Improving Security and Privacy-Preserving in Multi-Authorities Ciphertext-Policy Attribute-Based Encryption

  • Most of existing privacy-preserving multi-authorities attribute-based encryption schemes (PP-MA-ABE) only considers the privacy of the user identity (ID). However, in many occasions information leakage is caused by the disclosing of his/her some sensitive attributes. In this paper, we propose a collusion-resisting ciphertext-policy PP-MA-ABE (CRPP-MACP-ABE) scheme with hiding both user's ID and attributes in the cloud storage system. We present a method to depict anonymous users and introduce a managerial role denoted by IDM for the management of user's anonymous identity certificate ($AID_{Cred}$). The scheme uses $AID_{Cred}$ to realize privacy-preserving of the user, namely, by verifying which attribute authorities (AAs) obtain the blinded public attribute keys, pseudonyms involved in the $AID_{Cred}$ and then distributes corresponding private keys for the user. We use different pseudonyms of the user to resist the collusion attack launched by viciousAAs. In addition, we utilize IDM to cooperate with multiple authorities in producing consistent private key for the user to avoid the collusion attack launched by vicious users. The proposed CRPP-MACP-ABE scheme is proved secure. Some computation and communication costs in our scheme are finished in preparation phase (i.e. user registration). Compared with the existing schemes, our scheme is more efficient.

An integral based fuzzy approach to evaluate waste materials for concrete

  • Waste materials in concrete have been considered as one of the most important issues by the authorities, policy makers and researchers to maintain engineering serviceability in terms of economy, durability and sustainability. Therefore, evaluation and selection of waste materials with respect to multi criteria decision making (MCDM) for the construction industry has been gained importance for recovery and reuse. In this paper, Choquet integral based fuzzy approach is proposed for evaluating the most suitable waste materials with respect to compressive strength, tensile strength, flexural strength, compactness, toughness (resistivity for dynamic loads), water absorption and accessibility. On conclusion, waste tyre and silica fume were determined as the most suitable waste materials for concrete production. The obtained results are recommended to assist the authorities on configuring well designed strategies for construction industry with disposal materials.

Optimization of Air Quality Monitoring Networks in Busan Using a GIS-based Decision Support System (GIS기반 의사결정지원시스템을 이용한 부산 대기질 측정망의 최적화)

  • Since air quality monitoring data sets are important base for developing of air quality management strategies including policy making and policy performance assessment, the environmental protection authorities need to organize and operate monitoring network properly. Air quality monitoring network of Busan, consisting of 18 stations, was allocated under unscientific and irrational principles. Thus the current state of air quality monitoring networks was reassessed the effect and appropriateness of monitoring objectives such as population protection and sources surveillance. In the process of the reassessment, a GIS-based decision support system was constructed and used to simulate air quality over complex terrain and to conduct optimization analysis for air quality monitoring network with multi-objective. The maximization of protection capability for population appears to be the most effective and principal objective among various objectives. The relocation of current monitoring stations through optimization analysis of multi-objective appears to be better than the network building for maximization of population protection capability. The decision support system developed in this study on the basis of GIS-based database appear to be useful for the environmental protection authorities to plan and manage air quality monitoring network over complex terrain.

  • This study is to furnish basic data for establishing the improvement counterplan of Housing environment and to solve the problem of Housing supply resulting from the continuous increase of population and to examine the historical flowing, the present condition and problems of Housing in Uijeongbu city. Including of the multi-house to the number of Housing, the supply ratio of Housing is 95% in quantity of the Housing in Uijeongbu city in 2004. Now, it is important time in the respect of quality as well as the quantity in supply matter of Housing. In fact, the main viewpoint in housing supply policy has been brought focus into the economic profits more than public interests. As a result of that, the residence environment has been worse. From now on, a Local autonomous entity including the construction authorities and Uijeongbu city authorities must focus on the public interests in solving problems of Housing.

Multi-unit risk assessment of nuclear power plants: Current status and issues

  • After the Fukushima-Daiichi accident in 2011, the multi-unit risk, i.e., the risk due to several nuclear power plants (NPPs) in a site has become an important issue in several countries such as Korea, Canada, and China. However, the multi-unit risk has been discussed for a long time in the nuclear community before the Fukushima-Daiichi nuclear accident occurred. The regulatory authorities around the world and the international organizations had proposed requirements or guidelines to reduce the multi-unit risk. The concerns regarding the multi-unit risk can be summarized in the following three questions: How much the accident of an NPP in a site affects the safety of other NPPs in the same site? What is the total risk of a site with many NPPs? Will the risk of the simultaneous accidents at several NPPs in a site such as the Fukushima Daiichi accident be low enough? The multi-unit risk assessment (MURA) in an integrated framework is a practical approach to obtain the answers for the above questions. Even though there were few studies to assess the multi-unit risk before the Fukushima-Daiichi nuclear accident, there are still several issues to be resolved to perform the complete MURA. This article aims to provide an overview of the multi-unit risk issues and its assessment. We discuss the several critical issues in the current MURA to get useful insights regarding the multi-unit risk with the current state art of probabilistic safety assessment (PSA) technologies. Also, the qualitative answers for the above questions are addressed.

Regulations and Guidelines for Planning and Design of Multi-regional Clinical Trials (다지역 임상시험의 계획 및 설계에 대한 국제 제도적 동향 분석)

  • Objective: Multi-regional clinical trials have been widely used for accelerating global drug development by multinational pharmaceutical companies. In this study, we aimed to review and analyze the international trends in regulations and guidelines on multi-regional clinical trials by regulatory authorities and international organizations, such as International Conference on Harmonisation, for referring to policies, including development of domestic guidelines for multi-regional clinical trials. Methods: The policies, regulations, and guidelines published by the US Food and Drug Administration, European Medicines Agency, Pharmaceuticals and Medical Devices Agency (Japan), and China Food and Drug Administration were searched, and the International Conference on Harmonisation E17 draft guideline was reviewed. Results: The regulatory authorities in developed countries have developed and implemented regulations and guidelines on multi-regional clinical trials to promote simultaneous global drug development and evaluate the regional differences in drug safety and efficacy. International Conference on Harmonisation developed the draft guideline for planning/designing of multi-regional clinical trials in 2016, which recommends the general principles for strategy-related issues and design of multi-regional clinical trials, and for protocol-related issues, such as consideration of regional variability, subject selection, dose selection, endpoints, comparators, overall sample size, allocation to regions, collecting information on efficacy and safety, and statistical analysis. Conclusion: It is important to understand the international regulatory requirements for designing and planning of multi-regional clinical trials for global drug development. Moreover, it is necessary to prepare multi-regional clinical trial guidelines in accordance with the Korean regulation for clinical trials and drug administration.

Understanding Medicine as a Multi-dimensional Concept in the Legal Context (의료 개념의 다층적 이해와 법)

  • This article analyses the concept of medicine in the legal context. It is not easy to define the concept of medicine because medical practice has various dimensions and the situation in which the practice is performed has a broad variety. The duty of medical law is to build the boundary of protection in that the nature of medicine would not be distorted by the factors of social systems like industry or governmental authorities. Without understanding the various dimensions - especially the dimension of Humanities and Sociology - of the medicine it is not possible to draw the limit on the performance of medicine appropriately. Concerning the medical practice (especially in the context of the regulation of medical licence), the enacted law (Medical Act) defines the concept just for form's sake and it finally depends on the interpretation of the legal enforcement authorities. Moreover, between the judgments of the courts there exists no coherent principles for the regulation and the interpretation of the Medical Act depends often on the riskiness, the abstract concept, which finally leads the interpretation to depend on the subject of the practice. On the contrary, the development and scientific movement of the technology tends to tighten the range of the medical professionals of medical practice and the perspectives of the medicine. Medical act is actually oriented at the patient's understanding of him- or herself. The above-mentioned tendency of the interpretation and the legal policy could lead the medicine away from its nature.

Role and Subject of Private Security to Counter-Terrorism (테러방지를 위한 민간경비의 역할과 과제)

  • This paper examined closely on the application of the private securities to the measures for countering terrorism. It is related to the fact that the role of human information comes into the picture nowadays. On closer examination of the application of the private securities to the national facilities, transportation, and multi-use facilities, it was found that having consistent commissioned education through the private-public cooperation and enacting legislation for allowing armed guard to board ships, making private security guards to use sniffer dogs, placing private security guards in each subway station is required, and the active publicity campaign of the government concerned needs to take place for directing and setting up the system for supervising managers of the authorities and changing the way they think of countering terrorism.

  • The occurrence of fires in heavily populated multiplex buildings is a serious concern. It causes a great threat to many people and a serious social problem. Whenever this kind of fire happens, the authorities are busy preparing partial countermeasures to control the crisis situations. Luckily, the government has enforced a special law regarding safety supervision of majority-used buildings to prepare the basic countermeasures for the buildings' safety. Recently, the multiplex buildings which have multi type compounds have increased in size by getting bigger and bigger. As there are many people who would need to escape and the complicated structures like mazes in buildings of this type, it is not only difficult to prevent a fire but also easy to cause a large loss of lives. For a better fire safety supervision of the buildings, there needs to be passers and owners' good sense of safety, fire proof of the buildings and education of the fire authorities.

A Method of Measuring the International Competitiveness of Container Ports: A DEA Approach, Focused on Productivity Analysis (컨테이너항만의 국제경쟁력분석방법 : DEA접근 - 생산효율성분석을 중심으로 -)

  • The purpose of this paper is to investigate the productive efficiency of world container ports by using the DEA (Data Envelopment Analysis) method and raw data from previous research in measuring the international competitiveness of world container ports. Ports have to cope with rapid changes in shipping environments. In order for a port to compete in the global market, it must provide port services promptly and accurately. Basically, there are two approaches to measuring the international competitiveness of a container port. First, there is the traditional productivity analysis method, which analyzes productivity based on the container port's facilities (efficiency, selectivity, land availability), and by its general capacity (handling ability, storage capacity, terminal productivity). Second there is multi-attribute utility analysis, which considers several elements including the reasons for selecting particular container ports and factors determining international competitiveness. This paper follows the first method (traditional productivity analysis) and extends the limitation of previous studies by using the DEA method newly, and suggesting: the relative productive efficiency of container ports. The main results of this paper are as follows: First, the results of the DEA analysis in terms of world container ports matches that of a previous study (Jun et al., 1993) at a level of 35%. The low ratio is due to the constrained set of input-output elements, the result of only twenty container ports being analyzed in this paper. Second, the result of the DEA analysis in terms of North-East Asia's container ports matches with that of a previous study (Ha, 1996) at a level of 100 percent. Therefore we can conclude that the DEA analysis is the best measurement method for international competitiveness. Policy implications for this study are as follows: First, when port authorities want to measure the international competition power of container ports and enhance their productive efficiency, they should consider the traditional method and newly introduce the DEA method. Second, according to the analysis results of the DEA method, pen authorities should recommend benchmarking ports as reference ports in order to enhance the productive efficiency of container ports that show an efficiency score of below 1.
