Analysis of Development Project Conditions and Potential Demand Characteristics in High-Speed Rail Station Areas (전국 고속철도 역세권의 개발 사업여건 및 잠재수요 특성 분석)

  • As the problem of lowering the efficiency of urban services in small and medium-sized cities in the non-metropolitan area intensifies, the necessity of developing a railway station area is being emphasized to form a compressed urban space through regional bases. Although major station areas in large cities are being developed in the form of complex, the analysis of the development location characteristics of the small and medium-sized city station areas is insufficient. The purpose of this study is to analyze the characteristics of development project conditions and potential demand in the high-speed rail station areas across the country, identify the differences in locational characteristics according to the type of city, such as 'metropolitan city', 'large city in non-metropolitan city', 'medium and small city in non-metropolitan city', and find out the appropriate development method. As a result of the analysis, it was analyzed that the 'metropolitan area metropolitan area' has high potential demand and poor business conditions. On the other hand, in the case of the non-metropolitan area, it was analyzed that the 'small and medium-sized city station area' has good business conditions and low potential demand characteristics, and the 'large city station area' has intermediate characteristics. This suggests the need for different development methods in the development of metropolitan and small and medium-sized city station areas. The analysis results of this study show that it is desirable to encourage private participation in large-scale metropolitan station areas, which require large-scale input, to maximize potential demand, and to encourage private participation through public-led projects based on favorable business conditions or development based on regional characteristics.

A Study on Housing Poverty in the Nagoya Metropolitan Area, Japan (일본 나고야 광역시의 주거빈곤에 관한 연구)

  • The Japanese economy has been unstable since 1990. Economic instability and changes in working conditions have made the acquisition of housing and the improvement in housing standards difficult. Unstable working and habitation conditions have also spread, and the Nagoya Metropolitan Area is recognized as a traction community in the Japanese economy. This study employed existing statistics and helpline consultations in 2013 to clarify the state of housing poverty in the Nagoya Metropolitan Area. Moreover, it clarified the conditions for improvement in the housing standards for the low-income households, a regional gap, and reasons for the deteriorating housing levels of low-income households by investigating the "Housing and Land Survey." Furthermore, it clarified housing difficulties that do not appear in existing statistics by investigating the examples of "toll-free call consultations" in 2013.

  • The metropolitan area needs to control the Automatic Fare Collection (AFC) and transportation card system in order to implement an efficient railway and subway. This paper introduces a suitable analysis to take advantage of the systematic method of the AFC and transportation card. These systems should consider the fare system, transportation pass and AFC equipment, which are organized with the Automatic Ticket Vending Machine, the Ticket Office Machine and the Card System of Radio Frequency (RF). However, the organization includes the fact the Automatic Ticket Vending Machine has a problem with the proceeding speed of passengers and inconvenience. Second, the majority of passengers have not utilized the Ticket Office Machine. Also, it should consider whether the transportation card is the proper system in the metropolitan area. Based on the analysis of national and international cases, it suggests that the AFC should make more improvements in the metropolitan area railway and subway.

  • Liquefaction hazard caused by earthquake is the damage in a wide range. Until now, liquefaction hazard potential at a small area or most structure in Korea was assessed by modified Seed & Idriss method. However, it has been known that this method is not proper for metropolitan area due to a lot of time and data to perform the related ground response analyses such as Shake program. For these reasons, the current method has been used facilities or structures, not metropolitan area. In this study, several contents in seismic design of Eurocode and Korean seismic design standard for Port and Harbor were introduced and applied for assessing the liquefaction potential and mapping the liquefaction hazard by LPI(Liquefaction Potential Index). Finally, Ulsan metropolitan city was practically drawn in two dimensional space.

Implications of the US Metropolitan Economic Zone on the Association of Rural Living Area and Metropolitan Economic Zone in Korea (미국의 광역경제권과 생활권 -한국의 광역경제권 및 농촌지역 생활권 구축에 대한 함의-)

  • The purpose of the present study is to provide policy implications for successful development of the metropolitan economic zone in Korea followed by in-depth case studies on the US Metropolitan Economic Region. This study looked into diverse experiences of the US mega regions investigating their key strategies, requirements and standards, etc. Urban areas in the US are designated based on CBSA, a standard for statistical area since 1950. The US has a clear standard to define rural and suburban area and is trying to reflect urban structural changes including suburbanization. The US annexation system is relatively simple to operate. Furthermore, the system helps the growth of rural areas by gradually incorporating rural areas into urban areas. We found that action plans of the US mega regions facilitate strategic growth and development for balanced territorial development, incorporating multi-dimensional and comprehensive approaches. We also found that the US mega regions are designated with regard to the local natures. Couple of policy implications were extracted from the US experiences. First, since the construction of mega regions in Korea concerns less on the inter-regional connections with other regions, we need to incorporate diverse standards to divide the regions with respect to the spatial and local characteristics. Second, local governments should collaborate with each other for successful economic development of the metropolitan economic zones. Administrative districts renovation can be a immediate and effective solution to facilitate the collaboration. We recommended to consider consolidating administrative areas to construct successful metropolitan economic zones.

  • This surveillance research drafted a conservation plan of regional green spaces, on a metropolitan area level, geared toward the Minuma Tanbo area of 1260 ha, located in Saitama City, in the suburbs of Tokyo. It was an effective method, applied to an area where Japan's current issues on regional green space were epitomized, as it formed symposiums consisting of various personnel, and the opinions of the citizen had been reflected.

A Study on the Regional Distribution Characteristics and Innovation Activity Performance of Bio-Industry in Korea: Focusing on Metropolitan and Non-metropolitan Areas (국내 바이오산업의 지역별 분포특성과 혁신 활동 성과에 관한 연구: 수도권과 비수도권 지역을 중심으로)

  • The study empirically analyzed the differences in industry distribution and innovation activity performance in the metropolitan and non-metropolitan areas of Korea's bio companies, which are highlighted as future growth engines. The main innovation activities of the bio industry, which are focused on science and technology and expressed with high uncertainty, were analyzed, centering on human resources, technology cooperation, and investment promotion. As a result of the analysis, the biomedical industry in the metropolitan area was found to have a high proportion, and bio foods, bio-based chemicals, and energy industries in the non-metropolitan area, respectively. Moreover, the innovation activity performances differed between the two regions. In particular, the notable characteristics included human resources, investment promotion, and technical cooperation with medical institutions in the metropolitan area with a high proportion of biomedical industries, and technology personnel exchange and cooperation with private research institutions in the non-metropolitan area, which has a high proportion of bio foods, bio-based chemicals, and energy industries. This study is significant in that it is the first study to compare and analyze the performance of innovative activities based on the distribution of industries in the bio-industry, focusing on human resources, technology cooperation, and investment promotion. In addition, after investigating the distribution status and competitiveness of the domestic bio-industry by region, it will analyze the status and characteristics of the domestic bio-industry and present policy implications to implement relevant promotion policy more efficiently.

The Analysis of PM10 Concentration and the Evaluation of Influences by Meteorological Factors in Ambient Air of Daegu Area (대구지역 대기 중 미세먼지의 오염도 분석 및 기상인자에 따른 영향 평가)

  • Air Monitoring Network(11 urban stations) is operated to measure ambient air quality in Daegu city. The urban air monitoring stations include 6 in residence area, 3 in industrial area, 1 in commercial area, and 1 in green area. In this study, hourly data (2006. 1. 1~2008. 12. 31) of $PM_{10}$ were measured at 11 urban air monitoring stations. $PM_{10}$ mean concentrations were high in fall and winter because of low wind speed and many haze days. The number of exceeding the daily standard of $PM_{10}$ in industrial area was approximately twice as many as that in residence area. $PM_{10}$ concentrations and visibility were influenced significantly by wind speed. Wind speed and visibility were below 1.8 m/s and 10 km, respectively when $PM_{10}$ concentrations were over $120{\mu}g/m^3$. $PM_{10}$ concentrations were high when haze was observed. The mean concentrations of $PM_{10}$ were $104{\pm}41.3{\mu}g/m^3$, $63{\pm}35.1{\mu}g/m^3$, and $49{\pm}26.9{\mu}g/m^3$, respectively when haze, mist and clear were observed.

Zinc Nutritional Status in Korean Adults from Rural, Urban and Metropolitan Areas

  • The zinc intake and status of South Koreans from rural, urban and metropolitan areas were compared to evaluate the zinc nutritional status in different regional areas in South Korea. The dietary habits of 721 healthy adult subjects (271 from rural, 240 from urban, 210 from metropolitan city) with an age range 30 ∼ 64 (mean age 54$\pm$18) were assessed using a food frequency questionnaire. Mean daily Zn intake for rural, urban, and metropolitan areas was 6.5 mg, 7.3 mg, and 11.4 mg (p<0.05), respectively, which was 54%,61% and 95% of the Korean RDA for man (12 mg/d). Mean phytate: zinc molar ratios for rural, urban, and metropolitan city were 41, 34, and 30, respectively (p < 0.05), which were higher than the cutoff level of 20 for poor zinc status. The zinc intake and phytate: Zn molar ratio in the rural area were 0.5 and 1.3-fold compared to those of the metropolitan city, which can cause poor zinc nutriture in the rural area. Most of the zinc biomarkers were lower in the rural area than in the metropolitan city (p < 0.05) (mean rural and metropolitan values for plasma Zn: 80.8 $\mu\textrm{g}$/dL and 119.8 $\mu\textrm{g}$/dL, respectively; RBC Zn: 7.8 $\mu\textrm{g}$/dL and 8.8 $\mu\textrm{g}$/dL, respectively; plasma alkaline phosphatase (ALP) activity: 87 mU/mL and 100.4 mU/mL, respectively). It seems that a lower zinc intake in the rural area decreased zinc biomarker levels, such as plasma and RBC zinc, and plasma alkaline phosphatase activity, and caused the poor zinc nutritional status in this area. Most of the zinc biomarkers, such as RBC zinc and urinary and plasma zinc levels, in the subjects from the three localities, were within the normal range even when zinc intake of rural and urban subjects was low. The exception was plasma ALP activity in the rural area, which was lower than the reference level. Thus, marked zinc deficiency in these subjects were not observed, however, the potential for marginal zinc deficiency should be considered, especially for the rural area, because of the low zinc intake and the biomarker levels for marginal zinc deficiency.

  • The Kyung-In Canal is to protect Gulpo Stream Area from recursive flooding and to relief inland transportation congestion, in the Seoul Metropolitan Area. Enlarging and extending the Gulpo stream Drainage Canal operated only during rainy season. Kyung-in Canal will serve not only for preventiong flood, but for reducing logistics cost also in the Seoul Metropolitan Area
