A study on the R&D budget expenditure behavior supported by National fund - Focus on the Industrial IT R&D Program - (국가R&D지원사업의 연구개발비 집행행태 분석 -정보통신 산업기술개발사업을 중심으로-)

  • The paper analysed R&D budget expenditure behaviors of those projects supported under the Industrial IT R&B Program in 2001 and found out relationship between evaluation scores of each project and its expenditure behavior. The study shows significant differences in expenditure behavior between project groups with higher scores and with lower ones. Based on the findings, the paper raises a few suggestions on program management techniques to increase outcome of the program.

  • The aim of this paper is to make embodiment and structure of the mission concept, named mission construct, in the National R&D Programs as an effective tool which manages the life-cycle processes and examines their validity and duplication problems. While it is generally accepted the premise that the mission is the fundamental reason for being in planning and implementing a public program, its role is being overlooked because of its vagueness and abstractness. To derive the mission construct of a program level, existing literature on corporate/organization missions and their components is examined. The study identifies and proposes the following four dimensions and their attributes: raison d'etre, program definition, program identification and program goals.

Efficiency Analysis and Strategic Portfolio Model of National Health Technology R&D Program Using DEA : Focused on Translational Research (DEA를 이용한 보건의료기술 R&D 사업의 효율성 분석과 전략적 포트폴리오 모형 : 중개연구를 중심으로)

  • This paper measures and compares the efficiency of national health technology R&D programs focused on translational research program increasing importance using data envelopment analysis (DEA). Three input variables and three output variables are selected for DEA. Inputs are funds, researchers, and project period and outputs are SCI (E) papers, applied and granted patents, and impact factor. This study uses a three-stage approach. In the first stage, output-based DEA model is applied to evaluate the efficiency of decision making unit (DMU). In the second stage, based on efficiency scores of target diseases high-efficiency group and low-efficiency group are classified. And then strategic portfolio matrix of translational research program is composed of four dimensions combining research types. Mann-Whitney U test is then run to compare average efficiency scores among four groups. In the final stage, Tobit regression model is used to estimate factors likely to influence the efficiency. The results are expected to provide policy implications for effectively establishing investment strategy and managing performance of R&D program.

  • Several strategic system are prepared and designed for the critical technology-21, which is a kind of national R&D program and is based on the $\ulcorner$Special Act for Innovation of Science and Technology$\lrcorner$from early of 1998. Various valuables in social-technological, political-technological and econo- technological points and a new R&D planning method, "scenario method, " are considered and tried for overcoming the socio-economical difficulties of country and strategies of this program which is become a implementation skeleton of critical technology-21 are summarized as a implemental model of national R&D program. And present states, sub-projects of same research program are analyzed by type of research group and valuables.

Trend Analysis on Korea's National R&D in Logistics

  • This study examined how national research and development (R&D) in the domain of logistics has changed recently in the Republic of Korea. We conducted basic statistical analysis and social network analysis on 5,327 logistics-related R&D projects undertaken during 2005-2019. Data for performing these analyses were collected from the R&D database of the National Science and Technology Information Service (NTIS). By constructing a co-occurrence matrix with keywords, we conducted degree and betweenness centrality analysis and visualized the network matrix to display a cluster map. This study presents our observations related to the following findings: (1) the chronical trends of logistics R&D, (2) focused fields of logistics R&D, (3) the relations among keywords, and (4) the characteristics of logistics R&D. Finally, we suggest policy implications to boost and diversify logistics R&D.

Between-Group Analysis for the Development of Performance Evaluation Framework of National R&D Programs (Between-Group Analysis를 활용한 지역 R&D사업의 기업지원 효과분석)

  • National research and development(R&D) project plays an important role in the economic growth of a country as well as a company. This article aim to examine the development of the performance evaluation framework for assessing the contribution of national research and development(R&D) program to productivity growth. The main idea of this paper begins with the employment of between-group analysis for evaluating the returns to R&D. The method of this study is based on the comparison of productivity growth between different groups with time series data, not cross-sectional approach with one period. In these regards, backward effect and forward effect are operationally defined as a measurement for contributions of R&D in this study. The results of analysis gives that the outcomes of between-group analysis shows the lower performance of R&D compared to the within-group analysis. while the difference was not especially evident with the case of operating profit variable, but sales variable.

Efficiency of Analysis Agricultural R&D Program by Data Envelopment Analysis (DEA를 이용한 농림 R&D 사업의 효율성 분석)

  • For the past few years, the Korean government has been consistently expanding its national research & development budget to accelerate economic growth through technology innovation and the enhancement of international competitiveness in global markets. The objective of this paper is to define the concept and analyze the current status of national R&D programs by measuring R&D efficiencies. We determine R&D efficiency by reflecting inputs and outcomes of the five main agricultural R&D programs between 2010 to 2015, and by categorizing and regrouping figures that may affect R&D performance. Among 1,128 targeted projects, 832 projects with patents and thesis were selected for analysis in terms of measuring technology efficiency, pure technology efficiency, and efficiency of scale. Also, the Kruskal-Wallis test was also utilized as well. As a result of empirical analysis, figures that affected the efficiency level of national R&D programs included differences in research resources, research management levels and skills, and research field. This study can be utilized as a reference for re-establishing national agricultural R&D policies, such as enhancement of national technology competitiveness in the global market environment, improving and adapting to new agricultural conditions, market expansion, national agricultural R&D efficiency, aging rural population, agricultural management cost increase, and climate change mitigation.

A Study on a Business Model Development for National R&D (국가 R&D에서의 비즈니스 모델 개발에 대한 연구)

  • R&D businesses lead by a government of each countries are recognized as important businesses that may affect the destinies of the nation. However, the process of developing a new business has not been so favorable as the process was primarily managed by engineers who concentrate on research development. The problem was solved by applying a business model regarding outcomes of a developed research. Yet it is difficult to apply the business model methods that are commonly used for enterprises to government's research businesses due to their unique research development characteristics. Therefore, it is developed a business model methodology for national R&D project in this study. In addition, the methodology applies to a sub-project of Korean Land Spatialization Program(KLSP) organized by Ministry of Land, Transport and Maritime Affairs to verify the possibility of practical application.

Comparison of Avatar Posture Formation According to 3D Virtual Garment Modeling Programs -Focusing on Cycling Movements of High-School Male Cyclist-

  • The study aimed to analyze the functional differences in 3D virtual garment programs and compare body scan data with the corresponding 3D virtual models. We selected 3D virtual garment programs, formed virtual models in a representative size for high-school male cyclists, and analyzed them using the Design-X program. The results were as follows. In the 3D virtual garment programs, the anthropometric items for virtual model forming differed significantly from the standard anthropometric items suggested by Size Korea. Comparing the lower body scan data and virtual models formed by the 3D virtual garment programs, the biggest difference was in the shapes of the waist and hips, i.e., the flatness values of the waist and hips were different for each program in the cross-section view. In the lower body, a data-input-based program was needed for changing the exact measurement position of the waist circumference and hips' shape in detail. If a 3D virtual garment program provides functions for the virtual model's joint angle input and free motion transformation, it is expected to be widely used in the sportswear industry.

An Analysis of Government R&D Investment and Its Policy Implications (정부연구개발사업 투자현황분석 및 정책적 시사점)

  • This study aims to provide information about the priority setting and budget coordination of government R&D spendings in Korea. Based on the result of "Survey, Analysis and Evaluation of National R&D Programs"in FY 2000. this paper reviews the government R&D expenditures by the concerned variables such as program objectives, sector of performance, character of work and technology fields. It is found that R&D spendings on the areas of industrial development, information technology, and development research are funded pretty high. Also, it turns out that, considering program objectives and character of work, there are some redundancies of R&D programs among government agencies. Policy implications are suggested.
