Ruby is one of the most favor colored gem, for beautiful red tone, be high in scarcity value. However, rubies with high quality are produced in restricted regions, such as in Thailand, Sri Lanka, Myanmar, and Tanzania etc., and they have been gradually exhausted by mining for a long period. Therefore, improving qualities of low level rubies with various treatments is arising an alternative way to obtain better rubies. Gemological and mineralogical properties of the natural ruby from Tanzanian were studied with heat treatments. Those characteristics were compared between only heat and adding flux materials under heating. Tanzanian raw rubies were applied a heat treatment ($1,600^{\circ}C$ for 6 hours). However, chromameter and UV-Vis analyses found that a simple heat treatment is inappropriated for the Tanzanian ruby. Although $Cr^{3+}$ containing for red color in the ruby increased with heat treatment, the ruby displays dark medium red because of Fe in the ruby as a form of $Fe_2O_3$. The low transparency after heat treatment is attributed to the recrystallization of $SiO_2$ which has a low melting point. Chromameter confirmed adding Pb-containing flux under heating greatly improves the clarity and color of Tanzanian rubies with micro-fractures and cavities on the surface. EMPA results show that Pb as an additive fills the cavities and cracks on raw Tanzanian rubies during the heat treatment. As a rewult of it, the quality of the Tanzanian ruby raw dramatically improved. These results indicate that the heat treatment with an additive (Pb in this study) is an effective way to obtain better quality of the Tanzanian ruby. Consequently, this study suggests a suitable method to improve the properties of the Tanzanina ruby. The result of this study would provide useful information to upgrade the qualities of similar gem stones such as corundum and sapphire.

Forel-Ule Index (FUI) is an index which classifies the colors of inland and seawater exist in nature into 21 gradesranging from indigo blue to cola brown. FUI has been analyzed in connection with the eutrophication, water quality, and light characteristics of water systems in many studies, and the possibility as a new water quality index which simultaneously contains optical information of water quality parameters has been suggested. In thisstudy, Ocean Colour-Climate Change Initiative (OC-CCI) based 4 km FUI was spatially downscaled to the resolution of 500 m using the Geostationary Ocean Color Imager (GOCI) data and Random Forest (RF) machine learning. Then, the RF-derived FUI was examined in terms of its correlation with various water quality parameters measured in coastal areas and its spatial distribution and seasonal characteristics. The results showed that the RF-derived FUI resulted in higher accuracy (Coefficient of Determination (R2)=0.81, Root Mean Square Error (RMSE)=0.7784) than GOCI-derived FUI estimated by Pitarch's OC-CCI FUI algorithm (R2=0.72, RMSE=0.9708). RF-derived FUI showed a high correlation with five water quality parameters including Total Nitrogen, Total Phosphorus, Chlorophyll-a, Total Suspended Solids, Transparency with the correlation coefficients of 0.87, 0.88, 0.97, 0.65, and -0.98, respectively. The temporal pattern of the RF-derived FUI well reflected the physical relationship with various water quality parameters with a strong seasonality. The research findingssuggested the potential of the high resolution FUI in coastal water quality management in the Korean Peninsula.

From these results, we could mark a turning point to plant the democratic values in the government It is very surprising, but it is fact that there are the estrangement between the high level institutionalization and low level records cultural soil. But after starting new government, things have been going backward. We have experienced the hyper-politicized problem, shrinking governance problem, regressive personnel policies in the National Archives of Korea. 'New Innovation Model' has resulted the shrinking democratic values, and the growing the bureaucratism. At this point of change, it will be meaningful to review the future of records management. First, we should make the more archives to realize the self-control decentralization model. It means that all local governments has the duty to build the archives, and to operate it with a principle of autonomy. Second, We should start the culture movement to build the more archives, the small archives in private sector. Archives are necessary in the NGO, Universities, firms, art, media, etc. And the small archives are necessary in the various communities, which enhance the rights of minority. All these will spread the democratic values in our society. Third, right democracy system should be operated for the political neutrality, independency. This problem is not prohibited within the national archives innovation model. So, we should transfer the powers of government to local government, and we should re-innovate the National Archives Committee will have the role to make the important records management policies. In short, Unless going to forward with the more democratic values, it would go backward 'records management without democracy'.
The year of 2013 is the first year that the new president takes the power and administrates the national affairs. In Korea, when the new president comes, the new administration brings big changes in the politics, economy, and society. The government management style has been changed according to the orientation and styles of the new president. Public records management is a critical and effective business tool to establish and carry out the government policies as well as an essential tool for democracy. Modern democracy is based on good governance. Creation and free use of full and accurate public records makes the good communication between the government and the public possible, and people's participation in the policy-making and surveillance of government activities for public good can work. During the present administration, communication between the president and the people was cutoff and people's participation in the national affairs have been further limited. Furthermore, in the present administration, the public records management was not regarded important, Whatever new administration comes, the year of 2013 is the time for the new administration to realize again the importance of the public records management and put it back to the normal track. Here are the major issues in the public records management to be concerned and resolved; (1) to ensure technological and institutional management of the electronic records in the government and safe transfer of the massive electronic records, (2) to establish an independent national records management and archives authority to be based on good governance, (3) to innovate the public records management in the public agencies including their agency records offices (RMO) and records management systems (RMS) (4) to establish local government archives and document local government policies and activities (5) supporting and promotion for documentation of the total society as a public service (6) expanding employment of professional records managers and archivists in the central and local governments, and standardization of professional competency and certification. In this paper, I will introduce the major issues in the public records management and suggest the policies and solutions that the Korean records professionals considered and discussed. This analysis and suggestions are the outcome of our professional considerations and discussions.
The object artifacts of this study are the iron artifacts owned by the Kyunghee University Central Museum. The surfaces of the iron artifacts are opaque due to the coated materials which are presumed to be paraffin or bee's wax while they are plate-shaped and exist in thickly exfoliated condition caused by severe corrosion developed on the overall surfaces. Therefore, in order to remove the coated materials away from the surfaces of the artifacts rather safely, reversibility tests have been carried out and the conservation treatment was performed upon the basis of and in application of the experimental results. The study methodologies are that: first, the FT-IR analysis was carried out to determine the ingredients of the coating-treated material on the surface; second, by applying various kinds of organic solvents, the kinds of agents that allow the artifact's surface-coating material to be reversible have been identified through experiments; third, the most suitable agent for removing coating material was selected and applied to the real artifacts on the basis of the results of the reversibility tests. Results from the study: first, as a result of the FT-IR analysis, the coating agent used on the artifacts was identified to be of the same ingredients as those of paraffin; second, among organic solvents, xylene, toluene, trichloroethylene and methyl alcohol were identified to be usable for dissolving paraffin whereas toluene was judged to be the most suitable for removing the coating agent; third, when applying the selected agents on the real artifacts, due to the fact that removing the whole paraffin might cause the artifact to disintegrate, the paraffin of only the part that covered the surfaces opaquely was removed using cotton swab or gauze, thus completing the conservation treatment.

The objectives of this study were to characterize long-term annual and seasonal trophic state of Topjeong Reservoir using conventional variables of Trophic State Index (TSI) and to determine the empirical relations between the trophic parameters. For the analysis, we used water quality dataset of 1995$\sim$2007, which is obtained from the Ministry of Environment, Korea and the number of parameters was 9. Annual ambient mean values of TN and TP were 1.78 mg $L^{-1}$ and 0.03 mg $L^{-1}$, respectively and TN : TP ratios averaged 76, indicating that this system was nitrogen-rich hypertrophic, and was probably phosphorus-limitation for algal growth. Therefore, nitrogen varied little with seasons and years, and total phosphorus (TP) varied depending on season and year. Monsoon dilutions of TP occurred in August and monthly fluctuations of suspended solid (SS) was similar to those of chlorophyll-$\alpha$ (CHL). Annual mean values of BOD and $COD_{Mn}$ were 1.61 mg $L^{-1}$ and 4.23 mg $L^{-1}$, respectively and the interannual values were directly influenced by the intensity of annual rainfall. There were no significant differences in the trophic variables between the two sampling sites. Mean values of Trophic State Index (TSI, Carlson, 1977), based on TN, TP, CHL, and SD (Secchi depth), turned out as eutrophic state, except for the TN (hypertrophic). Regression analyses of log-transformed seasonal CHL against TP and TN showed that variation of the CHL was explained 37% by the variation of TP ($R^2$=0.37, p<0.001, r=0.616), but not by TN ($R^2$=0.03, p>0.05). Regression coefficient of $Log_{10}$CHL vs $Log_{10}SD$ was 0.330 (p<0.003, r=0.580), indicating that transparency is regulated by the organic matter in the system. Results, data suggest that one of the ways controlling the eutrophication would be a reduction of phosphorus from the watershed.
The main objective of present study was to evaluate how seasonal rainfall influenced natural habitat conditions of 10 metric habitat variables along with ionic conditions and suspended solids in the Woopo Wetland during August 2002-July 2003. Largest spatial variabilities in total suspended solids (TSS) occurred during the summer monsoon and the inorganic suspended solids (ISS), expressed as a inorganic proportion of total solids, showed linearly increasing trend from the upstream to downstream. This phenomenon was mainly attributed to counter flow of turbid water from the main Nakdong-River. During the flooding, ISS : TSS ratio showed large increases (92%) in the downstream than the upstream (43%). For this reason, transparency declined (mean=0.13 m, range=0.08-0.21 m) largely in the downstream reach and thus, chlorophyll-a concentration showed low values (range: $4.2-8.6\;{\mu}g\;L^{-1}$), indicating a direct influence on primary productivity or algal growth by inorganic turbidity. In the 2nd survey, ISS averaged 4.0 mg $L^{-1}$ (3.3-4.8 mg $L^{-1}$), thus the ISS decreased by 14 fold, compared to the ISS in the 1st survey during the flooding, while organic suspended solids (OSS) values were greater than those of ISS, indicating a dominance of organic solids. This condition was similar to solid contents in the 3rd survey, but showed a large difference compared to the 4th survey during the growing season. Habitat health assessments, based on 10 metric habitat variables, showed that QHEI values were greatest in the growing season (May) than any other seasons and largest spatial variations occurred in the 2nd survey. Overall, dataset suggest that seasonal episodic flooding during the monsoon may largely contribute nutrient cycling and sediment contents in the Woopo Wetland and Topyung Stream.

This paper aimed to analyze the relationship between alga3 bloom patterns and hydrological, limnological data which were collected from major reservoirs in Korea for 8 years (1990${\sim}$1997). Water temperature of river-type reservoirs showed wider seasonal fluctuations than that of lake-type. pH of lake-type reservoirs was low in winter season but high in summer season. In contrast, river-type reservoirs showed high pH in spring and autumn seasons as well, and very low in summer season. COD of lake-type reservoirs and Paldang reservoir was lower (2${\sim}$3 mg/L) than that of Geumgang and Nagdonggang reservoirs (6${\sim}$9 mg/L). Dissolved oxygen (DO) of river-type reservoirs was higher than that of lake-type reservoirs. Seasonal fluctuation pattern of DO saturation in river-type reservoirs was high (80 ${\sim}$100%) and remained relatively constant whereas lake-type reservoirs showed the highest level (93%) in late spring or early summer, which gradually decreased entering winter season(46${\sim}$06%). And monthly variation of DO saturation showed inverse proportion to water volume in lake-type reservoirs. Nutrients concentration in river-type lake is higher than lake-type. Seasonal fluctuation of nutrients (T-N, T-P) in lake-type reservoirs was relatively small than that of river-type reservoirs. Annual mean N/P mass ratio of lake-type reservoirs was higher than that of river-type. Transparency tended to related with the suspended solid concentration in river-type reservoirs. Algal bloom of lake-type and river-type reservoirs occurred at any time except rainfall and winter periods. And it dominated in summer and early autumn, respectively. Algal bloom of river-type reservoirs was higher than that of lake-type. Relationship between rainfall and chlorophyll- a in lake-type reservoirs was relatively high, however river-type reservoirs showed insignificant.
The purpose of this paper is to describe the settling procedures of the investor-state disputes in the FTA Investment Chapter, and to research on the international arbitration system for the settlement of the investor-state disputes under the ICSID Convention and UNCITRAL Arbitration Rules. The UNCTAD reports that the cumulative number of arbitration cases for the investor-state dispute settlement is 290 cases by March 2008. 182 cases of them have been brought before the ICSID, and 80 cases of them have been submitted under the UNCITRAL Arbitration Rules. The ICSID reports that the cumulative 263 cases of investor-state dispute settlement have been brought before the ICSID by March 2008. 136 cases of them have been concluded, but 127 cases of them have been pending up to now. The Chapter 11 Section B of the Korea-U.S. FTA provides for the Investor_State Dispute Settlement. Under the provisions of Section B, the claimant may submit to arbitration a claim that the respondent has breached and obligation under Section A, an investment authorization or an investment agreement and that the claimant has incurred loss or damage by reason of that breach. Provided that six months have elapsed since the events giving rise to the claim, a claimant may submit a claim referred to under the ICSID Convention and the ICSID Rules of Procedure for Arbitration Proceedings; under the ICSID Additional Facility Rules; or under the UNCITRAL Arbitration Rules. The ICSID Convention provides for the jurisdiction of the ICSID(Chapter 2), arbitration(Chapter 3), and replacement and disqualification of arbitrators(Chapter 5) as follows. The jurisdiction of the ICSID shall extend to any legal dispute arising directly out of an investment, between a Contracting State and a national of another Contracting State, which the parties to the dispute consent in writing to submit to the ICSID. Any Contracting State or any national of a Contracting State wishing to institute arbitration proceedings shall address a request to that effect in writing to the Secretary General who shall send a copy of the request to the other party. The tribunal shall consist of a sole arbitrator or any uneven number of arbitrators appointed as the parties shall agree. The tribunal shall be the judge of its own competence. The tribunal shall decide a dispute in accordance with such rules of law as may be agreed by the parties. Any arbitration proceeding shall be conducted in accordance with the provisions of the Convention Section 3 and in accordance with the Arbitration Rules in effect on the date on which the parties consented to arbitration. The award of the tribunal shall be in writing and shall be signed by members of the tribunal who voted for it. The award shall deal with every question submitted to the tribunal, and shall state the reason upon which it is based. Either party may request annulment of the award by an application in writing addressed to the Secretary General on one or more of the grounds under Article 52 of the ICSID Convention. The award shall be binding on the parties and shall not be subject to any appeal or to any other remedy except those provided for in this Convention. Each Contracting State shall recognize an award rendered pursuant to this convention as binding and enforce the pecuniary obligations imposed by that award within its territories as if it were a final judgment of a court in that State. In conclusion, there may be some issues on the international arbitration for the settlement of the investor-state disputes: for example, abuse of litigation, lack of an appeals process, and problem of transparency. Therefore, there have been active discussions to address such issues by the ICSID and UNCITRAL up to now.
Environmental gradients and phytoplankton community were studied on a monthly basis, at 3 stations of Lake Yongdam, from April 2002 March 2004. During July to August, thermocline formed at the depth of about 10 m, but it was lowerd depth, in between 25${\sim}$30 m in October. Monthly variations of the epilimnetic (0${\sim}$5 m) TP concentrations at station 1, 2 and 3 were in the range of $5.1{\sim}36.1\;mg\;P\;{\cdot}\;m^{-3}$, $6.1{\sim}77.7\;mg\;P\;{\cdot}\;m^{-3}$ and $6.7{\sim}47.7\;mg\;P\;{\cdot}\;m^{-3}$ respectively; with higher concentrations at the upstream areas showing. Monthly average of the epilimnetic (0${\sim}$5 m) TN concentration at Station 1 was in the range of $0.88{\sim}1.73\;mg\;N\;{\cdot}\;L^{-1}$, and Station 3 was in the range of $0.94{\sim}2.77\;mg\;N\;{\cdot}\;L^{-1}$, which is higher if compared with the values of station 1. Transparency wa:s in the range of 0.8${\sim}$6.7 m, with lower values at upstream areas and higher at the downstream area. As for phytoplankton, during the winter season, diatoms had high appearance rate; during the spring season, Cyclotella comta, Aulacoseira ambigua f. spiralis, A. granulata and similar diatoms, during spring and summer Ankistrodesmus spiralis, Chodatella subsala, Crucigenia irregularis, Coelastrum cambricum, Scenedesmus ecornis v. ecornis.

회원이 이용계약을 해지하고자 하는 때에는 [가입해지] 메뉴를 이용해 직접 해지해야 합니다.
제 16 조 (서비스 이용제한)
① 당 사이트는 회원이 서비스 이용내용에 있어서 본 약관 제 11조 내용을 위반하거나, 다음 각 호에 해당하는
경우 서비스 이용을 제한할 수 있습니다.
- 2년 이상 서비스를 이용한 적이 없는 경우
- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
