In the article, the authors investigate the economic security system in the conditions of the powers transformation. It is substantiated that economic security acts as a certain system that includes components and at the same time acts as a subsystem of the highest order. It is determined that the economic security system of regions acting as a system has its subsystems, which include: production, financial, environmental, innovation, investment and social subsystems. The parameters of the economic security system include relative economic independence, economic stability and self-development of economic systems, and it is proved that an important feature of economic security in addition to its systemic nature is multi-vector. It is substantiated that the monitoring of ensuring the economic security system of the development of economic systems of different levels in the conditions of the powers transformation should contain the analysis of social, economic and ecological development of regions; spheres of possible dangers of the development of regional economic systems; the nature of the threats; the degree of the possibility of threats; time perspective of economic development threats; possible consequences of losses for economic entities; the impact of threats to the object of the economic entities' activity; possible asymmetry of economic development of regional economic entities. Possible threats as a consequence of the powers transformation have been identified. A PEST analysis of the impact of factors of different nature on economic security and the development of regional economic systems in the powers transformation is carried out. A recurrent ratio is proposed for the economic security system in the conditions of the powers transformation.

It is important to understand what affects community satisfaction. Because community impacts and participation is a central aspect of fostering local community development, it is important to understand how these processes occur. The study aims to identify the factors influencing community satisfaction and to examine the moderating effects of community participation between community perceived impacts and community satisfaction. Data were collected from 328 usable questionnaires among community residents participating rural development projects in Buyeo and Chungyang county, Chungnam province. Results of a factor analysis yielded four dimensions of community perceived impacts which were negative socio-economic impacts, positive economic impacts, positive environmental impacts, and positive social impacts. Hierarchical regression analysis revealed that negative socio-economic impacts, positive economic impacts, and positive environmental impacts affected significantly for community satisfaction. it reveals that there are moderating effects on community participation of negative socio-economic impacts and positive economic impacts. It was suggested that negative socio-economic impacts, positive economic impacts, and community participation should be considered to implement rural development projects and its policy decision making.

The main purpose of the article is to study the key aspects of the use of modern technologies to ensure economic security in the context of achieving high efficiency of public administration.The economic security of the country is a multi-level system, the structure of which is determined by the peculiarities of the structure and key development priorities both in the regional aspect and nationally. The fundamental role of economic security is realized through a set of goals and objectives that are achieved in the process of ensuring it, among the main ones is the effective, dynamic and progressive development of the economy, which is impossible without the development of innovations. The essence of ensuring economic security from the standpoint of innovative development lies in the development of innovations that can increase the level of competitiveness of the state-level economic system, which necessitated an analysis of the conditions and dynamics of innovation development. As a result of the study, the basic aspects of the implementation of modern technologies were analyzed in the context of achieving high efficiency in public administration.

The purpose of the article is to analyze the functioning of economic systems in the context of the development of their potential in a circular economy. It is determined that the functioning of economic systems to ensure their sustainability should meet modern challenges and provide for the formation of competitive institutional architecture, the introduction of structural and regulatory innovations, the transition to an innovative model of development. The specific principles of functioning of economic systems include openness, nonlinearity, multivectority, dynamism, emergence, uncertainty about the development of economic processes. It is substantiated that the linear nature of development and equilibrium are not dominant in the functioning of economic systems, and increasing the level of economic efficiency should go hand in hand with minimizing the activities of enterprises, which necessitates the use of circular economy. The main prerequisites for the transition to a circular economy are analyzed. It is determined that the basic concept of the circular economy involves the development of a system of production and consumption, which is based on processing, reuse, repair, product sharing, change of consumption patterns and new business models and systems. The main elements of the circular economy include: a closed cycle, the use of renewable energy sources, systems thinking. The correlation of the principles of sustainable development and the peculiarities of the application of the circular economy is analyzed. It is determined that the circular economy contrasts with the traditional linear economic model, which is based on the model of "take-do-consume-throw away". The advantages and disadvantages due to the use of the principles of circular economy are given. Based on the study, steps are identified to accelerate the transition from a linear economy to a circular economy.

The main purpose of this study is to substantiate the theoretical and methodological foundations of the organizational and economic mechanism of development of the agro-industrial complex in modern conditions. Organizational and economic mechanism is presented as a complex organizational structure of the system type, which is aimed at performing specific functions, the characteristic feature of which is the constant support of process changes without which the organizational and economic mechanism can not exist. There are four components of the agro-industrial complex, represented by agriculture and the national economy, which ensure its operation, including industry, processing of agricultural products, its storage and transportation, sale and repair and maintenance of agricultural machinery and more. It is proved that the organizational and economic mechanism of development of agro-industrial complex in modern conditions it is expedient to consider: from the point of view of system and process approaches; as a set of economic levers and organizational measures to influence the agro-industrial complex; constituent components of organizational influence on the development of the complex; a set of components, elements that are integrated into the system of economic relations of the subjects of the agro-industrial complex; a set of purposeful stimulators of agro-industrial complex development. The functions of the organizational component of the mechanism of agro-industrial complex include: redistributive, planning, interaction, control, integration and regulatory functions, the functions of the economic component include consumer, investment and innovation, social, incentive, monitoring functions of the mechanism. The symbiosis of the functions of organizational and economic components ensure the effectiveness of the organizational and economic mechanism of the organizational and economic mechanism through its functionalities as a whole.

The article identifies areas for effective management of innovative development. The competitiveness of the economy in the context of European integration and economic security is assessed. The level of innovative economy of some countries of the world is analyzed. The issue of attracting foreign investors to stimulate innovative production in Ukraine is raised. It is identified the need for the formation of an updated state policy capable of providing innovative development and improving the competitive position of the state in international rankings. The main purpose of the study is to determine the main aspects of the introduction of modern management technologies into the security system in the context of socio-economic development and digitalization of the economy. Digital technologies in the regional sector of public administration are the basis for its reform and a potential example for the whole country on how to use the benefits of the "digital" world. The synergistic potential of social, mobile, "cloud" technologies, as well as data analysis technologies and the "Internet of Things" can collectively lead to transformational changes in public administration and in general, that is, make the use of digital technologies for the economic development of the region in the system of digitalization of public administration effective, reactive and valuable. Thus, the purpose of the study is to identify modern prospects and realities of the development of digital technologies for the economic development of the region in the system of digitalization of public administration.
