Standards Registry for Data and Metadata on Earthquake and Volcanic Disaster- Strategies and Directions in Implementation: Implications for Geomorphological Studies (지진 화산 재해 관련 데이터 및 메타데이터 표준 등록소의 개발 방향과 과제: 지형조사 분야에 대한 시사)

  • Earthquakes and volcanic information can vary in type and extent, from raw data to processed data. In order to be able to analyzed and modeled, information needs to be opened in any formats and provided with metadata from the Korea Meteorological Agency and related data production organizations. We propose the metadata and data registry related to volcanic disasters in a form that can be used in conjunction with the Korea Meteorological Administration system that manages earthquake and volcanic data in Korea. The standard registry refers to a virtual system that checks the standards developed for over 20 years in the field of geographic information and receives information registration to grasp the location of geographical features. It is not only data from natural disasters such as earthquakes and volcanoes, but also national environmental survey results, and the cooperation system with other organizations dealing with national land information is also important, so a registry that creates and operates standards is necessary. Therefore, creating and operating the standard registry is necessary and expected to contribute to academic openness and data-driven policy.

Countermeasure against Fire Disaster in Regional Heritage Villages on the Concept of ICT-Based Disaster Prevention Design

  • Many severe earthquakes have occurred along the main fault lines in the world. In recent years, there has been a high incidence of small- and large-scale earthquakes in our country. These occurrences of earthquakes have become increasingly serious, owing to a degrading earth environment. An earthquake, in general, causes far more serious damages like disruptions in electricity or gas facilities, and fire disasters from its annexed effects than by its vibrations or the shock itself. In this paper, we present a countermeasure and its necessity in safeguarding against fire disasters in regional heritage villages such as "Asan Oeam," "Jeonju Hanok," and "Andong Hahoe." A more systematic and effective strategy for prevention systems against severe fire disasters is proposed after performing various related investigations and analyses of existing domestic and international systems. We investigated the existing fire security systems and their historical records with the tendency of earthquake occurrences in these three folk villages. In this proposal, we present a strategic approach for safeguarding against fire damages in our regional heritage villages derived from ICT (information communication technology)-based DPD (disaster prevention design), after examining the laws and regulations of fire-prevention strategies in Japan, America, and Europe.

  • In modern society, disasters frequently occur, and the effect is getting more massive. Also, unpredictable future increases anxiety about social security. Accordingly, in order to prevent national-scale emergency from happening, it is highly required governments' role as ICT power nation and transition to disaster management system using big data applied service. Thus, e-gov necessarily acquires disaster response system in order to predict and manage disasters. Disasters are linked with some attributes of modern society in diversity, complexity and unpredictability, so various approach and remedies of them will appease the nation's anxiety upon them. For this reason, this manuscript suggests epidemics preactive warning algorithm model as a mean of reduce national anxiety on disaster using big data for social security. Also, by recognizing the importance of e-gov and analyzing problems in weak disaster management system, it suggests political implication for disaster response.

  • This study investigates the effect of remittance and agricultural aid inflows on GDP growth rate volatility in response to climate change shocks in twenty-eight African countries by using system generalized method of moments from 1996 to 2013 with three years grouped data. The climate change shocks are indicated by four variables; natural disasters, rainfall variability, fluctuation in temperature and the weighted anomaly standardized precipitation (WASP) index. Consequently, natural disasters and temperature variability have a significant effect on GDP volatility, while rainfall variability and WASP index have no adverse consequence on stabilization of the economy. On the other hand, in general, remittances and agricultural aid are helpful to stabilize the economy and especially remittances inflows can play a crucial role as insurance when natural disasters occur.

  • This study examined the role of volunteer fire fighters in coping with great disasters in terms of community-based disaster management to provide some implications from a qualitative comparative case study between Korea and Japan. Kobe, which suffered from the Great Hanshin-Awaji earthquake in 1995, was the study area. The city experienced an inadequate institutional system and lack of disaster management infrastructure at the time before the disaster. The study indicates that Korea volunteer fire fighters are not prepared sufficiently to tackle great disasters in terms of the supporting system, capacity and role by analyzing improvement plans of Japanese Volunteer Fire Fighters after Great East Japan earthquake in 2011. The results of the case study suggests improvements in the disaster management system to provide cooperation between the central government and local government, core task distribution, and community-based disaster management.

Flexural behavior of precast concrete wall - steel shoe composite assemblies with dry connection

  • This study aimed to investigate the flexural behavior of precast concrete (PC) wall - steel shoe composite assemblies with various dry connection details at mid-span. Flexural tests were performed for five scenarios. Test parameters included the width of test specimens, arrangement of steel shoe connectors, and use of structural adhesive or waterproof tape at the mid-span joint. The test results showed that the PC wall - steel shoe composite assemblies joined at mid-span showed flexural damage patterns combined with rotational deformation, and the structural performance was satisfactory regardless of the arrangement of steel shoe connectors. Considering the two deformation components (flexural deformation by bending and rotational deformation due to joint opening), a theoretical model was proposed to analyze flexural strength and joint opening, and the simple model gave good predictions with acceptable accuracy.

  • Recently, there has been a tendency for accidents occurring in manufacturing to lead to serious accidents and serious industrial accidents and to extend to community disasters. In accordance with the Third Plan (2015-2019) of the National Security Management Plan, the Safety Administration announces and promotes improvement measures to minimize industrial accidents and disasters. In the case of industrial accidents from KOSHA 2015 to 2017, the accident rate of the metal-related manufacturing industry is 1.57%, which is more than three times higher than the average 0.50% of all industries. As a result of investigating the causes of disasters, 72% of workers were found to be caused by unsafe behaviors. In addition, insecure behaviors are closely related to safety consciousness, and a survey on safety consciousness was conducted for workers in this field. Safety consciousness improvement has the affirmative effect on accident prevention and it is a factor to reduce accidents.

  • Regional torrential rains in summer this year due to abnormal climate changes compared to last year, have been frequent. Since Typhoon Rusa and Typhoon Maemi resulted in major damage to railroad facilities in 2002 and 2003 consecutively, problems with abnormal climate changes became a global problem including railroad and floods and droughts around the globe, heavy snow and winter warming have been repeated until now. Serious problem of radiation leakage in Fukushima nuclear power plant by the Tsunami due to 9.0-scale earthquake, this year in March, in northeastern Japan happened, and has given an impact on the life of Japanese citizens and industries and has also influenced on Korean. This shows how important to secure and to protect major national facilities including railroad structures to natural disasters such as earthquake. Therefore, we will briefly discuss about technologies for securing and protecting railroad structures to earthquakes, floods and other natural disasters.

  • Recently, natural disasters have unexpectedly occurred at various places in the world and the countermeasure of them become the social issues. Many of victims in disasters need temporary residential facilities above all things and many of researches have been conducted in order to develop simple, safe, and economic designs of them. Moreover, indoor thermal comfort and air quality must be considered in the facilities against a disaster, because clean and healthy space should be provided to the suffered victims. In this research, in order to estimate the indoor environment of the developed modular building for disaster preparation, CFD simulation was conducted in the various condition. In this paper, indoor air quality such as the age of air, the concentration of $CO_2$ was estimated by the case study
