A Study on the Estimation of Service Level for National Fishing Harbour Breakwater Lighthouse Based on the Traffic Volume (통항량 기반의 국가어항 방파제등대 서비스수준 추정 연구)

  • National fishing harbour is as a refuge for fishing boats and a breakwater lighthouse is installed as a functional facility in consideration of harbour identification and the safety of passing vessels. In this study, the service level of breakwater lighthouse (234 units) was estimated based on the traffic volume of 105 national fishing harbour. For this purpose, the evaluation items were determined, the fishing harbour standard index was calculated (Fs=1), the proximity of fishing harbour was identified and the function (service level) of the breakwater lighthouse was estimated in the following order. However, national fishing harbour differed in size, traffic volume and fishing vessel capacity. Therefore, 105 national fishing harbour were divided into three groups through cluster analysis. The cluster analysis was based on the service level factors of the breakwater lighthouse, such as the number of weeding fishing vessels, tonnage of fishing vessels, the number of incoming and outgoing vessels per year, and fishing vessel capacity. As a result of the estimation, the service level of the breakwater lighthouse (light tower height, visual height, visual range, interval) was 10.50m, 16.50m, 7.00mile, 5.5sec for group 1, and 10.67m, 16.16m, 8.33mile, and 6.0sec for group 2, The three groups are 11.53m, 16.75m, 6.75mile and 5.0sec. The results of this study can be used as useful basic data for improving the service level of traffic vessels when a breakwater lighthouse is built in a fishing harbour in the future.

  • The purpose of this research is to develop the design/control method that can be used for the improvement of harbour tranquility and water quality of fishing ports. For this end, firstly, the hydraulic environmental characteristics of fishing ports in the coastal waters of the Korean Peninsula are analysed and discussed combined with disasters of facilities and vessels in the ports. Secondly the problems of water quality control is pointed out considered with the improvement measures of harbour tranquility such as the methods of lengthen of main breakwaters and construction of wave absorbing structures. Finally, the control characteristics of composite functions of water quality and tranquility of fishing port are discussed and the improved control method si proposed using the experimental results for the various measures. The proposed measure is proved to be a applicable method to improve these two main functions on the design of fishing port.

The Study on the Analysis of Marine Accidents and Preventive Measures (해양사고의 분석과 방지대책에 관한 연구)

  • I have been analyzed the marine accidents during 10years(1992~2001) based on the maritime inquire court decision, the results were as follows: 1. The rate of accident occuring were showed fishing boat(69.9%), freighter(12.3%), tanker(4.3%), tug boat(3.8%), passenger boat(2.1%) by the usage. 2. The marine accident had been showed operational fault(67.3%), mishandling of engine equipment(21.7%), meteorological condition, etc(11%) by the reason, most accidents had been occured by the operator fault and rack of experience. 3. The marine accidents had been showed damage of hull and engine(27.5%), collision(24%), foundering(11.3%), fire(3.9%), agrounding(10%), by the kind of accidents. 4. The accidents had been occured (74.6%) at the coastal sea, harbour and (25.4%) at the open sea by the sectors. The accidents of the vessel less than 500ton were much increased (54.3%) also, The accidents were much occured at the time between 0400~0800 hours by the time.

Jeju Shinyang Fishing Port Remodeling Plan Utilizing Marine Tourism Resources (해양관광자원을 활용한 제주 신양항 리모델링 계획)

  • The fishing port was once the foothold of production as well as the stronghold of communities but with the declining of the fishing industry, ports became abandoned space. Jeju Special Self-Governing Province has continued its effort to vitalize marine tourism since 2010. Shinyang Port in particular is designated as a Prearranged Marina Port Development Zone, and planning for the Jeju Ocean Marina City project is underway. Nevertheless, fishing port remodeling projects implemented on Jeju so far have focused only on civil engineering such as renovating old facilities. In addition, most Marina Port Development Projects have been irrelevant to local communities. Leading projects by the local government mostly suffer from a lack of funding, which results in the renovation of old facilities and improper maintenance, while private sector investment projects do not lead to benefit sharing with the community. Shinyang Port, also renovated in 2008, ended up with outer breakwater extension construction that neither solved the fundamental problem of the site nor gave benefits to residents. To arrange a way to solve problems for civil engineering focused development project, improper maintenance, and benefit sharing with community, first, this study proposes a development plan that connects with the outlying areas near the ports. The plan reflects existing topography, Jeju traditional stonewalls, narrow paths on the master plan and programs by reading the regional context. In this way, this paper suggests a space development plan reflecting the local landscape and characteristic factors. Second, it satisfies various needs by using existing and new Marine Tourism Resources. Third, it examines sustainable operation and management measures through residents' participation. The proposal is significant in two key ways: it is a fresh attempt at connecting the fishing port with its outlying areas from a landscape perspective; and it considers environmental, social, economic issues, and suggests participation for local communities. Thus, the model can be used in future fishing-port remodeling plans for revitalizing unused space, including invaluable traditional landscapes, and for boosting the marine-leisure industry.

  • This paper analyzes the current status, characteristics, and problems of coastal reclamation in Korea and suggests effective management approaches. Reclamation is concentrated from the West Sea to the South Sea. In the 1980s and 1990s, most projects were intended for agricultural use, whereas in recent years reclamation for industrial and harbour sites(e.g., ship-building) have been increasing. The continuous onslaught of reclamation and development projects threatens the coastal environment, especially tidal flats and fishing areas, and fishery production has been reduced in some areas. The largest tidal flats have been used for dumping sites of dredged coastal sediments, urban development projects, and industrial complex composition. Thus, it is necessary to assess current policy using top-down approaches after establishing appropriate directions and standards for coastal management. Both short-term development profits and long-term conservation should be considered when attempting to balance development and conservation. In addition, improvements of marine environmental impact assessment and in the legal system are necessary.

Study on the Fairway Used by Coastal Passenger Ship at Mokpo Port (목포항 입출항 연안여객선의 이용 항로에 관한 고찰)

  • The port of Mokpo operates the largest number of coastal passenger ships and routes in Korea. These coastal passenger ships pass through narrow channels in the south-west coast of Korea owing to the geographical effect. It is difficult to find a research for the safety of the marine traffic environment in the narrow channel used by coastal passenger ship. Therefore, in this study, the navigation safety of the target coastal passenger ship was analyzed in the narrow channel near the port of Mokpo using the Korea design standard for port and harbour facilities. As a result of the analysis, the width of the narrow channel between Maek-island and Dali-island is narrower than 1.5 times of the target ship's length over all, the degree of curvature of the narrow channel exceeds the standard value of 30°, and several fishing gears exist near the narrow channel. Finally, the following were suggested to improve the safety of navigation on the narrow channel: keeping one-way traffic during the day-time, and navigating through the designated fairway during night·visibility restriction·low tide.
