  • Recently, creative teaching methods have received a lot of attention in the university community. Creative teaching methods can maximize the effectiveness of the creative education through the voluntary participation of students. One of the most important skills in creative teaching methods is communication because many students are passive in their real classes. An economic reward system helps to improve students' communication skills because it motivates students to study harder. Therefore, a blockchain media based on an economic reward system can be useful teaching tools. This paper proposes a creative teaching method using blockchain media to improve communication skills. The proposed method consists of eight steps, and it was applied to classes for the last three years. The results show that the proposed method helps students improve their communication skills.

  • The purpose of this study is to propose considerations prior to the development of a standard curriculum for Library and Information Science that secures the objectivity and reliability of the curriculum nationally. To this end, first, the Ministry of Culture, Sports and Tourism's notification related to NCS job units and librarian qualification standards in the field of Library and Information Science was reviewed. Second, The current status was investigated and analyzed by investigating and analyzing the courses opened in Library and Information Science nationwide. Third, surveys and focus interviews were conducted on librarians and information experts. The implications from the analysis results are as follows. Among the Library and Information Science departments opened in 2021, the field with the highest number of subjects was "information service," and it was confirmed that the most frequently derived keyword was "information." The survey results were analyzed through IPA analysis and Borich demand analysis, and the top priority required subjects for each grade were derived. As a result of investigating the opinions of librarians and information experts in the field through surveys and focus interviews, it was confirmed that Korean Library and Information Science education should be conducted not only in standardization but also in parallel with the operation of specialized subjects that can cover various users.

  • The objective of this study is to develop NCS-based vocational curriculum procedures developing models recognized by experts in the National Skill Standards and to verify them. As for a research method for efficiently achieving this study, Delphi research has been conducted three times based on the result of preliminary Delphi investigation, contents of in-depth interview (review and advice), and consideration of previous studies and literature research related to NCS in Korea and abroad. Major results of study in regard of validation of NCS-based vocational curriculum procedures developing models recognized by experts of National Skill Standards are as follows. First, validity of conceptual model(plan) of NCS-based vocational curriculum developing procedures was verified. According to the result of implementing it on 10 members of verification for Delphi preliminary investigation tools, the average was higher than 4.70, and validity of contents was turned out to be outstanding in 1.00. Secondly, validity of conceptual model(plan) of NCS-based vocational curriculum developing procedures was verified by using Delphi preliminary investigation tools. According to the result of verifying it in order on 10 members of verification for Delphi preliminary investigation tools, validity of contents on questions in each area from the development procedures model(plan) was all 1.00, and appropriateness of contents on the components was turned out to be outstanding in 1.00. In addition, validity of contents on interrelation and comprehensiveness of components in the development procedures model(plan) was all turned out to be very satisfying in 1.00. Third, Delphi investigation was implemented in three rounds on 26 Delphi panel members for the verification. As a result consistency rate of interrelation and comprehensiveness among questions in each area of development procedures model(plan), components on the contents, and elements was turned out to be outstanding in .75 from all of three rounds. Here, consistency rate from all three rounds was turned out to be 1.00, and convergence rate was shown to be .00 that very well satisfied the conditions(except for 1 question out of 29). Therefore, it was confirmed that opinion from Delphi panel members was completely consistent in the third round of Delphi investigation research. Such a result in the study was from how Delphi selection criteria were strictly reinforced, and, at the same time, implies how will of participation of Delphi panel members was important.

In keeping with such accomplishment, the size of budget execution has been consistently growing in accordance with Korea's Government 3.0 policy and vision, leading to increase in big-sized informatization projects in the business. Especially in mission critical public sector's infrastructure where it affects many people, growing demand for establishing high-quality information system with new technologies being brought to attention in order to meet the complex needs of citizens. National defense information system, being one of representative domains examples in the concerned area, established high military competency by applying breakthrough technology. Network-oriented national defense knowledge informatization was set as the vision in order to implement core roles in making efficient national defense management; and effort has been made to materialize the vision by making advancement in national defense's information system and its informatization implementation system. This research studies new quality index relevant to test and evaluation (T&E)of informatization business in national defense which is the representative example of mission critical public sector's infrastructure. We studied international standards and guidelines, analyzed actual T&E cases, and applied them to the inspection items that are currently in use, complying with the e-government law (Act No. 12346, Official Announcement Date 2014. 1.28., Enforcement Date 2014. 7.29.) As a result of productivity analysis, based on hypothesis in which suggested model was applied to T&E of the national defense informatization business, we confirmed the possibility of enhancement in the T&E productivity by assessing reliability, expertise, and safety as evaluation factors.

  • Modern society is developing rapidly and technologies that provide convenience in living are developing day by day. On the other hand, the development of cyber attacks that threaten cybersecurity is developing faster, and it still adversely affects the industrial environment, and industrial damage is steadily occurring every year. Industrial security is an activity that safely protects major assets or technologies of companies and organizations from these attacks. Therefore, it is a situation that requires professional manpower for security. Currently, the manpower situation for security is staffed, but knowledge of the understanding and concept of industrial security jobs is insufficient. In other words, there is a lack of professional manpower for industrial security. It is the NCS that came out to solve this problem. NCS is the state standardized ability (knowledge, attitude, skills, etc.) necessary to perform duties in the industrial field. NCS can systematically design the curriculum using NCS as well as help in hiring personnel, and NCS can be applied to the national qualification system. However, in the field of industrial security, NCS has not yet been developed and is still having difficulties in hiring personnel and curriculum. Although the NCS system in the field of industrial security has not been developed, this paper proposes the industrial security NCS to solve the problem of hiring professionals later and to help the field of industrial security NCS to be established later.
