A Study on Analysis of America School Library Standards Sets that the National School Library Standards (미국 학교도서관 기준 관련 문서 「국가수준 학교도서관 기준」 분석 연구)

  • The purpose of this study is to analyze the structure, and contents of the US national school library standards presented in the document National School Library Standards for Learner, Librarian and School Libraries made by AASL, and to provide basic information to refer to the direction and contents of Korean school library standards. AASL's National School Library Standards provide Learner Standards, School Librarian Standards, School Library Standards and Standards Integrated Frameworks that incorporate three previous standards, and emphasize the growth of learners and school librarians' competency by focusing on the educational activities of learners and school librarians. With the physical environment of the school library being somewhat established, it is necessary to establish standards for the educational content and competency of learners and teachers. And it is necessary to pay more attention to the materials including the contents of education.

Comparative analysis of technical standards schemes for each countries (국내외 기술기준 체계의 비교분석 연구)

  • Technical standards is directives for managing telecommunication network and also designing objectives for telecommunication network. The scope of technical standards varies from network environment of each countries but most countries compelled to observe the specified matters in technical standards. Generally, technical standards are the items extracted from national standards that must be followed by network providers. Technical standards is so very important to consist user's right and network operation that it is usually handled by national levels. In this paper, we analyze current status of technical standards for other countries and suggest some expected directions of technical standards schemes for domestic network.

A Study on a Direction of the Development of City on Storm and Flood Risk Safety Standards in Consideration of Resilience (방재력을 고려한 도시의 풍수해 안전기준 개발방향 설정 연구)

  • This study has analyzed city plans and disaster prevention plans from the perspective of resilience and established a direction of the development of city safety standards. The analysis made use of the 5 functions of resilience (5Rs) and foreign cases. As a result of the analysis, the direction of the development of city safety standards was drawn from 4 perspectives at large. First, this study proposed a method of the systematization of the safety standards involved in components within city plans. Second, it suggested a method to strengthening urban resilience abilities in terms of the association between disaster prevention and city plans. Third, it found out components requiring safety standards considering foreign and other standards, and proposed a direction of complementary measures for safety standards. Lastly, it came up with a direction of the development of city safety standards, the necessity of which are required though existing plan criteria did not contain them. This study is significant in that it has defined the ultimate goal of safety a city should pursue as resilience and proposed a direction of the development of related standards.

A Study on the Revision Efficiency of Referenced Specifications/Standards for Raw and Subsidiary Materials in the Field of National Defense (국방분야 인용 원·부자재 규격/표준 개정 효율화 연구)

  • Purpose: The purpose of this study is to research the revision efficiency of the referenced specifications/standards for raw and subsidiary materials in the field of national defense. Methods: Firstly, it was carried out to investigate the all of the Korean military drawings and establish the database for specifications/standards referenced in the field of national defense. Secondly, it was reviewed the validity of referenced specifications/standards of raw and subsidiary materials. Finally, proposal documents were made for invalid referenced specifications/standards of raw and subsidiary materials in order to suggest alternative specifications/standards. Results: All of the specifications/standards referenced in the Korean military drawings were 11,924 kinds and raw and subsidiary specifications/standards were 2,711 kinds. The proposal documents for revision of invalid referenced specifications/standards were suggested and approved by the military procurement standardization committee of DAPA (Defense Acquisition Program Administration). Therefore, the revision process of 472 kinds of referenced specifications/standards and 160,177 papers of the Korean military drawings were finished. Conclusion: Based on the results of this investigation, it could be significantly reduce to administrative costs and efforts through revision of referenced specifications/standards instead of conventional engineering change.

Comparative Study of Groundwater Threshold Values in European Commission and Member States for Improving Management of Groundwater Quality in Korea (국내 지하수 수질관리체계 개선을 위한 유럽 지하수 문턱값 비교)

  • Korean groundwater quality standards were established in 1994, and revised in 2003 and 2010. The substances for which standards have been developed are classified into two groups, general pollutants, 4, and specific pollutants, 15. The standards have been applied to household water use, agriculture, aquaculture, and industrial use. However, there is no systematic methodology for either selecting candidate substances or establishing groundwater standards. We investigated various derivation methodologies for groundwater standards used by the European Commission and 27 member states and compared their methods for determining threshold values. The European Commission presented to their member states groundwater standards for two substances and a list of required substances for derivation of threshold values along with the member states. Interestingly, they first considered national background levels and then considered other criteria for water protection, such as drinking water standards, environmental quality standards, and irrigation standards. We suggest that Korean background levels in groundwater should be included in the methodology for establishing groundwater quality standards. These results may be useful in developing a systematic methodology for establishing Korean groundwater quality standards.

Research and Development of Achievement and Assessment Standards for School Mathematics Based on the 7th National Curriculum (수학과 성취기준과 평가기준 및 예시 평가도구 개발 연구 -국민공통교육기간을 중심으로-)

  • In this study, on the basis of the seventh national mathematics curriculum, the achievement standards were developed to specify the objectives and contents of teaching-learning and the assessment standards were also developed to differentiate students' levels of achievement at school mathematics. The achievement standards were developed on the following guidelines; 1) to present the minimum standards based on the national curriculum, 2) to develop the standards based on the order of curriculum, 3) to suggest the minimum but ultimate achievement target, 4) to comprise not only of the intellectual but also of psychological spheres such as knowledge, function, attitude, aptitude, etc., and 5) to suggest the standards comprehensively and concretely. The standards were developed on the basis of the middle areas of contents of the curriculum in order not to be too comprehensive, nor to be too detailed. Learning activities, on the other hand, were provided for the assistance of instructions with emphasis on creativity rather than on the routine instruction. The assessment standards were established based on the following principles; 1) to establish the assessment methods, contents, and situations which are to be used for assessment, 2) to establish the criteria of classifying the assessed into the upper, intermediate and lower levels, 3) to develop the assessment standards in a proportionate balance to achievement standards, 4) to establish the intermediate level as a standard, and 5) to establish the minimum level in the contents, concepts, values and attitudes of basic learning. This study also suggested the exemplary test items including short-answer and open-ended questions while putting emphasis on students' real performance to increase their ability in solving problems rather than in calculating. In addition to the test items, it introduced the grading system developed to grade the items with concrete guidelines and to report students' achievement on doing mathematics.

Advanced Lubricants for Heat Engines

  • An advanced liquid lubricants for heat engines has been developed and tested successfully in a prototype engine. The lubricant possesses superior oxidation stability and high temperature stability and is capable of surviving for a minimum of three minutes at 425$^{\circ}$C (800$^{\circ}$C) at the ring zone and maintains stability at an oil sump temperature of 171$^{\circ}$C. The lubricant has been evaluated by the Cummins Engine Co. Out of a field of several dozens of lubricant, six lubricant was selected for a prototype 200 hours endurance testing. The NIST lubricant was one of the two lubricants that successfully finished the endurance testing. This paper describes the key lubricant considerations including oxidation and thermal stability, volatility, deposit control. The engine test conditions and the results will be presented.

Data Standardization for Research Ocean-Data Management and Standard Proposal of Physical Oceanographic Data (연구사업 해양자료 관리를 위한 표준화와 해양물리자료 표준(안))

  • Standardization work for the ocean data produced by a variety of national oceanographic research projects was conducted in order to establish a national ocean data sharing system. For this work, we first prepared standard proposals for the national research ocean data by reviewing and analyzing of existing international and domestic ocean-data standards. The proposed standards were reviewed and revised by experts in the field of oceanography and academic societies for documentation. The 125-page technical report on the standards of 25 data items was prepared as an output of this research work, which is available free of charge for the public and interested parties. This paper explains the proposed standards of metadata and codes regarding the common properties of all the oceanographic data items. Especially, the standards for the metadata, codes and data formats of 4 physical data items were described in detail. In order to be adopted as the national standards for ocean data, however, the standards suggested here require further development and/or modification based on additional reviews of and ample feedbacks from the relevant academic and technical communities.
