There are two kinds of design process for sprinkler system. one is pipe schedule system and the other is hydraulically designed system. We have inefficient results when we design by hydraulically designed system because the design process for sprinkler system is restricted by domestic fire code. Therefore, it is essential to do an introduction of hydraulically designed system which is based on engineering for enhancing reliability and efficiency of sprinkler system. This study presents points at issue by comparing and studying design standards of sprinkler system from Korea, Japan and NFPA, and presents improvement plans of national fire safety code of sprinkler system by processing, comparing and analyzing designs according to piping schedule and hydraulically designed system about domestic objects. Installation standards of sprinkler system have to be applied not by object buildings but by hazard classification. It is hard to design an efficient sprinkler system for fire control when water supply requirement of sprinkler systems allocated according to a size of a building because the same purpose but other buildings may request more water requirement or less. We should sublate the pipe schedule system from national fire safety code and need to introduce the hydraulically designed system. The pipe schedule system presents easy access because it is based on the forecasted engineering calculations but it is applied to only small buildings like NFPA due to its low reliability.
In the past two decades, researchers from different countries have conducted series of experimental and theoretical studies to investigate the behaviour of structures in fire. Many new insights, data and calculation methods have been reported, which form the basis for modern interdisciplinary structural fire engineering. Some of those methods are now adopted in quantitative performance-based codes and have been migrated into practice. Mainly based on the achievements in structural fire research at China, the Chinese national code for fire safety of steel structures in buildings has been drafted and approved, and will be released in this year. The code is developed to prevent steel structures subjected to fire from collapsing, ensure safe evacuation of building occupants, and reduce the cost for repairing the damages of the structure caused by fire. This paper presents the main contents of the code, which includes the fire duration requirements of structural components, fundamental requirements on fire safety design of steel components, temperature increasing of atmosphere and structural components in fire, loading effect and capacity of various components in fire, and procedure for fire-resistant check and design of steel components. The analytical approaches employed in the code and their validation works are also presented.
Contrast a general building high rise buildings itself has a kind of risk. In this study, the risk of a number of high rise buildings have fire fighting safety management of the particular risks associated with looking for ways to minimize focused. Issues include self fire protection. disaster management, building code and fire code of the mismatch, such as fire protection facilities aspects are explained in terms of three kinds, and for it to take steps in the direction suggested an alternative for high rise buildings. Although differences of opinion between departments will not be easy to fire fighting and building codes regarding conflicts of codes above all require immediate resolution, and high rise buildings to create a standard for effective risk management manual countermeasures will also be ensured.
In this study, supervision resides fire mission against problems associated with case studies and surveys done through the side of the field work, technical personnel, fire management, including fire code aspects classified into three kinds of items dealt with the issue. Started at the scene of the problem in terms of performance, the issue of the construction process, mainly dealt with the issue at the time of completion. Fire management side, supervisor of technical personnel, human resources management issues, contract issues, fire code level, the frequent revisions of fire regulations, supervision, processing delays of the resulting report, the problem resides with the expansion of Fire Supervision target was mentioned. Finally, the target for each hierarchical supervision, and resident supervisor of the need for supervision of work performance test was carried out by the correlation.
본 논문에서는 스프링클러설비가 설치된 대상물에서의 화재발생 시 인명피해 발생통계를 통하여 화재안전기준 요소의 성능을 분석하고 국내 화재안전기준 요소와 미국의 NFPA 13의 기준과의 비교를 통하여 성능을 분석함으로써 합리적이고 공학적인 화재안전기준 제정으로 인명 및 재산피해를 감소시킬 수 있는 개선방안에 대하여 연구하였다. 미국의 경우 스프링클러설비가 설치된 경우가 설치되지 않은 경우에 비하여 화재 당 사망률이 83 % 정도 낮았으나 국내의 경우 280 % 정도로 미국의 경우보다 3.37 배 높았다. 이와 같은 소화성능의 결여는 일률적인 용도분류, 화재하중을 고려하지 않은 수원의 양, 살수밀도를 고려하지 않은 기준개수 및 수평거리에 따른 스프링클러설비의 설치가 그 원인으로 분석되었다.
In this study, combustion and smoke release characteristics of a non-class 1E cable for nuclear power plants were investigated according to aging period. The aging was reproduced through an accelerated aging method for interval of 10 years :10, 20, 30 and 40 year, which was applied the Arrhenius equation. The cable was subjected to accelerated aging. In order to understand combustion and smoke release characteristics, the cone calorimeter test was performed according to the standard code of KS F ISO 5660-1. Heat release rate, mass loss rate, average rate of heat emission and smoke production rate were examined through cone calorimeter test. Fire performance index, fire growth index and smoke factor were derived from test results for the comparison of quantitative fire risk. When comparing the fire performance index and the fire growth index, the early fire risk tends to decrease as aging progresses, which might be attributed from the fact that the volatile substances of cables were evaporated. However, when comparing the heat release rate, average rate of heat emission and mass loss rate, which represent the mid and late periods of the fire risk, the values of accelerated aging cables were much higher than those of non-aged cable, which signifies the unstable formation of the char layer resulted in the change in the performance of flame retardants. In addition, the results from the smoke characteristics show that the accelerated aging cables were lager than the non-aged cables in terms of overall fire risk. These results can be used as baseline data when assessing fire risk of cables and establishing fire safety code for nuclear power plants.
화재안전기준은 소방시설법 시행령 별표1에서 규정하고 있는 소방시설에 대한 설치방법 및 기술적 기준을 규정한 것으로 공공의 안전확보와 화재예방을 위한 근간으로서 그 역할을 수행하여왔다. 그러나 현행의 화재안전기준은 성능 기준과 기술기준이 혼재되어있는 형태로 장기간의 개정 절차와 제도적인 경직성으로 인해 기준의 제·개정이 신속하게 진행되기 어렵다. 또한, 기준을 제·개정하고 유지관리 할 수 있는 전문적 상임 독립기구의 부재로 인해 전문성 유지에 한계가 있으며 그 외에도 총의(總意)성, 공개성, 일관성이 결여되는 문제가 있다. 따라서, 이러한 문제점을 극복하기 위해 본 연구에서는 화재안전기준의 변천 및 운영 현황, 법적 성질 및 법적 현황 그리고 제·개정 시의 문제점을 살펴보고 국내·외 유사 기술기준의 운영사례를 비교 분석하여 화재안전기준의 제·개정 시스템을 개선하고자 하였다. 이것을 나타내면 다음과 같다. 첫째, (현(現))국가화재안전기준을 법적 성능 기준과 기술적 세부기준인 기술기준으로 분류한다. 둘째, 기술기준의 제·개정 주체를 기존의 국가에서 민간으로 이양시킨다. 셋째, 기술기준을 사용자 중심의 코드 시스템으로 정비하는 것이다.
The purpose of this study is to suggest new safety code to improve the safety of the flare safety system. Firstly, we analyzed the major accidents occurred at the flare system since 1996 and proposed 3 articles which is required to be added newly to the existing KOSHA code. Secondly, we also performed the HAZOP study for each study node and also suggested 5 articles. Finally, we analyzed the commented contents of PSM reports which have been submitted from the enterprise located in Honam province since 2005 and proposed 5 articles as well. We understand that all 13 articles proposed above, should be added to the KOSHA code in order to improve the safety in the flare system and to prevent the major fire and explosion accidents in the design stage.
The people who are in the noise factory are difficult to hear and recognize about fire and to evacuate quickly when a fire occurs. This study was conducted to analyze workplace's background noise of 31 factories in Incheon and to know the workplace noise level comparing to fire alarm sound level. The measured average noise level was 96.8dB(A). Noise level of measured result was exceeded as 6.8dB(A) comparing to NFSC (National Fire Safety Code) noise level of 90dB. NFPA suggests that when background noise exceeds 85dB or more than that, other methods should be considered to know alarm sound. Also fire alarm sound should exceed more than 15dB(A) comparing to background noise level. Therefore it was concluded that the design of the fire alarm systems should not be applied to the workplace without considering background noise and it needs to be improved with regulations and the systems.
This study investigates fire-retardant performances and combustion/thermal characteristics of fire-retardant treated wood by comparing them with those of fire-retardant untreated wood from the expreimental resutls of cone calorimeter and thermo-gravimetric(TG) analyzer. Hazardousness of combustion product gases for fire-retardant treated wood and untreasted wood were also observed from the results of internal finish material incombustibility test according to the Korea standard code of KS F 2271. In this study, we also tried to improve the fire retardant performance of wood by applying fire-retardant chemical composites, and to secure the fire safety performance in buildings. Red pine (Pinus densiflora) was selected as a test specimen because it is mostly used as a building material in Korea. Fire retardant chemical composites (FRCs) were prepared by mixing boron, phosphorous, and nitrogen species and treated by press-impregnation method. Water-based FRCs were composed of 3% boric acid($H_3BO_3$), 3% borax decahydrate($Na_2B_4O_7$), 8% ammonium carbonate($(NH_4)_2CO_3$), diammonium phosphate ($(NH_4)_2HPO_4$) varied from 10-30% and potassium carbonate($K_2CO_3$) varied from 10-30%. From the test results of cone calorimeter, TG analysis and gas hazard assessments, newly proposed were the optimal composition and production methods of FRCs which can sufficiently meet fire-retardant level 3 based on Korea law of construction. Thus, the FRCs, developed in this study, are anticipated to contribute to the improvement of fire safety and widespread of usage in wood as building materials.
