The agricultural water right in multi-purpose dams (다목적댐에서의 농업용수 수리권)

  • The characteristics of agricultural water rights in multi-purpose dams in Korea was examined. The river system with multi-purpose dams can be divided into national river system and WRC(Water Resources Corporation) river system according to ownership of dam use rights. While the national river system have permitted water rights, the WRC river system have vest water rights and contract water rights. The two river systems have different characteristics of agricultural water rights, and therefore the water right of two system need to be unified. It is also known that water release from multi-purpose dams against water demand does not satisfy agricultural water rights.

Improvement and Evaluation of Multi-purpose Dam Operation Rule Considering Climate Change (기후변화를 고려한 다목적댐 운영기준 개선 및 평가)

  • Rainfall patterns are changing due to climate change, the frequency of drought occurrence is shortening, and the operation of the multi-purpose dams is also changing. The importance of preventing water shortage of multi-purpose dams in advance and operation for stable water supply is increasing. In this study, we developed and evaluated the operational criteria reflecting climate change scenarios based on the operational criteria currently applied to multi-purpose dams. Standard water volume lines reflecting climate change were found to increase 34% on average, as a result of evaluation with the existing standard, it was analyzed that water supply would not be difficult if the multi-purpose dam operation standard reflecting climate change was applied. The results of this study are expected to be helpful for the establishment of multi-purpose dams reflecting climate change.

  • Integrated water resources management (IWRM) has focused on efficient response to various water related disasters by climate change. In particular, more flexible usage of conventional water resources infrastructures is expected to provide an eco-friendly water management. Multi-purpose dams and water supply dams are well known as water management facilities for securing and supplying water in drought season. Recently, based on the report '2021 multi-purpose use of hydropower dams in Han river', contribution of hydropower dams on water resources management is becoming more significant beyond the traditional role of hydropower generation. In drought conditions, the dams control water supply depending on the pre-defined drought stages. In the case of multi-purpose dams, an operation standard during drought has been already prepared and applied; however, for the hydropower dams, specific standards are not fully prepared yet in South Korea. In this study, a method for calculation of standard water storage and discharge reduction of hydropower dams according to drought stage is newly proposed reflecting the characteristics of hydropower dams. The proposed method was applied to the hydropower dams in Han river, where six hydropower dams are located. A case study of the historical droughts occurred in 2014-2017 demonstrated that the proposed hydropower dam operation rule could improve the water supply stability under severe drought conditions compared to the conventional operations. In the future, the role of hydropower dams for water resources management is expected to become more important, and this study can be widely used for water supply planning such as drought response using hydropower dams.

Multiple Regression Equations for Estimating Water Supply Capacities of Dams Considering Influencing Factors (영향요인을 고려한 댐 용수공급능력 추정 회귀모형)

  • In this study, factors that influence water supply capacities of dams are extracted using factor analysis, and multiple regression equations for estimating water supply capacities of dams are developed using the analysis results. Twenty-one multi-purpose dams and twelve Municipal and Industrial (M&I) water supply dams are selected for case studies, and eight variables influencing water supply capacities of dams, namely: watershed area, inflow, effective reservoir storage, grade on amount of M&I water supply, grade on amount of agricultural water supply, grade on amount of in-stream flow supply, grade on river administration, and grade on average rainfall, are determined. Two case studies for multi-purpose dams and M&I water supply dams are performed, employing factor analysis, respectively. For the two cases, preliminary tests, such as reviewing matrix of correlation coefficient, Bartlett's test of sphericity, and Kaiser-Meyer-Olkin (KMO) test, are conducted to evaluate the suitability of the variables for factor analysis. In case of multi-purpose dams, variables are grouped into three factors; M&I water supply dams, two factors. The factors are rotated using Varimax method, and then factor loading of each variable is computed. The results show that the variables influencing water supply capacities of dams are reasonably selected and appropriately grouped into factors. In addition, multiple regression equations for predicting the amounts of annual water supply of dams are established using the factor scores as explanatory variables, it is identified that the models' accuracies are high, and their applications to determining effective storage capacity of a dam during dam planning and design steps are presented. Consequently, it is thought that the variables and factors are useful for dam planning and dam design.

The Study on the Satisfaction Factors of the Support Projects for the Adjacent Residents to Multipurpose Dams (다목적 댐주변지역지원사업 고객만족에 미치는 영향 요인 연구)

  • Multi-purpose dams are regarded to contribute to the Korean society not only positive affects but also negative ones. Especially, negative considerations are usually prevailed around multi-purpose dam sites and their vicinities even though the Government adopted "act on dam construction and assistance, etc. to neighborhood area" in 1989 and has supported many various projects since 1990. Nevertheless, many arguments and controversies about effects of multi-purpose dams and support projects to vicinities" have happened so frequently and sometimes brought a suit against government. These situations imply that support projects are not so sufficient to fulfil peoples' expectations. Therefore, this research figured out the key factors that affected residents' satisfaction about multi-purpose dams and support projects. The results of the research are as follows: 1) 'social necessity of dams', 'rationality of the process in supporting project' and 'appropriateness of supporting project', were statistically significant to 'customer satisfaction'; 2) among these factors, 'rationality of the process in supporting project' was the most related to 'customer satisfaction': 3) 'appropriateness of supporting project', 'social necessity of dams' were also revealed as second third factors that relate to the satisfaction.

  • Hydro-electric power generation from multi-purpose dams has been playing important roles in the electric power supply network in Korea. Although the total share of hydro power in national electricity supply now becomes very small, the peak-shaving and frequency control capability of hydro power helps the power company enormously in maintaining the quality of power. But since the company that builds and operates the multi-purpose dams in Korea has to sell all the electricity produced to the monopolistic utility, there have been various problems in justifying the investment, designing pricing mechanism, and controlling operations of the power plants. In addition, economic evaluation of the hydro power has been distorted by a variety of reasons and hence it has been very difficult to encourage effective development and utilization of national water resources. To make the problem worse, both parties are public companies with X-inefficiency problems. Thus, changing environment requires to reengineer the system that governs hydro power generation. We address the problems of Korean hydro-electric power generation system in four areas: the investment justification process, the operations decison right of the hydro power plants, the pricing of the purchased-power, and the negotiation of contract revision. Then we propose improvement directions of new hydro-electric power system in view of static and dynamic efficiency, X-inefficiency and equity.

Performance Evaluation of Water Supply for a Multi-purpose Dam by Deficit-Supply Operation (물 부족량 공급 운영 방식에 의한 다목적댐 물 공급의 안정성 평가)

  • In this study, a performance evaluation method of water supply for a multi-purpose dam based on deficitsupply method and reservoir storage is presented. The method is applied to 16 multi-purpose dams and water supply performance is evaluated. As a result, 6 dams (Soyanggang, Chungju, Hoengseong, Andong, Imha, and Hapcheon dam) have highest performance and 2 dams (Sumjingang and Buan dam) have relatively low performance. Particularly, Buan dam is the most vulnerable in the analysis results of reliability, resiliency, and vulnerability. Therefore, measures to improve the performance of water supply are needed in Buan multi-purpose dam.

  • Water supply safety index plays an important role on assessing the water supply capacity of hydrologic system. Due to the absence of consistent guidance, however, practical problems have been brought up on data period used for dam design and performance evaluation. Therefore, this study employed bivariate drought frequency analysis which is able to consider drought severity and duration simultaneously, in order to evaluate water supply capacity of multi-purpose dams. Drought characteristics were analyzed based on the probabilistic approach, and water supply capacity of five multi-purpose dams in Korea (Soyang River, Chungju, Andong, Daecheong, Seomjin River) were evaluated under the specific drought conditions. As a result, it would be possible to have stable water supply with their own inflow during summer and fall, whereas water shortage would occur even under the 1-year return period drought event during spring and winter due to low rainfall.

  • The flood control ability improvement project on existing dams is the project for prevention of disasters from excessive flood due to climate changes and thus protects lives and property damages by increasing safety of dams. The collapse of dam brings unimaginable disasters, so the project needs to be swiftly conducted by Government's funding. This paper introduces tile examples of the flood control ability improvement projects of multi-purpose and water supply dams, which is conducted in the way of structural measures among 26 dams operated by Kwater.
