student satisfaction and educational performance(Perceived usefulness, Education Achievement). The results of this research follows; first, circumstance index, input index and output index significantly effect student satisfaction, but participate index does not effect satisfaction. Second, student satisfaction significantly effects on the educational performance.

Following the emergence of a knowledge-based economy, the role of universities in regional development has been re-evaluated through considering localized interactive learning processes. This paper tries to identify the role of universities for regional development and the variables effecting on their localized engagement in regional development. We argues that universities cannot be viewed as a single angle, because the behaviors of a university are influenced by the degree of their independence from regional and national governments. Likewise, the contributions of universities to their regional development can be differential depending on the organizational characteristics of individual universities, the social, political, and economical contexts of a given region and nation, and complex relations between and within universities and other regional stakeholders. These variables can be both the drivers and barriers when each university responds to regional needs. Based on the literature review, we suggest that the explanatory factors of shaping the engagement of universities in regional development can be classified into four categories: the characteristics of individual universities, the national context, the local and regional context, and the policy context.

This research shows the improved methodology which can be applied for universities which want to set up their GHG inventories. In other words, we tried to make guideline in problems due to the unique characteristics of universities. This guideline will help university to deal with the problems they are facing: For example university has less enforcement in operational control compared to the business sector. And it also has various usage of facilities, although these facilities are not maintained by same principal agent. The difference between owner and manager is an another reason for difficulty in setting group organization. The improved and adaptable methods responding to these problems were suggested from this research. The results of this research says the new definition of function for various actors in university for quality control and quality assurance. Because the suggestions made in this research which concerns with criteria for building of universities' GHG inventories were all read by current legislation, there is an anticipation that this can be an official guideline that can be applied to the universities right away.

Based on the 4 principal research-performance criteria in 28 national universities in Korea, both cluster analysis and multidimensional scaling are performed in this paper. We can classify and/or specialize the initially unknown groups into a group of relatively homogeneous universities and then create new groupings without any preconceived notion of what clusters may arise. Furthermore, the level of similarity of individual universities can be visualized on the multidimensional space so that each university is then assigned coordinates in each of the 2 dimensions. Both types and characteristics of each university can be relatively evaluated and be practically exploited for the policy of the university authority through these results.

This article is a part of a doctoral research project on developing the faculty-librarian collaboration model to support learning and research at Vietnamese universities. The findings of this study have crucial significance in drawing a broader view of the importance of faculty-librarian collaboration and the roles of such collaborators at Vietnamese universities. Qualitative methodology was used to formulate related topics and achieve these research objectives. Semi-structured interviews were carried out at four universities in Vietnam with three key informants, including the faculty, librarian, and administrators (dean/vice dean of faculty, director/deputy director of the library). From March to April 2019, researchers conducted 29 interviews with three participant groups. The striking results of this research showed that the faculty and librarians realized the significance of a collaborative relationship and expect that Vietnamese universities will design and deploy a model to boost the effectiveness of this collaboration. Besides this, the study found that the collaborators play certain important roles within the collaborative relationship, for instance, that of reference, coordinator, special lecturer, cooperator, and information user.

In this paper we analyze the Russian national curriculum for training of mathematics teachers at universities published by Russian Ministry of Education. From the document we are able to know the structure of the curriculum, compulsory subjects, and minimum mathematical contents for training mathematics teachers at universities.
