Problems and current situation of public health globally and domestically were analyzed in this study and based on these findings, ways to improve from western medicine and Oriental medicine can be deduced as follows: 1. Current problems of public health in Korea and the world 1) Increase of diseases resulted from daily habits and infectious diseases, many are at the brink of being ill. Quality of life from extended life span and unbalanced health care must be solved. 2) Natural and societal factors including host factors, public health service, and other external and internal factors play an important role in deciding healthy and being ill. 3) Some of the limits and problems of modem medicine include insufficient academic knowledge and incomplete theory, as well as misled approach to the treatment. Human itself isn't perfect organism and other realistic problems hinder one's well-being. 4) Regardless of western medicine or Oriental medicine, patients were approached as someone with diseases and disorders, and wholistic approach was disregarded. Lack of clinical training, absence of clear educational philosophy and goal are some of the reasons why the education isn't under concrete system 2. Important factors for the medical education and proper direction for the education of Oriental medicine 1) Important factors for medical education - Education should not be limited on the human health and illness, but also cover qualities such as well-being, social welfare, service, and happiness. Every aspects of human life must be considered and attended for more productive outcome. - Basic understanding of humanity must be included in the educational curriculum - Foundation of human diseases and pain are associated with inner life and surrounding causes including family, society, nature, race, culture, religion, politics, and etc., thus the education must be approached to recognize aforementioned criteria. 2) Proper direction for the education of Oriental medicine - Values of Oriental medicine for medical principles and importance of lifehood must be educated. - Educational goal, limits, and levels must be established for the school of Oriental medicine - Respect for life must be the top priorities of educational direction which should lead to solution based education for the human health. Latest medical theory and technology should be accommodated as well as prevention, treatment, and balancing of basic courses and clinical training for optimal education.

Civil complaints and lawsuits filed in the process of providing emergency medical service include fall accident on the way of carrying the patient, transfer consent, refusal and rejection of rescue request, range and behavior restriction of emergency medical technicians, false registry of logbook, neglect of duty and emergency patient, and violation of traffic laws on the way of dispatch to the scene of accident. This study suggested the measures by cases as follows. 1. The accidents on the way of carrying a patient could be divided into fall of patient and fall by paramedic's mistake. In the former case, damages caused by the ambulance's shaking must be notified to the patient and guardian and recommended to fasten seat belt, in the latter case, the plan of patient's posture, route of transport, rescue and equipments should be comfirmed before fixing the patient. 2. Transfer consent must be made as implied when the patient is unconscious under delusion and was not able to consent physically, and paramedic must take an action by his judgment and record details of services on logbook. 3. When a patient refused to transfer, get 'confirmation of transfer refusal' and inform him of refusal. Paramedic should receive the signature. In addition, in case of refusal, transfer request should be made after hearing doctor's opinion and it should be notified to transfer request and superintendent of fire station after making 'confirmation of transfer refusal'. 4. Emergency medical technicians should perform their duties within the range of services prescribed by Article 41 of Law of Emergency Medical Service and Article 33 of Its Enforcement Regulations and shall not make announcement of death. In case of reporting the death to guardian, it is desirable to use record data like ECG results. 5. The best way to have protection from legal problems is making and keeping the exact records of accident and patient. Paramedic should not mention his subjective opinion about the accident-related matter. He must record correctly and keep the original medical records. 6. As emergency medical technicians are responsible for taking care of emergency patients, they must contact a briefing room when they meet a difficult situation suddenly due to vehicle stop or treatment of other patients and then must have support from neighboring hospital and other safety centers. 7. Since the ambulance operator is responsible for safety and careful driving of ambulance, he must be careful when he violates traffic regulations unavoidably. The operator should drive slowly below 10km/h at an intersection and pass it after getting way from general vehicles driving from all directions.

본 연구는 고령사회에서 노인빈곤 극복을 위한 일자리가 필요하다고 보며, 이에 못지않게 노년기 적극적인 경제활동에 대한 참여 방안을 연구하였다. 연구 결과는 다음과 같다. 첫째, 법제도의 개선이 필요하다. 노인일자리사업의 확대를 제도적 지원과 더불어 노인에 대한 인식 개선, 전달체계 등의 인프라 강화가 요구되며, 이와 관련된 법적 근거가 필요하다. 이를 위해 노인을 대상으로 하는 직종을 우선적으로 선정하여야 하고, 정부에서는 법적인 절차가 마련되어야 한다. 둘째, 노인에 대한 사회적 배려와 지원이 있어야 한다. 정년연장은 노인취업을 높이는데 중요한 역할을 한다. 법제도의 정비와 아울러 사회적인 배려가 필요하다. 따라서, 사회적 합의가 없는 노인정책은 실패할 수밖에 없으므로 사회적인 지원을 이끌어 낼 수 있는 다양한 지원방법을 강구해야 한다. 셋째, 노인들은 빈곤의식과 자력갱생 의지가 있어야 한다. 노인은 노인 자신이 자녀를 비롯하여 주위와 사회적 지원만을 요구해서는 안 된다. 노인 스스로 경제주체가 될 수 있는 길을 모색할 수 있어야 한다. 그러기 위해서는 노인빈곤의식에 대한 기본적 인식이 필요하고 노인빈곤을 탈출하고자 하는 인식전환이 필요하다. 따라서, 노인 스스로 자력갱생하는 자세가 필요하며, 노인 스스로의 능력에 따른 일자리 선택에 나서야 한다. 결론적으로 노인일자리사업은 고령사회에서 노인빈곤을 해결하는 소득증대의 일환이며, 노인들의 적극적인 경제활동 참여가 요구된다.

The concept of non-conformity is stipulated at Art. 35, CISG. According to the Art. 35, there is no directly stipulated concept of non-conformity. But Art. 35 said that the Seller must deliver goods which are of the quantity, quality and description required by the contract and which are contained or packaged in the manner required by the contract. Accordingly, the concept of non-conformity contains the conformity of quality, quantity, description, delivery of different goods and documents. Art. 39 does not specify the form of notice required. So parties can require a particular form by agreement. If there is no agreed form of notice, buyer' s notice must be sent by means appropriate in the circumstances. And Art. 39 states that the required notice of lack of conformity must be given to the seller. Notice of defects conveyed by the buyer to an independent third party is not found to have been given by means appropriate in the circumstances. And Art. 39 is subject to the parties' power under Art. 6 to derogate from or vary the effect of any provision of the Convention. When determining which requirement must be satisfied by the buyer is specifying the nature of any lack of conformity, a mixed objective-subjective standard should be applied, which has regard to the respective commercial situation of the buyer and the seller, to any cultural differences, but above all, to the nature of the goods. Also to determine the specificity requirement is to satisfy the purpose of notice of lack of conformity.

The almost of Web page has been gathered the personal information(Korean resident registration number, name, cell-phone number, home telephone number, E-mail address, home address, etc.) using the membership and log-in. The all most user of Web page are concerned for gathering of the personal information. I-pin is the alternative means of resident registration number and has been used during the last ten-year period in the internet. The accident of I-pin mass illegal issue was happened by hacker at February, 2015. In this paper, we analysis the problems of I-pin system about I-pin mass illegal issue accident and propose a improvement method of it. First, I-pin issue must be processed by the off-line of face certification in spite of user's inconvenience. Second, I-pin use must be made up through second certification of password or OTP. The third, the notification of I-pin use must be sent to the user by the text messaging service of cell-phone or the E-mail. The forth, I-pin must be used an alternative means of Korean resident registration number in Internet. The methods can reduce the problems of I-pin system.

In photovoltaic power generation where minority carrier generation via light absorption is competing against minority carrier recombination, the substrate thickness and material quality are interdependent, and appropriate combination of the two variables is important in obtaining the maximum output power generation. Medici, a two-dimensional semiconductor device simulation tool, is used to investigate the interdependency in relation to the maximum power output in front-lit Si solar cells. Qualitatively, the results indicate that a high quality substrate must be thick and that a low quality substrate must be thin in order to achieve the maximum power generation in the respective materials. The dividing point is $70{\mu}m/5{\times}10^{-6}sec$. That is, for materials with a minority carrier recombination lifetime longer than $5{\times}10^{-6}sec$, the substrate must be thicker than $70{\mu}m$, while for materials with a lifetime shorter than $5{\times}10^{-6}sec$, the substrate must be thinner than $70{\mu}m$. In substrate fabrication, the thinner the wafer, the lower the cost of material, but the higher the cost of wafer fabrication. Thus, the optimum thickness/lifetime combinations are defined in this study along with the substrate cost considerations as part of the factors to be considered in material selection.

현재 렌즈제조업체의 실정은 여러 가지 요인으로 기술이나 기계설비, 투자가 위축되어 있으나 경쟁력 향상을 위해서는 좀더 과감한 투자가 필요하다. 제품의 신임도는 무엇보다 관리기술과 품질검사가 중요한데 외관검사와 내관검사는 육안이 아닌 현미경과 컴퓨터를 이용하여 과학적으로 해야하며, 강도검사는 자동차유리강도검사와 마찬가지로 안경렌즈의 파손시 신체에 부상이 없도록 해야 한다. 또한 안경렌즈의 원재료는 기술수준의 미비로 인해 모두 수입되고 있으므로 이를 극복하기 위해서는 기술개발이 가능한 연구기관을 설립하고 전문인력을 양성해야한다.

Article 35 of the CISG defines standards for determining whether goods delivered by the seller conform to the contract in terms of type, quantity, quality, and packaging. When we apply these article 35(1), (2) of the CISG to the business connection, we will face several issues in the business connection. Fist, we will face the interpretation of contracts. When we interpret the contract, we must remember the article 8 of the CISG. Statements made by and other conduct of a party are to be interpreted according to the intent of parties. Therefore parties of contract must describe their intent correctly. Second, we must make out a contract in written about the promised contents. And it is needed to insert a merger clause in order to prevent part of contract from disagreeing with each other. Third, there are several interpretation of fitness for the purpose for which the goods would ordinarily be used. So it is important to describe the quality standard to be applied. If it does not describe the standard, it is helpful to apply the reasonable quality test. Fourth, there may be some doubt regarding the question of whose standard-that of the seller's or that of the buyer's state-is relevant in order to determine which characteristics the goods must have in order to be fit for their ordinary purpose. Ultimately, the question of the relevant standard is a matter of the interpretation of the contract.

Reading education is very important in order to promote the refinement, cultivate the emotion and complete the character to the secondary school students. This thesis deals with the establishment of reading education as a formal course in secondary schools, responsibility of teaching and problems related to recommended reading lists. Reading education must separate from the national language education because of literature centered education in reading education. If reading education was separated from the national language education, students can a n.0, pproach to the other cultural boundary besides other own and exchange their information and ideas. So, reading education must be included to the elective subjects in a independent course or become a compulsory subject in secondary school curriculum. The teacher of reading education must become the teacher librarian who has a firm faith and an intellectual accomplishment. But, teacher-librarian has much disadvantages such as the problems of promotion, the division of qualification between elementary school and secondary school, and a short-term training courses for teacher-librarian. Hence, theses problems music be solved in national administrative level. Recommended reading lists must be provided to the student in order to prevent confusion of the sense of value, to estimate their own reading ability by themselves and to establish life long reading plan. Therefore, both Korean Library Association and the Ministry of Education should re-examine and develop recommended reading lists. Finally, problems of a juvenile delinquency in the post industrial society have to be solved through reading education. To solve the juvenile delinquency problems, adolescents should cultivate their moral character and possesses abundant knowledge through reading education. Then, young adults will grow as sound citizen in the society.

The purpose of this study has its meaning to indicate the direction on collection and preservation of national literature which is one of the must important functions of the Central National Library. The Central National Library is, however, a representative library of our country and collect every kind of literature and to meet the requests of its users, the present situation of The Central National Library can't be performed sufficiently on these actions. According to studies of this paper, it have suggested the following five methods as a method of collecting national literature. First, the method by registering copyright endowing the number of copyright like ISBN. Second, the method a n.0, pplied by revising and su n.0, pplementing present legal deposit system. Thirdly, the method that the central one institution secure national budget collect literature of nation i.e., central intensive collection one. Fouthly , method of collecting literature by partial charge through local library networks. Fifthly, method by subject intensive collecting. As the preserving method of national literature, this research has indicated the following two ways. First, to keep the literatures forever, the method of The Central National Library keeps records as a limited volume. Second, The method of dispersing records as the local libraries. To put these methods into practice, it must be preceded that not only national helps, budget secures are needed but special committee must be organized to keep and preserve national literatures and material range also be extended and bibliographies for information data issuing must be worked out.
