중국의 해양전략 (China's Maritime Strategy)

  • After Chinese reforms and market opening, China actively started working on ways to attach importance to the ocean and it's maritime strategy has been developed and carried out by external and internal factors. We can take two things as external factors attributed to China's marine strategy. The first one is maritime environment change in the East Asian region and the second one is the strategic importance of Taiwanese Straits and the South China Sea. And we can take about national strategy, security strategy, and change of foreign policy as internal factors. China recognizes the ocean as a major step to achieve a goal of national development. The main goal of China's marine strategy in the 21st century is to secure marine transportation and marine resources and to make peaceful maritime environment in the ocean to keep up with their economic development by opening itself to the world. China has strengthened their defense abilities to act against threat of national security by modernizing sea forces and increased national power by building up the marine power. It is expected that China will continue to seek more aggressive maritime strategy on matters of national security as well as pour heir efforts into making economic development and obtaining energy resources. This will also be one factor making new dynamics between countries in and around the East Asian region.

Low-Cost Flexible Strain Sensor Based on Thick CVD Graphene

  • Flexible strain sensors, as the core member of the family of smart electronic devices, along with reasonable sensing range and sensitivity plus low cost, have rose a huge consumer market and also immense interests in fundamental studies and technological applications, especially in the field of biomimetic robots movement detection and human health condition monitoring. In this paper, we propose a new flexible strain sensor based on thick CVD graphene film and its low-cost fabrication strategy by using the commercial adhesive tape as flexible substrate. The tensile tests in a strain range of ~30% were implemented, and a gage factor of 30 was achieved under high strain condition. The optical microscopic observation with different strains showed the evolution of cracks in graphene film. Together with commonly used platelet overlap theory and percolation network theory for sensor resistance modeling, we established an overlap destructive resistance model to analyze the sensing mechanism of our devices, which fitted the experimental data very well. The finding of difference of fitting parameters in small and large strain ranges revealed the multiple stage feature of graphene crack evolution. The resistance fallback phenomenon due to the viscoelasticity of flexible substrate was analyzed. Our flexible strain sensor with low cost and simple fabrication process exhibits great potential for commercial applications.

민군관계의 변화와 국방리더십의 발전방안에 관한 연구 (A Study on the Development of National Defense Leadership through the Change of Civil-Military Relationships)

  • This study is to develop digital leadership in a field of national defense. Today, korean society is facing the crisis of national security. But national defense leadership is not show in the circumstance of national security crisis. As you know, national defense leadership is a process that make use of influence. Which means it converges people's interest and demands well and also show people the right vision of national defense and make them to comply the policy about national security. Because of the environmental change, our national defense leadership is having a new turning point. First, international order, which is under post-cold war, raises possibility of guarantee of peace and security in international society but also, cause the increase of multiple uncertainty and small size troubles in security circumstance. In addition, Korean society is rushing into democratization and localization period by success in peaceful change of political power went through about three times. The issue of political neutralization of military is stepping into settlement but still, negative inheritance of old military regime is worrying about it. In this situation, we can't expect rise in estimation about the importance of security and military's reason for being. So, military have to give their concern to not only internal maintenance of order and control and growth of soldiers but also developing external leadership to strength influence to society and military's the reason for being. So for these alternative I'm suggesting a digital leadership of national defense which fits digital era. This digital leadership is the leadership which can accept and understand digital technology and lead the digital organization. To construct digital national defense we need a practical leadership. The leadership has to be digital leadership with digital competence that can direct vision of digital national defense and carry out the policy. A leader who ha s digital leadership can lead the digital society. The ultimate key to construct digital government, digital corporate and digital citizen depends on digital leader with digital mind. To be more specific, digital leadership has network leadership, next generation leadership, knowledge driven management leadership, innovation oriented leadership. A leader with this kind of leadership is the real person with digital leadership. From now on, to rise this, we have to build up human resource development strategy and develop educational training program.

통일 한국의 적정 군사력에 관한 연구 - 분쟁 시나리오와 상대적 균형전략을 중심으로 - (A Study on Appropriate Military Strength of Unified Korea (Focused on relative balance strategy and conflict scenario))

  • To prepare for the complicated international relationship regarding Korean Peninsula after reunification, this thesis started off with the awareness that Unified Korea should build its international posture and national security at an early stage by determining its appropriate military strength for independent defense and military strategies that Unified Korea should aim. The main theme of this thesis is 'The research on appropriate military strength of the Unified Korean military'. To derive appropriate military strength of Unified Korea, this research focuses on conflict scenario and relative balance strategy based on potential threats posed by neighboring countries, and this is the part that differentiates this research from other researches. First of all, the main objective of the research is to decide appropriate military strength for Unified Korea to secure defense sufficiency. For this, this research will decide efficient military strategy that Unified Korea should aim. Than by presuming the most possible military conflict scenario, this research will judge the most appropriate military strength for Unified Korea to overcome the dispute. Second, after deciding appropriate military strength, this research will suggest how to operate presumed military strength in each armed force. The result of this thesis is as in the following. First, Unified Korea should aim 'relative balance strategy'. 'Relative balance strategy' is a military strategy which Unified Korea can independently secure defense sufficiency by maintaining relative balance when conflicts occur between neighboring countries. This strategy deters conflicts in advance by relative balance of power in certain time and place. Even if conflict occurs inevitably, this strategy secures initiative. Second, when analyzing neighboring countries interest and strategic environment after unification, the possibility of all-out war will be low in the Korean Peninsula because no other nation wants the Korean Peninsula to be subordinated to one single country. Therefore appropriate military strength of the Unified Korean military would be enough when Unified Korea can achieve relative balance in regional war or limited war. Third, Northeast Asia is a region where economic power and military strength is concentrated. Despite increasing mutual cooperation in the region, conflicts and competition to expand each countries influence is inherent. Japan is constantly enhancing their military strength as they aim for normal statehood. China is modernizing their military strength as they aspire to become global central nation. Russia is also enhancing their military strength in order to hold on to their past glory of Soviet Union as a world power. As a result, both in quality and quantity, the gap between military strength of Unified Korea and each neighboring countries is enlarged at an alarming rate. Especially in the field of air-sea power, arms race is occurring between each nation. Therefore Unified Korea should be equipped with appropriate military strength in order to achieve relative balance with each threats posed by neighboring countries. Fourth, the most possible conflicts between Unified Korea and neighboring countries could be summarized into four, which are Dokdo territorial dispute with Japan, Leodo jurisdictional dispute with China, territorial dispute concerning northern part of the Korea Peninsula with China and disputes regarding marine resources and sea routes with Russia. Based on those conflict scenarios, appropriate military strength for Unified Korea is as in the following. When conflict occurs with Japan regarding Dokdo, Japan is expected to put JMSDF Escort Flotilla 3, one out of four of its Japan Maritime Self-Defense Force Escort Fleet, which is based in Maizuru and JMSDF Maizuru District. To counterbalance this military strength, Unified Korea needs one task fleet, comprised with three task flotilla. In case of jurisdictional conflict with China concerning Leodo, China is expected to dispatch its North Sea fleet, one out of three of its naval fleet, which is in charge of the Yellow Sea. To response to this military action, Unified Korea needs one task fleet, comprised with three task flotilla. In case of territorial dispute concerning northern part of the Korean Peninsula with China, it is estimated that out of seven Military Region troops, China will dispatch two Military Region troops, including three Army Groups from Shenyang Military Region, where it faces boarder with the Korean Peninsula. To handle with this military strength, Unified Korea needs six corps size ground force strength, including three corps of ground forces, two operational reserve corps(maneuver corps), and one strategic reserve corps(maneuver corps). When conflict occurs with Russia regarding marine resources and sea routes, Russia is expected to send a warfare group of a size that includes two destroyers, which is part of the Pacific Fleet. In order to balance this strength, Unified Korea naval power requires one warfare group including two destroyers. Fifth, management direction for the Unified Korean military is as in the following. Regarding the ground force management, it would be most efficient to deploy troops in the border area with china for regional and counter-amphibious defense. For the defense except the border line with china, the most efficient form of force management would be maintaining strategic reserve corps. The naval force should achieve relative balance with neighboring countries when there is maritime dispute and build 'task fleet' which can independently handle long-range maritime mission. Of the three 'task fleet', one task fleet should be deployed at Jeju base to prepare for Dokdo territorial dispute and Leodo jurisdictional dispute. Also in case of regional conflict with china, one task fleet should be positioned at Yellow Sea and for regional conflict with Japan and Russia, one task fleet should be deployed at East Sea. Realistically, Unified Korea cannot possess an air force equal to neither Japan nor China in quantity. Therefore, although Unified Korea's air force might be inferior in quantity, they should possess the systematic level which Japan or China has. For this Unified Korea should build air base in island areas like Jeju Island or Ullenong Island to increase combat radius. Also to block off infiltration of enemy attack plane, air force needs to build and manage air bases near coastal areas. For landing operation forces, Marine Corps should be managed in the size of two divisions. For island defense force, which is in charge of Jeju Island, Ulleung Island, Dokdo Island and five northwestern boarder island defenses, it should be in the size of one brigade. Also for standing international peace keeping operation, it requires one brigade. Therefore Marine Corps should be organized into three divisions. The result of the research yields a few policy implications when building appropriate military strength for Unified Korea. First, Unified Korea requires lower number of ground troops compared to that of current ROK(Republic of Korea) force. Second, air-sea forces should be drastically reinforced. Third, appropriate military strength of the Unified Korean military should be based on current ROK military system. Forth, building appropriate military strength for Unified Korea should start from today, not after reunification. Because of this, South Korea should build a military power that can simultaneously prepare for current North Korea's provocations and future threats from neighboring countries after reunification. The core of this research is to decide appropriate military strength for Unified Korea to realize relative balance that will ensure defense sufficiency from neighboring countries threats. In other words, this research should precisely be aware of threats posed by neighboring countries and decide minimum level of military strength that could realize relative balance in conflict situation. Moreover this research will show the path for building appropriate military strength in each armed force.

  • Variable structure control law is well known to be a robust control algorithm and evolution strategy is used as an effective search algorithm in optimization problems. In this paper, we propose a variable structure controller with time-varying switching surface. We calculate the maximum value of seitching surface gradient that is of the 3rd order polynomial form. Evolution strategy is used to optimize the parameters of the switching surface gradient. Finally, the proposed method is applied to position tracking control for BLDC motor. Experimental results show that the proposed method is more useful than the conventional variable structure controller.

동북아 해군력 군비경쟁 (Naval Arms Race in Northeast Asia)

  • The purpose of this paper is to analyze the status of naval arms race in Northeast Asia. To this end, the scope of the research was limited to national security strategies, maritime strategies and naval strengthening of the United States, China, Russia and Japan. The major powers' active maritime strategies and naval arms race give some strategic implications to the Republic of Korea Navy as follows. First, China and Japan, unlike the past, are actively using submarines in offshore waters including the Korean Peninsula. Therefore, the ROK Navy must successfully promote the Jangbogo-III-class submarine, which is currently constructed, and get a nuclear-powered submarine and P-8 MPA capable of long-range and long-time operations to enhance ASW capability. Second, North Korea's current building submarines capable of loading SLBMs and SLBMs are a new threat to the ROK Navy. The current building KAMD, which focuses on terminal phase defense, cannot effectively respond to North Korea's SLBMs and should be converted to a multi-layered defense system including SM-3 at a mid-course phase. Third, as China militarizes the South China Sea, the instability of the South China Sea is growing. Therefore, the ROK Navy should strengthen its maritime cooperation with the regional countries such as Japan and ASEAN navies to protect SLOC. In conclusion, the ROK Navy needs to build a strong naval power to keep in mind that the 21st century naval rivalry in Northeast Asia is accelerating. The navy must do one's best to protect national strategic and vital interests by strengthening cooperation with regional countries. South Korea is also accelerating its defense reforms in accordance with the pattern of future warfare and the ROK Navy do one's best to have a balanced naval capability capable of actively operating in the offshore waters.

최근 방공식별구역 운영 개념과 현황 분석 (Analysis concerning the latest operating concept and status for Air Defense Identification Zone(ADIZ))

  • This thesis analyzes the latest operating concept and status for Air Defense Identification Zone (ADIZ) researching overseas ADIZ CONOPS, international legal basis for ADIZ, the intention & background of proclamation for China Air Defense Identification Zone(CADIZ). Firstly, ADIZ is lawful concerning international connivance for ADIZ where around 20 countries have operated, Article 56 "Rights, jurisdiction & duties of the coastal State" and Article 301 "Peaceful uses of the seas" on the United Nations Convention on the Law of the Sea(UNCLS). Secondly, ADIZ has been regarded as a support means for national interest & policy as well as military air defense one. Thirdly, Based on legal re-interpretation for UNCLS relating to ADIZ, China proclaimed CADIZ where can ensure national maritime policy and strategy including A2/AD(Anti-Access & Area Defence), inroad into the ocean, claim for Senkaku Islands possession, etc..

북한 대함탄도미사일 위협 분석 (Threat Assessment of Anti-Ship Ballistic Missile (ASBM) of North Korea)

  • This paper provides an empirical assessment of the development of North Korea's Anti-Ship Ballistic Missile (ASBM), and its influence on South Korea's maritime strategy. While research studies on North Korea's ballistic-missile capabilities and South Korea's ballistic-missile defense systems are proliferating, less analytical attention has been given to the way that the strengthening of North Korea's ballistic-missile capacities presents a critical threat to the ROK's navy and lines of communication. The authors of this paper identify the continuing development of unique ASBM capabilities by China and Iran, and determine that such processes are mutually interactive and in accordance with threat perceptions; furthermore, North Korea can enact the same process by learning lessons from these nations. The findings of this paper provide an implication for the formulation of South Korea's maritime strategy and the related assets in consideration of the ASBM as a future threat.

원양 작전 능력 확보를 위한 한국 해군의 장기(長期) 발전 방안 - 항공모함 및 원자력 잠수함 도입제안을 중심으로 - (Republic of Korea Navy's Long-Term Development Plan to Acquire Operational Capabilities at Distant Ocean - Focused on Introduction of Aircraft Carrier and Nuclear-powered Submarine -)

  • Today distant oceans around the world are regarded as a major 'global commons' for international trade and transportation. Korea is not an exception, because Korea hugely depends on sea lines of communication (SLOC) for supplying vital commodities such as food and energy resource. As a result, assuring a free and safe use of distant ocean beyond territory is also an important agenda for Korea's maritime security. However there are a number of challenges for Korea to enjoy a free and safe use of distant ocean; dangers of regional maritime conflict in East Asia, naval arms race of China and Japan, and concerns on possible decline of U.S naval presence and power projection capabilities. These factors provide a reasonable basis for Republic of Korea Navy (ROKN) to pursue capabilities for major naval operations at distant ocean in a long-term perspective toward the year 2030. The introduction of aircraft carrier and nuclear-powered submarine is a key requirement for achieving this goal. ROKN needs to acquire a 'multi-role strategic landing platform' type of light aircraft carrier, which takes a role to escort naval task force by providing air superiority at distant ocean. Additionally nuclear-powered submarine will offer ROKN a formidable power to carry out offensive missions effectively at distant ocean.

미군 사례 고찰을 통한 한국군 데이터 전략 및 공유 데이터 모델 개발방안 제안 (Proposal of the development plan for the ROK military data strategy and shared data model through the US military case study)

  • 2018년 미 국방부 국가안보전략에 포함된 다영역작전 수행을 위해서는 C4I 체계 간의 적시적인 데이터 공유가 선행되어야 가능하다는 것을 인식하고 문제 해결을 위해 노력하고 있다. 한국군도 수 차례 연구를 통해 C4I 체계간 데이터 연동과 표준화에 대한 문제가 제기 되었고, 이를 해결하기 위한 새로운 방안의 수립이 필요한 상황이다. 본 연구에서는 미국방성이 2003년 데이터 전략 수립 후 이를 구현하기 위해 약 20여 년간 추진해온 사례 분석을 통해 문제 해결 방안을 도출하고, 한국군 C4I체계 운용환경에 적합한 데이터 전략 수립, 데이터 모델 개발, 데이터 공유를 위한 표준 선정, 그리고 공유 데이터 개발 절차를 제안함으로써, 한국군 C4I체계간 데이터 공유 능력을 향상시키고자 한다.
