  • The main purpose of the study is to determine the key aspects of the public-private partnership system in the context of the economic development of the state. At first glance, the mutually exclusive interests of the state and business do not contribute to the development of common and agreed development goals. At the same time, ignoring the versatility of interests and the aggravation of the discussion regarding the two sides under consideration, the study of the theoretical foundations of the interaction between the public and private sectors of the economy allows us to draw the following conclusion: world economic theory from classical political economy to new institutionalism has a clear structured position on the ancient historical depth of existence of the form of partnerships Based on the results of the study, the main elements of the public-private partnership system in the context of the economic development of the state were identified.

  • A balanced regional development has a great meaning of economics in the fact that the People could enjoy the equal level of lift everywhere in the country by reducing the income disparity and economic productivity between regions, however as the our country was given Preponderance of economical power and development to the metropolitan area centering around Seoul due to a factor of politics, social structure as well as a national economic policy centering around a rapid economic growth, the unbalanced regional growth gave rise to great hindrance to a national development. Especially, the unbalanced 9rowth between regions gave rise to a sense of alienation to a citizen in a special region as well as a distortion of an effective resources distribution. therefore it was deepen a social discord to hinder the unity of the people due to always coming to involve social ,political affairs. The major contents of this study is to clarify relations between the economic growth and the balanced regional development to form a concept of a national development, and this thesis made disparities in population and convenient facilities between regions through change of convenient facilities of life, economic growth, and population between regions an analytic object to concrete the studies. Also, this thesis made a whole countw land an analytic object of spatial sphere. and it made a unit of ten years when the five-year economic development plan was achieved from the year 1962 to 2001 an otject of the time range of studies.

  • The article considers the features of the organizational-economic mechanism of attracting investment resources in the innovative development of regions in terms of sustainable development. Factors influencing the investment activity of regions in terms of sustainable development, including: institutional structure, intellectual capital, level of innovation infrastructure, business development, financial and credit component, level of human resources development, information environment, production development, environmental component. Factors influencing the attraction of investment resources in the regions are identified. The dynamics of changes in the volume of capital investments and foreign direct investment in Ukraine is analyzed. The regional features of the distribution of capital investments in the conditions of sustainable development are revealed. The essence of the main principles on the basis of which the organizational - economic mechanism of attraction of investment resources in innovative development of regions in the conditions of sustainable development should be formed is analyzed. A set of measures to regulate the investment processes of the regions has been identified. The mechanism of attraction of investment resources in innovative development of regions in the conditions of sustainable development is outlined. The results of activity of separate Agencies of regional development for 2020 in the direction of investment and innovation activity and increase of level of investment attractiveness of regions are analyzed. Important prerequisites for the effective implementation of the organizational-economic mechanism for attracting investment resources in the innovative development of regions in terms of sustainable development are identified. The main directions of directing the efforts of the organizational-economic mechanism to ensure the attraction of investment resources in the innovative development of regions in the context of increasing the level of investment activity in the regional aspect are substantiated.

  • Railway R&D technology development projects for the economic value of technology development does not mention the estimated economic impact on future policies must reflect the issues that are raised.   • The main purpose of the article is to analyze the system of digital management of labor resources in the context of ensuring personnel security and economic development. In the context of the digital transformation of the economy, much attention is paid to the creation of an innovative personnel management system, as the competition between organizations is intensifying, the victory in which guarantees greater economic benefits. Based on the results of the study, the features and key aspects of the digital management system of the enterprise's labor resources were characterized in the context of ensuring personnel security and economic development. Further research will include consideration of the practical aspects of the digital management system of the enterprise's labor resources.

  • At the present stage of the world economic development, a new economic system is being formed, in which non-economic values, in particular environmental and social parameters, have become widespread. A new vision of economic activity is being formed, which acquires the qualities of Smart-economy. The purpose of this paper is reveal the features of managing the development of smart cities as specific entities of the Smart-economy. New functions of economic entities are formed within the framework of the Smart-economy concept, while their role and weight in the localities' activity or formation have changed. Determining that the key trends in the Smart-economy development are such as digitalization, greening, socialization, institutionalization, and urbanization, this is necessary to note that all these trends are most active in the formation of urban ecosystems. These trends are determined by the general population growth and the urban population growth, which requires considerable attention to planning each city's development itself. Such planning could ensure the comfort of living for all its inhabitants, quality, safe, and modern life.   • This study aims to explore the theoretical concepts of inclusive development in relation to the spatial context, assessment the disparities in the social and economic development of the regions of Kazakhstan and substantiate the main mechanisms for overcoming them. In this research, authors propose the methodological tools for presenting a standard form of evaluation of social and economic development in the regions of Kazakhstan. In this study used methods, which based on measuring disproportions between the levels of economic and social development of the regions, as well as disproportions between the republican and regional levels. According to the author's methodological approach, complex and integral indexes have calculated over the period 2012-2017 for a number of indicators adapted to the conditions of Kazakhstan. The calculated indexes proposed to use as instruments for measuring the level of the social and economic development. In addition, according the obtained indexes and the results of their ranking can be the basis for the development of regional programs and management decisions. This will improve the targeted support of the population in backward regions in order to ensure inclusive development and improve the quality of life of the population.

  • The article examines the formation of a competitive paradigm of economic security of industrial enterprises in the formation of a circular economy. The basic laws of industrial enterprises are formed, which determined the characteristics of competitive positions and threats. The basic competitive concepts and their application at maintenance of economic safety of the industrial enterprises in the conditions of formation of circular economy are described. Thus, the technological approach to the formation of a competitive paradigm is based on production technologies, opportunities for technological modernization and development of infrastructure and intellectual competencies. The institutional concept reveals the regulatory mechanisms for ensuring competitiveness through the protectionism of national industrial enterprises, standardization and regulation of market imbalances. The innovation-investment approach within the competitive paradigm is also manifested in the creation of competitive advantages due to the presence of active innovative developments and their commercialization, knowledge and competencies of staff, capitalization of intelligence and communications, constant updating of infrastructure and technologies. Collectively, innovation and investment effects on the level of economic security allow industrial enterprises to ensure resilience to increasing competition, the emergence of new market challenges in the formation of a circular economy. A strategic approach to the application of a competitive paradigm to ensure the economic security of industrial enterprises allows you to justify the prospects for development and design behavioral models to predict and assess potential threats. The concept of system management is based on the complexity of threat analysis, the integrity of the economic security system, system-forming functions and patterns of implementation of industrial development tasks in the formation of a circular economy. The application of the described concepts is formalized by the authors through the definition of the basic patterns, directions and characteristics of their impact on the elements of the security system of industrial enterprises in the formation of a circular economy.

  • The study develops methodological aspects for modeling the determining impact of modernization on the enterprise's economic security in development competitive conditions using the model of speed, stability and spaciousness of modernization. Modeling the determining impact of modernization on the enterprise's economic security in a competitive conditions involves: firstly, the formation of estimated modeling indicators in accordance with the speed, stability and spaciousness of the enterprise's modernization; secondly, establishing the weight of indicators in the assessment system using the tools of cognitive judgment; thirdly, the establishment of reference values of sound evaluation indicators; fourthly, the calculations of the integrated impact assessment of the modernization's determining impact modeling on the enterprise's ensuring economic security in a competitive conditions; fifthly, conducting calculations and analytical summarization of the results. To determine a comprehensive integrated indicator of the modernization changes impact on the competitiveness and economic security of enterprises, we use the correlation method of the calculated value with the reference value, as well as use weights for groups of calculations. Approbation of modeling of determining influence of modernization on maintenance of economic safety of the enterprise in competitive conditions of development by authors was carried out concerning such enterprises, as: JSC "Ukrzaliznytsia", SE "Ukraerorukh", SE IA "Boryspil", SE "Ukrposhta", KP "Kyivpastrans".

  • The article examines the economic essence and approaches to determining the efficiency of the enterprise. The author in the study considers the effectiveness and from the standpoint of qualitative analysis of the effectiveness of change and implementation of enterprise development goals. It is established that the tool for ensuring qualitative impacts on the efficiency of the enterprise is the innovative development of the economic space of the enterprise. The article considers the dominant innovations that have influenced the means and methods of production. An organizational and economic mechanism has been recommended to coordinate the costs of innovation activities in order to ensure the efficiency of enterprises. The object of management in the organizational and economic mechanism is the innovation process in the enterprise: from the design of strategic goals of innovation, search and commercialization of innovations, to building and implementing innovation potential. The efficiency of the enterprise under the condition of realization of innovative potential will be characterized by steady competitive advantages and strategically-oriented behavior in the market.
