A Comparative Study on Authority Records for Korean Writers Among Countries (한국인 저자 전거에 관한 국가간 비교 연구)

  • Name Authority Control is useful not only to manage author information but also to gather other names of authors in order to provide access points in libraries and other institutes. The purpose of this study is to find problems through comparing and analyzing Literature Translation Institute of Korea Author Database, Korean name authority records of national libraries in the U. S., Japan and Korea. The results of the study are as follows. First, Literature Translation Institute of Korea Author Database missed some useful information about Korean writers in translated books in other countries. Second, the name authority file of Library of Congress and National Diet Library did not include the variant names, dates of authors' birth and death date, and filled out incorrect variant names with some birth and death dates. Third, English and Chinese character variants of Korean authors were not found in the National Library of Korea. To solve these problems, revisions of Korean author database, open access to National Library of Korea name authority file, and a strong participation of VIAF were suggested.

Personal Name Authority Control in Korean Public Libraries (국내 공공도서관의 인명 전거제어의 현황 및 발전 방향)

  • This research analyzes the current status of personal name authority control and its impact on the end user searching against OPACs in public libraries in Korea. Further it also suggests the ways to improve the recall ratio in author search with a minimal modification, system-wise and authority-wise. on the KOLISNET as a stepping stone for other public libraries. Finally, a long-term plan for establishing proper authority work in public libraries including the National Library of Korea is briefly proposed. In order to find out whether authority works are conducted and examine how variant written forms of the same foreign name and variant names of the same person are treated, OPACS of the National Library of Korea, KOLISNET, and ten randomly selected public libraries were searched. Findings indicate that while the National Library of Korea was performing authority control, even incomplete, the rest did not appear to conduct any form or authority control. As a spinoff of the research, it is observed that in many public libraries their bibliographic records and retrieval methods are inaccurate, lacking consistency, and incomplete. In sum. it is strongly recommended that (1) as a start for authority work among public libraries personal name authority control should be conducted to enhance the identifying and collocating functions in OPACs, (2) a shared authority database, for which the National Library of Korea's authority database might be used. should be built for Public libraries.

  • The authorized form is called the heading must be unique and consistent. Without both uniqueness and cosistency, retrieval from the bibliographic database will not be optimal and in some cases may even be impossible. But the authority control is extremely expensive, because it is labour-intensive and dependent on professional investigation and judgement. In fact, it is by far the most expensive function in all of bibliographic control. The processes used to determine the form of access points. maintain. use. and evaluate very accurate authority records reduce the efficiency to generate or merge bibliographic items without modification from any national level bibliographic utilities as well as individual library. In this paper non-authority control system was suggested to solve the disadvantages of authority work. The apparent advantages of the non-authority control system are it is easy to determine the heading, input the bibliographic data. integrate the access points into an existing file, and generate and merge bibliographic data without modification. In addition, non-authority control system can be transmitted into online information retrieval system conducted with a mixture of controlled vocabularies and natural language.

  • This study suggests the necessity and domestic application plan a national authority database that promotes an integrated access, richer search, and understanding of historical information sources and archival resources distributed among cultural heritage institutions through the "Social Networks and Archive Context" project case. As the SNAC project was transformed into an international cooperative organization led by NARA, it was possible to secure a sustainable operating system and realize cooperative authority control. In addition, SNAC authority records have the characteristics of providing richer contextual information about life and history and social and intellectual network information compared to libraries. Through case analysis, First, like SNAC, a cooperative body led by the National Archives and having joint ownership of the National Library of Korea should lead the development and expand the scope of participating institutions. Second, in the cooperative method, take a structure in which divisions are made for each field with special strengths, but the main decision-making is made through the administrative team in which the two organizations participate. Third, development of scalable open source software that can collect technical information in various formats when constructing authority data, designing with the structure and elements of archival authority records, designing functions to control the quality of authority records, and building user-friendly interfaces and the need for a platform design reflecting content elements.

Food Composition Database in Korea

  • The food composition database is used to evaluate the nutritional value of foods in Korea. It is used as a source for basic data in many fields, not only for the establishment of the National Food Supply Plan but also for nutritional research, to aid in the drafting of the National Food Policy, and in clinical and epidemiological research. The database is also used by institutional and commercial food services and by the food processing industry among others. In 1970, the Rural Development Administration(RDA) published the "Korean Food Composition Table" for the first time and it has since become the established authority on food composition for the entire nation. The latest published food composition table (the 6th edition, published by the National Rural Living Science Institute, KDA) covers 2,337 kinds of foods and consists of two volumes. The National Rural Living Science Institute, the Korea Food and Drug Administration, and the National Fisheries Research and Development Institute have continuously improved production of food composition data in Korea. As consumers have grown more interested in the quality and safety of foods and raw agricultural products, we can expect even further development of food composition data through improvements in quality and increases in quantity. We need to develop more comprehensive food composition data by diversifying the kinds of foods that are included, unifying analytical methods, and increasing the number of nutrients covered. Moreover, food composition data must be modified in other ways to make for a better food composition database for the convenience of users. of users.

A Study of Archival Authority Records for Corporate Bodies (기록물을 위한 단체 전거레코드 연구)

  • Many problems of archival description in new environments can be solved by building archival authority databases. This study examines function and structure of archival authority records comparing with library authority records, and analyses the archival authority records in NARA system and Australian CRS System which accepts dynamic description process for archival records. Based on these investigations, some development directions for national archival authority database are recommended.

  • This study was conducted with the aim of providing a foundation for high-quality national place name authority data by developing Korean-specific guidelines for place name authority data in response to the need for systematic construction and standardization of authority databases. To this end, a survey of domestic and international trends and cases related to place name authority data was conducted, and the rules and guidelines of each country for establishing place name authority data were analyzed. Based on these surveys and rule analyses, the scope of concepts and terminology required to build a place name authority database were defined and the direction for the development of place name authority data guidelines was set. The analysis also determined the scope and framework of the guidelines, and how they should be referenced to existing rules. The structure of the guidelines proposed in this study is based on the original RDA and NCR. Based on the implications derived from the analysis process, the guidelines were organized and presented in terms of scope of construction, selection and recording of preferred place names, recording of variant place names, and attributes of place names to propose a technical guideline for place name authority data that fits the Korean situation. Future discussions were revealed accordingly.

Utilizing Integrated Public Big Data in the Database System for Analyzing Vehicle Accidents

  • In this paper, we propose to design and implement the database management system for analyzing vehicle accidents through utilizing integration of the public big data. And the paper aims to provide valuable information for recognizing seriousness of the vehicle accidents and various circumstances at the accident time, and to utilize the produced information for the insurance company policies as well as government policies. For analysis of the vehicle accidents the system utilizes the integrated big data of National Indicator System, the Meteorological Office, National Statistical Office, Korea Insurance Development Institute, Road Traffic Authority, Ministry of Land, Infrastructure and Transport as well as the National Police Agency, which differentiates this system from the previous systems. The system consists of data at the accident time including weather conditions, vehicle models, age, sex, insurance amount etc., by which the database system users are able to obtain the integral information about vehicle accidents. The result shows that the vehicle accidents occur more frequently in the clear weather conditions, in the vehicle to vehicle conditions and in crosswalk & crossway. Also, it shows that the accidents in the cloudy weather leads more seriously to injury and death than in the clear weather. As well, the vehicle accident information produced by the system can be utilized to effectively prevent drivers from dangerous accidents.

Temporal and Spatial Distribution of Particulate Carcinogens and Mutagens in Bangkok, Thailand

  • To investigate the level of genotoxicity over Bangkok atmosphere, $PM_{10}$ samples were collected at the Klongchan Housing Authority (KHA), Nonsree High School (NHS), Watsing High School (WHS), Electricity Generating Authority of Thailand (EGAT), Chokchai 4 Police Station (CPS), Dindaeng Housing Authority (DHA) and Badindecha High School (BHS). For all monitoring stations, each sample covered a period of 24 hours taken at a normal weekday every month from January-December 2006 forming a database of 84 individual air samples (i.e. $12{\times}7=84$). Atmospheric concentrations of low molecular weight PAHs (i.e. phenanthrene, anthracene, pyrene and fluoranthene) were measured in $PM_{10}$ at seven observatory sites operated by the pollution control department of Thailand (PCD). The mutagenicity of extracts of the samples was compared in Salmonella according to standard Ames test method. The dependence of the effects on sampling time and on sampling location was investigated with the aid of a calculation of mutagenic index (MI). This MI was used to estimate the increase in mutagenicity above background levels (i.e. negative control) at the seven monitoring sites in urban area of Bangkok due to anthropogenic emissions within that area. Applications of the AMES method showed that the average MI of $PM_{10}$ collected at all sampling sites were $1.37{\pm}0.10$ (TA98; +S9), $1.24{\pm}0.08$ (TA98; -S9), $1.45{\pm}0.10$ (TA100; +S9) and $1.30{\pm}0.09$ (TA100; -S9) with relatively less variations. Analytical results reconfirm that the particulate PAH concentrations measured at PCD air quality monitoring stations are moderately low in comparison with previous results observed in other countries. In addition, the concept of incremental lifetime particulate matter exposure (ILPE) was employed to investigate the potential risks of exposure to particulate PAHs in Bangkok atmosphere.

A Study on the Site-Level Assessment Criteria of OECM in Korea for Achieving Kunming-Montreal Global Biodiversity Framework - Focusing on the National Gariwangsan Natural Recreation Forest - (쿤밍-몬트리올 글로벌 생물다양성 프레임워크 목표 성취를 위한 우리나라 OECM의 개별 평가 기준 연구 - 국립가리왕산자연휴양림을 중심으로 -)

  • In order to achieve the management goals (30by30) mandated by the Kunming-Montreal Global Biodiversity Framework, this study established the site-level assessment criteria for OECMs, tailored to domestic circumstances using the Delphi analysis. Subsequently, a site-level assessment was conducted on the National Gariwangsan Natural Recreation Forest. As a result of the study, the initial step involved presenting criteria for the site-level assessment of OECMs, with 'consent for the assessment and recognition of OECM by competent and management authority' proposed as a prerequisite. Subsequently, seven evaluation criteria were established, including 'other than a legally protected area', 'spatially separated area with defined boundaries', 'effective in-situ conservation of biodiversity', 'sustainable management based on the competent and management authority', 'long-term sustainability of conservation outcomes', and 'provision of ecosystem services'. The results of applying site-level assessment criteria to the National Gariwangsan Natural Recreation Forest indicate that six criteria were met, while one criterion (sustainable management based on the competent and management authority) requires further improvement. Specifically, the key competent and management authorities for the National Gariwangsan Natural Recreation Forest are the Korea Forest Service and the National Natural Recreation Forest Management Office, with competent and management organizations established. However, the management focus is primarily on providing forest recreation services centered on users and facilities, making it difficult to confirm the long-term biodiversity conservation plans and implementation by the competent and management authorities. Therefore, it is deemed necessary to improve the long-term biodiversity conservation plans and implementation for the recognition of the National Gariwangsan Natural Recreation Forest as an OECM.
