Text-to-Speech(WS) technology has been attracting a lot of interest among speech engineers because of its own benefits. Namely, the possible application areas of talking computers, emergency alarming systems in speech, speech output devices for speech-impaired, and so on. Hence, many researchers have made significant progresses in the speech synthesis techniques in the sense of their own languages and as a result, the quality of current speech synthesizers are believed to be acceptable to normal users. These are partly why the MPEG group had decided to include the WS technology as one of its MPEG-4 functionalities. ETRI has made major contributions to the current MPEG-4 775 appearing in various MPEG-4 documents with relatively minor contributions from AT&T and NW. Main MPEG-4 functionalities presently available are; 1) use of original prosody for synthesized speech output, 2) trick mode functions for general users without breaking synthesized speech prosody, 3) interoperability with Facial Animation(FA) tools, and 4) dubbing a moving/anlmated picture with lip-shape pattern informations.
It cannot be argued that speech is the most natural interfacing tool between men and machines. In order to realize acceptable speech interfaces, highly advanced speech recognizers and synthesizers are inevitable. Old movies are often corrupted by randomly located blotches and scratches. In this paper were present an efficient method for detection and removal of these distortions. The presented method is composed of two separate steps: the detection process and the restoration process. In the detection process, blotch locations are detected through global motion segmentation, the sequential approach to motion segmentation, a robust model-fit criterion and so on, we form the algorithm for the algorithm for the global motion segmentation tuned to the blotch detection problem. In the restoration process, the missing data of the detected blotch areas are temporally extrapolated from the corresponding image areas at the preceding or the succeeding image frame with considering the global motion segmentation results. We apply the presented method to moving image sequences distorted by artificial blotches. The method works very well and provides a subjective improvement of picture quality.

Two new impulsive driving technologies for use in 120Hz LCD panels are proposed to improve moving picture quality. One technology generates the dark frame using an adder and a shifter simply without using any LUTs. The other is a backlight flashing method designed to avoid ghost images. Using the PBET metric, measured MPRT values were 10.8ms and 4.4ms, respectively.
최근 사용자에게 더욱 몰입감 있는 콘텐츠를 제공하기 위한 기술에 대한 관심이 증가하고 있으며 그 중 가장 대표적인 것이 360 VR 영상이라고 할 수 있다. 미디어 표준화 단체인 MPEG(Moving Picture Experts Group)에서는 MPEG-I(Immersive) 차세대 프로젝트 그룹을 이용하여 이러한 움직임에 대응하고 있다. MPEG-I는 2021년 말 6DoF VR 영상을 목표로 8개의 파트가 표준화를 진행중이다. 360 VR 영상의 경우 획득시 영상의 픽셀들이 3D 공간 상에 존재하게 되는데, 이를 처리 및 출력 하귀 위해서는 2D 영상으로 전환이 필요하며 이 때 사용되는 것이 Projection format이다. 현재 JVET(Joint Video Exploration Team)에서는 3D에서 2D로 전환이 이루어 질 때 손실을 최소화 하기 위한 Projection format들에 대한 연구가 이루어 지고 있다. 본 논문에서는 현재까지 제안된 다양한 Projection format들에 대하여 소개하고 이에 대한 성능 측정 방식에 대하여 소개한다.

Owing to the increase in consumption of multimedia content and the improvement of device capacity, user demand for high-quality content has increased. However, it is difficult to transport such large amounts of content over the existing broadcasting network with limited bandwidth. To provide high-definition broadcasting, some studies suggest methods of transporting multimedia over heterogeneous networks after encoding content hierarchically. MPEG Media Transport (MMT), standardized by Moving Picture Experts Group (MPEG), is a solution that enables large-volume media transport over heterogeneous networks such as digital broadcasting networks and packet-switched networks. In the case of delivering a scalable encoded video over different networks, synchronization of each stream is an important issue. MMT defines a synchronization scheme, but does not contain sufficient functions to implement it. In this paper, we propose a synchronization scheme for media streams that are encoded hierarchically, divided into layers, and transported over heterogeneous networks. We implement our scheme using MMT and HTTP, and experimented using three encapsulated video streams with different durations. As a result, we show that the proposed scheme can reduce the waiting time to display high-quality video, relative to Dynamic Adaptive Streaming over HTTP-Scalable Video Coding (DASH-SVC) by requesting segments of enhanced layers after calculating the transmission time. Additionally, we find out that the selection of durations have a relation to the characteristics of the video.
High Efficiency Video Coding (HEVC) is the most recent video codec standard of the ITU-T Video Coding Experts Group and the ISO/IEC Moving Picture Experts Group. The main goal of this newly introduced standard is for catering to high-resolution video in low bandwidth environments with a higher compression ratio. This paper provides a performance comparison between HEVC and H.264/AVC video compression standards in terms of objective quality, delay, and complexity in the broadcasting environment. The experimental investigation was carried out using six test sequences in the random access configuration of the HEVC test model (HM), the HEVC reference software. This was also carried out in similar configuration settings of the Joint Scalable Video Module (JSVM), the official scalable H.264/AVC reference implementation, running on a single layer mode. According to the results obtained, the HM achieves more than double the compression ratio compared to that of JSVM and delivers the same video quality at half the bitrate. Yet, the HM encodes two times slower (at most) than JSVM. Hence, it can be concluded that the application scenarios of HM and JSVM should be judiciously selected considering the availability of system resources. For instance, HM is not suitable for low delay applications, but it can be used effectively in low bandwidth environments.

The moving picture experts group (MPEG) immersive video (MIV) technology has been actively developed and standardized to efficiently deliver immersive video to viewers in order for them to experience immersion and realism in various realistic and virtual environments. Such services are provided by MIV technology, which uses multiview videos as input. The pruning process, which is an important component of MIV technology, reduces interview redundancy in multiviews videos. The primary aim of the pruning process is to reduce the amount of data that available video codec must handle. In this study, two approaches are presented to improve the existing pruning algorithm. The first method determines the order in which images are pruned. The amount of overlapping region between the source views is then used to determine the pruning order. The second method considers global region-wise color similarity to minimize matching ambiguity when determining the pruning area. The proposed methods are evaluated under common test condition of MIV, and the results show that incorporating the proposed methods can improve both objective and subjective quality.
본 논문에서는 비선형적 움직임에 대하여 시각적 화질 향상에 목적을 둔 프레임 보간 기법을 제안한다. 그러므로 블록 현상과 영상의 중첩을 감소시키고자 블록 크기를 128x128부터 1x1까지 순차적으로 전역탐색을 실시하여 최소 오차값이 가장 작은 블록이 포함된 프레임을 선택하고, 비선형적인 움직임 벡터를 GRNN(General Regression Neural Network) 알고리즘을 이용하여 재 추정함으로써 프레임을 보간하는 알고리즘을 제안한다. 이러한 알고리즘의 성능 분석을 위해 프레임 반복, 단방향 움직임 보상, 양방향 움직임 보상의 기법들과 비교한다. 객체의 움직임이 크거나 카메라 초점의 이동과 줌인(zoom-in), 줌아웃(zoom-out) 효과가 들어간 대상 영상에 대하여 주관적 화질면에서 성능이 향상됨을 보인다.
최근 하드웨어 성능뿐 아니라 영상 처리 기술의 발달로 인해 다양한 분야에서 사용자에게 자유로운 시야각과 입체감을 제공하는 3차원 포인트를 다루는 기술에 관한 연구를 지속하고 있다. 3차원 포인트를 표현하는 형식 중 포인트 클라우드 기술은 포인트를 정밀하게 획득/표현할 수 있다는 장점으로 인해 다양한 분야에서 주목받고 있다. 하지만 하나의 3차원 포인트 클라우드 콘텐츠를 표현하기 위해 수십, 수백만 개의 포인트가 필요하므로 기존의 2차원 콘텐츠보다 많은 양의 저장 공간을 요구한다는 단점이 존재한다. 이러한 이유로, 국제 표준화 기구인 MPEG (Moving Picture Experts Group)에서는 3차원 포인트 클라우드 콘텐츠를 효율적으로 압축 및 저장하고, 사용자에게 전송하는 방안에 대해 계속 연구를 진행 중이다. 본 논문에서는 MPEG-I (Immersive) 그룹에서 제안한 V-PCC(Video based Point Cloud Compression) 부호화기를 통해 생성된 V-PCC 비트스트림을 MMT (MPEG Media Transport) 표준에서 정의한 MPU (Media Processing Unit)로 구성하는 방안을 제안한다. 또한, MMT 표준에서 정의한 시그널링 메시지를 확장하여 3차원 포인트 클라우드 콘텐츠의 영역 선별적 전송 방안을 위한 파라미터와 사용자의 요구에 따라 선택적으로 품질 파라미터를 결정할 수 있도록 V-PCC에서 상정하는 품질 파라미터를 추가 정의한다. 마지막으로, 본 논문에서는 제안한 기술을 기반으로 검증 플랫폼의 설계/구현을 통해 결과를 확인한다.
